Civil Rights Complaint and Motion to Compel Filed Against Bogalusa Mayor Tyrin Z. Truong

On Wednesday (November 27, 2024), Bogalusa resident Wendy Williams Dupont filed a Civil Rights Complaint in U. S. District Court against Bogalusa Mayor Tyrin Z. Truong. 

Dupont alleges that Truong violated her First Amendment Rights by blocking access to the Mayor's official Facebook page "in retaliation for making public statements and complaints at a city council meeting regarding occurrences of misconduct, misuse of power and alleged malfeasance in office that has been under investigation by the AG, the DA, the LLA, the FBI and the Ethics Board."

Dupont's filing also refers to retaliation against Dupont's employer, Bogalusa Rebirth and its Board of Directors in the past "by restricting access to essential public services such as water and sewer connections for fully permitted development projects, as well as basic Public Works services." According to the filing, a Petition for Mandamus Relief lawsuit was filed and a Judgement rendered on August 27, 2024 ordering the City of Bogalusa to connect said services to eight (8) single-family properties.

The filing requests the issuance of an injunction to unblock the Mayor's Facebook page, damages of $12,775.00 plus costs, and a writ ordering Truong to refrain from further retaliatory actions.

No date for a hearing has been scheduled at this time.

Shooting in Bogalusa Results in One Arrest - Two More Wanted

On Thursday, November 21, 2024, the Bogalusa Police Department responded to a call of shots fired in the 1700 block of Dolly Avenue. Officers located numerous shell casings in the area as well as a vehicle that had been hit by gunfire. 

It was learned that 22-year-old Justin Mark fired shots in the direction of at least three victims. Mark then fled the scene as a passenger in a vehicle along with 21-year-old Carlos Interiano as well as another passenger, 24-year-old Damien Thomas. Arrest warrants were obtained for all three subjects on numerous felony charges.

Interiano was located and arrested on November 23, 2024. Arrest warrants are still pending for Justin Mark and Damien Thomas.

Chief James Smith said, “The Police Department will continue to work to prevent these types of crimes, it’s unfortunate that some individuals choose to bring chaos and violence to our streets. I commend the work of the officers and detectives in this case, it is a testament to their dedication to keeping Bogalusa safe”.

Oldies are Sometimes Goodies: An Update on the Blueberry Variety Demonstration

In November 2020, we planted three plants each of 31 blueberry varieties at the Hammond Research Station. Last year, I wrote about what we’d learned from the 2023 season, when many flowers and unripe fruits were killed by a late freeze, before the fruit could ripen.

The 2024 season was far better for blueberry production, and many people had abundant harvests. We were among them.

Our demonstration includes both rabbiteye and southern highbush varieties. Rabbiteye blueberry (Vaccinium ashei AKA Vaccinium virgatum) varieties include ones that have been planted in the Deep South for many years. They are more forgiving of less-than-ideal soil conditions and can live for a long time (40 years or more, in some cases).

Southern highbush blueberries are crosses between the northern highbush blueberry (Vaccinium corymbosum) and other native blueberry species, such as Vaccinium darrowii. As a group, these fruit earlier than rabbiteye varieties and are perceived by some as having better fruit quality. They dominate the commercial blueberry industries in states like Georgia, Florida, and North Carolina. However, they are more finicky about soil conditions than rabbiteye blueberries are. Having an appropriate soil pH and good drainage are critical when growing these. They also tend to be more susceptible to plant diseases.

The blueberry planting at the Hammond Research Station is a demonstration rather than a research study. To be legitimate research, varieties would need to be replicated randomly within the area so that we could be confident that differences were due to the varieties themselves and not to, e.g., soil conditions in the spot where a variety was planted. Nevertheless, collecting yield data from this demonstration does give us some insight.

One thing I took away from this season was a reminder that the longstanding popularity of old standards is often justified. Tifblue, which was released in the 1950s, bore the most fruit (19.2 lb per plant). The second-place winner was Ochlockonee, a late-season variety that was released in 2002 from the University of Georgia’s breeding program. It bore 18.3 lb per plant. Among rabbiteye varieties, Ochlockonee has a relatively high chilling requirement (650 to 700 hours). This is more than what we get in some years. One thing I’ll be watching for is how it performs in seasons after a warm winter.

The long-popular Brightwell came in third, at 17.5 lb per plant. Brightwell also stood out last year for having a respectable amount of fruit (based on visual observation) in spite of the late freeze. Premier (12.2 lb per plant) and Austin (12.1 lb per plant) rounded out the top five.

Yields (lb per plant) of other rabbiteye and related varieties were as follows: Alapaha (9.6), Centurion (8.5), Climax (5.0), Columbus (5.4), Delite (6.5), DeSoto (6.8), Krewer (2.0), Onslow (5.4), Pink Lemonade (3.5), Powderblue (9.1), Robeson (2.1), Titan (1.6), and Vernon (6.8). (Pink Lemonade and Robeson have both rabbiteye and non-rabbiteye plants in their backgrounds, but they’re grouped with the rabbiteye varieties.)

All of the top 10 producers were rabbiteye varieties, except for Legacy, a southern highbush variety released by USDA in 1993. It produced 8.4 lb per plant. Legacy has a relatively high chilling requirement (approximately 500 to 600 hours) among southern highbush varieties and flowers late enough that it seems likely that it will escape late freezes in most years.

Yields (lb per plant) of other southern highbush varieties were as follows: Camellia (1.1), Colibri (0.6), Emerald (1.9), Farthing (4.6), Gupton (6.1), Keecrisp (2.8), Miss Lilly (0.9), Paloma (0.3), Patrecia (0.3), Pearl (6.2), Star (0.4), and Suziblue (3.8).

Yields of the earliest ripening varieties were generally unimpressive. However, this likely wasn’t solely the fault of the varieties. When there were fewer berries (as there were at the beginning and end of the season), birds likely consumed a larger proportion of them. Likely less of a factor but still fair to note is that a few of the earliest varieties had small amounts of fruit before yields were documented.

The dedication of volunteers with the Louisiana Master Gardener program, several of whom were present at almost every harvest for more than two months, made this data collection possible.

Virgil Rayford, Jr. of Bogalusa Indicted in Connection with City of Bogalusa Bid Proposal Process

District Attorney Collin Sims reports today (November 25, 2024) that on November 20, 2024, a Washington Parish grand jury indicted 30-year-old Virgil Rayford, Jr. of Bogalusa on two counts of filing false public records and one count of theft valued between $5,000 and $25,000.  

The case results from a joint investigation conducted by the Louisiana Bureau of Investigation and the Louisiana Legislative Auditor’s Office regarding a bid proposal submitted to the City of Bogalusa in 2023 to provide mosquito abatement services for the city.  

Assistant District Attorney Butch Wilson presented the case to the grand jury.

Ponchatoula Man Dies in Four-Vehicle Crash

On Friday (November 22, 2024), around 4:00 pm, Troopers with Louisiana State Police Troop B were notified of a four-vehicle crash on US 61 (Airline Highway) near Windsor Street in St. John the Baptist Parish. The crash ultimately claimed the life of 55-year-old Thomas Mixon of Ponchatoula. 

The preliminary investigation revealed that Mixon was driving a 2003 Toyota Tundra north on Airline Highway near Windsor Street, in the right lane, behind a 2022 Kia K5. At the same time, a 2005 Toyota Tundra was traveling north on Airline Highway in the left lane, next to Mixon’s Toyota. For reasons still under investigation, Mixon attempted to change lanes to pass the Kia and struck the right front of the 2005 Toyota in the left lane. Mixon’s Toyota rotated and struck the right rear of the Kia before crossing the center of the roadway and impacting a 2023 Dodge Durango that was traveling south on Airline Highway.

Due to the severity of the crash, Mixon, who was not wearing a seatbelt, was ejected from the vehicle, and died on scene. The driver of the Durango, who was properly restrained, suffered serious injuries and was transported to a local hospital for treatment. At the time of the crash, the driver of the 2005 Toyota and the driver and passenger of the Kia were properly restrained and uninjured. As part of the ongoing investigation, routine toxicology samples were obtained from all drivers for analysis. This crash remains under investigation.

Over 50 Firearms Recovered in Slidell Operation

The Slidell Police Department’s SWAT team executed an early Friday (November 22, 2024) morning search warrant on a home in the Slidell area after an investigation into the distribution of methamphetamine, led by the Slidell Police Department’s Narcotics Division. The operation involved collaboration with several law enforcement agencies, including the Covington Police Department, Louisiana State Police, 22nd Judicial District Attorney’s Office, and the Drug Enforcement Administration (DEA). 

As a result of the search warrant, over 50 firearms were recovered, with at least two being reported as stolen. Additionally, approximately twenty grams of methamphetamine, assorted prescription pills, and drug paraphernalia were located and confiscated from the home. Investigators also located three grenades. As a precaution, the St. Tammany Parish Sheriff’s Office Hazardous Device Unit responded to the scene, and safely removed the grenades, which were determined to be training grenades. Arrested were

  • 46-year-old David Nolan of Slidell on numerous drug-related offenses, two counts of possession of a stolen firearm, possession/manufacturing of bomb making material, and possession of a firearm while in the presence of a controlled dangerous substance. 

  • 45-year-old Brandy McDowell of Slidell on the charge of possession of a scheduled II controlled dangerous substance. 

  • 43-year-old George Bethea IV of Arabi on numerous drug-related offenses, possession of a firearm while in the presence of a controlled dangerous substance, possession of a firearm by a convicted felon, resisting an officer by providing false information, and injuring public records. Bethea was also found to be a wanted fugitive out of New Orleans for his involvement in an auto theft. 

This successful operation serves as a great example of teamwork and coordination between different agencies working together to combat drug trafficking in our community. The recovery of stolen firearms also highlights the connection between drug trafficking and other criminal activities, and serves as a reminder of the importance of identifying, locating, and apprehending these criminals to keep our communities a safer place to live.

Four Arrested for Internet Sex Crimes

The Tangipahoa Parish Sheriff’s Office (TPSO) has arrested four people following the implementation of the new Internet Crimes Against Children (ICAC) taskforce. TPSO recently developed the ICAC unit in collaboration with Attorney General Liz Murrill’s Office and their ICAC initiative.

The following have been booked on one count each of Indecent Behavior with a Juvenile and Computer-Aided Solicitation of a Minor:

  • Nicholas Hines, age 43 of Walker
  • Michael Vicknair, age 32 of Gonzales
  • Robert Trahan, age 33 of Ponchatoula
  • John Gros, Sr., age 60 of Mt. Hermon

For the past two weeks, the work of our ICAC unit identified these individuals who were engaging in illegal sexual conversations with minors online. With assistance from the Ascension Parish Sheriff’s Office, Washington Parish Sheriff’s Office and the Westwego Police Department, all suspects were taken into custody without incident.

“While it is disgraceful that we even have to develop such a partnership, I am proud to be part of this task force aimed at keeping our children safe from predators like these folks,” said Sheriff Gerald Sticker, “Let this quick work of our team serve as a warning to anyone else out there with these kinds of evil intentions toward children that we will find you.”

Bogalusa Man Arrested After Short Pursuit

On Wednesday, November 20, 2024, an officer with the Bogalusa Police Department, while on patrol, attempted a traffic stop on 27 year-old Frank Cangelosi, II who was riding a bicycle in the opposing lane of travel on Cumberland St.

Cangelosi refused to stop and eventually abandoned the bicycle and fled on foot. He then produced a handgun and pointed it at the officer before discarding the weapon into the rear of a moving vehicle. Cangelosi then jumped onto the back of the truck in an attempt to escape. The officer was able to continue the pursuit, eventually subduing him.

Cangelosi was placed under arrest and transported to the hospital as a precaution. Once medically cleared, officers transported Cangelosi to the City jail. When Cangelosi was being escorted into the jail he pulled away from officers and fled on foot. Officers promptly captured Cangelosi again and booked him into the jail on numerous charges including Convicted Felon in Possession of a Firearm, Aggravated Assault on a Peace Officer, Obstruction of Justice, Simple Escape, Resisting an Officer (7 counts), and Riding on Roadways and Bicycle Paths.

Covington Man Found Guilty of Possessing Child Pornography

District Attorney Collin Sims reports that on November 20, 2024, a St. Tammany Parish jury found 53-year-old Scott Gaskill of Covington guilty of possessing seven images of child pornography involving victims under the age thirteen.  Assistant District Attorneys Christina Fisher and Taylor Nicholson presented the case to the jury with Judge Richard Swartz presiding.  Special Agent April Lucia with the Louisiana Bureau of Investigation (LBI) headed the investigation with assistance from then LBI Supervisory Special Agent Brian Brown, who is now with the Covington Police Department.  

According to testimony from the trial, LBI received a tip in 2019 from the National Center for Missing and Exploited Children that six child sexual abuse images had been uploaded through a Tumblr account associated with a particular IP address.  Digital copies of the images were provided to LBI.  Investigation linked the IP address to the defendant’s residence in Covington.  LBI agents obtained a search warrant for the residence and executed the warrant in May, 2019.  While agents were at the residence, Gaskill arrived home from work.  When questioned about viewing “child pornography,” he denied it but acknowledged he was a frequent viewer of “adult pornography.” He conceded having a Tumblr account that was shut down and when asked why it was shut down, he replied “I think for what you’re talking about.”

Several electronic devices were seized during the search.  The devices were later examined by a forensic expert and one additional image of child pornography was recovered.  Also recovered from the devices was evidence Gaskill had viewed countless images of “child erotica” (i.e., images that depict nearly naked, suggestively posed, and inappropriately sexualized children).  Gaskill had shared one of the “child erotica” images on his Tumblr account and commented “Mmmmhmmmm, so naughty.”

At the trial, Gaskin testified he had an addiction to “legal adult pornography” and that he did not “recall” uploading any child sexual abuse images.  During closing arguments, defense counsel urged the jury to acquit the defendant because of the tens of thousands of images found on his devices, only one depicted “child pornography” and he did not intentionally possess it among all the other images on his devices.  In her closing argument, ADA Christina Fisher told the jurors that defense counsel in essence was asking them to acquit the defendant because he only possessed a “little bit” of “child pornography.” 

After slightly more than one hour of deliberations, the jury returned guilty verdicts on all seven counts.  Judge Swartz has scheduled Gaskill’s sentencing for January 8, 2025.  Each of the seven charges carries a sentence range of ten (10) to forty (40) years in prison.

Hazardous Device Unit Called After Training Grenades Found in Slidell

Members of the St. Tammany Parish Sheriff’s Hazardous Device Unit were called to assist Friday (November 22, 2024) morning after another agency observed something suspicious while executing a search warrant at a Slidell-residence.

Detectives with the Slidell Police Department were conducting a search at a residence in the 1400 block of St. Ann Place in connection with an unrelated investigation when they came across what appeared to be three grenades.  

They immediately contacted the STPSO Hazardous Device Unit, who came out and took possession of what was quickly determined to be three training grenades.

The training grenades were transported to a secure location, where they will be properly disposed of.

Cyprian Captured After 6-Month Escape From Amite Jail

The Tangipahoa Parish Sheriff’s Office (TPSO) announced that 20 year-old escaped inmate Jamarcus Cyprian was captured on Wednesday (November 20, 2024). Cyprian, who has been on the run since mid-May, was booked on one count each of Simple Escape and Unlawful Possession of Machine Guns as well as two counts of Felon in Possession of a Firearm. 

On Tuesday (November 19th), while TPSO Narcotics detectives were conducting routine surveillance on an apartment complex on Rufus Bankston Road in the Hammond area, they witnessed a shooting. No one was injured. TPSO’s immediate response resulted in a vehicle pursuit, but the suspects got away.

In their investigation into that incident, detectives obtained a search warrant for an apartment unit at a different complex nearby on Quick Boulevard believed to have been connected to the shooting they witnessed. While serving that search warrant, Cyprian was found inside of the apartment, hiding in a utility closet with a gun. Four other individuals were in the apartment at the time the warrant was served and were also arrested:

  • Mi’keem Jackson, age 18 of Baker, has been booked on one count each of Principal to Escape and Unlawful Possession of Machine Guns.

  • Parish Brumfield, age 18 of Ponchatoula, has been booked on one count of Principal to Escape.

  • Brad Bennett, age 18 of Amite, has been booked on one count of Principal to Escape.

  • Dejonae Demouchet, age 20 of Hammond, has been booked on one count each of Principal to Escape and Unlawful Possession of Machine Guns. She was also taken into custody on an outstanding warrant for Child Endangerment. 

  • More arrests related to harboring Cyprian are expected.

With regard to the shooting on Rufus Bankston Road, one has been arrested and two are being sought. Arrested was 26 year-old Jaylin Robertson on the charge of Aggravated Assault with a Firearm. Being sought are 23 year-old Johnathan Robertson and 18 year-old Jimiren Felder. A Slidell man wanted for distributing illegal narcotics was arrested along with a second Slidell man during a traffic stop last week.

As part of an investigation which began in September, detectives with the St. Tammany Parish Sheriff’s Narcotics Unit identified 42-year-old Slidell resident Broderick Fleming as a distributor of fentanyl and cocaine in the Slidell area. During the course of their investigation, detectives obtained warrants for Fleming’s arrest related to his distribution of drugs.

Thursday, (November 14, 2024), evening detectives located Fleming during a traffic stop on Gause Boulevard near Tyler Drive in Slidell. During that interaction, Fleming unsuccessfully attempted to destroy drug evidence. The driver of Fleming’s car, identified as 46-year-old Slidell resident Byron Freeman, was also placed under arrest for the possession of illegal drugs.

This investigation resulted in the seizure of more than 37 grams of crack cocaine, more than 32 grams of fentanyl, 72 dosage units of Gabapentin, 9 grams of marijuana, 2 dosage units of Methadone, 5 dosage units of Hydrocodone and assorted paraphernalia associated with drug distribution and use.

Fleming and Freeman were booked into the St. Tammany Parish Correctional Center on numerous charges.

Another St. Tammany Drug Bust

Working together with Homeland Security Investigations and State Police, detectives with the St. Tammany Parish Sheriff’s Narcotics Division have arrested a Slidell-area couple on drug charges.

On Friday (November 15, 2024), detectives with the STPSO Narcotics Division concluded a 6-week-long joint investigation with Homeland Security Investigations and the Louisiana State Police. During this investigation, detectives and agents identified 42-year-old Slidell resident Jerry Darby, known by the street name “BAM”, as a significant daily distributor of fentanyl and cocaine in both the Slidell and New Orleans areas.

It was learned Darby lived with his girlfriend, Andrea Richardson, in the 5900 block of Pier Park Avenue in Lakeshore Villages near Slidell, while he sold drugs in the surrounding area of Slidell and primarily from his two former residences in the 2700 block of Edge Street in New Orleans.

State police detectives, Troop NOLA Troopers and HSI searched the two residences in New Orleans Friday, while members of the STPSO Narcotics Unit, with the assistance of the Proactive Enforcement Unit, searched the Pier Park Avenue home.

At the Slidell-area residence, STPSO detectives located cocaine, an unlawfully possessed semi-automatic handgun and more than $30,000 in cash.

Searches of the New Orleans residences and a rental vehicle used by Darby, led to the discovery of more than 500 grams of fentanyl, assorted paraphernalia associated with the large-scale packaging and distribution of drugs, and an another unlawfully possessed handgun.

Darby was arrested and booked into the Orleans Parish Prison on Friday for Possession with the Intent to Distribute for Schedules I, II and III (separate charges), Possession/Distribution of a Controlled Dangerous Substance within a Drug-Free Zone, Operation of a Clandestine Lab for Manufacturing Controlled Dangerous Substances, Felon in Possession of a Firearm and Possession of a Firearm with a Controlled Dangerous Substance.  

He was transferred to the St. Tammany Parish Correctional Center for booking on Monday (November 18, 2024) and was booked there for Possession of a Schedule II CDS (cocaine), Transactions Involving Proceeds from Drug Offenses, Possession of a Firearm in the Presence of a CDS, Possession of a Firearm by a Convicted Felon and Possession of Drug Paraphernalia.

A warrant for the arrest of 34-year-old Andrea Richardson was obtained by detectives with the STPSO Narcotics Unit, for Possession of a Schedule II CDS (cocaine), Transactions Involving Drug Proceeds, Possession of a Firearm in the Presence of a CDS, Possession of Drug Paraphernalia. She was taken into custody Tuesday (November 19) afternoon and will be booked into the St. Tammany Parish Correctional Center.  

“Criminals do not care about jurisdictional boundaries, which is why we work closely with our federal and state partners to identify the individuals who are bringing these dangerous drugs into our community,” Sheriff Randy Smith said. “I want to thank everyone involved in this successful operation which resulted in a large amount of deadly fentanyl being taken off the streets and a large-scale dealer being put behind bars.”

Franklinton Woman Dies After Vehicle Accident

On Monday, November 18, 2024, at approximately 6:15pm, the Franklinton Police Department received a 9-1-1 call regarding a vehicle accident involving a pedestrian near the intersection of Washington Street and T.W. Barker Drive.

Police, fire and EMS were dispatched to the scene. Upon arrival, first responders came into contact with a 74 year-old female, identified as Barbara Adams of 1004 T.W. Barker Drive, Franklinton, La. Adams was alert and communicative at the time, only exhibiting minor injuries. However, due to the nature of the accident, Adams was transported by Northshore Ambulance to Lakeview Regional Medical Center to address potential internal injuries. 

While enroute to the hospital, the FPD received communication that Adams was in critical condition. A short time later, the FPD received notification Adams had succumbed to injuries sustained during the crash.

Evidence obtained from the crash scene indicate the driver of the vehicle was traveling east on Washington Street at approximately 25 mph during inclement weather. For reasons unknown, Adams entered Washington Street from the Chevron parking lot into oncoming traffic.

Additional evidence is being collected and impairment is not suspected on behalf of the driver.
