WPSO Detectives Arrest Two – Washington Parish Woman & Pearl River County Man

On September 28, 2022, Washington Parish Sheriff’s Office detectives obtained a warrant from a 22nd Judicial District Judge authorizing them to search a residence located at 25388 Military Road. Upon entering the residence, the detectives encountered two individuals, each of whom was arrested.

Dustin King, 45, a resident of Highway 43 North in Pearl River County was arrested and transported to the Washington Parish Jail where he was booked on charges of distribution of illegal narcotics, possession with intent to distribute illegal narcotics, possession of illegal narcotics, possession of drug paraphernalia, use of illegal narcotics in the presence of a juvenile and being a fugitive from Pearl River County. His bond was set at $100,000. In addition to his current charges, King has a history of arrests in Washington Parish dating back to 2007 when he was charged with numerous counts of contributing to the delinquency of a minor. Other arrests in 2013, 2016 and 2018 were for a variety of charges, including driving while intoxicated, probation violation and narcotics offenses.

Shanda Honaker, 45, a resident of the Military Road address, was arrested on charges of possession with intent to distribute illegal narcotics, use of narcotics in the presence of a juvenile, possession of illegal drugs and possession of drug paraphernalia. Her bond was set at $30,000. Honaker has previous stays in the Washington Parish Jail. In 2018, she was arrested twice for illegal narcotics offenses. In 2020, she faced charges of burglary, possession of stolen property, possession of a stolen firearm, being a convicted felon in possession of a firearm and obstruction of justice.

Two minor children were present in the house at the time of the arrests. They were turned over to the custody of Honaker’s mother who arrived at the scene.

“I don’t know whether to be angry or disgusted,” stated Sheriff Randy Seal. “Perhaps both. It is so disappointing to see anyone throwing their life away for clandestine abuse of illegal drugs. I remind these two, as well as others, that it is never too late to face reality and turn your life around.”

Washington Parish Woman Arrested - Meth Found in Her Car – Two Children Present

Megan C. Cooper, age 34 and a resident of Highway 1074, was arrested on September 28, 2022 by a detective with the Washington Parish Sheriff’s Office Drug Task Force. While patrolling in the Isabel area on Highway 16, the detective observed an automobile being driven in an erratic manner. He stopped the vehicle and encountered Cooper who subsequently failed a roadside sobriety test. After receiving consent to search Cooper’s car, the detective discovered a quantity of methamphetamine. Two minor children also were in the car and were placed in the custody of their father who arrived on the scene. 

Cooper was arrested and transported to the Washington Parish Jail where she was booked on charges of possession of methamphetamine, possession of a controlled dangerous substance in the presence of a juvenile, driving while under suspension and traffic violations. Her bond was set at $7,500.

“Possession of methamphetamine in the presence of children,” stated Sheriff Randy Seal, “is shocking to the conscience of law abiding citizens. It is obvious she has made poor lifestyle choices and now must face the consequences of her irrational decision making.”

Mississippi Man Killed in St. Tammany Parish Crash

Last night, September 28th, shortly after 9:30 p.m., Troopers from Louisiana State Police Troop L began investigating a single vehicle fatal crash on Interstate 59 near the West Pearl River Bridge in St. Tammany Parish. The crash claimed the life of 38-year-old Errol Childs of Picayune, Mississippi.

The initial investigation revealed the crash occurred as a Toyota Tundra was northbound on Interstate 59. For reasons still under investigation, the Toyota traveled off of the roadway to the right. After leaving the roadway, the Toyota struck a utility pole and then became fully engulfed in flames. 

At this time, it is unknown if any of the three occupants were properly restrained due to the severe damage to the vehicle. Childs was a passenger and was pronounced deceased on the scene. The driver and other passenger were both transported to a local hospital for serious injuries. Impairment on behalf of the driver is unknown at this time, however routine toxicology results are pending. This crash remains under investigation.

Troopers wish to remind motorists to always make good decisions while in a motor vehicle. Never drive impaired, fatigued or distracted, follow all traffic laws and always ensure every occupant is properly restrained. While not all crashes are survivable, taking simple precautions such as these can often mean the difference between life and death.

DEA Agent Arrested on Domestic Abuse Charge

Jimmie Ogden, age 54 and a local DEA agent, was arrested this week by the St. Tammany Parish Sheriff’s Office, accused of battering his wife.

On September 25, 2022, a female contacted the STPSO to report her husband, Jimmie Ogden, had battered her while they were at their Covington-area home on September 22, 2022. The female reported that she fled to north Louisiana after the incident. On September 28, 2022, the female met with STPSO investigators, providing a statement and documentation of injuries was taken. 

Based on the investigation conducted and the evidence provided, a warrant was issued by the 22nd Judicial Court Wednesday (September 28, 2022) night for Ogden’s arrest.

Ogden was located and taken into custody without incident and booked into the St. Tammany Parish Correctional Center on one count of Domestic Abuse Battery. Ogden was released on $2500.00 bond.

The STPSO has been in communication with the local DEA field office and they are aware of the arrest.

Eleven Pounds of Fentanyl Seized in St. Tammany

St. Tammany Parish Sheriff’s detectives seized approximately eleven pounds of fentanyl during an operation that took place Tuesday (September 27, 2022) with the assistance of Homeland Security Investigations in the parking lot of a Covington-area hotel.

Fermin Ortega Rodrigue, a 24 year-old Mexican national, was arrested and booked into the St. Tammany Parish Correctional Center on the charge of Prohibited Acts – Schedule II after detectives determined he was transporting approximately eleven pounds of fentanyl.

“Fentanyl is a very dangerous drug, and I commend the detectives who worked this case and prevented a large quantity of this deadly drug from ending up on our streets,” Sheriff Randy Smith.

3 Indicted by St. Tammany Parish Grand Jury for Murder

District Attorney Warren Montgomery reports that on Wednesday, September 28, 2022, a St. Tammany Parish Grand Jury indicted three persons in the case of a murder that occurred in Lacombe. The body was driven to and disposed of in Santa Rosa County, Florida.

  • Patrick Earl McCarty, II, age 36 and of Slidell, was indicted on the charges of second degree murder, obstruction of justice and 2 counts of possession of a firearm by a felon.
  • Jason Robert James, age 37 and of Lacombe, was indicted on the charges of second degree-murder and obstruction of justice.
  • Aarin Navarre, age 17 and of Slidell, was indicted on the charge of second-degree murder. He was a juvenile at the time but is being tried as an adult. No image is available.

Detective Julie Boyton with the St. Tammany Parish Sheriff’s Office investigated the case and Assistant District Attorney Iain Dover presented the case to the grand jury. The District Attorney expressed his thanks to the Santa Rosa County Sheriff’s Office for their cooperation and assistance.

2 Indicted by St. Tammany Parish Grand Jury on Rape Charges Involving Victims Under 13

District Attorney Warren Montgomery reports that on Wednesday, September 28, 2022, a St. Tammany Parish Grand Jury indicted two persons in separate cases, each on charges  of first-degree rape involving a victim under 13 and of sexual battery involving a victim under 13. 

Brandon Cedric Jones, age 33 and of Lacombe, was indicted on the charges in a case that involves abuse that spanned approximately 5 years, from the time the child was 6 years old until the child turned 11 years old in Slidell. The victim reported the abuse when she was 17 years old. Detective Katie Robbins with the St. Tammany Parish Sheriff’s Office investigated the case and Assistant District Attorney Ysonde Boland presented the case to the grand jury.

George L. Starks, age 29 and of Pearl River, was indicted on the charges in a case in which the victim was 12 when the abuse took place in Slidell in 2022. Detective Patrick Rigney with the St. Tammany Parish Sheriff’s Office investigated the case and Assistant District Attorney Ysonde Boland presented the case to the grand jury.

St. Tammany Parish Sheriff's Office Hosting National Night Out Events

On Tuesday, October 4, 2022, the St. Tammany Parish Sheriff's Office will be participating in National Night Out Against Crime, and they are participating in a big way this year. This year, in addition to attending events hosted and held in neighborhoods, the STPSO will be hosting its own events at each of its four district offices. Residents are encouraged to stop by at one of these events between 5 and 8 p.m. Tuesday.

These events will provide residents an opportunity to meet the supervisors and deputies working in their district, to find out about services available and to share their concerns. Neighborhoods are welcome to set up a table/tent at these events, or residents can come on their own. Food, bounce houses and entertainment will be provided at each event.

The location of the district offices are as follows:

  • 1st District - 300 Brownswitch Road, Slidell
  • 2nd District - 3926 Hwy 59, Mandeville
  • 3rd District - At future home on Brewster Road, Covington (behind Target)
  • 4th District - 81635 Hwy 41, Bush

In addition to these four events, representatives from the various divisions within the STPSO will be attending 16 registered parties that are planned in neighborhoods throughout the parish.

National Night Out is a nation-wide crime prevention event. The night is designed to heighten crime prevention awareness, increase neighborhood support in anti-crime efforts, and unite our communities. It is a great chance to learn about crime prevention, while also celebrating your community and spending time with your neighbors and local law enforcement. Nationally the event is held during the month of August, but due to the extreme heat, many locations in South Louisiana have changed the date to the month of October.

“I am very excited to be hosting our own events at our district offices this year,” Sheriff Randy Smith said. “I encourage everyone to come out, and I look forward to seeing as many residents as possible as I travel around the parish.”

Former St. Tammany Corrections Deputy Arrested

The St. Tammany Parish Sheriff’s Office has arrested a former correctional deputy Jason Allen, Jr., age 21 and of Slidell. During an investigation into drugs being introduced into the correctional center, STPSO detectives reportedly learned from multiple sources that Jason Allen, Jr. was selling illegal narcotics to inmates while he was employed as a correctional deputy in the facility.

As part of their investigation, detectives recovered marijuana, suboxone, cocaine, a firearm and drug paraphernalia from inside Allen’s vehicle. Allen, who had been employed with the St. Tammany Parish Sheriff’s Office since February 2022, was terminated and arrested Tuesday evening (September 27, 2022) and booked into the St. Tammany Parish Correctional Center on the following charges: Possession with Intent to Distribute Schedule I (2 counts), Possession with Intent to Distribute Schedule II, Possession with Intent to Distribute Schedule III, Drug Traffic Proceeds, Possession of Firearm During Commission of a Felony, Possession of Drug Paraphernalia, Malfeasance in Office, and Introduction of Contraband into a Penal Facility.

“This individual abused his position as an employee in the correction center and used that position as a means to bring contraband into the facility,” Sheriff Randy Smith said. “We will not tolerate illegal drugs being brought into our facility, and if you are caught doing so, regardless of who you are, you will be arrested.”

Slidell Man Sentenced to 40 Years on Narcotics Charges

District Attorney Warren Montgomery reports that on Thursday, September 22, 2022 Jason Leon Griffin, age 41 and of Slidell, was sentenced by District Judge Alan A. Zaunbrecher to forty (40) years in prison on the charge of possession with intent to distribute heroin and twenty (20) years in prison on the charge of possession with intent to distribute methamphetamine, with the sentences to run concurrent with each other. The defendant had been found guilty of both charges by a 12-person jury on June 26, 2022. The Defendant has two prior convictions for distributing drugs and a prior conviction for possession of contraband in a state correctional institution. The defendant also has a pending case in the 22nd JDC for conspiracy to commit monetary instrument abuse.

On August 21, 2020, the Slidell Police Department initiated an investigation after a citizen report of sales of methamphetamine out of a Slidell apartment.

Detectives arranged for a confidential informant (hereinafter CI) to purchase narcotics from the apartment on two separate occasions. The CI purchased methamphetamine from the defendant’s brother, his co-defendant, both times. The co-defendant previously pled guilty and is serving 10 years in prison. The co-defendant testified under oath that he and his brother sold narcotics out of the Slidell apartment. He was called as a State’s witness at the defendant’s trial.

Detectives obtained a search warrant after the CI buys and made forced entry into the apartment on September 9, 2020. In the living room, detectives recovered a plastic bag containing methamphetamine; a plastic bag containing heroin; and a small plastic tub of heroin; all of which were on a couch where the defendant was seated.

In the master bedroom, Detectives recovered a zip lock bag containing MDMA; a black container with heroin residue and a plastic bag with methamphetamine.

Assistant District Attorneys Amanda Gritten and Zachary Popovich prosecuted the case.

LSU AgCenter to Host Fall Fest and Plant Sale

The LSU AgCenter Hammond Research Station will host its second Fall Fest and Plant Sale on Saturday, October 8th from 8:00AM to 2:00 PM at the Hammond Research Station (21549 Old Covington Highway, Hammond, LA 70403). 

This family-friendly event is free and open to the public. Hundreds of plants, including fall-themed bedding plants, blueberry plants and other shrubs, a variety of ornamental peppers, vegetable starts, Louisiana Super Plants, houseplants, herbs, and unique species from our research station will be offered for sale. There will also be educational sessions on garden pests, garden design, blueberry planting, and container gardening from LSU AgCenter specialists. A free tour of our official trial gardens will be given at 11:30am. Tangipahoa Master Gardeners will provide fun children’s activities, as well as host a plant sale of natives and sasanquas. They will also hold a plant swap – give a plant, take a plant! Food and drinks will be available for sale at the event.

Disturbance 1. Tropical Storm Ian – Keep a close eye on this one

Tropical Storm Ian is located about 300 miles south-southeast of Jamaica with sustained winds of 45 mph. Ian is currently moving west-southwest at 15 mph. Ian is expected to turn westward to west-northwestward early Sunday, then northwest late Sunday, then north-northwestward late Monday. Ian is forecast to move across the central Caribbean today, Jamaica on Sunday, Cayman Islands Sunday night, and Cuba on Monday. Ian is currently forecast to make landfall on the Florida peninsula Wednesday or Wednesday night as a major hurricane. Confidence: There is normal confidence in the short-term forecast regarding TS Ian and lower than normal confidence in the forecast beyond Monday. While less likely than the current forecast track, there are still several possible tracks farther to the west, so please continue to monitor the forecast for changes over the next few days.

Post-Tropical Cyclone Fiona is expected to hit Atlantic Canada as a powerful hurricane-force cyclone today.

Despite unfavorable upper-level winds, some slow development of this system is possible over the next several days while it drifts northwestward or northward over the central tropical Atlantic. Disturbance 4. Tropical Storm Gaston - Not likely a threat to us

Tropical Storm Gaston is located just west of the central Azores moving west-southwest at 7 mph with maximum sustained winds at 50 mph. Gaston is expected to turn to the west today, followed by a turn to the southwest late Sunday. Gradual weakening is forecast over the next few days and should become a post-tropical cyclone later today.

Disturbance 5. Tropical Storm Hermine – Not likely a threat to us

Tropical Storm Hermine is about 360 miles northest of the Cabo Verde Islands with maximum sustained winds of 40 mph. Hermine is expected to turn northeast late Sunday and then to the northwest by Monday night. Hermine could become a remnant low on Monday. There are no coastal watches or warnings in effect.

Tropical Depression Nine Update

There has been a slight westward adjustment in the track and increase in the forecast intensity for Tropical Depression Nine. Tropical Depression Nine is expected to strengthen into a tropical storm by tonight and become a hurricane before entering the southeastern Gulf of Mexico on Tuesday. It is currently forecast to make landfall on the Florida peninsula on Wednesday

Confidence: There is normal confidence in the short-term forecast regarding TD9 and lower than normal confidence in the forecast beyond Monday. While less likely than the current forecast track, there are still several possible tracks farther to the west, so please continue to monitor the forecast for changes over the next few days.



Former St. Tammany Sheriff's Office Lieutenant Arrested

Victoria Stelfox, age 40 and a former St. Tammany Parish Sheriff’s Office employee, was terminated yesterday (September 22, 2022) and arrested for Malfeasance in Office and Filing or Maintaining False Public Record. She was booked into the St. Tammany Parish Correctional Center. Bond was set at $5000.00.

Stelfox, a lieutenant in the criminal patrol division, was arrested after she fabricated a hit-and-run accident report when a deputy who worked under her was involved in a minor single-vehicle crash.

Stelfox had been employed with the St. Tammany Parish Sheriff’s Office since September 2005.

“It is a very sad day when you have to arrest one of your own employees,” Sheriff Randy Smith said, “but no one is above the law.”

Candidate Meet-N-Greet in Mt. Hermon is Oct. 8th

The Mt. Hermon Ruritan Club will be hosting a candidate meet and greet on Saturday, October 8th from 2:00-4:00 p.m. Candidates who will be on the ballot here in our community which include those running for U.S. Senate, U.S. Representative of the 5th Congressional District, and Washington Parish School Board District 1 have been invited. 

There will be no formal program nor will there be a debate. This is a casual come and go event allowing our citizens the opportunity to meet the candidates. The Mt. Hermon Ruritan Club is providing this as service to our community only and does not endorse any candidate.

Disturbance 1. Tropical Depression Nine - Keep an eye on this one

Tropical Depression Nine is expected to approach Jamaica and the Cayman islands as an intensifying tropical storm. The system is forecast to approach western Cuba and enter the southeastern Gulf of Mexico. The eastern Gulf Coast should closely monitor this system; however, forecast uncertainty is fairly high.

Disturbance 2. Hurricane Fiona - No threat to us

Hurricane Fiona is expected to hit Bermuda overnight and diminish to below tropical storm force during Friday. Fiona is expected to hit Atlantic Canada as a powerful cyclone late Friday and Saturday. 

Disturbance 3. Tropical Storm Gaston - No threat to us

Tropical Storm Gaston is bringing tropical storm conditions to the Azores and is moving east-southeast at 7 mph. A turn to the south is forecast for tonight and then a turn southwestward and early Saturday. Gradual weakening is expected over the next few days.

Disturbance 4. Central Tropical Atlantic – No threat to us

Some slow development of this system is possible over the next several days while it drifts northwestward or northward over the central tropical Atlantic. An area of low pressure located between the Cabo Verde Islands and the west coast of Africa is showing increased signs of organization. Environmental conditions are forecast to be generally conducive for further development during the next day or so, and a tropical depression is likely to form while the system moves northward at about 10 mph, roughly parallel to the coast of west Africa. Formation chance through 48 hours...high...80 percent and formation chance through 5 days...high...80 percent.

Bogalusa Council Meeting of September 20, 2022

When attending a meeting of the Bogalusa City Council, one witnesses the Council conducting routine business. They  also consider approval of resolutions and ordinances, hear reports from the Mayor and her staff, and listen and respond to complaints and questions from the public. But often there is a little bit of controversy and a little bit of drama.












Early during Tuesday (September 20, 2022) evening's meeting, Mayor Wendy Perrette proclaimed September 17-23, 2022 as Constitution Week marking the 235th anniversary of the Constitution of the United States of America and presented the Proclamation to representatives of the Daughters of the American Revolution.

The Council then

  • introduced an ordinance to transfer a fire truck to Washington Parish Fire District 1. The Council will hold a public hearing and vote on the ordinance at the next meeting
  • held public hearings on and voted to approve three ordinances: 1) to rezone from residential to B Transitional property at 902 Virginia Avenue; 2) to authorize the mayor to accept the RFP regarding the native American Museum Building and enter into a contract with Milltown Athletic Club; 3) to authorize the mayor to accept RFP's regarding the mowing of tall grass and weeds and to enter into a contract with Micon Services, Inc. and Magic City Lawn Care, LLC
  • heard from the public during Public Participation (beginning at 49:10)
  • heard reports and remarks from Mayor Perrette

During Public Participation, 

  • Gladys Lampton described problems she has been experiencing at her home for fifteen months
  • Joel Miller announced that a forum/debate for mayoral candidates will be held on September 27, 2022. Miller also requested assistance with removing a tree at his residence. Mayor Perrette responded.to the tree issue and later (during Administrative Remarks) indicated that she would not participate in the forum/debate. The Mayor also indicated that mayoral candidate Teddy Drummond would not participate
  • Jay Schultz requested an update on actions regarding the proposed methadone clinic on Avenue B. Responses did not reveal anything specific but, in general, actions are being considered and a “cooling-off” period has been agreed on 
  • John Gallaspy commented on the earlier Proclamation to the DAR, described a dead tree problem at Ponemah Cemetery, and commented on the proposed methadone clinic issue
  • “Foots” Quinn commented on crime in Bogalusa and proposed that all drugs be legalized and sold through a controlled state facility
  • Jesse Mcquigg introduced himself and his mapping and analytics services

During Administrative Remarks (beginning at 1:05:45), Parks and Recreation Director Landon Tims reported on upcoming events and on plans to improve facilities. Mayor Perrette further commented on the proposed forum/debate

Following comments by Council members, the meeting adjourned.

Fatal Boating Incident in Lake Pontchartrain

The Louisiana Department of Wildlife and Fisheries enforcement agents are investigating a fatal boating incident that occurred in St. Tammany Parish today (Thursday, September 25, 2022). The body of 62 year-old Ricky Hodgson of Pearl River was recovered from Lake Pontchartrain around 9:30 am today. 

At approximately 5:15 am this morning, the STPSO Marine Division was made aware of an overdue vessel, a blue shrimping skiff that launched around 8:45 pm on Wednesday night from the Pointe Marina in Slidell. The men's truck and boat trailer was located at the marina and the STPSO Marine Division and the U.S. Coast Guard conducted a search of Lake Pontchartrain. 

Agents learned that Hodgson and another passenger on the boat were recreationally trawling for shrimp in Lake Pontchartrain near the twin spans when their trawl was stuck around midnight. Hodgson and the other boater tried to get the trawl unstuck when the boat capsized putting both men into the water without wearing personal flotation devices. The other boater survived the incident while Hodgson passed away. Hodgson’s body was turned over to and identified by the St. Tammany Parish Coroner’s Office. An autopsy will be conducted to determine the cause and manner of death.

19 Year-Old Sentenced for Attacking Covington Teacher – Victim's Impact Statement Attached

District Attorney Warren Montgomery reports that on Wednesday (September 21, 2022),  19 year-old Larrianna Jameese Jackson of Covington pleaded guilty as charged to Second Degree Battery and Cruelty to the Infirmed.

During Jackson’s guilty plea, the victim was present in court and gave a victim impact statement (see below) describing how her life has been altered by Jackson’s physical attack. After listening to the victim’s statement, Judge Richard Swartz imposed the following sentence on Jackson: five years as to each charge, all but one year suspended, with the one year in prison to be served in the Department of Corrections at hard labor without the benefit of probation or parole. The Judge also granted a lifetime protective order for the victim. Upon release from prison, Jackson will serve 3 years on supervisory probation with anger management classes and mental health counseling.

The Covington Police were called to Covington High School on October 6, 2021, due to a report of a battery of a school teacher by a student. The victim was taken to St. Tammany Parish Hospital.

While officers were obtaining information from the school principal, a fellow student informed them that a video had been uploaded to TikToc. The juvenile showed the video to the officers who reported that, “the [victim] and Jackson appear to be arguing, after which Jackson grabs [the victim] by the hair and begins punching her in her head. Jackson continues to beat the victim on her arms and head as she is pull to the ground.”

The defendant was interviewed that day at Covington High. She was wearing the same clothing and hairstyle as was on the video. The defendant denied that that any such incident occurred; she was arrested.

The victim sustained lacerations and bruises on both arms, trauma to the head with concussion, trauma to the neck, a fractured rib with heavy bruising and a sprained wrist. A chunk of hair was pulled from her head and she was diagnosed by her eye specialist as being “one step away from a detached retina.” Investigations never confirmed whether the “Slap a Teacher” TikTok Challenge was the motive behind the attack.

The case was prosecuted by Assistant District Attorney Zachary Popovich.
