If you missed the livestream of the Washington Parish School Board meeting of August 31, 2023, here it is. The only Agenda item on the notice of the meeting was “Consider employee compensation issues and any matters or action related thereto.” The Franklinton Primary School auditorium was packed and an opportunity to speak was provided. Several did.

Background: On Tuesday (August 29, 2023), school for Washington Parish School System students was canceled but resumed on Wednesday. Protests began on Tuesday near the WPSB office. At issue is pay raises for teachers, custodians, secretaries, aides, lunch room workers, bus drivers, etc.

Hot, Dry Times (we may have had rain in the last few days; however, this information remains helpful for some and for all of us in the future)

As of August 24, the US Drought Monitor showed all areas of Tangipahoa and Washington Parishes in severe drought. You may recall that we had a period of moderate drought last fall, as well, though it wasn’t as hot then.

A rule of thumb is that plants need roughly 1 inch of water per week. In reality, water needs vary according to temperature, soil texture, plant type and size, and other factors. Under current conditions, I think a better estimation for many planted areas would be around 1.5 to 1.75 inches of water per week. However, it’s important not to overwater plants, too.

If you use a sprinkler, you can place several tuna or similar cans (make sure they have straight sides) in the area the sprinkler covers to find out how long you need to run it to provide 1 inch of water. Run the sprinkler for a set amount of time and then average the depths of the water in the cans to find out how much water was put out in that time. If you don’t open the spigot completely, note what position the handle is in when you do this, so that you can open it the same amount the next time.

When watering vegetables, lawns, and other smaller plants with a sprinkler, it’s best to do it in the early morning so that water can soak into the soil without much evaporation and plants can dry as the sun rises. Watering in the evening or at night helps conserve water, too, but if water gets on leaves in the evening it may stay on them all night. Long periods of leaf wetness increase the chances of plants being infected with various fungal and bacterial pathogens.

If you’re not watering with a sprinkler, it may be less obvious how to deliver 1 inch of water. Since we usually think of water in gallons, here are the amounts of water needed to cover several example areas to a 1-inch depth: 1-foot diameter circle, 0.5 gallon; 3-foot diameter circle, 4.4 gallons; 10 square feet, 6.2 gallons; 100 square feet, 62 gallons; 1000 square feet, 620 gallons, and 1 acre, 27,154 gallons.

If you use a hose to water, you can time how long it takes to fill a 5-gallon bucket to figure out how long it takes to provide a given amount of water. Be sure to turn the handle on the faucet to the same place each time to get approximately the same flow rate you measured.

The frequency with which irrigation is needed – i.e., into how many applications the needed volume of water should be divided – depends on how deeply rooted the plant is and how well-drained the soil is.

Lighter, more sandy soils need less water at one time and more frequent applications than heavier soils do. Sandy soil cannot hold as much water. If too much is applied at one time, some will drain below the root zone of the plants. On the other hand, if you put too much water at one time on a heavier soil, water may accumulate on the surface and run off the area in which it’s needed, so watch out for this.

If you’re watering a vegetable garden, it’s probably best to apply some water every day or every other day, instead of just once per week. Since most vegetables are annuals, they don’t have time to develop very deep root systems. For tomatoes and other vegetables that sometimes get blossom end rot, it’s important to keep the amount of water in the soil consistent, since plants don’t take up calcium without adequate water being present.

On the other hand, a large, established tree should have roots that allow it to access water more deeply. If soil isn’t very sandy, watering once per week should be sufficient.

Of course, whether you’re watering with a sprinkler or just with a hose, chances are you won’t be able to water the tree’s entire root system at one time. LSU AgCenter urban forestry specialist Dr. Hallie Dozier has recommended placing the end of a hose somewhere within the area between the edge of the tree’s canopy and about 2 feet from the trunk, letting it drip slowly for 6 to 8 hours, and then moving it to another spot within the root zone. Water should not be allowed to run off the area to which it’s applied. If runoff occurs, the flow of the hose needs to be reduced, or the hose needs to be moved.

If you have a soaker hose that will extend around the root zone of a tree, this can be allowed to drip for approximately 24 to 72 hours, unless runoff occurs.

It might seem that watering every day or every other day, with small amounts of water each time, would be ideal, but in most landscape situations, this is not the case. Watering “deeply and infrequently” rather than “shallowly and frequently” is important for encouraging deep root growth for young plants and for getting to the roots of established trees.

Keep in mind that mulch helps conserve soil moisture. A depth of 3 to 4 inches is appropriate for most situations, but don’t allow it to rest directly against the bases of plants.

Disturbance 1. Tropical Storm Idalia is located about 65 miles SE of Wilmington, North Carolina moving ENE at 20 MPH with 60 MPH maximum sustained winds. An eastward to east-southeastward motion is forecast to begin later today and continue through Saturday.  On the forecast track, the center of Idalia will move just offshore of the coast of North Carolina today. Idalia will then move eastward over the western Atlantic into the weekend. Little change in strength is expected today, but some gradual weakening could occur Friday and Saturday.

Disturbance 2. Hurricane Franklin is moving further away from Bermuda. Franklin is located about 200 miles NNE of Bermuda moving ENE at 15 MPH with 100 MPH maximum sustained winds. A general east-northeastward to northeastward motion should continue over the next several days. There are no coastal watches or warnings in effect.

Disturbance 3. Central Subtropical Atlantic (Remnants of Gert): A weak but well-defined area of low pressure is located several hundred miles north-northeast of the northern Leeward Islands. This system has a short window for further development during the next day or so while it drifts northeastward or eastward before upper-level winds become increasingly unfavorable by the weekend. Formation chance through 48 hours...low...30 percent and formation chance through 7 days...low...30 percent.

Disturbance 4. Tropical Storm Jose is located about 785 miles ESE of Bermuda. Jose is moving north at 5 MPH with maximum sustained winds of 40 MPH. Little change in strength is forecast over the next day or so, with the small system forecast to be absorbed by Franklin by the weekend. There are no coastal watches or warnings in effect.

Disturbance 5. Eastern Tropical Atlantic (AL94): An area of low pressure is located just west of the Cabo Verde Islands. Environmental conditions appear conducive for  further development of this system, and a tropical depression is likely to form during the next couple of days while the system moves west-northwestward to northwestward across the eastern tropical Atlantic. Formation chance through 48 hours...high...70 percent and formation chance through 7 days...high...70 percent.

LDAF Agents Apprehend Tickfaw Arson Suspect

The Louisiana Department of Agriculture and Forestry reports today (August 30, 2023) that on Saturday (August 26, 2023)(LDAF), Forestry enforcement agents were notified by the Natalbany Fire Department of a suspicious person threatening to set a large fire despite being aware of the current statewide burn ban.

While LDAF agents and deputies from the Tangipahoa Parish Sheriff’s Office attempted to locate the subject, the local 911 office received a call from someone in the area of Old Genessee Road near LA Highway 1065 in Tickfaw indicating he planned to start a large fire.

When agents and deputies located the subject, he refused all verbal commands and fled in his vehicle. After a brief struggle, the subject was taken into custody and identified as 37-year-old Robin Crawford of Tickfaw. The Natalbany Fire Department and LDAF Wildland Firefighters responded to the scene to control the large fire that was set.

Crawford was booked into the Tangipahoa Parish Jail on the charges of Flight from an officer, Resisting an officer (2 counts), Misuse of 911, Simple escape, Simple arson, Communicating false information of planned arson, Violation of burn ban and Fugitive (St Tammany Parish).

Slidell Police Arrest Tangipahoa Parish Man With Narcotics & Gun

The Slidell Police Narcotics Unit was on patrol today (August 30, 2023) and conducted a traffic stop for a traffic violation. The driver, 45 year-old Bradley Abron of Natalbany, was wanted for failing to appear in Slidell City Court. A subsequent search led the discovery of narcotics and a loaded .380 Ruger semi-automatic handgun. A criminal history check of Bradley Abron led to the discovery of a 2021 arrest by Tangipahoa Parish Sheriff's Office for Second Degree Murder.  

Bradley Abron was placed under arrest for Possession of a firearm in the presence of CDS, Possession with intent to distribute Schedule I CDS, Possession of drug paraphernalia, Window Tint, Display of license plate, Obstructed view, Open container, and Driver must be licensed.

SPD further reported that the status of the Second Degree Murder charge is unknown other than the fact that it is still going through the judicial process.

Slidell High School Student Arrested After Streaming Himself With Pistol

Shortly after 12:00pm Monday (August 28, 2023), Slidell Police were alerted, by a detective from the Alexandria Police Department, of a concerning Instagram Live video. The video, which was being streamed within a chat room, depicted a Salmen High School student with a pistol, while on school premises.

The school resource officer was notified, and multiple patrol officers and detectives responded to the school. The school was immediately placed on lockdown, as the Alexandria Police detective provided a detailed account of the Instagram Live video and a comprehensive description of the student.

In a matter of minutes, officers successfully identified the student's location and promptly took him into custody. Subsequently, a loaded 9mm Smith and Wesson pistol was discovered in the student’s backpack. The student, a 17-year-old juvenile, was charged with Possession of a Firearm by a Student on School Property and Illegal Possession of a Weapon by a Juvenile. The juvenile was locked down at Florida Parishes Juvenile Detention Center.

The motive as to why the student had a gun on campus is still under investigation.

Covington Police Arrest 19 Year-Old for Shooting 10 Year-Old

On Monday (August 28, 2023), shortly after 4 p.m., the Covington Police Department, along with deputies from the St. Tammany Parish Sheriff's Office, responded to a shooting in the 900 block of West 32nd Avenue.

Upon arrival, Officers located a 10-year-old boy suffering from a gunshot wound. The juvenile was transported via ambulance to an area hospital and was later released.

Officers learned that 19-year-old Stephen Dajon Rogers Miller arrived at a residence after an altercation and fired several gunshots toward a group of bystanders, injuring the 10-year-old boy.

Officers located Miller nearby at his residence, where he was taken into custody without incident.

Miller was later booked into the St. Tammany Parish Jail on the charges of Attempted 1st Degree Murder, Obstruction of Justice, and Possession of Sch. I Drugs.

WPSO Seeks Assistance in Locating Stolen ATV

The Washington Parish Sheriff’s Office (WPSO) is reaching out to the community for assistance in locating a stolen ATV and has issued a plea for cooperation as their detectives intensify efforts to recover the missing vehicle.

Early Saturday (August 26, 2023) morning, WPSO detectives were dispatched to initiate an investigation into a theft that transpired in the Luke Pace Road area of Franklinton, Louisiana. Initial findings indicate that a group of unidentified individuals arrived at a residence in the Luke Pace Road vicinity, orchestrating the theft of several items. Among the items taken were a distinctive blue 2014 Honda TRX500 ATV and a firearm. 

WPSO has extended an appeal to the public, encouraging anyone possessing information concerning the incident to come forward and collaborate with law enforcement. Individuals with potential leads or information pertinent to the case are urged to immediately contact the WPSO at 985-839-3434. Additionally, tips can be submitted online via the official website at http://www.wpso.la.gov/crimetip.php. Detective Russell Walker of the Criminal Investigations Division is lead investigator.

Lacombe Man Gets 50 Years Tammany Trace Rape of 66 Year-Old Lady

District Attorney Warren Montgomery reports that on Tuesday (August 29, 2023), Rene Murrell, age 48 and of Lacombe, pled guilty to attempted first degree rape and sexual battery and was sentenced by District Judge Raymond Childress to 50 years in prison without parole.

On July 4, 2021, the 66-year-old victim was riding her bicycle on the Tammany Trace in Lacombe when she encountered the defendant who was walking on the Trace. As she passed him, the defendant asked her for a cigarette. She told him she did not have one. The defendant then ran towards her and knocked her off her bicycle. He pushed her face into the dirt and told her to shut up and keep her head down. He then sexually assaulted her as she begged him to stop. After assaulting her, the defendant fled. Two “good Samaritans” stopped to help the victim and while doing so, noticed a cellphone on the ground. The victim said the phone did not belong to her.

The police were summoned to the scene and began an investigation. Detectives were able to determine the abandoned cell phone belonged to the defendant. The defendant was located and when questioned, denied being on the Trace. Detectives secured surveillance video from nearby businesses which captured the defendant in the area of the Trace during the time frame of the crime. Laboratory analysis of evidence collected from the victim’s body and clothing confirmed the presence of the defendant’s DNA under the victim’s fingernails, on her shorts, tank top, and undergarments.

The defendant’s criminal history includes five prior sexual assaults, all of which occurred in St. Bernard Parish. In 1996 he pled to simple battery after he forcefully pulled a woman to the floor by her hair and groped her breasts while she shopped in a retail store. Also in 1996, he pled guilty to simple battery after having grabbed the breasts of a woman and biting her neck while she stood at an ATM. Again, in 1996, he pled guilty to simple battery of a juvenile after he grabbed her breasts and buttocks while she was riding her bike to school. In 1998, he pled guilty to an attempted forcible rape of a woman. That incident occurred at a school where the victim was employed. He grabbed her, forced her to the floor, punched her and fondled her breasts and genitalia. In 2008, he pled guilty to an attempted forcible rape of a woman who he assaulted as she entered her vehicle. He tore off her jeans and grabbed her genitalia.

Assistant District Attorney Amanda Gritten prosecuted the case. The victim chose not to be present in Court for the sentencing, saying she did not want to give the defendant “another second of [her] time,” but she requested that Mrs. Gritten directly relay to the defendant that, “today’s sentence is for every woman in St. Tammany Parish.”

Disturbance 1. Hurricane Idalia. Idalia is moving inland from the Florida Big Bend coast as a Category 3 hurricane and catastrophic storm surge and damaging hurricane force winds continue. Idalia is located about 10 miles SSE of Perry, Florida moving NNE at 18 MPH with 120 MPH maximum sustained winds. Idalia's center is forecast to move into southern Georgia later today. Although Idalia will weaken further now that the center is inland, it is likely to still be a hurricane while moving across southern Georgia, and near the coast of Georgia or southern South Carolina late today. Idalia is forecast to be a tropical storm while moving near the coasts of northeastern South Carolina and North Carolina tonight and on Thursday. Idalia is forecast to turn toward the northeast and east-northeast, moving near or along the coasts of Georgia, South Carolina, and North Carolina late today and Thursday.

Disturbance 2. Hurricane Franklin is located about 160 miles NW of Bermuda moving NE at 13 MPH with 105 MPH maximum sustained winds. A Tropical Storm Warning is in effect for  Bermuda. A gradual turn toward the east-northeast is expected later today or tonight, with a slightly faster east-northeastward motion through Friday. On the forecast track, the center of Franklin is expected to pass to the northwest of Bermuda today.

Disturbance 3. Central Subtropical Atlantic (Remnants of Gert): A trough of low pressure (the remnants of Gert) is located several hundred miles to the north of the northern Leeward Islands. Environmental conditions do not appear to be that favorable for additional development over the next couple of days as the system drifts slowly northward or north-northeastward. Formation chance through 48 hours...low...10 percent and formation chance through 7 days...low...10 percent.

Disturbance 4. Tropical Depression Eleven is meandering over the central Atlantic and located about 805 miles ESE o Bermuda moving north at 2 MPH with maximum sustained winds at 35 MPH. The system is expected to become a remnant low within the next couple of days. There are no coastal watches or warnings in effect.

Disturbance 5. Eastern Tropical Atlantic (AL94): A broad area of low pressure associated with a tropical wave located near the Cabo Verde Islands. Environmental conditions appear conducive for gradual development of this system, and a tropical depression is likely to form later this week while the system initially moves west-northwestward and then turns northwestward across the eastern tropical Atlantic. Formation chance through 48 hours...medium...40 percent and formation chance through 7 days...medium...60 percent.

Republican Party of Washington Parish Candidate Forum

The upstairs courtroom in the Washington Parish Courthouse in Franklinton was packed Tuesday (August 29, 2023) evening as candidates for various offices appeared before the Executive Committee of the Republican Party of Washington Parish. Of course, not all candidates for public office were present but candidates appearing (or represented) included those running for Governor, Lt. Governor, Attorney General, Secretary of State, Treasurer, 22nd JDC Judge Division A, 22nd JDC Judge Division B, Sheriff, State Senate, State Representative, Parish President, and Parish Council (District 2).

Candidates spoke to those in the audience and to the Committee and answered questions posed by the moderator, Charles Hughes. Following an Executive Session, the Committee announced endorsements. (See the second video below for the Committee's endorsements)

The Committee endorsed Jeff Landry (Governor), Billy Nungesser (Lt. Governor), Liz Murrill (Attorney General), Nancy Landry (Secretary of State), Scott McKnight (Treasurer), Alan Black (Judge, Div. WPSO Investigates Sunday Evening Stabbing / Assailant In Custody in Walthall County, MS

In the evening hours of Sunday (August 27, 2023), Deputy Blaine Polk of the Washington Parish Sheriff's Office responded to a distress call on Elmer Magee Rd regarding a stabbing incident.

Upon arrival, Deputy Polk engaged with the victim, 40 year-old Anthony Magee, who reported being attacked and stabbed in the face by 21 year-old David Tyler Dufrene. Anthony recounted that he was walking along the road near his residence on Elmer Magee when he encountered David also walking in the vicinity. Anthony approached David with the intention of greeting him, but to his surprise, David swiftly struck him in the face with a concealed blade. The attack left Anthony with a severe laceration near his eye. Immediately after the assault, Dufrene fled the scene in a white truck. WPSO contacted Northshore EMS due to the severity of Anthony's injuries. Subsequently, Anthony was transported to Lakeview Hospital for medical attention.

During the course of the investigation, two witnesses came forward, corroborating Magee's account of the incident. All witnesses, including the victim, identified the assailant as David Tyler Dufrene and cited prior interactions with him.

While at the scene, Deputy Polk and Deputy Russel Walker received information from Dufrene's sister and mother, who were in contact with him. His whereabouts were traced to Walthall County, Mississippi, through a call with his mother. A teletype was dispatched to the Walthall County Sheriff's Office and Dufrene was located and apprehended by the Wathall County Sheriff's Department. A detention report was filed, and the subject is currently in custody.

Washington Parish Schools Closed – Employees Protest - Board Meetings Scheduled

The Washington Parish School System gave notice on Monday (August 29, 2023) night that “Due to unforeseen circumstances, school is cancelled for students on Tuesday, August 29, 2023.”

Earlier Monday, social media posts spoke of a meeting in the Washington Parish Fairgrounds at 5:30 p.,m. Monday night concerning pay raises, and that pay raises for teachers, custodians, secretaries, aides, lunch room workers, bus drivers, etc. had not been approved.

Bogalusa Police Make Arrest in Death of Tajdryn Forbes

On Monday (August 28, 2023), Bogalusa Police Department Detectives arrested 18 year-old, Chaston Dyson, for his involvement in the August 19, 2023 death of Tajdryn Forbes. Dyson was booked on the charges of Second Degree Murder, Attempted Second Degree Murder (2 counts), Illegal Use of Dangerous Weapons, and Aggravated Criminal Damage to Property. 

BPD reports that this is still an ongoing investigation and additional arrests are expected.

On Saturday, August 19, 2023, just after 1:30 am, BPD Officers responded to a report of shots being fired in the area of Florence Avenue. Information was also received that there was a victim associated with the shootings. On arrival, Officers discovered a young male laying in the roadway, with severe injuries. The victim was identified as 19 year-old Tajdryn Forbes, who succumbed to his injuries and was pronounced deceased on scene. Detectives processed the scene and located over 50 casings of multiple calibers.

Disturbance 1. Hurricane Idalia is located about 275 miles SSW of Tampa, Florida moving north at 14 MPH with minimum sustained winds of 85 MPH and strengthening. A faster motion toward the north and north-northeast is expected through early Wednesday while Idalia approaches the Gulf coast of Florida.  Idalia is forecast to be a major hurricane when it reaches the Gulf coast of Florida Wednesday morning. A turn toward the northeast and east-northeast is forecast late Wednesday and Thursday, bringing the center of Idalia near or along the coasts of Georgia and the Carolinas. Hurricane conditions are expected along portions of the Gulf Coast of Florida tonight and Wednesday that include life-threatening storm surge and flooding. Tropical Storm Warnings and Watches have been issued from Cuba northward to North Carolina. Preparations to protect life and property should be rushed to completion.

Disturbance 2. Hurricane Franklin is located about 345 miles WSW of Bermuda moving NNE at 12 MPH with 130 MPH maximum sustained winds. A Tropical Storm Warning has been issued for Bermuda and life-threatening surf and rip currents are ongoing along the east coast of the United States. These conditions are expected to continue during the next several days. Steady weakening is forecast during the next several days, but Franklin will remain a hurricane through late this week.

Disturbance 3. Tropical Depression Eleven is located about 855 miles ESE of Bermuda (over the open waters of the Central Atlantic) moving north at 2 MPH with maximum sustained winds of 35 MPH. A slightly faster and generally northward motion is expected Wednesday and Thursday. Some slight strengthening is possible during the next day or so, and the depression could become a tropical storm later today or tonight. There are no coastal watches or warnings in effect.

Disturbance 4. Eastern Tropical Atlantic: A tropical wave is located just off the west coast of Africa. Environmental conditions appear marginally conducive for gradual development of this system, and a tropical depression could form later in the week while the system moves west-northwestward to northwestward across the eastern tropical Atlantic. Independence Man Charged With Fire Raising and Burn Ban Violation

On Thursday (August 24, 2023) of last week, Louisiana Department of Agriculture and Forestry’s (LDAF) forestry enforcement agents charged Ryan Miller of Independence with fire raising on the lands of another by criminal negligence and violation of the burn ban.

A fire on Hano Road, off Highway 16, was reported to 911 at approximately 3:49 p.m. Local fire departments were unable to contain the fire as it spread into a neighboring pine plantation owned by a local timber company. LDAF forestry crews, including aerial support, responded to the scene and had the fire controlled by 8 p.m.

Upon investigation, agents traced the origin of the fire to 41-year-old Miller, who confessed to burning trash on his property. The fire destroyed approximately 172 acres.

LDAF was assisted in their investigation and firefighting efforts by the St. Helena Parish Sheriff’s Office and the Louisiana State Police, as well as the Amite Fire Department and the Roseland Fire and Police departments.

Major Drug Bust in Angie - 6 Arrested

On Thursday (August 23, 2023) last week, a significant drug bust took place at 31490 Harvey Jefferson Road in Angie, Louisiana. The operation was led by WPSO Drug Task Force Detectives and involved multiple law enforcement agencies, including the Louisiana State Police, Washington Parish Patrol Deputies, and Rayburn Correctional Center's K-9 unit. The operation resulted in the execution of a signed search.

The team of dedicated law enforcement personnel swiftly converged on the location to execute the narcotics search warrant. During the operation, Detectives encountered Lynn Brook Breedlove attempting to leave the premises. She was promptly detained, leading to the discovery of a small crack cocaine rock in her purse. Further investigation revealed that Lynn Brook Breedlove had outstanding felony warrants from the 22nd Judicial District Court and the Marion County MS Sheriff's Department.

Upon entering the residence, the law enforcement team encountered several individuals inside, including several males, a female, and three small children. The situation escalated as Christian Dillon and Hyread Mark, Jr. attempted to flee and were pursued by law enforcement officers. In the process, Hyread Mark, Jr. discarded a bag while fleeing. The suspects were eventually detained, and the entire residence was secured.

The initial entry into the residence revealed a substantial quantity of illegal narcotics in plain view on top of a chest-type freezer. This freezer was also the focal point of the activity during the attempted escape. The narcotics discovered included bags of a white powdery substance with blue specks, suspected to be crushed pressed Meth and Fentanyl pills, along with bags of suspected crack cocaine, a small bag of suspected marijuana, and a small bag of suspected powder cocaine. Also found were digital scales commonly associated with drug distribution and a box of sandwich bags used for packaging.

Additional searches of the suspects revealed more illicit substances. Danelus Holmes was found to have a small bag of suspected crack cocaine on his person. Hyread Mark, Jr. was discovered to be concealing a small bag of marijuana and a pill in his right sock. Yakeem Pigott, who was present during the execution of the search warrant, was identified as the registered leaseholder of the property.

All the seized narcotics were photographed and secured as evidence by WPSO Drug Task Force Detectives. Despite the presence of these illegal substances in close proximity to all subjects and children inside the residence, none of the individuals claimed knowledge of their presence. 

Among the arrested are Hyread Mark, Jr. (B/M DOB 08/26/1992), Christian Dillon (B/M DOB 07/09/1999), Timothy Graves (B/M DOB 11/06/1990), Yakeem Pigott (B/M DOB 07/29/1990), Danelus Holmes (B/M DPB 05/25/1991), and Lynn Breedlove (W/F DOB 05/25/1991).

“This operation stands as a testament to the dedication and collaboration of the Washington Parish Drug Task Force, Louisiana State, Washington Parish Patrol Deputies, and Rayburn Correctional Center's K-9 unit. The successful execution of this search warrant has taken a significant quantity of illegal narcotics off the streets, contributing to the safety and well-being of the community,” said Sheriff Randy “Country” Seal.

Idalia is currently about 90 miles south of the western tip of Cuba, moving north at 8 MPH with 65 MPH maximum sustained winds. A northward motion is expected through tonight, followed by a faster north-northeast motion on Tuesday and Wednesday. On the forecast track, the center of Idalia is forecast to pass near or over western Cuba tonight, over the extreme southeastern Gulf of Mexico by early Tuesday, and reach the Gulf coast of Florida on Wednesday. Disturbance 2. Hurricane Franklin is a major hurricane located about 505 miles southwest of Bermuda moving north-northwest at 8 MPH with maximum sustained winds at 115 MPH. A gradual turn toward the north and north-northeast with a slightly faster forward speed is expected during the next couple of days. There are no coastal watches or warnings in effect. Interests in Bermuda should monitor the progress of this system. Gradual weakening is expected to begin by Tuesday afternoon. 

Disturbance 3. Eastern Tropical Atlantic: A tropical wave is forecast to move off the west coast of Africa in the next day or so. Environmental conditions appear marginally favorable for gradual development of this system, and a tropical depression could form later this week while the system moves westward or west-northwestward across the eastern tropical Atlantic. Elderly Folsom Woman Found in Brush Fire Dies

An elderly Folsom woman has died after being rescued from a brush fire that was discovered by a State Fire Marshal (SFM) deputy during proactive burn ban patrols.

Around 1 p.m. on Sunday (August 27, 2023), the deputy was traveling south on LA 25 in the Folsom area when he spotted a brush fire that had spread to a shed on a property in the 78000 block of the highway. At the same time the deputy pulled over to investigate, a volunteer firefighter did the same and called the fire into St. Tammany Fire District #5.

As crews began extinguishing the fire, an unconscious woman was discovered within the burned area of the property. She was taken to a New Orleans hospital in critical condition but later died. An autopsy will be conducted to determine an official cause of death. While the fire did spread onto a neighboring property, firefighters were able to contain the fire quickly and ultimately extinguish it completely.

Through this investigation, SFM deputies learned the woman was an 84-year-old resident of the home who is believed to have been actively burning a debris pile when unknown circumstances led her to fall into the fire.

“Our hearts are broken for this family tonight, “ said State Fire Marshal Dan Wallis, “This is a horrific situation that should stun every single person in this state. These conditions are not exaggerated and they affect every one of us, even if you can’t see the flames and your community isn’t under threat of wildfire today. Doing any activity involving fire right now can lead to tragedy for you, your loved ones, your neighbors and your community.”

“I am so thankful that our deputy was in the right place at the right time to help give this woman a chance, but this terrible situation renews our plea to every single person in Louisiana-- Do not burn anything!”

A statewide burn ban has been in effect since August 7 but was updated on Friday, August 25 to remove all previous exceptions. Additional burn bans specific to removing exceptions for agricultural burning and prescribed burning were also issued on the 25th by the Department of Agriculture and Forestry and Governor John Bel Edwards.

Violation of these orders could result in criminal and/or civil penalties.

Florida Man Wanted for Georgia Murder Arrested in St. Tammany

Detectives with the St. Tammany Parish Sheriff’s Proactive Enforcement Unit located and arrested 21 year-old Eugene Louis-Jocques in connection with an Atlanta-area murder Friday (August 25, 2023) afternoon.

Members of the U.S. Marshal’s Task Force contacted the St. Tammany Parish Sheriff’s Office Friday regarding the a Naples, Florida suspect of a murder investigation that occurred within Cobb County, Ga., having possible ties to St. Tammany Parish.

Eugene Louis-Jocques was wanted for murder, arson and aggravated assault in connection with the death of his girlfriend, social media influencer Beauty Couch. Couch’s body was located not far from to her burning vehicle Wednesday (August 23, 2023) afternoon in the Austell, Ga., area.

Detectives with the STPSO Proactive Enforcement Unit identified several areas within the Slidell area that Louis-Jocques was possibly frequenting. At approximately 4:40 p.m. Friday, detectives were conducting surveillance in those areas and observed Louis-Jocques driving on Oak Harbor Boulevard near Landmark Drive. A traffic stop was conducted, and Louis-Jocques was taken into custody without incident and booked into the St. Tammany Parish Correctional Center as a fugitive. He is awaiting extradition to Georgia.

Detectives with the STPSO Major Crimes Division have worked with detectives from Cobb County to assist with the investigation following Louis-Jocques’ apprehension. 

“Let the message be that we do not take kindly to people who think they can commit a crime elsewhere and try to hide in St. Tammany Parish,” Sheriff Randy Smith said. “We were happy to help our counterparts in Georgia by locating this suspect and taking him into custody so he may face justice and Miss. Couch’s family can begin to receive closure during this difficult time.”

Two Arrested Near Slidell for Possession of MS Stolen Vehicle

Detectives with the St. Tammany Parish Sheriff’s Proactive Enforcement Unit were patrolling the area of the Fremaux Town Center near Slidell at approximately 8 p.m. Friday (August 25, 2023) night when they observed a 2012 Toyota Camry which had been reported stolen out of Hancock County, Miss., enter into the Retreat at Town Center Apartment Complex. After following the vehicle into the apartment complex, detectives conducted a traffic stop.

The driver, identified as 25 year-old Kerry Isidore, was taken into custody without incident. 

The passenger , identified as 25 year-old Louis Barnes, fled from the scene on foot, jumped into a nearby canal and ultimately entered into a nearby wooded area. A perimeter was set in place with the assistance of the Slidell Police Department and Barnes was apprehended a short time later by responding STPSO criminal patrol deputies. Barnes was in possession of a 9mm handgun and 304 grams of marijuana. It was also learned Barnes had an active arrest warrant issued by the New Orleans Police Department for Violation of a Protective Order.

Isidore was charged with Possession of Stolen Things over $5,000.00 and Possession of Marijuana.

Barnes was charged with Fugitive, Possession with the Intent to Distribute Marijuana, Possession of a Firearm in the presence of a Controlled Dangerous Substance, Resisting an Officer, Obstruction of Justice, and Possession of Stolen Things over $5,000.00.

Amite Man Dies in Saturday Morning Crash

Saturday (August 26, 2023) morning, shortly after 1:30 a.m., Troopers from Louisiana State Police Troop L began investigating a single-vehicle fatal crash on LA Hwy 441 near Daughters Lane in St. Helena Parish. The crash claimed the life of 25-year-old Bruce Williams of Amite.

The initial investigation revealed that a 2005 Mercury Grand Marquis, driven by Williams, was northbound on LA Hwy 441. For reasons still under investigation, the Mercury traveled off of the roadway and overturned multiple times.

Williams was unrestrained and sustained fatal injuries as a result of the crash. He was pronounced deceased on the scene. As part of the ongoing investigation, a routine toxicology sample was obtained from Williams for analysis. This crash remains under investigation.

Franklin is currently located about 575 miles SSW of Bermuda, moving NW at 8 MPH with maximum sustained winds at 90 MPH. A turn toward the north-northwest is expected later today, followed by a northward and north-northeastward motion into the early part of the week. There are no coastal watches or warnings in effect. Interests in Bermuda should monitor the progress of this system.

Disturbance 1. Northwestern Caribbean Sea and Eastern Gulf of Mexico (AL93): An area of low pressure is  located near the Yucatan Channel. Environmental conditions appear conducive for further development of this system, and a tropical depression is likely to form within the next day or two while it moves generally northward over the southeastern Gulf of Mexico.  Interests in the Yucatan Peninsula of Mexico, western Cuba, and Florida should monitor the progress of this system. Formation chance through 48 hours...high...70 percent and formation chance through 7 days...high...90 percent.

Disturbance 2. Tropical Storm Franklin is slowly strengthening as it moves ENE at 6 MPH with maximum sustained winds of 65 MPH. Franklin is currently located about 660 miles south of Bermuda. There are no coastal watches or warnings in effect. A sharp turn toward the north is expected later today, followed by a northward to north-northwestward motion over the western Atlantic through early next week.

Disturbance 3. Central Tropical Atlantic (AL92): A broad area of low pressure is located about 1000 miles east-northeast of the northern Leeward Islands.  Environmental conditions could become more conducive for development over the next few days, and a tropical depression could form early next week while the system moves generally northwestward over the central subtropical Atlantic. Formation chance through 48 hours...low...20 percent and formation chance through 7  days...medium...40 percent.

Disturbance 4. Eastern Tropical Atlantic: A tropical wave is forecast to move off the west coast of Africa early next week. Some slow development of this system is possible during the latter part of next week while the system moves westward across the eastern tropical Atlantic. Formation chance through 48 hours...low...near 0 percent and formation chance through 7 days...low...20 percent.
