Bogalusa Shooting is Being Investigated by State Police

The Friday (September 29, 2023) shooting of 36 year-old Rasheed Moss of Bogalusa is being investigated by the Louisiana State Police – Bureau of Investigations. Shortly before 4:00 PM on Friday, the Bogalusa Police Department requested assistance from the LSP to investigate the  shooting incident that occurred near Sullivan Drive and St. Louis Street in Bogalusa.

The preliminary investigation revealed that a BPD Officer was dispatched to a suspicious person call near Sullivan Drive and St. Louis Street. When the BPD officer approached the suspicious person, later identified as Moss, he attempted to flee from the officer on foot. During the foot pursuit, Moss suffered a self-inflicted gunshot wound. After shooting himself, Moss was apprehended and transported to a local hospital for non-life-threatening injuries. No officers were injured during the incident.

LSP is the lead investigating agency into this shooting incident and the incident scene was processed by LSP Detectives. This is an active investigation and further information will be released when it becomes available.

Bogalusa Man Found Guilty of Manslaughter

District Attorney Warren Montgomery reports that on September 28, 2023, a Washington Parish jury unanimously found Kelton L. Johnson, Jr., age 23, guilty of Manslaughter. He faces up to 20 years in prison when he is sentenced on October 23, 2023. District Judge Alan A. Zaunbrecher presided over the trial.

In April of 2021, the Bogalusa Police Department received multiple 9-1-1 calls in reference to a shooting in front of the "green store" on Sabine Street in Bogalusa. Officers responded and found the victim, Montrell Quinn of Bogalusa, in the parking lot with multiple gunshot wounds. They found a gun in his back pocket. He was transported to Our Lady of the Angels Hospital in Bogalusa. He had three gunshot wounds, including one to the chest, which caused his death.

Witnesses gave officers a description of the shooter’s vehicle and officers began their search. Within a few minutes, BPD received another 9-1-1 call, this time from Johnson who told officers he would meet them at the police department.

In his police interview, the Johnson stated that he had been flagged down by the victim who then began walking around Johnson's vehicle, imploring him to get out of his vehicle and fight. Johnson said that the victim then went to the trunk of his own car and retrieved a gun. He said that the victim then approached the passenger side of Johnson's  vehicle and opened the door. Johnson then admitted that he’d shot the victim, claiming self defense. Johnson also admitted that there had been an adult passenger in the front seat as well as an infant and a toddler in his vehicle at the time of the shooting, but that the passenger had fled shortly after the shooting. Johnson was taken into custody. The gun used by the defendant was recovered from his vehicle.

During their investigation, the police located the passenger, who told police that he’d taken a video with his phone during some of the incident. Police also viewed security camera footage from the store, which showed the entire incident. While interviewing community members, police learned that Johnson and the victim had had an ongoing dispute and that it was known that they wanted to fight.

At trial, the victim’s father testified about his son. Five Bogalusa Police officers testified, three of whom had body-worn camera footage which was played at trial showing the aid rendered to the victim, the recovery of the victim’s firearm as well as the collection of physical evidence. The jury also viewed the video from the store. In the video, the victim can be heard asking Johnson to put his gun down, get out of the car and fight him like a man.

The passenger who was in Johnson's vehicle when the victim was shot, testified he did take cell phone video from inside the vehicle. That video was played for the jury. Johnson could be heard saying “I’ll smoke him with that gun, free kill.” The passenger admitted that he never saw the victim with a gun in his hands. He also admitted that mere weeks after the victim’s death, he changed the ring tone on his cell phone to “Casket Fresh.”

The prosecution called another witness who testified that he had known both the victim and Johnson for approximately 12 years. He testified that the victim’s street name was “T-money.” He said that about an hour before the shooting, Johnson messaged him saying “I’m gonna kill him.” He was unable to say exactly to whom Johnson was referring, but he was unaware of any other person that it could be other than the victim.

The lead detective on the case, who had taken Johnson's statement, testified and the defendant’s video statement was played for the jury. Johnson claimed repeatedly that the victim got out of his car and flagged him down with a gun in his hand. When confronted by the video evidence from the store, he changed his story and said the victim motioned to him prior to exiting his car.

Extraction of phone messages between Johnson and the victim were introduced at trial. The profanity laced messages discussed a plan to meet up at the green store. The victim threatened to “beat the f**k” out of Johnson. Two minutes after the last message and according to the video surveillance, Johnson followed the victim into the green store’s parking spaces. Johnson's phone also revealed a message sent to his girlfriend two days before the shooting where he stated “girl, I’m gonna f**k T-money up.”

In their closing arguments, prosecutors told the jury, “the victim was an aggressor seeking a fistfight, but the defendant was also an aggressor, the moment he displayed his firearm.” “We know the victim saw the gun because he is heard in the video saying “put the gun down.”

Defense claimed that the jury should find Johnson not guilty as his was an act of self-defense.

Prosecutors explained to the jurors, that under the aggressor doctrine, “an aggressor cannot claim self-defense unless he withdraws from the conflict in good faith and in a manner that his adversary knows or should know that he desires to withdraw and discontinue the conflict. Therefore, as an aggressor, the defendant cannot claim self-defense.”

Assistant District Attorneys Jason Cuccia and Doug Freese prosecuted the case. The following Bogalusa Police Department officers and detectives investigated the case: Det. Lt. Casey Hidalgo, Lt. Mitchell Castleberry and Officers Chris McClelland and Dillon Miller (now with the St. Tammany Parish Sheriff’s Office.) Ms. Cheryl Swearingen, a firearms expert and Dr. Christy Cunningham, the forensic pathologist, were among the witnesses who testified at the trial.

Raymond Mark (age 49 with Angie, La. address) was booked on the charges of Domestic Abuse Battery/Strangulation, Sexual Battery, and Probation and Parole Hold by the Bogalusa Police Department. No bond set at this time.

Debra Laborde (age 51 with Franklinton, La. address) was booked on the charge of Cruelty to Animals by the Washington Parish Sheriff's Office. No bond set at this time.

Heather Patterson (age 25 with Franklinton, La. address) was booked on the charge of Drug Court. Released September 29, 2023. No bond information.

Tangipahoa Parish Sheriff on Alleged Student-Teacher Relationship

Sheriff Daniel Edwards confirms a report was taken on Sunday (September 24, 2023), alleging a 17-year-old male fathered a child with a Tangipahoa Parish School System employee. Upon receiving the allegation, sheriff's office juvenile detectives immediately began investigating the claims.

Due to the specific nature of the investigation and the alleged involvement of a juvenile, the sheriff's office declined to release further information. 

"While we cannot share specific details regarding the investigation, we can confirm that the allegations were dealt with promptly, and the investigation process has been rigorous and thorough," says Edwards. "This type of investigation is time-consuming and is being handled with great care. Under no circumstances will we be rushed for closure." 

A representative with the Tangipahoa Parish School System confirmed that the teacher implicated in the investigation recently resigned from her position. 

The investigation is ongoing, and no arrests have been made. Sheriff Edwards feels it's necessary to remind the public of the dangers and implications of spreading false information or rumors, primarily through social media outlets. Doing so could detrimentally affect those involved and the outcome of the investigation.

Kentwood Man Pleads Guilty to Federal Drug and Firearms Charges / Faces Up to 40 Years in Prison

U.S. Attorney Duane A. Evans announced today (September 27, 2023) that Tracy Davis, age 51 and of Kentwood, pled guilty on September 26, 2023 to one (1) count of Possession with Intent to Distribute a Controlled Dangerous Substance, one (1) count of Possession of Firearms in Furtherance of a Drug Trafficking Offense, and one (1) count of Possession of a Firearm by a Convicted Felon. 

According to court documents, Davis was prohibited from possessing a firearm due to a previous felony conviction. The Drug Enforcement Administration and Hammond Police Department began investigating Davis due to a complaint that Davis was distributing narcotics in the Kentwood area.  A search warrant was obtained for two residences and a vehicle associated with Davis, that resulted in the seizure of cocaine and multiple firearms from within the residences and vehicle.

For the controlled dangerous substance charge, Davis faces a maximum sentence of twenty years, up to a $1,000,000 fine, and up to three years of supervised release. For the possession of a firearm in furtherance of drug trafficking charge, Davis faces an additional five years up to life imprisonment that must run consecutive to every other term of imprisonment, a fine of up to $250,000 and up to five years of supervised release.  For the possession of a firearm by a convicted felon charge, Davis faces up to fifteen years imprisonment, up to a $250,000 fine, and up to three years of supervised release.  Each count also requires payment of a mandatory $100 special assessment fee.

U.S. Attorney Evans praised the work of the Drug Enforcement Administration and Hammond Police Department.  This case is being prosecuted by Assistant U.S. Attorney Stuart Theriot of the Narcotics Unit.

Washington Parish Council Meeting of September 25, 2023

The Washington Parish Council met on Monday (September 25, 2023) evening in regular session. Prior to the meeting and as the Board of Review, the Council held a Public Hearing to hear appeals to the 2023 assessment: there were no appeals made. The Council then

  • heard from Larry Frieman – Candidate for Judge Division A
  • heard from Gloria Kates – Candidate for State Senator District 12
  • adopted a resolution to authorize the parish president to sign agreements and memorandums of understanding between the Washington Parish Government, The City of Bogalusa and the Parish of Plaquemines for Washington Parish inmates housing due to overcrowding in the Washington Parish Jail
  • adopted a resolution expressing the intent of the Washington Parish Council to re-adopt the residential anti-displacement and relocation assistance plan for Louisiana Community Development Block Grant (LCDBG) Programs, for the parish’s fiscal year 2023 Louisiana Community Development Program until such time as the requirements for the plan change under the LCDBG Program
  • adopted a resolution expressing the intent of the Washington Parish Council to re-adopt the section 504 grievance procedure or the equitable resolution of complaints regarding the requirements of the U.S. Department of Housing and Urban Development – Section 504 (24 CFR Part 8-June 2, 1988) in compliance with requirements of a Louisiana Community Development Block Grant for Fiscal Year 2023
  • during Public Participation, heard from Patricia Harvey with criticisms of the Council

The Council then entered into executive session under La. R.S. 42:17A(2) with regard to the matter of “St. Tammany Parish Government, a Political Subdivision of the State of Louisiana versus Warren Montgomery, et al., Docket No. 202215504, Div. A., 22nd Judicial District Court, Parish of St. Tammany, State of Louisiana”. Following the executive session, the Council approved a resolution employing and providing compensation for special legal counsel in the matter that is related to mandated expenses.

During the President's Report (beginning at 25:05 into the video), Parish President Thomas advised that the Washington Parish Fair Flag Raising Ceremony will be at 10:00 AM on September 29th in Franklinton at the Courthouse, that the Flag Raising Ceremony will be at 10:00 AM on October 4th in Bogalusa at Bogalusa City Hall, that the Washington Parish Fair will be from October 18th through 22nd, and that early voting for the October 14th election will be from September 30th through October 7th. Reports were also provided by Finance Director Donna Graham, Transportation Manager Danny Knight, and by Alex Sumrall. These reports contained very valuable information. 

Following additional comments from Council Members, the meeting adjourned.

Burn Ban Order Modified

On August 25, 2023, the Office of State Fire Marshal issued a statewide burn ban prohibiting all private burning with no limitations, as provided for and pursuant to its authority under R.S. 40:1602. 

Herein, the August 25, 2023 Burn Ban Order is modified to allow for private burning, but only upon permission of the local fire department or local government. This modified order is being issued to reduce the risk of fire during the continuation of this extreme dry period. This order is effective September 29, 2023 at 5:00 p.m. and shall remain in effect until rescinded.

Following consultation among the State Fire Marshal’s Office (SFM), Louisiana Department of Agriculture and Forestry (LDAF), the Governor’s Office of Homeland Security (GOHSEP) and the National Weather Service (NWS), the statewide burn ban re-issued on August 25th has been modified to renew and establish certain exceptions.

The active burn ban order in effect as of August 25, 2023, at 12 p.m., which prohibits all private burning, with no limitations, pursuant to authority under R.S. 40:1602, is being modified in the following ways:

• Provides for individual parishes to opt out of the statewide burn ban

• Provides for fire chiefs to resume granting burn permissions

• Provides for certain live fire training to resume with written permission from the SFM

This modified order goes into effect Friday, September 29, 2023, at 5 p.m.

This modification coincides with updates to a separate burn ban order issued by LDAF prohibiting all agricultural burning including but not limited to prescribed burning. In that order modification, LDAF Commissioner Dr. Mike Strain provides for agricultural burning to resume except for standing sugar cane. Additional details about that modified burn ban will be provided by LDAF.

As a reminder, where the statewide burn ban remains in effect, the use of open flames in fire pits, campfires, barrels, bonfires, burn piles and like open burning is still prohibited. In addition, it is still recommended for outdoor cooking to be conducted with safety measures in place including using contained cooking equipment like grills and smokers, designed for cooking purposes only, on a flame-resistant surface with a water source or fire extinguisher nearby. It is also still recommended to avoid activities on or near dried grass where a spark from that activity, like smoking, mowing and/or yard work, could cause a fire that could spread quickly.

The status of this burn ban order will continue to be reconsidered on a weekly basis.

Washington Parish Sheriff's Office Seeks Public Assistance in Retail Theft Investigations

Detectives with the Washington Parish Sheriff's Office have been diligently investigating a series of retail thefts that have taken place at various Dollar General stores throughout the Washington Parish area during the months of August and September 2023.

The investigations have revealed a pattern where several different suspects entered different Dollar
General establishments at separate times and openly loaded their shopping carts with merchandise before exiting the premises without making any attempt to pay for the stolen items. In most instances, the suspects have been observed fleeing the scene in an older model Nissan Altima, which is tan in color.

The Washington Parish Sheriff's Office is actively pursuing leads in these cases and is committed to bringing those responsible to justice. At this time, there are several ongoing cases related to these thefts. However, significant progress has been made, resulting in the identification of two suspects against whom warrants have been issued.

The identified suspects are as follows:

  • Adaryl Dashawn Bickham (DOB 07/13/1994), a resident of the Franklinton, Louisiana area.
  • Tyrais Robinson (DOB 03/12/1996), also a resident of the Franklinton, Louisiana area.

Detective Walker, a seasoned investigator with the Washington Parish Sheriff's Office, is leading the effort to locate and apprehend these individuals. Washington Parish Sheriff's Office Seeks Public Assistance in Identifying Retail Theft Suspect

Last Saturday (September 23, 2023), the Washington Parish Sheriff's Office launched an investigation into a retail theft incident that occurred at the Dollar General store located in Franklinton, Louisiana. Detectives are actively seeking the public's help in identifying and locating the suspect responsible for this crime.

According to the preliminary investigation, an unidentified female entered the Dollar General store and proceeded to take several items without making any attempt to pay for them. The suspect then exited the establishment through the front door. Surveillance footage captured the incident, and detectives have obtained a photograph of the female suspect.

The suspect is believed to have left the area in a silver Mazda 6, although further details about the vehicle are not currently available.

Sometimes, Gardening is for the Birds

Birds need food, water, and shelter. Gardens can provide all of these. As we get into fall, which is generally considered the best time to plant most trees and shrubs of temperate origin (i.e., not ones that are just marginally cold hardy) in Louisiana, you might consider some plants that support birds.

Many types of trees and shrubs provide shelter and nesting sites. Evergreen plants have the additional benefit of providing shelter in the winter. Including plants of various heights may help draw a greater diversity of birds.

Fruit- and seed-producing plants provide food for many types of birds. Such trees include American holly, eastern redcedar, mayhaw, parsley hawthorn, magnolias, oaks, pines, sweet gum, native plums, and wild black cherry. A fruit producer that might not be as obvious is cabbage or sabal palm.

Shrubs that produce bird food include American beautyberry, arrowwood viburnum, cultivated and native blueberries, elderberry, mulberry, various fruiting hollies, Japanese yew, and wax myrtle.

This article is largely about trees and shrubs, but many herbaceous (non-woody) plants support birds, too. Blackeyed Susan and sunflower are just a couple of many examples that could be named. They may not be at their most attractive point once they’ve finished flowering and have seedheads, but it’s at this stage that they provide food for seed-eating birds.

Hummingbirds consume flowers’ nectar. Red, pink, and orange flowers, as well as those with a tubular shape, are especially attractive to them. Some plants that entice hummingbirds are bottlebrush, red buckeye, coral honeysuckle, firebush (including Lime Sizzler, which has been named a Super Plant), cigar plants, cardinal flower, scarlet or blood sage (Salvia coccinea), and Turk’s cap.

Bottlebrush varieties vary with respect to their cold hardiness, and some are often injured in very cold winters. Woodlanders Red (AKA Woodlanders Hardy) is one of the most resilient. Bottle Pop Neon Pink bottlebrush has also performed well at the Hammond Research Station. As with root-hardy tropicals, it’s probably best to wait and plant this shrub in the spring.

Some birds consume insects, small reptiles, amphibians, or even small mammals rather than fruits, seeds, or nectar. Plants also provide habitats for these. Having some native plants in the garden helps support insects that are more likely to be the foods of choice for native birds.

Convicted Felon Reports His Guns Stolen – He's Back in Pike County Jail

The Pike County MS Sheriff's Office reports that on Monday (September 25, 2023), Thomas “Tommy” Brister of Summit called Central Dispatch stating that someone had taken firearms out of residence. Brister showed Deputies a gun safe in the residence that contained other firearms. 

A criminal history search showed that Brister was a convicted felon and was prohibited from possessing any type of firearm. PCSO Criminal Investigations Division was notified, and a search warrant was executed at the residence. Brister was arrested and booked into the Pike County Jail for Possession of a Firearm by a Convicted Felon (17 counts). No bond has been set at this time. 

Brister had been previously convicted of Simple Assault on a Law Enforcement Officer (2 counts) but petitioned the court to have his gun rights restored and they were restored in 2010. On May 17, 2012, Brister was convicted and sentenced for Failure to Support Minor Children and lost his firearm rights again.

STPSO Investigating Inmate Death

St. Tammany Parish Sheriff’s detectives are investigating following an apparent medical-related death of 48 year-old Cathy Lange-Sanchez, an inmate from the St. Tammany Parish Correctional Center.

Shortly before midnight Monday (September 25, 2023), Cathy Lange-Sanchez suffered an obvious medical seizure while in the female holding cell at the jail. Life saving measures were taken by jail personnel and she was transported to a local hospital, where she was pronounced dead. The St. Tammany Parish Coroner’s Office was called to the hospital and took custody of the deceased for autopsy.

Lange-Sanchez was arrested by State Police on Sunday (September 24, 2023) and was booked for Driving While Intoxicated and other traffic offenses.

Son in Tangipahoa Parish Jail for Murder of His Mother

Tangipahoa Parish Sheriff Daniel Edwards reports the arrest of 19 year-old Johnathan Payne Kliebert following the early morning (September 26, 2023) shooting death of his mother. 

Sheriff Edwards says that at approximately 1:45 AM this morning, 911 received a call from a male, later identified as Kliebert, saying he shot and killed his mother at their home in Ponchatoula, and was at a local hospital wishing to turn himself in. Deputies responded to the hospital and located Kliebert in the parking lot, while other deputies responded to the residence on Sisters Road. 

When deputies arrived at the residence they located a deceased white female, identified as 46 year-old Ashley Kliebert, in the master bedroom with an apparent gunshot wound to the head. Also located near the victim was her dog, which had also been shot during the altercation.

Edwards further reports that, upon interviewing Kliebert, he disclosed he awoke in an angry state, brandished a shotgun, and killed his mother and her dog, both of which were asleep in the bed. 

Kliebert is currently incarcerated in the Tangipahoa Parish Jail where he was charged with First Degree Murder, Armed Robbery (with a gun), Cruelty to Animals, and Aggravated Crimes Against Nature.

Washington Parish Sheriff's Office Apprehends Suspect Following Pursuit and Recovery of Stolen Firearm

Last Friday (September 22, 2023), Washington Parish Sheriff's Office Deputy First Class Randall Garcia of the Washington Parish Sheriff's Office (WPSO) was on patrol at the intersection of La 438 and La 424 in Washington Parish when he observed an off-road vehicle being driven on the roadway. He began following the vehicle, which was traveling eastbound on La 438, and activated his emergency lights when the subject failed to stop. The pursuit continued as the subject attempted to evade DFC Garcia by traveling westbound in the opposing lane of travel.

The suspect, identified as 29 year-old Rushawn Fabre of Franklinton, was observed wearing a black hoodie and a black ski mask, constantly checking to see if DFC Garcia was pursuing him. Fabre eventually abandoned the dirt bike and fled on foot, prompting DFC Garcia to follow. Fabre fled toward La 438, where he disappeared into a field.

With the assistance of Deputy First Class Blaine Polk and Sergeant Mitchell NeSmith, DFC Garcia initiated a search for Fabre. During the search, a citizen reported encountering Fabre, who had a firearm and had assaulted him before fleeing. DFC Garcia eventually located a mobile home on the property being searched with skirting removed on the east side. Under the mobile home, DFC Garcia discovered the ski mask and backpack worn by Fabre. He conducted a short sweep under the trailer, but Fabre was not immediately visible. Sgt. NeSmith contacted the homeowner while DFC Garcia continued to search the yard. DFC Blaine Polk then spotted Fabre under the trailer and alerted the others.

Fabre was identified as having numerous outstanding warrants through the 22nd Judicial District Court. While conducting a search incidental to arrest, DFC Garcia discovered a black handgun concealed under some insulation under the trailer. The firearm, when checked through the NCIC database, was confirmed as stolen through the St. Tammany Parish Sheriff's Office.

Rushawn Fabre was transported to the WPSO Jail and booked on the charges of Resisting an Officer, Resisting a Police Officer With Force or Violence, Off-Road Vehicles Prohibited on Hwy, Resisting by Flight/Aggravated Flight, Resisting an Officer/Flight on Foot, Obstruction of Justice, and Contempt of Court (3 counts) by the Washington Parish Sheriff's Office. Bond set at $11600.00. 

“The Washington Parish Sheriff's Office commends Deputy First Class Randall Garcia, Deputy First Class Blaine Polk, and Sergeant Mitchell NeSmith for their exemplary teamwork and dedication in ensuring the safety of our community. By moving quickly and working together, they were able to keep something tragic from happening,” stated Sheriff Randy “Country” Seal.

Mandeville-area Couple Arrested on Numerous Narcotics Charges / Over 2700 Counterfeit Pills Found

The St. Tammany Parish Sheriff's Office reports that a Mandeville-area couple has been arrested on numerous narcotics charges after more than 2,700 counterfeit pills were found at their residence.

After receiving anonymous complaints of narcotics activity at the home, STPSO detectives with the Proactive Enforcement Unit responded to a Mandeville-area residence Saturday (September 23, 2023) and made contact with the couple who lived there, 37 year-old Amanda Flocke and 43 year-old John Joiner.

While investigating the complaint the detectives developed probable cause to search the residence. During the search, detectives recovered 2,745 counterfeit oxycodone tablets, which were found to contain fentanyl, approximately 29.1 grams of methamphetamine, 15 ecstasy pills, 170 hydrocodone pills, a small amount of marijuana, two dosage units of male enhancement pills, a pill press and $1,069.

“Keeping drugs off our streets and out of our neighborhoods is a cooperative effort between law enforcement and our residents,” Sheriff Randy Smith said. “If you know of people selling drugs in our community, please do not hesitate to report it. We will investigate.”

LSU AgCenter Hammond Station Hosts Fall Garden Day and Plant Sale!

The LSU AgCenter Hammond Research Station will hold its third annual Fall Garden Day and Plant Sale on Saturday, October 7th, 2023 from 7:30AM to 1:00 PM at the Hammond Research Station (21549 Old Covington Highway, Hammond, LA 70403).

This family-friendly event is free and open to the public. Hundreds of plants, including Louisiana Super Plants, fall color, shrubs, trees, perennials, herbs, vegetable starts, and houseplants will be offered for sale.

Arrest Made in St. Tammany Fatal Crash

Saturday (September 23, 2023) morning, shortly after 3:00 a.m., Troopers from Louisiana State Police Troop L began investigating a two-vehicle crash on the U.S. Hwy 11 bridge in St. Tammany Parish. The crash claimed the life of 34-year-old Antoine Lewis of New Orleans. 

The initial investigation revealed the crash occurred as Lewis was northbound on the U.S. Hwy 11 bridge in a 2018 Ram 1500. At the same time, a 2004 Ford F-350 with an enclosed box trailer was stopped and abandoned in the northbound lane. For reasons still under investigation, the Ram struck the rear of the enclosed box trailer. 

Lewis was unrestrained and sustained fatal injuries as a result of the crash. He was pronounced deceased on the scene. Prior to the crash, the driver of the Ford abandoned the truck in the northbound lane and was transported in a separate vehicle off of the bridge. 

Overnight, the driver of the Ford, 54-year-old Hector Garcia of Slidell, was arrested and booked into the St. Tammany Parish Jail for the following charges: Negligent Homicide, Aggravated Obstruction of a Highway, Vehicle without Required Equipment or in Unsafe Condition, and Operating a Vehicle while License is Suspended. This crash remains under investigation.

Former St. Tammany Deputy Dies 16 Years After On-Duty Crash

St. Tammany Parish Sheriff Randy Smith is asking for prayers after a former deputy dies from  medical complications 16 years after she was involved in an on-duty crash. Mary Mayo passed away at her home Thursday. The St. Tammany Parish Coroner’s Office has ruled her cause of death as due to complications from injuries she sustained in the 2007 crash.

Mayo, a former St. Tammany Sheriff's deputy, was paralyzed in June 2007 when a tree fell on the patrol car she was riding in during a funeral procession for another deputy. Her fiancé, STPSO Sgt. Linden “Beau” Raimer, who was driving the patrol car, died in the accident.

“I am saddened to hear of Mary’s passing,” Sheriff Randy Smith said. “She served the people of St. Tammany Parish with pride and has fought hard to overcome her injuries.  She will be missed by those who worked with and knew her. My condolences go out to her family.”

Mayo began her career as a dispatcher with the Sheriff’s Office in October 2005. She received a medical disability retirement following the 2007 crash that left her paralyzed.

Help Requested to Locate Man Missing in St. Tammany

The St. Tammany Parish Sheriff’s Office is asking for the public’s help in locating a missing man, 55 year-old Kevin Holland.

STPSO detectives were notified Tuesday (September 19, 2023) after a State Trooper located a truck with the windows down and hood in the opened position on the shoulder of Highway 90 in Slidell approximately one mile east of the intersection with Highway 433 near the Rigolets. Inside the vehicle was two cellphones and a dog. Believing the occupant of the vehicle departed to seek assistance, no action was taken at that time. 

On Tuesday, the same state trooper was again patrolling the area, when he discovered the vehicle was still present. At that time, the trooper had Animal Control respond to take possession of the dog and contacted the St. Tammany Parish Sheriff’s Office to assume the investigation.

STPSO detectives have learned the owner of the truck, Kevin Holland, departed a Slidell-area hotel Sunday (September 17, 2023) in his gray Ford F-150 pick-up truck to go to a local convenience store for cigarettes. Holland never returned to the hotel, but contacted a friend later that night saying he had broken down. Family members have not heard from him since prior to the time he went missing.

Members of the STPSO Operations Division have searched the area of Highway 90, Apple Pie Ridge Road and Highway 433, on foot and on ATV for much of the week with no sign of Holland.
