Three suspects in the Friday (December 28, 2018) morning armed robbery of the J and Z Quik Stop in Bogalusa and shooting of a store employee are in custody. Washington Parish Sheriff's Office Chief Deputy Mike Haley has announced that the suspects are in custody in Montgomery County, Alabama. The suspects arrested are Lance Rouse of Picayune, MS., Levi Lee (age 17) of Tylertown, MS., and Melisa M. Smith of Tylertown.
When WPSO Officers and Detectives arrived at the crime scene, they collected evidence and quickly identified the suspects. Video evidence reportedly shows that the store employee was outside the business doing his daily routine as the suspect vehicle pulled into the parking lot. Two armed suspects got out of the vehicle carrying shotguns and confronted the employee. An altercation occurred and the employee was shot with a shotgun blast. The suspects then walked past the wounded employee, went in the business and took cash and merchandise from the business and drove away.
Warrants were issued for Rouse, Lee, and Smith for Armed Robbery and Attempted First Degree Murder. The WPSO, along with the Pearl River County (MS) Sheriff's Office, learned the suspects' location in Pearl River County and started an area wide search for them. The suspects then took flight from the state of Mississippi, traveling through the state of Alabama.
Alabama law enforcement authorities were already on the look-out for the individuals and, as the subjects entered Montgomery County, Alabama, their Sheriff's Office attempted a traffic stop and a pursuit began that ended with spike strips being used to stop the vehicle. The subjects were arrested as fugitives from Washington Parish plus the charges they incurred in Alabama. Extradition proceedings will begin to return the suspects to Washington Parish to stand trial. (The victim who was shot in the armed robbery was listed in critical condition and, if he does not survive, new charges of First Degree Murder will be applied.)

Our officers exemplify the best that law enforcement has to offer and I am so honored to have them work for me. My heartfelt sympathy goes to the victim and his family. This was a heinous crime committed by very callous individuals who are now in custody where they belong. It is a mistake for any person to think he or she can commit any crime in Washington Parish and not feel the full force of our investigators who use all available resources to reach out to law enforcement agencies throughout Louisiana and other states."

Armed Robbery and Shooting Near Bogalusa/Suspects Sought
Washington Parish Sheriff's Office Chief Deputy Mike Haley has advised that around 4:20 am this morning (December 28, 2018), a business, located on Hwy. 21 outside the city limits of Bogalusa, notified 911 of an armed robbery and shooting. The employee was shot and is now fighting for his life.
The victim is currently at University Medical Center in New Orleans. Video shows two possible females and a male suspect in a newer model light colored passenger car pull into the convenience store where an altercation with the employee ended in gunfire.

Ponchatoula Woman Dies After Tree Falls Through Roof
Tangipahoa Parish Sheriff Daniel Edwards reports the death of 58-year-old Ponchatoula resident,
Roxanne Kliebert.
Wednesday night (December 26, 2018) at approximately 11:00 p.m., deputies responded to a residence on Sisters Road about a victim being struck when a tree fell through the roof of a camper trailer. When deputies arrived, members of the volunteer Ponchatoula Fire Department were already on scene attempting to assist the victim.
However, Mrs. Kilebert was pronounced dead at the scene. It is believed that Mrs. Kliebert died instantly while in her sleep.

21-Year-Old Mandeville Man Dies in I-12 Crash
At approximately 6:20 PM on Wednesday (December 26, 2018), Troopers from Louisiana State
Police Troop L responded to a single vehicle fatal crash on I-12 westbound west of LA 1077 in St. Tammany Parish. The crash has claimed the life of Joseph Michael Cherry (21) of Mandeville.
Troopers determined that the crash occurred as Cherry was driving westbound on I-12 in the right lane. Cherry’s vehicle veered right onto the shoulder and traveled down the grass embankment. After traveling down the embankment, Cherry’s vehicle partially overturned and crashed into a pine tree.
Despite being properly restrained, Cherry sustained severe injuries in the crash. He was transported to North Oaks Health System by Acadian EMS. Cherry ultimately succumbed to injuries sustained in the crash. Impairment is not suspected as a contributing factor in this crash.

On Sunday (December 23, 2018), close to midnight, Tangipahoa Parish Sheriff's Office Detectives
began investigating a shooting that occurred outside of the Mr. J's Lounge located on Bennett Road in Amite, Louisiana. Upon arrival, detectives located Larry Anthony Davis, Sr. (50) suffering from gunshot wound(s) and he was subsequently pronounced dead at the scene.
This death is reportedly the result of an altercation between Davis and Jerome Ricks (33), whose last known address is 1032 Deslonde Street New Orleans, Louisiana. During the altercation, Ricks is accused of brandishing a handgun and shooting Davis before fleeing the scene.
A warrant has been issued charging Ricks related to Second Degree Murder. TPSO reports that Ricks should be considered armed and dangerous, that Ricks has an extensive criminal history including weapons and narcotics charges, and that Ricks was last released on parole on October 29, 2018 for Armed Robbery.

Troopers Investigate Fatal Crossover Crash on I-10
Friday morning (December 21, 2018), Troopers from Louisiana State Police Troop L responded to a
fatal crash on I-10 near Old Spanish Trail in St. Tammany Parish. The crash has claimed the life of Guy P. Charleville (64) of New Orleans.
Troopers determined that the crash occurred as 66-year-old Slidell resident David M. Picone was driving eastbound on I-10 in the center lane. Aaron Nathaniel Lee of Picayune, MS. was also eastbound on I-10 in the left lane. As Lee was passing Picone's vehicle, Picone merged into the left lane and struck Picone's vehicle, causing both vehicles to exit the roadway to the left. Picone’s vehicle traveled through the median and into the westbound lanes of I-10 where Picone's vehicle was struck by a vehicle driven by 48-year-old Dena Kabala of Brigantine, NJ.
Charleville, a passenger in Picone's vehicle, was transported to Ochsner Medical Center - North Shore, where he ultimately succumbed injuries. Picone was transported to University Medical Center-New Orleans, where he was treated for moderate injuries. Kabala was also transported to University Medical Center-New Orleans, where she was treated for moderate injuries. Lee was uninjured in the crash.

Bogalusa Woman Arrested for Arson
The Louisiana State Fire Marshal’s Office, in collaboration with the Bogalusa Police Department,
arrested Lisa Davis-Jefferson (43) of Bogalusa Tuesday (December 18, 2018) for setting the house she was evicted from on fire.
Monday afternoon (December 18, 2018), the Bogalusa Fire Department contacted the State Fire Marshall's Office to assist with determining the origin and cause of a residential structure fire in the 1000 block of South Dauphine Street. Investigators determined the fire started in the home’s living room and was intentionally set. Following an assessment and collection of evidence, and gathering several witness statements, an arrest warrant was issued for Davis-Jefferson, who had already been taken into custody by BPD for questioning in the case.
She was later booked into the Washington Parish Jail on one count of Simple Arson.

The last Bogalusa City Council meeting of 2018, and the last meeting for five of the seven current members, was another "marathon" meeting that lasted over two hours. The meeting was well-attended and saw good public participation. The Council took care of business in a deliberate fashion. The meeting also included well-wishes for the season and positive reflections from Council Members about service to the City and serving with one another. However, the meeting saw more than its fair share of animosity.
The Council addressed routine matters but controversy erupted over fiscal matters and over the ordinance to amend rules related to the use of the parks and the commission overseeing the parks.

- A Public Hearing and Council vote was held on the ordinance to amend the 2018 budget. Council Member and President Gloria Kates took issue with variances between the budget and actual expenditures and charged that she had received no response to her questions. Finance Director Smith and Mayor Perrette insisted that Kates' questions had not been received. Lengthy contentious comments and discussions followed. Ultimately, the Council voted to approve the amended budget by a vote of six to one (Kates voted "Nay").
- A Public Hearing and Council vote was held on the ordinance to amend and re-enact Chapter 13 of the Bogalusa City Code Parks and Recreation to provide Rules for the Parks and Recreation Commission and Rules and Regulations for the use of the Park and Enforcement by the Director of Parks and Recreation. Go to part 1 of the video below (beginning at 25:40 - 56:45) to view and hear the introduction, discussion, and controversy. Included in the lengthy hearing on the ordinance were issues regarding who would serve on the Commission's board, charges by Kates of lack of transparency by the Mayor, and charges by the Mayor of untrue rumours regarding this matter. Ultimately, the ordinace was approved with amendments (two amendments passed and one amendment failed).
- Although not on the Agenda, a Public Hearing was held on an ordinance to amend the existing ordinance regulating food trucks in the City. Go to the part 2 of the video below (beginning 0:00 - 13:20) to view and hear the introduction and discussion of the ordinance. Ultimately, the Council again tabled the ordinance.

The Pike County MS. Sheriff's Office, Criminal Investigation's Division, is requesting the public's assistance in identifying the burglars of the 4-Way Quick Stop on HWY 44 E in Pricedale, MS.
The vehicle used in this crime was stolen from a business in Walthall County and was recovered shortly after the burglary by the Walthall County Sheriff's Office.

Livingston Work Release Inmate Arrested for Home Invasion in St. Tammany
St. Tammany Parish Sheriff’s deputies were called Tuesday afternoon (December 18, 2018) to the
area of East Elm Street in Lacombe after a woman’s estranged husband forced his way into a residence where she and her child were staying.
Keith Bickham (35), an inmate being housed at a private work release facility operated by Lock5, LLC in Livingston Parish, is accused of forcing his way inside of the residence, pushing the victim to the floor, and following her to her place of employment before fleeing the area a short time later. STPSO deputies learned he had taken a pickup truck from his employer and driven to Lacombe.
With the cooperation of deputies from the Livingston Parish Sheriff’s Office, Bickham was taken into custody upon his return to Livingston Parish. The STPSO has placed a detainer on Bickham and upon being released from Livingston Parish, he will be booked into the St. Tammany Parish Jail on the charges of Home Invasion and Domestic Violence Battery with Child Endangerment.

Man Robbed at Gunpoint Following “Online Date”
Heather Tuttle (32) of Slidell and Michael Smith (35) of Sumrall, MS. have been arrested on warrants for Armed Robbery and Access Device Fraud following an armed robbery that occurred the morning of December 9, 2018 in the Slidell area. The 33-year-old victim told St. Tammany Parish Sheriff’s deputies he went to the area of Oak Harbor Boulevard to have breakfast with Tuttle, who he had met via an online dating site, but instead he ended up the victim of an armed robbery.
The victim told deputies, when Tuttle arrived for the “date,” she got in his vehicle and asked him to drive to a different location. While en route to the second location, Tuttle reportedly produced a gun and made the victim drive to the end of Harbor Drive, at which time Smith showed up in a second vehicle. Tuttle and Smith then reportedly took the victim’s cellphone, car and house keys and wallet, which included his driver’s license and credit and debit cards, and fled the area. The debit card was used at an area business and attempts were made at other locations in the Slidell and Picayune, MS areas.
On December 12, 2018, STPSO detectives obtained warrants for the arrest of Tuttle and Smith. Smith was located December 12, 2018 at a family member’s residence in Picayune, MS. He was taken into custody, booked into Pearl River County Jail, and transported to St. Tammany Parish Jail on December 17, 2018. Tuttle was located in Slidell on December 17, 2018 and she too was booked into the St. Tammany Parish Jail.

Slidell Man Arrested for Home Invasion and Robbery of 92-Year-Old WWII Vet
Slidell Police arrested Jonathan Gabriel (41) of Slidell Monday (December 17, 2018) for the robbery
and home invasion of a 92-year-old World War II veteran.
Last Thursday evening (December 13, 2018), Slidell Police responded to a report of a home invasion at Lafittes Landing retirement community on Gause Blvd. in Slidell. The victim stated that a person knocked on his front door around 5:45 p.m. and, when the victim opened the door, the suspect brandished a firearm and forced his way into his home. The suspect robbed him of his cash, medications, and his car keys and then stole the war veteran’s 2006 black Chevrolet Malibu car, and fled the area.
Gabriel was identified from video surveillance and was located and arrested for an outstanding child support warrant while detectives continued to investigate the home invasion. The investigation linked Gabriel to the robbery and the victim's vehicle was located abandoned in Lacombe. Gabriel was then booked with Armed Robbery by use of a Firearm, Felon in Possession of a Firearm, and Theft of a Motor Vehicle.
The St. Tammany Parish Sheriff's Office has also linked Gabriel to a similar robbery in the Lacombe area and Gabriel is facing separate charges from that incident.

The St. Tammany Parish Sheriff’s Office arrested Gabriel later on Monday (December 17, 2018) at the Slidell Police Department for the armed robbery that occurred December 13, 2018 in the Lacombe area. Gabriel reportedly confessed. In the Lacombe incident, a resident heard a knock on his door and, when he opened the door, a man, now identified as Gabriel, was pointing a pistol at him. With a bandanna covering his face, Gabriel demanded money and fled the scene with a small amount of cash, a revolver and two bottles of prescription medication. Slidell Police recovered the stolen firearm while conducting a search warrant at Gabriel’s home relative to their investigation.

Illegal Immigrant Arrested for Child Exploitation and Identity Theft
Louisiana Attorney General Jeff Landry today (December 17, 2018) announced the arrest of Victor Velazquez, an illegal alien living in Hammond for internet crimes against children and identity theft.
“Making Louisiana safer is a top priority for my office, and we will continue doing all we can to stop child predators and fight illegal immigration,” said General Landry. “This arrest is yet another example of someone who should not be here inflicting damage on our State and her people.”
Velazquez was charged with two counts of Possession of Sexual Abuse Images/Videos of Children (under the age of 13) and one count of Identity Theft. During their investigation into Velazquez, agents from General Landry’s Office located a social security card with his name but someone else’s number, prompting the identity theft charge.
Velazquez was booked into the Tangipahoa Parish Jail as a result of a joint investigation between the Louisiana Bureau of Investigation’s Cyber Crime Unit, Homeland Security Investigations, the Louisiana State Police, and the Tangipahoa Parish Sheriff’s Office. An ICE detainer has been placed on Velazquez, holding him for immigration enforcement review.
General Landry’s Cyber Crime Unit has investigated thousands of computer crimes that have victimized children from infants to 16 years of age. To report child exploitation, call the Louisiana Bureau of Investigation at 800-256-4506.

Franklinton Man Charged With Aggravated Arson
The State Fire Marshal’s Office arrested Jamie Guidry (47) of Franklinton for setting a house on fire
in September, 2018 with four people inside. Guidry was arrested Saturday, December 15, 2018 by the Franklinton Police in an unrelated case and then also booked on a warrant charging him with four counts of Aggravated Arson.
In September, 2018, the Louisiana State Fire Marshall's Office investigated a house fire in the 1600 block of Parker Street in Franklinton. Four people had been asleep inside of the home when the fire was discovered. Investigators deemed the fire to be incendiary and developed Guidry as a suspect. Guidry eluded arrest until spotted by Franklinton Police over the weekend and he was placed under arrest after a foot pursuit.
Guidry was booked into the Washington Parish Jail on the charges of Fugitive Other Jurisdiction, Resisting an Officer/Flight on Foot, Unauthorized Entry of an Inhabited Dwelling, Possession of Drug Paraphernalia, and Aggravated Arson (4 counts).

8.6 Pounds of Heroin Seized During St. Tammany Traffic Stop
The St. Tammany Parish Sheriff’s Office seized approximately 8.6 pounds of black tar heroin during a traffic stop yesterday (December 12, 2018). After the STPSO's Highway Enforcement Unit made the stop, the two occupants gave contradicting information about their destination.
The driver of the vehicle was identified as Gabriela Gonzalez (39) and the passenger was Elizabeth Alvarez (42), both of Houston. An investigation was conducted by the STPSO Narcotics Task Force Unit and Homeland Security Investigations, and with the assistance of K-9 Echo, deputies located the heroin in a container inside the vehicle. Deputies seized the illegal narcotics and arrested both Gonzalez and Alvarez on the charge of Possession with Intent to Distribute a Schedule I Controlled Dangerous Substance (Heroin). Gonzalez was also booked for Following Too Close.

District Attorney Warren Montgomery reports that a St. Tammany Parish grand jury indicted James
Bishop (67) of Slidell on Wednesday (December 12, 2018) of two counts of aggravated rape of a victim under 13, two counts of molestation of a juvenile, and production of pornography involving juveniles.
Bishop is accused of molesting and raping two girls on separate occasions over a period of years from the time the girls were ages 8 and 9.

Juveniles Arrested for Burglarizing Vehicles in Madisonville Area
The St. Tammany Parish Sheriff’s Office has arrested four juveniles in connection with a string of vehicle burglaries that occurred last month in the Madisonville area. Several unlocked vehicles were burglarized during the month of November in the subdivisions of Kathman Acres, Village at Bocage, Twin Pines and Fairfield Oaks.
On December 6, 2018, detectives with the St. Tammany Parish Sheriff’s Office Investigations Division arrested three Madisonville-area juveniles in connection with those burglaries. The three juveniles, who are all under the age of 16, were booked into the Florida Parishes Juvenile Detention Center on burglary and firearms-related crimes. A fourth juvenile was arrested December 11, 2018, issued a summons, and released into the custody of a parent.
Detectives have recovered firearms, weapons, electronics, a camera and other various items that were stolen in connection with these burglaries.

announced that beginning today (Dec. 12) all 911 calls made to Covington Police will be answered and handled by the St. Tammany Parish Sheriff’s Office Communications Division.
In an effort to improve efficiency and reduce the duplication of services, STPSO dispatchers, in addition to answering calls originating from unincorporated St. Tammany Parish, will now answer calls originating from inside the city limits of Covington. They will then dispatch as appropriate whether it be to a Covington Police unit, an STPSO patrol deputy, or to Covington Fire Department or Acadian Ambulance dispatch as required.
The Sheriff's Office dispatchers already answer 911 calls originating from the city limits of Abita Springs, Madisonville, Folsom and Sun.

Franklinton PD: Drivers Passing Stopped School Buses
The Franklinton Police Department has received complaints from the Washington Parish School
Board related to drivers passing stopped school bus while their RED STOP lights are activated. Anyone cited for passing a stopped school bus when the hazard lights are activated will be issued a citation and fined in the amount of $470.00.

In the midst of the Christmas season, it is always a blessing to enjoy the spirit of Christmas. For
Christians, the season is a celebration as recorded in the New Testament gospels and as foretold by the prophet Isaiah. For others, it is a celebration of joy and thanksgiving. For all, it is a season defined by a spirit of love, light, hope, peace and joyfulness.
Christmas is a time to give and receive. While receiving is always fun, giving is even more fun. Giving brings the giver satisfaction, fulfillment and joy, especially watching children open presents resulting in smiles, laughter, hugs and happiness.
It’s the Most Wonderful Time of the Year was recorded by Andy Williams in 1963 and repeated by other vocalists throughout the years, including Louisiana’s own Harry Connick, Jr., in 2008.
The words of this song speak of the spirit of Christmas as the “happiest season of all.”

Slidell Man Charged With Hit and Run Driving
The St. Tammany Parish Sheriff’s Office has arrested Willis Barker, II of Slidell in a hit and run

At approximately 8 p.m. Friday (December 7, 2018) STPSO deputies were dispatched to the area of Airport Road and Tiara Drive in Slidell where they found an unresponsive male laying on the shoulder of the roadway. He was transported to a Southshore hospital, where he remains in critical condition, but appears to be improving.
Members of the STPSO Traffic Division recovered evidence at the scene that led them to believe the vehicle involved in the crash was a red Nissan Versa. While canvassing the area Monday afternoon (December 10, 2018), deputies located a vehicle matching that description with damage consistent with the crash, parked at a residence on Bogie Drive.

Bogalusa Help Center Receives $2500 Donation from Entergy
Entergy recently presents to the Bogalusa Help Center (BHC) with a $2,500 donation for its “Food for the Needy” program. These timely funds will assist the needy with their holiday meals. The BHC is a food bank that Entergy has partnered with over the years.

Missing 10-Year-Old Boy Found in St. Tammany
With the assistance of other agencies and the public, the St. Tammany Parish Sheriff’s Office found Nicholas Olano, Jr., a 10-year-old boy reported missing Saturday (December 8, 2018) after he ran away from a facility in the Mandeville area. The search began immediately and continued throughout Sunday and into Monday morning. Olano was found alive and hiding in a heavily wooded area at 8:42 a.m. Monday morning (December 10, 2018). He was transported to a local hospital to be evaluated, but other than being tired, cold and hungry, appears to be in good health.

In the only statewide contest in this election, the run-off for Secretary of State, Kyle Ardoin (R)
appears to have defeated "Gwen" Collins-Greenup (D). With 96% of precincts reporting, Ardoin has 60% of the vote to Greenup's 40%. In Washington Parish, Ardoin led Greenup 67% to 33%.
For Washington Parish Council Member, District 5, Thomas R. "Rusty" Fornea (R) defeated Randy Thomas (R) 67% to 33%.
In the hotly-contested run-off for Mayor of Bogalusa, Incumbent Wendy O'Quin-Perrette (NOPTY) won against "Doug" Ritchie 56% (or 1061 votes) to 44% (or 842 votes). Also in Bogalusa, Oneita H. Graham (D) led Shelby C. Temples (R) 59% to 41% in the run-off for Bogalusa Councilman, District C. Two of the three propositions on the ballot in Bogalusa to fund the City of Bogalusa Employees Retirement System (COBERS) were approved. Proposition 1 (3 Mill Tax) was defeated 51% to 49% (a margin of only 28 votes); Proposition 2 (1% Sales Tax Rededication) was approved 55% to 45%; and Proposition 3 (1/4% Sales Tax Rededication) was approved 56% to 44%.

Bogalusa voters, in addition to the run-offs for Secretary of State, for Mayor of Bogalusa, and for Councilman, District C, you have the following propositions on the ballot:
City of Bogalusa Proposition No. 1 of 3
(3 Mill Tax)
Shall the City of Bogalusa, State of Louisiana (the "City"), under the authority of Article VI, Sections 30 and 32 of the Constitution of the State of Louisiana of 1974, and other constitutional and statutory authority, levy and collect a special tax of three (3) mills on all the property subject to taxation in the City, for a period of twenty (20) years beginning with the year 2019 and ending with the year 2038, inclusive (an estimated $217,500 reasonably expected at this time to be collected from the levy of the tax for one entire year), for the purpose of paying retirement and pension benefits to the City of Bogalusa Employees Retirement System (COBERS)?
City of Bogalusa Proposition No. 2 of 3
(1% Sales Tax Rededication)
Shall the City of Bogalusa, State of Louisiana, under the authority of Article VI, Sections 29 and 30 of the Constitution of the State of Louisiana of 1974, and other constitutional and statutory authority, rededicate the one percent (1%) sales and use tax that was approved at an election held on March 15, 1955, so that the proceeds of such sales and use tax may hereafter be used for any lawful municipal purpose, subject to a requirement that for a period of twenty (20) years, beginning January 1, 2019, a minimum of twelve and one-half percent (12.5%) of the proceeds of said 1% sales and use tax must be used for the purpose of paying retirement and pension benefits to the City of Bogalusa Employees Retirement System (COBERS) (said 12.5% portion currently estimated to be approximately $272,300 annually)?

(1/4% Sales Tax Rededication)
Shall the City of Bogalusa, State of Louisiana, under the authority of Article VI, Sections 29 and 30 of the Constitution of the State of Louisiana of 1974, and other constitutional and statutory authority, rededicate the one-quarter of one percent (1/4%) sales and use tax that was approved at an election held on November 17, 2007, so that (a) 50% of the proceeds of such sales and use tax be used for: improving and/or maintaining the City's industrial park; constructing additions and improvements to existing buildings in the industrial park; and constructing, acquiring and improving additional buildings therein; and that (b) the remaining 50% of the proceeds of such sales and use tax be used for the purpose of paying retirement and pension benefits to the City of Bogalusa Employees Retirement System (COBERS) (each such 50% portion currently estimated to be approximately $272,300 annually)?
