Bogalusa Police Arrest Couple in Connection with Rape of Their Children, Aged 9 and 11

Brandon Ray Ellis (age 35) and Mary Elizabeth Diaz (age 35) were arrested by the Bogalusa Police Department following an investigation that identified the married couple as suspects in the rape and sexual abuse of their children, aged 9 and 11.

On April 18, 2023, the Bogalusa Police Department Criminal Investigation Division received a referral regarding the alleged sexual abuse of two children. The investigation identified Ellis, the step-father, as the suspect sexually abusing the children and also revealed the involvement of Diaz, the mother, 

Last Thursday (July 27, 2023), the couple were arrested. Brandon Ellis was arrested for 2 counts of First Degree Rape, 2 counts of Sexual Battery, 2 counts of Oral Sexual Battery, and 2 counts of Domestic Abuse Battery. Mary Diaz was arrested for Principal to First Degree Rape, 2 counts of Domestic Abuse Battery, and Failure to Report the Commission of Certain Felonies. The pair has been booked into the Washington Parish Jail with bond set on Ellis at $750,000.00 and bond set on Diaz at $250,750.00.

This investigation is still ongoing and additional details may be released at a later time.

Bogalusa District A 8th Annual Back 2 School Supply Drive-thru Giveaway Was Great Success

Bogalusa District A Councilwoman Gloria Kates reports that the 8th Annual District A Back 2 School Supply Drive-thru Giveaway on Saturday. July 29, 2023 was once again a great success in assisting the children and their parents from around the city and parish with supplies this year. To say the least, their bags were filled with glue bottles/glue sticks, spiral tablets, erasers, filled line paper packs,  pens, pencils, ruler, stuffed pencil bags, coloring crayons, color pencils, and hot color folders.  

Kates expressed her thanks: to Director Larry Brown of District A Neighborhood Association for providing the venue to pick up supplies at Poplas  Quarters Rec Center, as well as, refreshing water during tbe event; to Stephanie Yarbrough for assisting in selection of school supplies at our local  retail stores; to Eric Yarbrough for supplying initial transportation; to Carlos McGowan and Pat Rhodes for loading supplies; to Rev. Stanley Nathaniel for providing back to school shirts; to Thomas Kates ,who was absent for the event, for providing awesome moral support; to all Volunteers and Supporters. 

Set-up and distribution of the school supplies were Gloria Kates, Tony Laurant, Regina Powell, Pat Rhodes, and Stephanie Yarbrough. 

Finally, Councilwoman Kates, expressed her heartfelt thanks to all parents/designees and students who participated . Kates said, “This project of a Back to School supply giveaway has been initiated just about since my initial tenure as Councilwoman and continues each year. Hollis to Seek Seat on State Education Board

               State Rep. Paul Hollis (R-Covington) will be a candidate for the Board of Elementary and Secondary Education (BESE), vying to succeed District 1 Member Jim Garvey.  District 1 includes all of St. Tammany Parish, and portions of Jefferson and Orleans Parishes. Garvey is completing his fourth term and is not seeking reelection.

               Holliis, 51, is completing his third term representing House District 104, which is in central St. Tammany Parish. He has most recently served on the House Committees on Commerce, Insurance and Retirement. He holds a degree from LSU in political science, and is a small business owner and author.

               “As a husband and father, I want the best opportunities for my children and for all the families of Louisiana,” Hollis said. “As a business owner, I want a strong education system that cultivates talent and builds a healthy workforce to keep our state’s economy moving in the right direction. I’ve been honored to serve House District 104, and hope the voters will choose me to follow in Jim Garvey’s extraordinary footsteps.”

Franklinton Aldermen Issues Statement on Park Equipment Vote

A Statement by Aldermen Darwin Sharp, Seth Descant, and Heath Spears to clarify and address misinformation of their July 25th votes in regard park playground equipment. Click here for background on the issue

“We as Alderman of Franklinton are very much in favor of building a first class Recreational Park for all of our children and residents. 

Let us clear up a misinformation which has appeared on a social media platform. At the July 25th Board Meeting, we did not vote against the park. We refused to ratify a bid which the mayor had already accepted. He solicited and accepted a bid without Board approval which is illegal. In doing so he unilaterally obligated the town for expenditures without the board ‘s input and approval.  

It has been said that the park won’t cost the town a dime. This is totally false. The mayor ‘s bid of $705,000 only included the cost of playground equipment, installation and equipment maintenance.

The Board has not approved the site of the park nor has a cost study been performed. Many other costs go into building and maintaining a Recreational Park. Such expenditures are lighting, rest room facilities, parking, sewerage, water, and sod just to name a few.  Also, no consideration has been given to a ongoing maintenance cost, such as security, supervision, utilities, insurance and grass cutting. None of these other costs have been identified or anticipated. 

We have seen parks falling into disrepair, in other communities, due to lack of or poor planning. As aldermen, we have a sworn duty to properly safeguard the finances and affairs of the town of Franklinton. Approving the mayor’s unlawful motion would have violated our oath. The mayor should not obligate the town without prior board approval.

Disturbance 1. Central Tropical Atlantic (AL96): An area of low pressure is  located about 700 miles east-northeast of the northern Leeward Islands. The system does not currently have a well-defined center of circulation.  Environmental conditions are forecast to be sufficiently favorable for development over the next few days, and a tropical depression or storm is likely to form during the next day or so.  The system is expected to move northwestward at 10 to 15 mph today, and then turn northward over the central subtropical Atlantic by late tonight or Tuesday. Off the U.S. Mid-Atlantic Coast (AL97): An area of low pressure is located offshore of the U.S. Mid-Atlantic coast.  The system appears to be acquiring non-tropical characteristics as it begins to merge with a frontal boundary, and its chances of becoming a tropical cyclone appear to be decreasing.  Regardless, the low is expected to begin producing gale-force winds today while it moves quickly toward the east-northeast at about 30 mph. Troopers Seek Assistance with Hit and Run That Killed Two in Tangipahoa Parish

Robert – This morning, shortly before 4:00 a.m., Troopers from Louisiana State Police Troop L began investigating a two-vehicle fatal crash on I-12 near LA Hwy 445 in Tangipahoa Parish. The crash claimed the lives of 21-year-old Chandler Garcia of Bay St. Louis, MS and 23-year-old John Russo Jr. of Bay St. Louis, MS.

The initial investigation revealed the crash occurred as Russo was driving east on Interstate 12 in a 2008 Ford F-250. At the same time, an unknown vehicle was also eastbound on Interstate 12 in front of the Ford. For reasons still under investigation, the Ford struck the rear of the unknown vehicle. After initial impact, the Ford traveled off of the road to the right before overturning. The unknown vehicle fled the scene. 

All occupants in the Ford were unrestrained. Both Garcia and Russo sustained fatal injuries as a result of the crash and were pronounced deceased on the scene. A third occupant in the Ford sustained moderate injuries and was transported to a local hospital. A routine toxicology sample was obtained from Russo for analysis. This crash remains under investigation.

17-year-old Charged With Murder in Slidell

Shortly before 3 a.m. Friday (July 28, 2023) morning, deputies with the St. Tammany Parish Sheriff’s Office responded to a 911 call in reference to a shooting at a residence in the 100 block of Eden Isle Boulevard near Slidell. Deputies located a male victim who was transported to a local area hospital, where he died.

STPSO detectives learned the shooting was in relation to a domestic incident that occurred inside the residence. A 17-year-old-male juvenile who lived at the residence has been charged with second-degree murder in connection with this homicide.  He has been booked into the Florida Parishes Juvenile Detention Center.

No additional information will be released at this time.

Second Incident of Shots Fired North of Franklinton/Suspect Caught in Franklinton/Charged With Attempted Murder

Just after midnight and on Thursday (July 27, 2023), Deputy Norman Taylor responded to a distress call reporting gunshots on Woodrow Magee Road, contacting the complainant Leslie Davis. Davis reported that he and a female were preparing to retire for the night when they noticed two vehicles pulling into their driveway. David Lane Leblanc, also known as Lil D, was driving one vehicle and a female was driving a second vehicle. 

Davis approached the vehicles and Leblanc allegedly brandished a firearm and began firing shots in Davis' direction. In fear for his life, Davis quickly retreated towards his residence as bullets struck the ground around him.

Davis disclosed to Deputy Taylor that about a week before the incident, he had sold a broken car to Leblanc for $500. Davis had informed Leblanc about the vehicle's condition during the sale. Davis believed that this financial transaction was the primary point of contention between him and Leblanc, as the latter had been trying to get his money back or have the vehicle repaired.

The 25 year-old Leblanc was located on Plymouth Lane in Franklinton and arrested on a warrant charging him with Attempted First Degree Murder.

“I commend Deputy Norman Taylor, Deputy Caleb Odell of our patrol division, the Drug Task Force, and CID Detectives for their swift and professional response to the incident, resulting in the apprehension of a dangerous suspect. The successful resolution of this case underscores the dedication and commitment of law enforcement officers to protect and serve the community,” stated Sheriff Randy “Country” Seal.

80 Year-Old Amite Woman Dies in St. Helena Crash

Yesterday (July 27, 2023) morning, shortly before 7:30 a.m., Troopers from Louisiana State Police Troop L began investigating a two-vehicle fatal crash on LA Hwy 16 at McDaniel Road in St. Helena Parish. The crash claimed the life of 80-year-old Frances Johnson of Amite. 

The initial investigation revealed that a 2007 Ford Edge, driven by Johnson, was stopped at a stop sign on McDaniel Road at the intersection of LA Hwy 16. At the same time, a 2016 Peterbilt 567 was westbound on LA Hwy 16. For reasons still under investigation, the Ford traveled onto LA Hwy 16 directly into the path of the Peterbilt. The Peterbilt impacted the driver’s side of the Ford. 

Johnson was unrestrained and sustained serious injuries as a result of the crash. She was transported to a local hospital where she ultimately succumbed to her injuries. The driver of the Peterbilt was properly restrained and was not injured. As part of the ongoing investigation, routine toxicology samples were obtained from both drivers for analysis. This crash remains under investigation. 

While not all crashes are survivable, statistics show that properly wearing your seat belt will dramatically reduce your chance of being injured or killed in a crash. Louisiana law requires that every person in a vehicle, regardless of seating position, always remain buckled up. Properly wearing your seat belt is one of the most effective ways to save your life and reduce injuries in crashes. 

Abita Springs-area Man Busted Again for Possession of Fentanyl While Out on Bond

On Tuesday (July 25, 2023), detectives with the Proactive Enforcement Unit of the St. Tammany Parish Sheriff’s Narcotics Division arrived at a residence in the Abita Nursery Subdivision as a follow-up to a previous investigation and found 31 year-old Jouquan Dennis seated in a pick-up truck in the front yard of the residence. He was actively smoking marijuana.

Pursuant to a search of Dennis’ person, he was found to be in possession of approximately 100 dosage units of blue pills scored “M30”, which were identified as oxycodone, but suspected to be counterfeit pills containing fentanyl. Dennis was arrested for Possession with the Intent to Distribute Schedule II.

At the time of this arrest, Dennis was out on bond for a May 24, 2023 arrest for Possession with the Intent to Distribute Schedule II (fentanyl), Proceeds Relative to a Narcotics Transaction, Possession of a Firearm by a Convicted Felon, Possession of a Firearm in the Presence of a Controlled Dangerous Substance, and Possession of a Stolen Firearm. 

“Once again, thanks to the hard work of our Proactive Enforcement Unit, we have arrested a repeat offender and taken more fentanyl off the streets,” Sheriff Randy Smith said.

Altercation North of Franklinton Escalates/Shots Fired/Suspect Caught in New Orleans

The Washington Parish Sheriff's Office reported today (July 28, 2023) that on Wednesday (July 26, 2023) afternoon, WPSO Deputy Norman Taylor responded to an altercation at 25198 Hwy. 25. Jaspen Antonio Robinson was alleged to have assaulted Breonna Betts, the mother of his children, and fired shots.

While Deputy Taylor was enroute to the scene, Deputy Caleb O'Dell received information that Breonna Betts had left Robinson's residence with her three children, heading east on Highway 438. Deputy O'Dell located Betts on Highway 438 near Partman Road and, due to her injuries, Deputy O'Dell promptly arranged for her and the children to be taken to Riverside Medical Center in Franklinton. Betts informed law enforcement that Robinson had also possessed a firearm during the altercation at his residence.

Deputies at the scene of the altercation did not make contact with Robinson but found spent 9mm casings in the vicinity where Betts had parked her vehicle. 

Deputy Taylor proceeded to Riverside Medical Center and interviewed Betts. She related that she had gone to Robinson's residence to discuss their recent child support/custody court date. However, the discussion quickly escalated, and Robinson allegedly became agitated, leading to a physical altercation. Betts stated that Robinson threatened her verbally and physically, eventually choking her while she held their youngest child. She further claimed that Robinson struck her with a closed fist, causing injuries to her face. During the altercation, her older son attempted to intervene, prompting Robinson to issue threats. Betts' son then called 911, and as Robinson retrieved a firearm and fired shots, Betts drove away quickly to seek safety.

Friday (July 28, 2023) morning, the Louisiana State Police and United States Marshals Task Force apprehended Robinson in New Orleans. Update 07/29/2023: The 31 year-old Robinson was booked into the Washington Parish Jail on 07/28/2023 on the charges of Domestic Abuse Battery/Strangulation, Aggravated Assault With a Firearm, Domestic Abuse/Child Endangerment (3 counts), and Contempt of Court by the Washington Parish Sheriff's Office. No bond set at this time.

Michael J. “Mickey” Murphy of Bogalusa Reappointed to State Board

Louisiana Governor John Bel Edward's office announced today (July 27, 2023) the reappointment of Michael J. Murphy of Bogalusa  to the Board of Supervisors of Community and Technical Colleges. He will represent Congressional District 5. Mr. Murphy was initially appointed on December 20, 2007 

Murphy is the former dean of the Sullivan Campus of Louisiana Technical College. During his professional career, spanning 40 plus years, he served as a secondary school teacher, technical college instructor, university assistant director for job placement, technical college campus director and dean. He is licensed to practice mental health counseling in Louisiana. Active in school accreditation, he has routinely served as a team member and chair to several states for the Commission on Occupational Education for the Southern Association of Colleges and Schools and its successor the Commission of the Council on Occupational Education.

Murphy has served in leadership capacities in numerous civic and community based organizations. He is a past president of the Bogalusa Chamber of Commerce and also served as secretary for the Washington Parish Home Rule Charter Commission. He is a longtime watermelon producer and tree farmer.  

The Board of Supervisors of Community and Technical Colleges serves as the management board for Louisiana’s public two-year institutions. Their mission is to improve the quality of life of the state’s citizens through education programs offered through their colleges.

Hunting Rules, Regulations, Season Schedules for 2023-24 Now Available on LDWF Website

The Louisiana Department of Wildlife and Fisheries (LDWF) has released its 2023-24 hunting regulations pamphlet online at the LDWF website. Click here here to see the upcoming season’s regulations or visit the LDWF website at https://www.wlf.louisiana.gov/page/seasons-and-regulations.

The pamphlet contains hunting rules, regulations and season dates for the 2023-24 season, including hunting information on LDWF’s Wildlife Management Areas and Louisiana’s federal lands. It also contains information on LDWF’s licensing process and fees.

Printed copies of the pamphlets should be available in late August at LDWF offices throughout the state and at vendors where hunting and fishing licenses are sold.

This season’s regulation pamphlet also has season schedules for the state’s 10 deer hunting areas and major changes for the 2023-24 season.

Slidell Man Sentenced to 20 Years for Sexual Assault of 4 Year-Old

District Attorney Warren Montgomery reports that on July 10, 2023, Shay Lamar Weed, age 22 and of Slidell, pled guilty to sexually assaulting a minor. District Judge William H. Burris sentenced Weed to 20 years in prison without the benefit of probation, parole or suspension of sentence.

In May of 2020, the St. Tammany Parish Sheriff’s Office began investigating a report of a sexual assault of a young child. The mother of the then 4-year-old child had observed the victim playing with her teddy bear in a sexual way. She also reported that the victim had begun wetting her bed. Additionally, the child had told her mother she did not “like” her babysitter’s house – which is where the defendant had been living. The mother questioned the child further and the child disclosed the defendant had touch her inappropriately and “it hurt really bad.” 

In the Defendant’s recorded police interview, he initially stated that he was changing the victim’s diaper and his finger "slipped" into the victim’s vagina. When told the victim does not wear diapers, he admitted he had lied. He then told police he had been asleep and awakened to the victim using his hand all over her body.

Assistant District Attorney Iain Dover prosecuted the case.


Franklinton Mayor and Board of Aldermen Meeting of July 25, 2023

At their meeting Tuesday (July 25, 2023) evening, the Franklinton Mayor and Board of Aldermen received a donation from Patsy Welch in memory of her late husband Mitch Welch. The donation was in the amount of $10,000 and to be used for the park. 

In other business, the board

  • introduced an ordinance to prohibit methadone clinics and new outpatient opiate substance abuse clinic treatment centers within the Town of Franklinton
  • voted to approve the transition of Linda Payne from part-time to full-time dispatcher
  • voted to approve the hiring of Drew Knight as full-time for the Police Department
  • considered the ratification of the amount of the accepted bid for the park equipment. The Board voted to not approve the ratification. Click here for a separate article on this matter
  • voted to change the speed limit on Bruce Street and on Web Street to 15 miles per hour
  • voted to approve an alcohol permit for The Bridge Store

What Was the Issue With the Franklinton Park Equipment at Tuesday (July 25, 2023) Evening's Meeting of the Board of Aldermen?

On the Agenda of the Franklinton Mayor and Board of Aldermen meeting Tuesday (July 25, 2023) Evening was Agenda Item #5: “The Board will vote to ratify the amount of the accepted bid for the park equipment.”

The Franklinton Park has been the signature project of Mayor Route. The park would be on Town-owned property on Chess Jones Road. The vision is that the park would be used by children, especially children with disabilities, and adults.

Mayor Route began with comments and related that the total cost would be $705,000, that a grant would pay $295,500, and that funds from the landfill rebate of $120,000 would be applied. Route further stated that the resulting balance of $289,500 to be paid by the Town of Franklinton is under the $300,000 that he had budgeted for the park equipment. The Mayor continued with comments.

Alderman Descant asked, “Did we order this already?” Mayor Route answered “yes”. Later, the Mayor stated that he had issued a Purchase Order. Discussion continued between the Board Members and the Mayor. In the end, the Board voted to not ratify the bid. Voting to approve the bid were Board Members Butler and Crain. Voting to not approve the bid were Board Members Spears, Descant, and Sharp.

At issue was the cost to the Town and the fact that the Mayor placed the order prior to Board approval. The possibility of breach of contract was also briefly discussed, a possibility since the order had been placed and the Board failed to ratify the bid.

Later, during Public Participation (beginning at 52:00 into the video), the three dissenting Aldermen were subjected to verbal abuse. They were accused of being Republicans, of being opposed to the park since the beginning, of not wanting to do anything for the kids and of turning their backs on handicapped children.

  • Represent the people of Washington Parish to the best of my ability by listening to and honoring the wishes of my constituency, and putting personal biases aside to truly represent.

  • Promote infrastructure like a 4 lane highway to connect US98 to I12 and a 4 lane highway to connect I55 to I59, creating a “bone structure” to give a foundation to build economic growth, create good paying jobs, raise per capita income and standard of living, and expand our tax base to help our local governments without further burden to our taxpayers.

  • Battle for Capital Outlay funds and grants for our municipalities, Parish Government, and local governing bodies, and constantly remind the Louisiana State Government that Washington Parish and its municipalities are as much a part of Louisiana as Baton Rouge, New Orleans, and Shreveport.

  • Fight to get the U.S. Army Corps of Engineers to uphold their moral and legal obligation to maintain the Pearl River System in accordance with the 1899 Rivers and Harbors Act, work to put the canal in a safe, stable, and sustainable condition, and insist that a valve system be placed in the decommissioned locks to provide emergency flood water relief.

  • Engage the legislature to create a set of fair standards that is appropriate for rural, municipal, and urban fire districts, more oversight to PIAL (agency that rates fire districts for insurance purposes), and ensure more savings in premiums to homeowners and businesses.

  • Create an atmosphere for opportunity for our workforce to work and use their talents here and children to grow in a wholesome and nurturing environment here.

  • Suggest a statewide task force be assembled to look at ways to improve the DMV to work better for the public and DMV employees.

  • Listen to the needs of local government and try to determine a strategy to meet those needs.

  • Encourage a government where everyone has a say, where everybody's voice is heard, and the free exchange of ideas can be realized.

  • Be available to the constituency!

Arrest Made in Connection with Body Located in Slidell-area Last Month

The St. Tammany Parish Sheriff’s Office has obtained a second-degree murder warrant for the arrest of 59 year-old Vernon Kenneth Lee in connection with the death of Billie Ann Blakley, whose remains were found June 26, 2023.  St. Tammany Parish Sheriff’s detectives located the remains in a wooded area near the intersection of Tyler Drive and Kisatchie Drive near Slidell, after receiving information that she was last seen in that vicinity. The remains were turned over to the St. Tammany Parish Coroner’s Office, who made a positive identification. 

During the course of the investigation into Blakley’s death, detectives with the St. Tammany Parish Sheriff’s Major Crimes Unit traveled out of state to North Carolina and Alabama on two occasions and spent countless hours in the New Orleans area seeking information related to the case. After gathering the information, it was determined that Lee was responsible for the death.

Lee, whose legal address is out of North Carolina, is a transient known to stay with Blakley in the Slidell area and is currently incarcerated in the St. Tammany Parish Correctional Center on unrelated domestic violence charges.

“I applaud and thank the detectives who worked long hours, traveled to different states and interviewed numerous people to get the necessary evidence needed to make an arrest in this case and in the process bringing closure to Ms. Blakley’s family,” Sheriff Randy Smith said.
