A large and complex area of low pressure, near the Yucatan Peninsula and southeastern Gulf of Mexico, is expected to develop in a couple of days, partially related to the remnants of Agatha from the eastern Pacific.
Despite strong upper-level winds over the area, this system could become a tropical depression while it moves northeastward over the northwestern Caribbean Sea and southeastern Gulf of Mexico late this week. Heavy rainfall is likely across portions of southeastern Mexico, the Yucatan Peninsula, Guatemala, and Belize during the next few days, spreading across western Cuba, southern Florida, and the Florida Keys by the end of the week. Formation chance through 48 hours is at 10% and formation chance through 5 days is at 60%.
Shortly before 3:30 p.m. Monday (May 30, 2022), members of the St. Tammany Parish Sheriff’s Marine Division were dispatched to Lake Pontchartrain in reference to a capsized boat.
The boat, a 31-foot twin inboard/outboard motorboat, was occupied by six adults when another boater observed it flip and begin sinking just west of the cabins at Fontainebleau State Park. Five of the occupants were rescued by other boaters prior to deputies’ arrival, but one occupant, who was not wearing a life vest at the time of the incident, was unaccounted for. Deputies with the Marine Division and the U. S. Coast Guard assisted Louisiana Wildlife and Fisheries as they searched the area of Lake Pontchartrain near Mandeville.
At approximately 7:00 p.m. Monday, the body of the missing boater was recovered in Lake Pontchartrain, just east of the Causeway bridge. The body has been turned over to the St. Tammany Parish Coroner's Office, who will make a positive identification and a determination on cause of death.
“As we enter the active boating season, I urge everyone to please wear a life vest every time they are on a boat,” Sheriff Randy Smith said. “They save lives.”

District Attorney Warren Montgomery reports that on Thursday (May 26, 2022), Nathaniel Peters a.k.a. “Nancy Peters,” age 27 of Covington, was found guilty by a jury of armed robbery with a firearm, possession of a firearm by a convicted felon and illegal possession of a stolen firearm.
In May 2021, the victim arranged to sell some computer equipment to Peters on Facebook Marketplace. On May 19, 2021, the victim and his friend met Peters in the parking lot of Harbor Freight on Highway 190 to complete the transaction. Rather than paying for the items, Peters pulled out a handgun, took possession of the items, told the victims to leave, and fled down St. Tammany Trace towards Abita Springs on a bicycle with the items. The victim and his friend were able to describe Peters' clothing (including a blue rain jacket), the firearm, and the bicycle he was riding. The victim also provided the police with Peter's Facebook page, Facebook messages he exchanged with the Peters and Peters' phone number.
The St. Tammany Parish Sheriff’s Office Major Crimes Division was assigned to investigate the case. Detectives used the phone number provided by the victim to identify the perpetrator as Nathaniel Peters, aka “Nancy Peters.” Peters was then positively identified by both the victim and his friend in a photographic lineup. On May 21, 2021, detectives located Peters riding a bicycle on the Trace and arrested him.
Peters provided a statement to the detective, admitting to robbing the victim at Harbor Freight. He provided information about the location of the firearm. Detectives brought Peters to the Trace and Peters revealed the location where he had buried the firearm in the same blue rain jacket the victim described him wearing at the time of the armed robbery. The firearm had been reported stolen a few weeks earlier from a residence in Lewisburg. Detectives then executed a search warrant at Peters' residence in Covington, where they recovered the victim’s computer equipment already installed on Peters' computer.
During the trial, defense counsel described Peters as a “child of God” who had experienced a tough life – being “transgender, poor, black and undereducated.” Defense counsel stated that the victims were telling a “big lie,” that Peters did not “take” the property, he was “given” the property and that he had not shown his firearm on the scene. “How the defendant ‘identifies’ should not be taken into consideration,” Assistant District Attorney Tiffany Dover stated to the jury. “A gun works the same way no matter whose hand it is in,” and that even a “child of God is responsible for his actions each day.” She also said during closing that Peters was intelligent enough to build a computer, communicate competently by text for computer parts, work out how to pull off this crime and then attempt to negotiate with police for a trade of information.
Dover reminded the jurors that the victim and his friend had positively identified the defendant and the gun very specifically and their statements were corroborated by all of the evidence - and were not, therefore “liars.” Dover said that the young victims (18 and 19 years old at the time) were traumatized by this incident and would “never meet a stranger in the same way again.”
District Judge Vincent Lobello presided over the case. Assistant District Attorneys Tiffany Dover and Jason Cuccia presented the case to the jury. Detective Julie Boyton, along with the St. Tammany Sheriff’s Office Major Crimes Division, handled the investigation.
Peters has two prior felony convictions and will be sentenced on July 13, 2022.

Anthony Joliboix, age 20 and of Mandeville, was arrested this week after it was found he physically abused a toddler who was in his care earlier this month.
On May 05, 2022, deputies with St. Tammany Parish Sheriff’s Office responded to a report on an unresponsive one-year-old at a residence on Independence Drive near Mandeville. The mother of the child told detectives, the toddler was in the care of her live-in boyfriend, Anthony Joliboix, when its breathing became shallow, and the child became unresponsive. Emergency Medical Personnel arrived at the home, and transported the toddler to a local hospital, where it was determined the toddler had sustained a serious head injury consistent with physical abuse. The toddler was transferred to Children’s Hospital in New Orleans for further treatment.
Detectives with the St. Tammany Parish Sheriff’s Special Victims Unit conducted an investigation concerning the injuries sustained by the toddler. During that investigation, Joliboix reportedly admitted shaking the child days prior to the reported medical emergency on May 5, 2022. He told detectives the incident occurred after he became frustrated and agitated with the child.
A warrant was obtained for the arrest of Anthony Joliboix and he was booked into the St. Tammany Parish Correctional Center Tuesday (May 24, 2022) on one count of Second Degree Cruelty to Juveniles (felony). Bond was set at $60,050.00.
The toddler has since been released from the hospital and is in the care of the biological father.
Detectives with the St. Tammany Parish Sheriff’s Office are asking for the public’s help in locating a Tangipahoa Parish man wanted in connection with a shooting that occurred Tuesday (May 24, 2022) evening at the Coquille Sports Complex near Covington.
Shortly before 6 p.m. Tuesday, STPSO deputies were dispatched to the sports complex, which is located near the intersection of Highway 1085 and Highway 1077, after it was reported that shots were fired.
Detectives with the Persons Crimes Unit have identified the shooter as 20 year-old Steven Newsome of Tickfaw, and warrants have been obtained for his arrest for Illegal Discharge of a Firearm, Aggravated Criminal Damage and Illegal Carrying of a Firearm. Further charges may be pending.
Detectives with the STPSO Person Crimes Unit, with the assistance of the St. Helena Parish Sheriff’s Office and the Tangipahoa Parish Sheriff’s Office, attempted to locate Newsome at all known addresses, but have been unable to locate him.

The Mount Hermon Ruritan Club is celebrating 75 years of fellowship, goodwill and community service this year. St. Tammany Parish Sheriff’s Office deputies responded yesterday (May 24, 2022) afternoon following a report of a vehicle being struck by gunfire in the Alton Community, near Slidell. Deputies responded around 2:30 PM to the 37000 block of North Third Street and determined that no one was injured.
A residence was identified as the location from which the shooting occurred and a search of the residence was conducted. Nine persons inside the residence were arrested. Four juvenile children were also in the residence.
Arrested were Dequan Moore (age 19), Jessica Batiste (age 38), Rose Victor (age 39), Hakeim Williams (age 18), Keenan Jones (age 24), Tony Celestine (age 21), Jack Simms (age 18), Paris Williams (age 22), and Malek Sylve (age 18). (See below under “Read More” for the charges)
Dequan Moore reportedly admitted to shooting at the vehicle and advised it was because he thought someone may have fired at him, which was proven to not be the case. The victim in the case was simply delivering food to a separate residence, was alone at the time and had no previous interaction with anyone involved.
“I want to thank the patrol deputies who responded to the initial call and the detectives with our Major Crimes Division who worked hard this afternoon and evening,” Sheriff Randy Smith said. “They not only quickly identified the individual who fired the shots, but also made several related arrests after discovering a residence where children were found to be living with illegal narcotics and dangerous firearms left easily accessible and within their reach.”

In connection with the shooting of St. Tammany Parish Sheriff’s Deputy Kenneth Doby and the burglary of a local area business, a 13-year-old Waldheim area male has been arrested and booked into the Florida Parishes Juvenile Detention Center on the charges of
Deputy Doby was patrolling the area of Highway 21 and Highway 1083 in Waldheim after a suspected business burglary had been reported. At approximately 3 a.m., Deputy Doby approached an individual who he observed walking in the area, and when he got out of his unit the individual fired a weapon, striking the deputy.
Unverified reports identify the shooter as a 13 year-old.
After being shot, the deputy was still able to assist in taking the subject into custody before the arrival of emergency medical personnel. Deputy Doby was transported to a local hospital, where he is alert and being treated for non-life-threatening injuries.
The subject is currently being interviewed by detectives, and charges in connection with the business burglary and the shooting are pending.

Tangipahoa Parish Sheriff's Office Chief Jimmy Travis reports that last Friday (May 20, 2022), the
Tangipahoa Parish Sheriff’s Office received a call about a suspicious vehicle in the Velma community north of Independence. Several Deputies began patrolling the area. Dy. Mark Francois soon spotted a vehicle matching the description of the suspicious vehicle and initiated a traffic stop.
As the vehicle stopped, a passenger of the vehicle, later identified as 21 year-old Darrell Fisher, fled from the vehicle carrying what appeared to be an AR style rifle. The remaining occupants were detained as deputies gave chase to Fisher. As deputies were pursuing Fisher on foot, he was observed throwing the rifle before forcing his way into a neighboring residence where he was quickly apprehend.
A subsequent search of the vehicle revealed a loaded Glock pistol with extend style magazine, approximately a quarter ounce of suspected methamphetamine, and approximately one quarter pound of suspected marijuana. While conducting a criminal records check on the driver, 20 year-old Larry Robinson, and the remaining passenger, 24 year-old Anthony Knight, it was discovered both subjects were not allowed to possess firearms due to them being convicted felons. It was also discovered Knight was wanted by Pike County, MS for failing to appear in court for a weapon related charge.
The three subjects were charged with numerous weapon, narcotics, and other offenses.

U.S. Attorney Duane A. Evans announced today (May 24, 2022) that Sloane Signal-Debose, age 51 and a resident of Slidell, was charged on May 23, 2022 with misappropriating funds from a veteran while Signal was the veteran’s fiduciary.
According to the bill of information, from 2016 until 2018 Signal was a fiduciary for a veteran who needed assistance with the management of his affairs, and she had control over the veteran’s finances and bank accounts. During that time, Signal took over $100,000 from the veteran’s accounts and used it as the down payment on a home for Signal that was only in Signal's name. Signal also used additional funds from the veteran to pay contractors working on Signal’s home. Signal then submitted false records to the Department of Veteran’s Affairs to hide her misuse of the veteran’s funds.
U.S. Attorney Evans reiterated that a bill of information is merely a charge and that the guilt of the defendant must be proven beyond a reasonable doubt.
If convicted, Signal faces up to five years in prison, up to three years of supervised release after release from prison, a fine of up to $250,000 or twice the gross gain to Signal or the gross loss to any victims, and a mandatory $100 special assessment fee.
U.S. Attorney Evans praised the work of the Department of Veterans Affairs Office of Inspector General. Assistant United States Attorney Nicholas D. Moses is in charge of the prosecution.
The Pike County Sheriff's Office reported today (May 24, 2022) that a residential burglary in McComb, MS was solved after detectives retrieved video surveillance.
PCSO responded on May 16, 2022 to a report of the burglary on Marley Lane in McComb. Surveillance revealed the suspect forcibly entering the home while armed with a pistol. Numerous items of value were taken from the residence.
The suspect was identified as 18-year-old Charles M. Thompson of McComb. Thompson was arrested at his residence and charged with Burglary of a Dwelling, Possession of Stolen Firearm and Possession of Control Substance.
Some of the stolen items were recovered at the residence, but detectives are still attempting to locate other items. If anyone purchased items from Thompson, please contact The Pike County Sheriff’s Office at 601-783-6767 or Central Dispatch at 601-783-2323. The investigation is still ongoing.
All suspects are innocent until proven guilty in a court of law.

The Slidell Police Department reports that recently several juveniles from Metairie came to Slidell in two stolen cars, armed with a gun, and sought out to burglarize and steal. They got caught in the process of stealing a Ford F-150.
When Slidell Police responded, all of the suspects fled in the stolen vehicles...the newly stolen 2021 F-150, a 2019 Nissan Versa, and a 2007 Honda Civic. Three pursuits were initiated. The 2007 Honda Civic crashed by the Highway 11 bridge. The 15-year-old juvenile tried to run, but was quickly apprehended. Inside on the front passenger seat was a Sig Sauer .40 caliber P250, loaded and ready to go. The F-150 and Versa continued on to New Orleans, with officers in chase. The Versa crashed in NOLA East and the F-150 was later found in Metairie. SPD has identified the ones who got away.
The juvenile suspects are facing the following charges: Theft of a Motor Vehicle, Illegal Possession of a Stolen Vehicle, Illegal Possession of a Firearm, Aggravated Flight from an Officer, Possession of Burglary Tools, Resisting an Officer.

In an effort to improve transparency, Washington Parish Sheriff Randy “Country” Seal is equipping its enforcement deputies with body cameras, and citizens will begin seeing them in use as early as next week.
Sheriff Seal signed a contract with Axon Enterprise (formerly TASER International) to purchase body cameras for criminal patrol enforcement deputies with plans to expand to narcotics, civil and investigations as budgeting permits.
The $186,000, five-year contract includes not only the cameras, but also the necessary training and, more importantly, the storage and records management for the cameras and footage. As part of the contract, Axon Enterprise provided the necessary training on the usage of the cameras.
Sheriff Seal said purchasing body cameras has been one of his top priorities. “Our administration made the effort to find the money in the agency’s general fund to purchase the cameras. We are excited to equip our deputies with this essential tool,” Sheriff Seal said. “This tool will help increase and promote transparency and accountability within the ranks and within the community we serve. Body cameras put everyone, deputies and citizens alike, on their best behavior.”
