Neighborhood Helps Capture Burglary Suspect, Second Arrested & Third At Large

The Tangipahoa Parish Sheriff's Office announces the arrest of two burglary suspects with a third suspect still at large, following a neighborhood interaction with one of the suspects.

Sheriff Daniel Edwards says on January 27, 2024, deputies responded to the Creekside Subdivision in Ponchatoula after a homeowner caught one suspect, identified as 27 year-old Zachary Lafleur, during the commission of a burglary at the homeowner's residence. The homeowner called for assistance from other neighbors, at which time he and Lafleur became engaged in a physical altercation.

A second homeowner, who's home Lafleur had burglarized just prior to the interaction, came to assist. Lafleur managed to get away and entered his truck, attempting to leave the area. One homeowner then discharged a firearm into the tires of Lafleur's vehicle, rendering it disabled, afterwhich Lafleur fled the area on foot.

A third victim on Weighberger Road soon after heard an audible alarm from a residence behind their property. After being notified by neighbors of the subdivision of Lafleur fleeing the area, the third victim began walking their property and found Lafleur asleep in a truck. The third victim then held Lafleur at gunpoint until deputies arrived. It was later determined the audible alarm was emanating from a third residence Lafleur had attempted to burglarize in an attempt to hide.

While investigating the incident, a victim stated they were near the Discount Tobacco in Ponchatoula and observed a Uhaul pick-up truck which had been spotted in the Creekside Subdivision, and the occupants were selling items from the truck. Deputies responded to the area where they located items in the truck which had been taken from another burglary. While one of the occupants fled just before the deputies arrived, the second subject, identified as 37 year-old Amber Skelton, was taken into custody.

The third suspect, who fled from the Uhaul, has been identified as 29 year-old Branson Monistere  and is wanted for Residential Burglary (3 counts), Vehicle Burglary, Illegal Possession of Stolen Things (Felony), and Failure to Appear.

Sheriff Edwards asks anyone with information regarding the whereabouts of Monistere to contact Detective Alex Nanni at 985-902-2017, OR if you wish to remain anonymous, please call Crime Stoppers of Tangipahoa’s anonymous tip line at 1.800.554.5245 or visit www.tangicrimestoppers.com and click on the P3 Tips icon or Submit A Tip!

The Tangipahoa Parish Sheriff's Office would also like to thank all of the victims and witnesses who assisted with this investigation. All property stolen from the Creekside Subdivision was recovered and returned to the victims.

ALERT: Beware of Counterfeit Bills

The Franklinton Police Department and United States Secret Service are currently working a counterfeit case in which $50 bills are being passed in the Franklinton area.

Specifically, $5 denominations are being "washed" and then reprinted as $50 and passed at retail stores and banks throughout our area.

Citizens, banks and retailers are asked to pay particular attention to the cash they receive, especially in the $20, $50 and $100 denominations. The bills "mark" as real; however, the security strips are different and they bear the same serial numbers.

If you come into contact with any of these counterfeit bills or someone attempting to pass the bills, please contact FPD at 985-839-2977.

"A Night of Giving" Event to Benefit Local Child Abuse and Trafficking Victims

Rotary Club of Franklinton and Rotary Club of Bogalusa are teaming up to host their first-ever black tie gala, A Night of Giving, on Saturday, March 23 – all to benefit local child abuse and trafficking victims served by Children’s Advocacy Center - Hope House! The event will take place from 6-11PM at The Coke Plant Wedding and Event Venue in Bogalusa, LA.

Tickets are $60 per person or $100 per couple and can be purchased at https://support.cachopehouse.org/rotary

A Night of Giving will feature catering by Bourne's Restaurant, an open bar, live musical entertainment by Back 40 Small Town Band, and a silent auction.

The Franklinton and Bogalusa Rotary Clubs plan to partner with a different local nonprofit each year for this gala fundraiser – an organization that aligns with their mission and the community’s greatest needs. In 2022, Hope House conducted 93 forensic interviews with child abuse victims in Washington Parish alone. That was a significant increase from prior years. To address this growing issue and better serve children and families within the parish, Hope House opened the doors to a new location in Bogalusa at the end of 2023.

“We are so grateful to be included as the nonprofit beneficiary of this inaugural A Night of Giving fundraiser,” said Thomas Mitchell, Executive Director of Hope House. “Every dollar we receive from this initiative will directly impact the life and future of a local child abuse victim. Without the support of the Franklinton and Bogalusa Rotary Clubs and others in our community, these children would not receive the healing and justice they so desperately need and deserve.”

Four Defendants Face Life Imprisonment

St. Tammany and Washington Parishes – Interim District Attorney Collin Sims today lauded the work of five of his seasoned and veteran prosecutors and one prosecutor beginning his prosecutorial career after decades as a law enforcement officer. Last week, these prosecutors collectively and successfully prosecuted a one defendant rape case, a two-defendant rape case, and a one defendant second degree murder case. All three verdicts were returned on Friday, January 26, 2024, and all four defendants will face life imprisonment when sentenced.

Joshua May was found guilty of one count First Degree Rape and one count aggravated crime against nature victim under 13. The case was prosecuted by Luke Lancaster and Casey Allen before Judge Ellen Creel. The defendant will be sentenced to life in prison without benefit of parole, probation, or suspension of sentence on the First-Degree Rape charge. Click here for a previous related story

Brandy Seal and Derek Polk were found guilty of one count First Degree Rape of a juvenile under the age of thirteen. The case was prosecuted by Iain Dover and Tiffany Dover before Judge Tara Zeller. The defendant will be sentenced to life in prison without benefit of parole, probation, or suspension of sentence on the First-Degree Rape charge. Click here for a previous related story

Joseph Peoples was found guilty as charged of second-degree murder of Shawn Whiteside. He was also found guilty of two counts of obstruction of justice, two counts of conspiracy to commit obstruction of justice, and possession of a firearm by a convicted felon. The case was prosecuted by Jay Adair and Hank Meyer. While Mr. Adair has been a prosecutor for over two decades, this was Mr. Meyer’s first jury trial following a twenty plus year career as a law enforcement officer with the Bureau of Alcohol, Tobacco and Firearms. Judge Alan Zaunbrecher presided over the case. The defendant will be sentenced to life in prison without benefit of parole, probation, or suspension of sentence on the Second-Degree Murder charge. Click here for previous related stories.

Mr. Sims extolled the effort of his prosecutors, victim witness coordinators and staff, saying that “the hard work and commitment of the entire District Attorney’s Office to serve our community was on display last week when three separate teams comprised primarily of veteran and tenured prosecutors and our exceptional staff worked to ensure convictions in three very serious cases. We are very fortunate to have so many experienced and committed prosecutors in our office.”

Bailiffs at St. Tammany Justice Center Find Suboxone – 3 Arrested - Drugs Valued at $16,000

Three individuals were arrested last week after bailiffs with the St. Tammany Parish Sheriff Court Security Division discovered a large quantity of suboxone, packaged to be smuggled into the St. Tammany Parish Jail.

The contraband, which was located Tuesday (January 23, 2024) at the St. Tammany Parish Justice Center, was collected, and the information was turned over to detectives with the St. Tammany Parish Sheriff’s Office Jail Criminal Investigation Division.

Detectives recovered additional evidence, including several opened and discarded packets of suboxone, from a Covington-area residence.

The investigation resulted in the arrest of one inmate, 27 year-old Joshua Martin, and two Covington-area residents, 31 year-old Samantha Martin Rotherham and 44 year-old Lisa Lloyd. All three were arrested Friday (January 26, 2024) for Felony Conspiracy to Introduce Contraband into a Correctional Facility. Rotherham and Lloyd were booked, and Martin was rebooked into the St. Tammany Parish Correctional Center.

The illegal sale of the evidence recovered was worth approximately $16,000.

“I applaud the bailiffs who located the contraband and notified our detectives in the jail, and I applaud the detectives in the jail who investigated and identified not only the source of the contraband but the inmate they were working with,” Sheriff Randy Smith said. “We will not tolerate anyone attempting to sneak illegal narcotics into the parish jail.”

Fentanyl, Cocaine Contributed to 2 Year-Old's Death - Relative Arrested

Christopher Baker, age 31 and of the Slidell-area, has been arrested for murder after toxicology test show a 2 year-old girl who died while in his care had both fentanyl and cocaine in her system.

St. Tammany Parish Sheriff’s deputies were dispatched January 7, 2024 to a residence on Admiral Nelson Drive in the Kingspoint area near Slidell in reference to an unresponsive 2 year-old. The child and her 1 year-old brother were both transported by emergency medical personnel to a local hospital. The 1 year-old was treated and released, but the 2 year-old was pronounced deceased upon arrival at the hospital.

The children were in the care of Christopher Baker, a relative, at the time of the incident, and paraphernalia containing drug residue was found in the home.

An autopsy was conducted and toxicology results were received by STPSO Major Crimes detectives on Friday (January 26, 2024), indicating fentanyl and cocaine exposure contributed to the child’s death.

Baker has been booked into the St. Tammany Parish Correctional Center on one count each of Second-Degree Murder, Possession of Schedule 1 CDS (fentanyl) and Possession of Schedule 1 CDS (cocaine).

“It is incredibly sad that this innocent child died as a result of an adult’s poor decisions,”  Sheriff Randy Smith said. “Fentanyl is a very dangerous drug and even a small amount is deadly to a grown adult. My prayers go out to this family and to all families who are affected by this horrible drug.”

Hammond Man Killed in Multi-Vehicle Crash

On January 24, 2024, just after 8:30 pm, Troopers with Louisiana State Police Troop A responded to a multi-vehicle crash on I-12 east in Holden. The crash ultimately claimed the life of 53-year-old Edward Barker of Hammond.

The preliminary investigation revealed that 55-year-old Rodney Thompson was driving a 2017 Ram pickup truck east on I-12. At the same time, Barker was driving a 2017 Dodge Challenger east on I-12, behind the Ram. For reasons still under investigation, Thompson lost control of his vehicle, traveled off the roadway to the left, and entered the median. The Ram then re-entered the eastbound lanes and was impacted by the Dodge. As a result of the impact, the Dodge rotated across the eastbound lanes and was impacted by a 2015 Freightliner tractor-trailer that was also traveling east.

Barker suffered serious injuries and was transported to a local hospital, where he succumbed to his injuries. While impairment is unknown, standard toxicology samples were taken from all drivers and will be submitted for analysis. This crash remains under investigation.

District Attorney’s Office Announces Launch of New Special Victims Unit Unit Dedicated to Addressing Sex Crimes

The District Attorney’s Office has officially announced the creation of a new Special Victims Unit (SVU) to serve sex crime victims in the 22nd Judicial District. The creation of this unit will enhance the efficiency and effectiveness of the D.A.’s Office in holding sex offenders accountable, and achieving justice for survivors. While the new Special Victims Unit will address all sex crimes in the district (those perpetrated against both adult and child victims), the increase in forensic interviews with local child abuse victims underscores the growing need for this dedicated unit.

The number of forensic interviews conducted with child abuse victims at Children’s Advocacy Center - Hope House (an independent nonprofit serving child abuse and trafficking victims in St. Tammany and Washington Parishes) rose drastically over the past few years, from approximately 280 interviews in 2017 to more than 440 interviews in 2022.

Not only does the 22nd Judicial District have a large volume of sex crime cases, but they are becoming more complex and challenging. “Our office has been developing the Special Victims Unit since the end of 2022. Protecting our most vulnerable was always a chief priority for our former District Attorney, the late Warren Montgomery, and it will continue to be so,” said Interim District Attorney J. Collin Sims, who is also a longtime criminal prosecutor. “By allocating more time and resources to these complex sex crime cases – and dedicating specific, experienced staff members to handle them from inception to completion – we will be able to provide continuity to victims, and maintain and build upon our success in prosecuting child sex offenders in the 22nd Judicial District.”

The Special Victims Unit, which officially launched at the end of 2023, currently consists of 4 experienced staff members within the D.A.’s Office who are well versed in the complexities of prosecuting sex crimes. The Office plans to add another experienced sex crimes investigator to the unit. This investigator will be on call and available to consult with law enforcement partners at the outset of the initial complaint. The Office has also added a dedicated victim assistance coordinator to the unit. She is a former forensic interviewer who is bilingual and will be available to provide an array of services to the victims and their families.

“Sexual abuse creates trauma for victims, and sex crime cases require extensive training, dedication, and collaboration with many collaborative partners,” said Assistant District Attorney Ysonde Boland, Supervisor of the new SVU who has more than 30 years of experience with sex crime cases. “That’s why an experienced, dedicated unit within the D.A.’s Office is so important for addressing the growing issue of sex crimes in our community.” In addition to the D.A.’s Office, the Multi-Disciplinary Team (MDT) tasked with handling these complex cases also includes law enforcement agencies; the Department of Children and Family Services (DCFS); expert physicians from The Audrey Hepburn Care Center (under the umbrella of Children’s Hospital); a human trafficking specialist from the FBI; and forensic interviewers, therapists, and victim advocates from Children’s Advocacy Center - Hope House.

The team is specifically trained on responding to trauma in victims, and in forensic interviewing. Forensic interviews are extremely important pieces of evidence that help the D.A.’s Office provide justice for abuse victims. They must be conducted by trained professionals, and all questions must be asked in a neutral, non-leading manner in order for the interview to be admissible in court.

The Multi-Disciplinary Team meets in both parishes on a regular schedule. The D.A.’s Office conducts meetings on every case in which the child was interviewed at Hope House. They roundtable the cases, and each MDT partner is given an opportunity to provide input on the matter.

“This is truly a collaborative effort of many passionate individuals who love working these cases,” said Boland. “As I meet people in the community and am asked what I do for a living, they often ask me how I can stand to handle these types of cases. My response is always the same - How can I not? I love my job. I’m helping give these victims a voice. They know that someone is fighting for them.” For more information, please visit www.collinsimsda.org.

Bogalusa Police Arrest Parents of 2 Month-Old For Attempted Murder

On January 14, 2024, The Bogalusa Police Department began investigating a case in which a 2 month-old infant sustained life threatening injuries. The preliminary investigation revealed that the injuries caused were intentional.

The infant was flown to Children's Hospital in New Orleans where it was discovered that the infant also had old injuries which were classified as severe, and that they were already in the healing process. These injuries also were indicative of physical abuse. After treatment, the infant was released into the custody of the Department of Children and Family Services, with a prognosis of potential long-term effects.

Despite the parents claiming that they were unsure how the infant received the old and new severe injuries, Detectives were able to determine that only the mother and father were in the residence at the time the injuries occurred.

On Tuesday, January 23, 2024, the mother, 24 year-old Alexis Bolton, and the father, 30 year-old Andrew Scott, were both arrested and charged with Attempted First Degree Murder, due to the age of the child and the severity of the injuries, as well as Cruelty to Juveniles and Domestic Abuse Battery.

The investigation also revealed that Bolton has additional children, one of which is  3 years of age, who also previously sustained injuries consistent with physical abuse while residing with Bolton and Scott. Both were charged appropriately in regards to this case of abuse also.

This investigation is ongoing and future details may be released at a later time.

Tips for Dealing with Cold Damaged Plants

Following the temperatures we’ve had recently, there will likely be questions about how to deal with cold-damaged plants.

Parts of herbaceous (non-woody) plants that are brown and obviously dead can be cut back soon, although there doesn't need to be a rush to do so. (On a related note that I find interesting, research in North Carolina has found that pollinators and other beneficial insects often live in perennials’ dead stems that have been allowed to remain in place for the following growing season. Based on this, it’s been suggested to leave the first 1 to 2 feet of dead stems for beneficial insect habitat.)

For woody plants and palms, waiting is advised.

On citrus trees, you may not be able to tell the full extent of cold damage until sometime in the summer. Branches or trunks with injured shoots may end up putting out new growth. Likewise, a cold-damaged tree may put out flushes of new growth that later collapse. Waiting until July or August, after the second annual flush of growth has occurred, gives you more time to see the full extent of cold damage on citrus. At that time, you can remove dead wood.

Also remember to remove rootstock growth from below the graft union as citrus plants recover. Most rootstocks have trifoliate leaves (leaves with three leaflets), so their foliage looks different than that originating from the scion (top part of the grafted tree).

When the time comes to fertilize citrus trees in late winter or early spring, if it appears that you have cold injury, you can reduce the amount of fertilizer in proportion to the part of the tree that appears damaged and, instead of applying it all at once, divide the total amount of fertilizer up into several smaller applications. Be sure not to fertilize after the end of June, though, since late fertilizer application can predispose citrus trees to cold damage the following winter.

We’ll likely see cold injury on palm species that are marginally hardy for this area. On cold damaged palms, it’s recommended to let brown leaves remain until no further hard freezes are likely to occur. Survival of palms depends on survival of the growing tip (meristem) at the top of the plant. Dead or injured leaves can still help protect the growing tip from remaining cold events.

Since palms do not put out new growth until later than many other plants, wait until July to determine whether or not a palm is dead.

When you buy new plants, remember to choose ones that are cold hardy in your area. As you may have heard, the USDA Hardiness Zone map was updated recently based on temperature data from 1991 to 2020. While most of Tangipahoa and Washington Parishes used to be in USDA Hardiness Zone 8B, most of this area is now in Zone 9A, reflecting warmer average minimum temperatures. There are still some patches of Zone 8B in northern Tangipahoa Parish and western and north-central Washington Parish.

Hardiness Zone 9A indicates average minimum temperatures of 20 to 25 degrees F. Since these hardiness zones are based on average minimums, we occasionally experience temperatures lower than that range, as we did this month. If you want to play it safe, you can continue to select plants that are cold hardy enough for Zone 8B.

Let me know if you have questions.

St. Tammany 2023 Crime Stats

St. Tammany Parish Sheriff Randy Smith has released the 2023 crime statistics for unincorporated St. Tammany Parish, which continue to show a clearance rate that is substantially higher than the national average for both violent and non-violent crime. “I am extremely pleased with the hard work and dedication of all of our employees who have contributed to another year of successful crime fighting,” Sheriff Randy Smith said. “This is a testament to the agency as a whole’s determination to keep St. Tammany Parish safe and hold criminals accountable for their actions.”

Overall violent crime is up slightly in unincorporated St. Tammany Parish, with 1,149 violent crimes reported in 2023 compared to 984 reported in 2022. The highest jump was in simple assault, which increased from 689 reported in 2022 to 870 reported in 2023. The clearance rate for those same nationally reported crime categories - murder, manslaughter, sex offenses, robbery and assault – was an impressive 95 percent.  That is compared to the national average of only 40 percent. In 2023, the St. Tammany Parish Sheriff’s Office handled nine homicides; eight of which have been cleared. Three of those cases were murder-suicides, and the one unsolved homicide occurred in December in the Alton community.  Sheriff Smith said this is an active investigation and he is confident the detectives with the STPSO Major Crimes Unit will solve this case. Anyone with information they feel maybe helpful is asked to call (985) 898-2338 or Crimestoppers at (504) 822-1111.

The number of non-violent crimes reported also saw a slight increase from the previous year, thanks primarily to an increase in thefts and motor vehicle thefts. STPSO’s clearance rates for the nationally reported categories for non-violent crimes - burglary, theft, motor vehicle theft and fraud- was 54 percent.  That clearance rate is an amazing four and half times the national average of 12 percent.

“Keeping crime rates down is a partnership between law enforcement and the community we serve,” Sheriff Smith added. “We are blessed to live and serve in an area that respects, appreciates and works with law enforcement.” “Residents can help us keep these numbers down by making it harder for criminals by securing valuables, locking doors and contacting us when they notice something suspicious,” he added.

Anyone with information about crimes occurring in our parish can submit a tip through the St. Tammany Parish Sheriff’s Office Website (www.STPSO.com), by calling the narcotics tip line (1-888-GO-2-JAIL), or by calling Crimestoppers. You can remain anonymous and may be eligible for a cash reward through Crimestoppers.

Driver Killed in Tangipahoa Parish Crash

This morning (January 21, 2024l), shortly after 2:00 a.m., Troopers from Louisiana State Police Troop L began investigating a single-vehicle fatal crash on Interstate 55 near LA Hwy 442 in Tangipahoa Parish. The crash claimed the life of 50-year-old Kenny McCoy of Pride.

The initial investigation revealed the crash occurred as McCoy was northbound on Interstate 55 in a commercial motor vehicle (CMV). For reasons still under investigation, the CMV traveled off of the roadway to the right and impacted several trees.

McCoy was unrestrained and sustained fatal injuries as a result of the crash. McCoy was pronounced deceased on the scene. As part of the ongoing investigation, a toxicology sample was obtained from McCoy for analysis.

While not all crashes are survivable, statistics show that properly wearing your seat belt will dramatically reduce your chance of being injured or killed in a crash. Louisiana law requires that every person in a vehicle, regardless of seating position, always remain buckled up. Properly wearing your seat belt is one of the most effective ways to save your life and reduce injuries in crashes.
