Bogalusa Mayor Loses Another Battle. Court Approves Fiscal Administration.

Today (February 28, 2025), the final step in placing the City of Bogalusa under Fiscal Administration was made with a ruling by 22nd JDC Judge Alan Zaunbrecher. The Judge also approved the appointment of Robert Neilson as Fiscal Administrator.

On January 29, 2025, the Louisiana Fiscal Review Committee voted to place the City of Bogalusa under Fiscal Administration and appointed Robert Neilson as Fiscal Administrator. Click here for that story  The actions required Judge's approval and a Motion was filed by the Louisiana Attorney General's office to accomplish the actions of the Louisiana Fiscal Review Committee, setting up today's Hearing.

Judge Zaunbrecher took the bench today soon after 10:00 AM. The matter of legal representation by the City of Bogalusa was resolved with the Judge ruling that the City Attorney of Bogalusa was the legal representative. City Attorney Kelvin May attempted to argue that he was not prepared and attempted to obtain a continuance of the Hearing. However, the Judge maintained his ruling on representation and denied a continuance.

The Hearing was then held in the Judge's Chambers, a disappointment to those in the packed courtroom. The Judge emphasized, however, that a transcript of the Hearing would be available at a later date. Around 2:00 PM, an announcement was made that the Judge had rendered his Judgment.  Later this evening, Chief Deputy Attorney General Larry Frieman confirmed that the Judge ruled the City of Bogalusa is placed under Fiscal Administration and that Robert Neilson is named as Fiscal Administrator.

Bogalusa Mayor Tyrin Z. Truong has strongly opposed Fiscal Administration and the appointment of Neilson as Fiscal Administrator.

St. Tammany Parish Jail Inmate Dies From Unknown Medical Condition

An inmate at the St. Tammany Parish Correctional Center died Monday (February 24, 2025) from an unknown medical condition.

Shortly after 1:40 a.m. Monday, a 57-year-old female inmate, who was being watched by both members of the jail’s medical staff and St. Tammany Parish Sheriff’s deputies, was observed suffering from a medical emergency.

Deputies and medical staff immediately rendered first aide and life-saving measures to the inmate, Cokette Jean Meyer, and those efforts continued until EMS arrived minutes later.

She was transported by EMS to a local hospital, where she was pronounced deceased.

The cause of death remains under investigation and is pending final autopsy results from the coroner’s office.

Meyer was booked into the St. Tammany Parish Correctional Center on Jan 17 by Slidell Police after being arrested for Disturbing the Peace and Resisting Arrest by Force or Violence.

Bogalusa Man Indicted on Federal Drug and Gun Charges

Fernando Brister, age 35 and resident of Bogalusa, Louisiana, was indicted on January 31, 2025, announced Acting United States Attorney Michael M. Simpson.  Count One of the indictment charged him with distribution of Methamphetamine and Count Two charged him with being a felon in possession of firearm.

If convicted, Brister faces up to 20 years’ imprisonment, up to a $1,000,000 fine, and at least 3 years of supervised release for Count One.  For Count Two, Brister faces not less than 15 years imprisonment, up to a $250,000 fine, and up to 3 years of supervised release.  Brister also faces payment of a $100 mandatory special assessment fee as to both counts.

According to court documents, on January 31, 2023, Brister knowingly and intentionally distributed methamphetamine, a Schedule II controlled substance, to an undisclosed person.  On February 6, 2023, Brister was a felon and  knowingly possessed a Glock Model 43, nine--millimeter caliber pistol and ammunition.

This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone.  On May 26, 2021, the department launched a violent crime reduction strategy strengthening PSN based on these core principles: fostering trust and legitimacy in our communities, supporting community-based organizations that help prevent violence from occurring in the first place, setting focused and strategic enforcement priorities, and measuring the results.

Acting United States Attorney Michael M. Simpson reiterated that the indictment is merely a charge and that the guilt of the defendant must be proven beyond a reasonable doubt.

The case was investigated by the Bureau of Alcohol, Tobacco, Firearms and Explosives and the Washington Parish Sheriff's Office. It is being prosecuted by Assistant United States Attorney Troy Bell of the Violent Crime Unit.

Local Youth Advocate for Prevention at U.S. Capitol

Six Washington Parish students recently traveled to the U.S. Capitol to advocate for stronger substance misuse prevention policies. Representing their schools, Steven Franklin (Bogalusa High), Chasidy Dyson (Varnado High), and Kynaisha Abron, Jayden Phillips, Zion Jenkins, and Esmeralda Vizcaya (Franklinton High) shared local data and personal stories with Senator Bill Cassidy and Representative Julia Letlow.

The goal is to reduce substance misuse, harm reduction, and encourage healthier outcomes of youth in Washington Parish.

The trip, supported by ADAPT Inc., highlights the students’ commitment to raising awareness and inspiring action in their communities.

Washington Parish Library Offers FREE Online Adult Literacy Program

The Library is at it again! Washington Parish Library has received $6,000 from the ProLiteracy Literacy Opportunity Fund grant program.  This grant, funded by the Nora Roberts Foundation, supports adult literacy in the parish.  Washington Parish Library is using the money to subscribe to the self-paced online platform We All Can Read.

Adults who cannot read or need help improving their reading ability can sign up at their local branch.  All the library needs is your name and email address, and you have instant access to 720 reading lessons from the comfort of your own home.  This program can be completed from a desktop computer, laptop, tablet, or even a phone.  Users move at their own pace through the courses.  The Library can support up to 20 users of the program at one time.

Crochet Club at the Franklinton Branch Library

The Franklinton Branch of the Washington Parish Library is hosting a Crochet Club every other Tuesday at 11:00. Patrons are encouraged to bring in projects that they are working on and share techniques. Projects are not limited to that of crochet, all textile arts are encouraged. The library provides instructional materials to the group and some of the library staff have gathered video lessons to share as well. 

Some of those involved have also discussed helping start an after school Crochet Club for younger patrons that have shown interest in learning the craft.

Bogalusa Mayor Loses Another Battle - Krewe of MCCA Parade to Roll as Scheduled

The Krewe of MCCA Parade will roll in Bogalusa on Saturday, March 1, 2025. Good news for the City of Bogalusa, the Krewe of MCCA, and all who enjoy the parade and festivities. 

On the morning of Thursday (January 20, 2025), a hearing was held before Judge Reginald Badeaux in Franklinton and as a result, a temporary Restraining Order was kept in place that will prevent Bogalusa Mayor Tyrin Truong from cancelling the parade. 

In a January 27, 2025 video, Truong stated that there would not be Mardi Gras in Bogalusa unless the City Council passed his 2025 Budget.

Franklinton Branch Library Outreach at Franklinton Primary

Last week Mrs. Jennifer represented the Franklinton Branch Library at the Franklinton Primary School. She read King of the Shoebox Parade to over eighty preschoolers. They discussed what shoebox floats are and she encouraged them to make their own. 

This is part of the library's promotion of their shoebox float contest. They are encouraging young patrons, ages four to seventeen, to make floats and bring them in by February 27th. The library is also looking for a few empty boxes for children that need them. Staff are excited to see how creative their young patrons can be. 





Scribble Society @ Franklinton Branch Library

The Franklinton Branch Library hosted their first Scribble Society of the year on Monday, February 10th. Ms. Savannah encourages the group of teens to dig into their more thoughtful side. She comes up with monthly prompts to encourage not only writing, but thinking skills and models positive sharing and listening behaviors. 

This month they discussed love, what it is, positive things they see in others, and most importantly the things they love in themselves. At the close she shared what she loved about each one of them, ending the day on a very positive note. 

The Scribble Society will meet next on Monday, March 10th at 3:30 in the afternoon. The Franklinton Branch would love to see new members in coming months.

Jury Finds Slidell Man Guilty of Child Sexual Abuse

District Attorney Collin Sims reports that on February 17, 2025, a St. Tammany Parish jury deliberated for approximately 40 minutes before finding 63-year-old Robert Allen Morgan of Slidell guilty on all charges, specifically two counts of first degree rape of a child under age thirteen, two counts of molestation of a child under age thirteen, one count of indecent behavior with a juvenile and one count of sexual battery of a child under age fifteen.  Assistant District Attorneys Christina Fisher and Tiffany Dover presented the case to the jury and Judge Richard Swartz presided over the week-long trial that began February 10th.  Detective Nicholas Fishel, formerly with the St. Tammany Parish Sheriff Office and now with Louisiana State Police, was in charge of the investigation.

According to trial testimony, at a gathering during the summer of 2021, a teenaged girl made a remark to friends about being molested years earlier.  The mother hosting the group of teens overheard the girl’s remark and spoke to the girl about it.  She then reported it to the Department of Children and Family Services and to the girl’s mother.  The girl’s parents in turn notified the police and the St. Tammany Parish Sheriff’s Office began an investigation. 

The teen was taken to the Children’s Advocacy Center’s Hope House in Covington where she was interviewed by certified forensic interviewer Cally Huggins.  During her interview, the girl identified Robert Morgan as having sexually assaulted her on multiple occasions for several years prior to her becoming a teen.   As detectives proceeded with their investigation, two additional teens, one female and one male, disclosed they too had been sexually assaulted by the defendant years earlier.  They both were interviewed and, like the first teen, provided detailed accounts of the sexual acts the defendant perpetrated on them. 

Detectives then interviewed the defendant.  When confronted with the accusations made by the victims, Morgan initially denied them but later conceded that he had in fact performed sexual act on and with the victims.  When describing one of the sex acts involving the young male, Morgan said it was “exhilarating” for him.  At the conclusion of the interview, Morgan said he was remorseful and prays for forgiveness.  Arrest warrants were secured and Morgan was arrested in November of 2021.  Morgan posted bond and was released from custody pending trial.

During the trial, the recorded interviews of the three victims and the defendant were played for the jury.  Additionally, the victims took the witness stand and, with the jury listening intently, answered questions posed by prosecutors and defense counsel.  After prosecutors completed the presentation of their evidence, the defendant testified.  Despite his earlier admissions to detectives, the defendant now claimed his inappropriate interactions with the young victims were instigated by the victims.  He said the remorse he expressed to the detectives was for failing to immediately alert the youngsters’ parents of their inappropriate behavior.  While he acknowledged utilizing a sex toy with one of the victims and showing it to another, he disputed the victims’ consistent descriptions of its color and shape.  

In the state’s closing arguments at the conclusion of the trial, ADAs Tiffany Dover and Christina Fisher told the jury the mandatory life sentence for rape should not deter the jury from holding the defendant accountable for his horrific crimes.  They asserted the defendant was deserving of a life sentence.  They reviewed how extensive the sexual abuse was and how the defendant himself corroborated many of the details provided by the victims.

During his closing argument, defense counsel said the defendant did not instigate any of the sexual behavior.  He argued the victims’ accusations were so outrageous, they required “suspension of disbelief.”  He urged the jury to acquit the defendant.

After the jury’s guilty verdicts, Judge Swartz remanded Morgan to jail pending sentencing which he set for May 9, 2025.  First degree rape carries a mandatory sentence of life in prison.  Molestation carries up to 99 years in prison.  The maximum prison term for sexual battery is ten years and for indecent behavior with a juvenile, seven years.

District Attorney Collin Sims wishes to acknowledge the vital services the Children’s Advocacy Center in Covington and the Audrey Hepburn CARE Center affiliated with Children’s Hospital in New Orleans provided to the victims in this case, not to mention the many other young victims of abuse in our local communities.

Folsom-Area Man Arrested - Drugs, Stolen Guns, Cash Seized

The Tangipahoa Parish Sheriff’s Office (TPSO) has arrested a Folsom-area man on multiple drug charges following a joint investigation with the Louisiana Department of Probation and Parole (P&P).

Jimmie Felder, age 23, has been booked for four different types of Possession with Intent to Distribute as well as Possession of Hydrocodone and Possession of Promethazine. In addition, he’s been booked on 2 counts of Possession of Firearms while Possessing Controlled Dangerous Substances and Possession of Stolen Firearms. Felder was also booked on outstanding warrants for Armed Robbery, Aggravated Assault and Resisting an Officer.

Earlier this month, TPSO Narcotics detectives were contacted by P&P agents regarding the discovery of illegal drugs during a compliance check at Felder’s home; a location that had already been under surveillance by TPSO’s Narcotics group. After obtaining a search warrant for the home located in the 55000 block of Old Uneedus Road, detectives found more than 100 grams of a Heroin-Fentanyl mixture, almost 300 grams of ICE/Methamphetamine, Heroin, Marijuana, Fentanyl, Adderall, Hydrocodone, stolen guns and almost $5,000 in cash.

TPSO would like to thank P&P for their ongoing partnership, but especially for their assistance advancing this case.
