Bogalusa Police Seeks Information on Shooting

On Monday night (March 30, 2020) shortly before 11:30 pm, Officers with the Bogalusa Police
Department were dispatched to a residence on Central Drive in reference to a shooting.

Officers discovered that a 31 year old male and a 26 year old female had both been shot multiple times. The male victim was shot and critically injured after opening the door of the residence when someone knocked and asked for him.

There are currently no suspects or motive and little other information available. The names of the victims are not being released at this time.

COVID-19 Update (Louisiana) March 31, 2020 at Noon

The number of reported Louisiana cases has risen to 5237 (a 30% increase since yesterday) and reported deaths now stands at 239 (a 29% increase since yesterday). This is 1212 additional cases statewide and 54 more deaths since yesterday. A total of 1355 COVID-19 patients are currently hospitalized; of those, 438 patients require ventilation.

Underlying conditions among COVID-19 deaths is as follows: Pulmonary (12%), Cardiac (21%), Diabetes (40%), Chronic Kidney Disease (23%), Chronic Liver Disease (2%), Immunocompromised (4%), Neurological (6%), Obesity (25%), No Underlying Conditions (3%).

Washington Parish has 28 reported cases and 1 death. St. Tammany has 220 reported cases and 4 deaths. Tangipahoa has 25 reported cases and no deaths (However, other reports are of a death in the Amite area).

WPSO – Search Continues for Jail Trustee Who Escaped

This morning (March 31, 2020), Washington Parish Sheriff's Office Chief Deputy Mike Haley
reported that the search continues for Judd Scott Taylor (32), who escaped from the Washington Parish Jail early Sunday evening (March 29, 2020).

Taylor, a white male trustee and resident of Bogalusa, escaped by climbing a jail perimeter fence. Jail video shows Taylor entering a waiting vehicle and leaving the area. Taylor is believed to be either in the Bogalusa or Amite area. According to the WPSO, Taylor is not considered to be a threat to the public. He had been booked by the Bogalusa Police Department into the Washington Parish Jail December 22, 2019 on the charges of Possession of Drug Paraphernalia, Fugitive Other Jurisdiction (a “minor” warrant from Alabama), Contempt of Court, and Failure to Appear. Bond had been set at $500.00.

"We will find him," stated Sheriff Randy Seal, "it's just a matter of time. Meanwhile, if anyone knows his whereabouts or the identity of the person who picked him up, they are asked to call the Washington Parish Sheriff's Office at (985) 839-3434. Let's get Judd Taylor out of our community and back into the jail where he belongs. Callers may remain anonymous."

Helpful Information about COVID-19 from OLOAH in Bogalusa

What is Coronavirus Disease 2019 (COVID-19)?
A novel (new) coronavirus with origins from bats. The disease abbreviated COVID-19, is not that same as the coronaviruses that commonly circulate among humans and cause mild illness, like the common cold. This novel coronavirus strain is capable of causing more severe respiratory disease than previously circulating coronaviruses. Due to the severity of the disease caused by COVID-19 new recommendations for screening and isolation of these patients are recommended.

What are the symptoms?
COVID-19 symptoms are similar to many viral respiratory illnesses and mimic the common cold. Symptoms include:
  • Mild to severe respiratory illness
  • Fever
  • Coughing
  • Shortness of breath/difficulty breathing
Symptoms can appear between two and 14 days after exposure to the virus. But it’s important to keep in mind that it is flu season and pollen counts are high across our region, so there may be other reasons you’re experiencing upper respiratory symptoms that are more common than COVID-19.

How is COVID-19 spread?
The most common way COVID-19 is spread is from person-to-person through respiratory droplets. What does that mean specifically? When people are in close contact with one another (within about 6 feet) and someone with the virus coughs or sneezes and then another person inhales it, or droplets from the cough or sneeze land on commonly used surfaces. Others who come into contact with those surfaces or objects and then touch their eyes, nose or mouth could contract the virus.

Can someone spread the virus without being sick?
While people are thought to be the most contagious when they are the sickest, some spread might be possible before symptoms are shown. There have been reports of this occurring with COVID-19, but is not thought to be the main way that the virus is spread.

How easy is it to spread COVID-19?
How easily a virus can spread from person-to-person contact varies. While some are highly contagious, like measles, others do not spread as easily. That’s why it’s important to practice prevention methods to help sustain the spread of the virus. COVID-19 seems to be spreading easily in some geographic areas. You may see this referred to as “community spread,” which means people have been infected with the virus in an area, including some who are not sure how they became infected.

What do I do, if I think I have Coronavirus (COVID-19)?
Call your healthcare professional if you develop a fever and symptoms of respiratory illness, such as cough or difficulty breathing, and have been in close contact with a person known to have COVID-19 or if you live in or have recently traveled to an area with ongoing spread. Tell your healthcare professional about your recent travel or contact. Your healthcare professional will work with your state’s public health department and CDC to determine if you need to be tested for COVID-19.

Who Gets Tested for COVID-19?
Our team offers testing for common coronaviruses through our respiratory viral panel. Remember COVID-19 is a new or a novel coronavirus, so it is not detected in our previous repository methods. We follow the testing recommendations from the Center for Disease Control, which are updated regularly. To test for COVID-19, we must call the Louisiana Department of Health to get approval for testing.

Message from the Washington Parish Council on Aging

Regular Congregate meal clients should be receiving 10 dinners delivered to their homes via FedEx
or UPS soon! There was a delay in the food provider being able to ship them when expected due to the large volume of orders received in the last week.

Homebound meals have continued as normal. Beginning Monday, March 30th, all regular Meals on Wheels clients will receive a two week supply of meals instead of the usual one week supply. We will not be delivering the week of April 6th.

We have provided an additional 500 emergency shelf stable meals to persons effected by the current stay at home order. Any senior needing assistance who is not currently receiving meals through our Congregate or Homebound programs can call (985)732-6869 and we will place your name on our list to receive emergency meals as soon as additional resources become available.

Our Franklinton Senior Center will be closed beginning Monday, March 30th until the Governor’s Executive order has been lifted. Anyone needing assistance can call the Bogalusa Senior Center at (985)732-6869. Someone will be available to assist you Monday-Friday from 7:30 a.m. to 1:00 p.m.

The Washington Parish Council on Aging is a public non-profit organization serving some of the most vulnerable and needy persons in our community. Fire Marshall Issues Explanation for & Exemptions to Burn Ban

The Louisiana Fire Marshall's Office issued a Burn Ban (click here to read) that was effective at
8:00 am on March 25, 2020. Today, Ashley Rodrigue, Public Affairs Director of the Fire Marshall's Office explained that the order is not related to "dry or wet environmental conditions" but that the primary reasons for the Burn ban are
  • (1) to reduce irritants in the air created by smoke that can adversely affect those suffering from respiratory issues, whether associated with COVID-19 or not, or confuse people who are trying to determine whether their respiratory issues are caused by COVID-19 or not, and
  • (2) to reduce the potential for fire-related emergency calls which could put first responders in close proximity to each other and the public as well as potentially tax shortened staffs affected by COVID-19.
In addition, the communication answered the following questions:

1. Can I cook outdoors?
Yes, the use of barbecue pits, smokers and fire pits, in order to conduct brief, recreational cooking
practices, is allowed during this burn ban.

2. Can I use my fire pit?
If you intend on using your fire pit for brief, recreational activities like roasting marshmallows or simply enjoying the evening sitting beside a fire, yes, you can use your fire pit.

3. Can I burn my brush, leaves and branches in my fire pit and/or barrel?
No, moving brush materials from a pile on your property to a contained environment to burn for an
extended period of time is not allowed. One of the purposes of the ban is to limit the amount of smoke in the air. Changing the method of your burning is not in line with that purpose.

4. Can the farm down the road continue burning their fields?
Yes, the law allows exceptions for prescribed burns by the Department of Agriculture and Forestry and by those who conduct prescribed burns as a “generally accepted agriculture practice” as defined by the Louisiana Right to Farm Law (R.S. 3:3601 et seq).

5. Can I get an exception to privately burn?
The law allows for local fire departments and governments to give permissions or opt out of the ban.
However, we are hopeful that residents, fire agencies and local governments will take this opportunity to be a good neighbor by cooperating with this order.

COVID-19 Update (Louisiana) March 26, 2020 at Noon

Since the last update of March 25, 2020 at noon, the number of reported Louisiana cases has risen from 1795 to 2305 at noon today (March 26, 2020). The number of reported deaths increased from 65 to 83. Since yesterday's noon report, the number of cases has increased by 510 and the number of deaths has increased by 18. Today, 676 COVID-19 patients are hospitalized. Of those, 239 require ventilation. If Louisiana’s growth continues this way and the State is unable to flatten the curve, the New Orleans area could run out of vents by the first week of April.

The Department of Health has identified COVID-19 clusters in six nursing homes in the state. The five the Department can identify are Chateau D’Ville, Chateau De Notre Dame, Lambeth House, St. James Place and Vista Shores. The Department continues to work with nursing homes to minimize the spread of the illness and protect residents and staff.

Washington Parish has six reported cases and one death. St. Tammany has 89 reported cases and one death. Tangipahoa has seven reported cases and no deaths.

How To Make Homemade Hand Sanitizer

With news of the novel coronavirus (COVID-19) hitting the U.S. many people have begun to stockpile their homes with supplies that will help them disinfect and prevent the spread of viruses. As the number of cases increases, many stores are running low on supplies such as paper towels, water, hand soap and hand sanitizer, which can leave you without the proper supplies and surrounded by germs.

The Centers for Disease Control and Prevention (CDC) says hand-washing with soap and water is the most effective way to clean your hands. You can read about our hand-washing tips and tricks here. If soap and water are unavailable, the CDC recommends using an alcohol-based (99%) isopropyl hand sanitizer with at least 60% alcohol. If you’re unable to find hand sanitizer in stores or want to avoid the general public there is an effective homemade hand sanitizer recipe you can make to help prevent the spread of disease.

How to make hand sanitizer:

⅔ cup of rubbing alcohol
⅓ cup of aloe vera
5 -10 drops of essential oil (optional)

Directions:

Pour the rubbing alcohol and aloe vera in a bowl and stir until completely blended. The aloe vera will add thickness and moisturize your skin. Add in several drops of essential oil and blend. Essential oils will help mask the smell of alcohol. Our favorites are lavender or citrus-scented oils such as lemon or orange. Next, whisk all ingredients together and pour into a container. Make sure to label your hand sanitizer with an adhesive strip.

Beginning 3/24/2020 the Washington Parish Council on Aging administrative offices will close at
1:00 p.m. daily until April 13th. While most of our employees will not be reporting to our facilities, they will be working remotely from home in order to continue providing services to our elderly clients. If you need to speak with us after these hours, please call (985) 732-6869 and leave a message and someone will return your call as soon as possible.

Just a reminder-Homebound meal delivery will continue on Monday's, Tuesday's and Wednesdays uninterrupted.

Transit rides are available to medically necessary appointments (please call your medical provider to make sure your appointment has not been cancelled); grocery and drug stores and banks.

Congregate Meal participants-You will be receiving a call from a Nutrition Site Manager at least 3 times per week to check on you and provide you with updates regarding your services and when our centers will reopen.

Statewide Burn Ban Issued


Troopers Investigate Fatal Crash on LA 21 Near Bogalusa

On Tuesday, March 24, 2020 shortly after 6:30 AM, Troopers from Louisiana State Police Troop L
responded to a multi-vehicle, fatal crash on LA 21 North at Pools Bluff Rd. in Washington Parish. The crash has claimed the life of 47-year-old Wade J. Gilson of Odessa, TX.

The initial investigation led Troopers to determine that the crash occurred as Gilson was driving a Harley Davidson motorcycle northbound on LA 21 in the left lane. At the same time, a Nissan Altima, driven by 22-year-old Alexandra C. Dunaway of Bogalusa, was attempting a left turn off Pools Bluff Rd. onto LA 21 disregarding a stop sign. Upon the Altima entering LA 21, Gilson’s motorcycle struck the left-side of the Altima. After this impact, Gilson was then struck in the roadway by a Honda Accord traveling northbound on LA 21. Gilson received fatal injuries and was pronounced deceased on the scene. Dunaway was wearing a seat belt and was transported to an area hospital for minor injuries. The driver of the Honda Accord was also wearing a seat belt and uninjured.

At this time, impairment is not suspected. As part of the crash investigation, a blood sample was collected for scientific analysis from Gilson and Dunaway. The driver of the Accord submitted a breath sample that showed no evidence of alcohol. Dunaway was issued a citation for L.R.S. 32:123B (Disregarding a Stop Sign). The investigation remains ongoing and any additional criminal charges will be forwarded to the Washington Parish District Attorney’s Office.

LDWF Agents Rescue Two Slidell Men from Lake Borgne

Louisiana Department of Wildlife and Fisheries (LDWF) agents successfully performed a search and
rescue mission for two overdue boaters in St. Tammany Parish yesterday morning (March 23, 2020). Agents were called around 7:30 pm Sunday (March 22, 2020) about two Slidell men that had not returned from their fishing trip.  According to the family of the men, the men left out around 5 am out of Chef Menteur Pass.

LDWF agents immediately responded to the scene to search for the men.  Agents deployed a seaplane and vessels and searched all night. Around 9 am Monday morning, agents located a capsized 24-foot vessel in Lake Borgne.  The LDWF seaplane then located two men waving at the plane from the banks of Lake Borgne around 10:40 am. The two men were transported to Rigolets Marina.

“We are very happy that our agents were able to find these men safe and sound and that they will be returned to their loved ones,” said Major Rachel Zechenelly, the state’s boating law administrator.  “We feel that wearing personal flotation devices saved their lives as they probably would not have made it to the shore without them from where their vessel capsized.  The agents did a great job of coordinating the search from the water and air to find these men quickly.”

The U.S. Coast Guard and St. Tammany Parish Sheriff’s Office also participated in the search.

Deputies Ambushed in St. Tammany

St. Tammany Parish Sheriff’s deputies were ambushed Monday night (March 23, 2020), shortly after
7:15 pm, while responding to a domestic violence complaint at a residence in the 100 block of Eden Isles Blvd. near Slidell.

While speaking with one of the involved parties in the driveway of the home, a second individual came around the side of the residence armed with a firearm. He immediately began firing upon the deputies, who returned fire. The individual then went to side of the residence where he ultimately died following a self-inflicted gunshot wound to the head.

Two STPSO patrol units were damaged by the gunfire and one deputy sustained minor injuries related to being struck by shattered glass.

The remains of the deceased were turned over to the St. Tammany Parish Coroner’s Office who will make identification and determine the official cause and manner of death.

The investigation remains active and ongoing.

and community will soon overflow with garbage causing health issues as well as environmental contamination. We want to serve our community but at the same time we must take all precautions to protect our employees as well as all residents of our parish.

However, due to COVID19 and the executive order issued by Governor Edwards we are taking precautions by temporarily limiting the type of waste accepted at our facility.

  • Commercial waste haulers will continue as usual.
  • Waste accepted from residents: 1. Household garbage, 2. Food waste, 3. Any other waste that is prone to rapid decomposition, cause odor and spread bacteria or cause air or water contamination.
  • Waste not accepted from residents at this time: 1. Yard trash, 2. Tree limbs, 3. Debris from attics and storage facilities, 4. Any other disposal items that can wait till this virus spread is over

In addition, we ask that you limit your number of trips to the landfill to help slow down the spread of COVID19. If you have garbage pickup, please let the waste haulers bring your garbage. If you must come to the landfill please limit your time in the facility and adhere the advice from our leaders, remain at least 6 feet from other individuals. This is not a social gathering place!

We hope things will get back to normal soon but please help us during this unusual and difficult time we’re all experiencing! To all our residents we pray for safety and health for your families!

STPSO Arrests Two Men on Murder Charges

Two men have been booked into the Tammany Parish Jail on murder charges after it was discovered a
man who was brought to a Mississippi hospital with multiple gunshot wounds, earlier this month, was shot during an incident that occurred in the Slidell area.

On March 1, 2020, a Bay St. Louis, MS, man, Lamar Henry (30), was brought to a Bay St. Louis hospital by Lamar Hargett. Henry had sustained multiple gunshot wounds and pronounced dead upon arrival. At that time, Hargett, told responding law enforcement the shooting occurred when the two were involved in an incident in Gulfport, MS.

On March 5, detectives with Gulfport Police Department contacted the St. Tammany Parish Sheriff’s Office after their investigation lead them to the Slidell area. While working jointly with Gulfport Police Department, St. Tammany detectives discovered Henry had accompanied Hargett to a residence in the 4200 block of Ash Drive in Slidell during the early morning hours of March 1, 2020 with the intent of robbing Trequan Rollins. When Rollins observed the men parked near his residence, the men attempted to flee but Rollins followed them. As the two vehicles proceeded through Slidell, gunfire was exchanged, and Henry was fatally struck.

On March 12, 2020, a warrant was issued for the arrest of Lamar Hargett (26) of Bay St. Louis, MS, for Second Degree Murder. He was picked up and booked into the Harrison County Jail as a fugitive on March 12, 2020. He was transferred to the St. Tammany Parish Jail on March 13, 2020

Trequan Rollins (25) of Slidell was booked into the St. Tammany Parish Jail on March 12, 2020 on unrelated charges. On March 23, 2020, a warrant was issued for his arrest in connection with the murder and he was rebooked on the charges of First Degree Murder, Attempted First Degree Murder, Illegal discharge of a firearm, Possession of Firearm by Person Convicted of Certain Felonies, and Obstruction of Justice.

March 23, 2020 Message From Washington Parish President Richard N. Thomas, Jr.

As of noon today, March 23, 2020 Louisiana Department of Health is reporting 1,172 positive
COVID19 cases in the State of Louisiana, 1,634 test completed by the state, 4,314 test completed by commercial labs, and 34 deaths. I was saddened to learn that one of the deaths was a citizen of Washington Parish. My thoughts and prayers go out to that family.

Following the amended executive order issued by Governor Edwards, I have made additional modifications to the workforce for parish government effective Tuesday, March 24, 2020.

COVID-19 Update (Louisiana) March 23, 2020 at Noon

Since the last update of March 22, 2020 at 9:30 am, the number of reported Louisiana cases has risen from 837 to 1172 at noon today (March 23, 2020). The number of reported deaths increased from 20 to 34. One of the 34 is identified as a 62-year-old from Washington Parish. Click here for the ages of the deceased and their parish of residence.

In addition to Lambeth House, an assisted living facility in New Orleans, where LDH has identified 42 COVID-19 patients and reported 9 deaths, the Department has newly identified a second cluster at Chateau D’Ville in Donaldsonville, with 5 cases all identified today. LDH is working with this facility to help minimize the spread of this infection, and has requested additional assistance from the CDC.
