Tangipahoa Parish Detectives Investigating Sunday Afternoon Homicide of 18 Year-Old

Tangipahoa Parish Sheriffs Office Chief Jimmy Travis has reported the shooting death of 18 year-old Calvin Felton of Hammond. Chief Travis says that shortly after 1:00 PM today (May 28, 2023), deputies located Felton in the yard of a residence on Martin Luther King Drive inside the Village of Tangipahoa. Felton suffered a gunshot wound to the stomach and was transported to a local hospital where he was later pronounced deceased.

Former Amite Bar Owner Dies in Drowning

The Tangipahoa Parish Sheriff's Office reports the drowning death of 64 year old Jimmy Chandler of Roseland.

Chief Jimmy Travis says on May 24, 2023, deputies responded to reports of a capsized boat around 7:45 PM on Highway 51 in the Arcola Community just north of Roseland. According to investigators, Chandler and a friend were fishing in a small pond when the boat became imbalanced and overturned. When Chandler failed to resurface, the friend called 911. 

The TPSO Flotilla Unit responded, along with the Amite Fire Department and Louisiana Department of Wildlife and Fisheries. Chandler's body was later recovered and pronounced deceased by the Tangipahoa Parish Coroner's Office. 

Chandler was well known in the Amite and Fluker areas as the owner of two bars, Mister J's and Mister J's #2.

WANTED by Tangipahoa Parish Sheriff's Office: Non-Compliant Sex Offenders

The Tangipahoa Parish Sheriff's Office is asking the public's assistance in locating three non-compliant sex offenders.

Chief Jimmy Travis reports 61 year old Adam Kuglar of Ponchatoula, 59 year old Floyd Williams of Hammond, and 47 year old Ezra Davis of Independence are all wanted by the TPSO for failing to register as a sex offender.

A sex offender is defined as anyone who has committed sexual violence towards a minor or an adult. Registered sex offenders are generally separated into three different categories depending on the severity of the sex offense committed and how many times they have committed the sex offense. These factors determine how often the offender must register.

Some amazingly accomplished students from Washington Parish were recognized for  their accomplishments at last week's (May 18, 2023) Washington Parish School Board meeting.

First to be recognized were three young men from Franklinton High School who created a company they named Lagniappe Lures and represented Louisiana in the Jobs for Graduates national competition in Orlando, Florida.

Next to be recognized were students from Mt. Hermon School. Junior Shunna Williams was honored for her many accomplishments that included winning a Bronze Medal at the Louisiana State Track and Field Event. Also recognized from Mt. Hermon School were State Young Author’s Winners.

Washington Parish Youth Coalition students were recognized and made a presentation about their organization and about their recent trip to Washington, D.C.

Suspect Arrested in Kentwood Homicide

The Tangipahoa Parish Sheriff's Office reports the arrest of 25 year old John McGowan of Hammond in connection with the murder of 38 year-old Marco Dillon of Kentwood.

Chief Jimmy Travis says on May 24, 2023, deputies responded to reports of a shooting around 9:30 PM at Backroad 40, a bar located on Hwy 1051 between Kentwood and the Village of Tangipahoa. Upon arrival deputies located Dillon suffering from a gunshot wound. Dillon was transported to Hood Memorial Hospital by ambulance, where he succumbed to his injuries. 

Preliminary investigation shows there was an altercation outside the bar, during which McGowan brandished a firearm and shot Dillon in the chest. 

McGowan has been charged with (1) count Second Degree Murder, (1) count Possession of a Firearm Inside an Alcoholic Beverage Outlet, and (1) count Protective Order Violation. At the time of arrest, McGowan also had an outstanding warrant for (1) count Aggravated Domestic Abuse Battery.

Louisiana Master Gardener Volunteer Course Planned for Washington Parish

Are you interested in learning more about gardening and lawn care? Do you want to serve the public by helping the LSU AgCenter provide education in these areas? A Louisiana Master Gardener training course is scheduled for Washington Parish on Wednesdays (9:00 AM - noon), from August 2 through November 15, 2023, with the exceptions of August 16 and October 18. Class members will read specified materials, watch videoed lectures, and attend in-person meetings. Most classes will be held at the LSU AgCenter office in Franklinton (1104-B Bene St.).

To get an application or ask questions, interested individuals may contact Horticulture Agent Dr. Mary Helen Ferguson (mhferguson@agcenter.lsu.edu or 985-277-1850). Applications are due Friday, June 16, 2023. A fee of $185 and a background check will be required for those who are accepted and choose to enroll in the program.

Individuals in the Louisiana Master Gardener program help the LSU AgCenter provide education about gardening and lawn care. To become a Certified Louisiana Master Gardener, individuals must complete the training course, pass an examination, and volunteer forty or more hours of service with the LSU AgCenter within the year following completion of the course.

LDWF Accepting Applications for Wildlife Enforcement Cadet Positions

The Louisiana Department of Wildlife and Fisheries (LDWF) Law Enforcement Division is looking to hire up to 25 cadets for a Cadet Academy class slated to start at the end of October to bolster the ranks of agents in the field.

The opening dates that applications will be accepted for the “Wildlife Enforcement Cadet” position are from May 22 to June 11.

Interested applicants can apply online through the Department of Civil Service website and must complete the Protective Services Exam (PSE) Series 2100 Exam and get a score of 77 or above to be eligible for the next academy.

The cadets will train at the department’s training facility housed within the Waddill Outdoor Education Center in Baton Rouge.  Successful completion of approximately six months of intensive physical and academic training is required to graduate.

At the academy, cadets train to enforce the state's recreational boating laws, the state and federal wildlife and fisheries laws, and general law enforcement work on the state's many wildlife management areas.  The academy also covers general law enforcement training required for all state law enforcement officers.

Agents are additionally trained for search and rescue and serve as the lead responders in search and rescue coordination under the Governor’s Office of Homeland Security and Emergency Preparedness.

National Family Month

National Family Month is observed during the five-week period between Mother's Day in May and Father's Day in June. It was started by KidsPeace, a private, not-for-profit organization. 

The organization believes that such observances provide opportunities for parents, grandparents, and caregivers to be more involved in the lives of the children for whom they are responsible. 

Families are urged to spend time doing things together during this five-week period, whether it is taking a family vacation or simply doing chores around the house.

Washington Parish Library Receives $20,000 Grant

Washington Parish Library has been selected as one of 240 libraries to participate in Libraries
Transforming Communities: Accessible Small and Rural Communities, an American Library Association (ALA) initiative that provides community engagement and accessibility resources to small and rural libraries to help them better serve people with disabilities.

The competitive award comes with a $20,000 grant that will help the library install handicap accessible doors at the Franklinton Branch and the Bogalusa Branch. This is the first step in a long-term Library project to eventually offer Homebound Services to those residents who need it.

“We are absolutely thrilled to receive this amazing grant,” said Library Director Sonnet Ireland. “This grant will allow our library to improve our branches and, eventually, our services to ensure all residents feel welcome and comfortable in our space.”

As part of the grant, Washington Parish Library staff will take an online course in how to lead conversations, a skill vital to library work today. Staff will then host a few public conversations with residents about how the Library can better serve all residents and use the grant funds to install handicap accessible doors.

This is a topic close to Ireland’s heart. “Both of my parents were disabled by a horrific car accident on their wedding night about two years before I was born. So I grew up around wheelchairs and walkers–and keenly aware of how hard it can be to enter buildings for people with mobility issues. During my first year as library director, I noticed how heavy the front doors of our large branches were, and making them more accessible became a priority for me. When this grant was announced, I knew it was meant to be.”

Since 2014, ALA’s Libraries Transforming Communities initiative has re-imagined the role libraries play in supporting communities. Man Attempted Mandeville Burglary Armed With Machete, Wrench, and Screwdriver

This morning (May 22, 2023) at approximately 7:33 AM, Mandeville Police responded to a report of an unknown white male allegedly attempting to force his way into a residence located in Mandeville while in possession of a large machete. 

After immediate police response and further investigation, 28 year-old Derrin Cavalier was arrested for the offense of Aggravated Attempted Burglary. Cavalier was captured on Ring Doorbell Camera forcefully pushing against the front door of the residence. Cavalier was in possession of a large machete as well as a large wrench and screwdriver during this incident. 

Cavalier was then booked and transported to St. Tammany Parish Jail with no further incident. No bond has been set as of press time.

21 Year-Old Hammond Shooter Caught in St. John Parish

Tangipahoa Parish Sheriff's Office Chief Jimmy Travis has reported the arrest of 21-year-old Terrence James of Hammond, following a shooting incident that occurred on South Airport Rd. Wednesday (May 19, 2023) afternoon.

Deputies, responding to reports of shots fired, found a 16-year-old female victim lying on the ground with a gunshot wound to the leg. The suspect fled the scene prior to their arrival.

Preliminary investigation revealed James was attempting to break up a fight when he retrieved a gun and fired several shots into the ground in an attempt to stop the altercation. One of the rounds  ricocheted and struck the female victim in the leg. 

An arrest warrant was issued, and James was later taken into custody by the St. John Parish Sheriff’s Office around 10:30 pm that same evening. James is charged with one count of Negligent injury and one count of Illegally discharging a firearm.

“Firing warning shots or firing a gun in the wrong direction, including into the ground is not only potentially dangerous, it’s always an extraordinary bad idea,” says Chief Travis. “To discharge a firearm under circumstances that endanger the life of another or to recklessly discharge a firearm is a felony in LA. Depending upon the details of the incident, the person firing a warning shot could face felony charges.” Travis continued. “The safe handling of any firearm is paramount to prevent incidents like this.” 

Travis extends his gratitude to the St. John Parish Sheriff's Office for their assistance in locating James.
