Letter to the Editor

Today, nearly 7 million Americans are currently living with Alzheimer’s — a number expected to increase to nearly 13 million by 2050, including 95k in Louisiana. Without medical breakthroughs, this number is projected to rise. As a caregiver of someone with dementia, I understand firsthand the impact this devastating disease has on families across America.

Personally, I went through helping transition my mother to a memory care home and my family is doing it again with my father.  It is heartbreaking to see your parents cognitively decline before you, I wipe tears as I write this. Thankfully, Congresswoman Letlow can play an important role in addressing this critical issue.

By increasing funding for Alzheimer’s and dementia research at the National Institutes of Health (NIH) by an additional $113.485 million and supporting the dementia public health infrastructure with $35 million for BOLD, Congresswoman Letlow has the opportunity to provide millions of Americans like me with a sense of hope. With this funding, scientists will be able to build on this momentum and continue working to advance basic disease knowledge, explore ways to reduce risk, uncover new biomarkers for early diagnosis and drug targeting, and make discoveries that can lead to a treatment or a cure. We can’t afford not to fund research.

Funding can mean everything to this dreadful disease. Finding more new medications, maybe ones that can slow or even stop the disease progression. My dad is going to be a part of a study group at a University that is researching Alzheimer's and dementia and I couldn’t be more proud of him.

Please join me and the Alzheimer’s Association in encouraging Congresswoman Letlow to lead in the fight to end Alzheimer’s and other dementia by supporting critical research funding and the dementia public health infrastructure. Our progress must continue.

Tax Renewals on October 11th Ballot - Why These Renewals Matter

We are investing in the foundations of Washington Parish. From roads and health services to libraries and public buildings, these four millages support everyday services that keep Washington Parish connected, safe, and functioning. Voters will see these millages on the October 11 ballot. Because they are renewals, not new taxes, they continue long-standing sources of funding.

  • Parish Courthouse and Public Buildings – 1.03 mills. This renewal supports the maintenance of public buildings such as the Courthouse, the Sheriff’s Office, the Parish Jail & more. Funds cover repairs and maintenance for plumbing, HVAC systems, and electrical infrastructure – ensuring these public spaces remain safe, functional, and ready to serve the community.

  • Parish Roads – 4.13 mills. Washington Parish Government is responsible for maintaining almost 1,000 miles of rural roads. In the past decade, nearly 300 miles of parish roads have been resurfaced. Safe roads = safe schools, businesses, & emergency response.

  • Parish Health Units – 3.11 mills. Health units located in Bogalusa and Franklinton offer affordable healthcare and preventative services.  No one is turned away. Immunizations - Nutrition & WIC - Women’s health - Public safety inspections. Patient visits grew by 25% in the past year, showing how critical these units are to our communities.

  • Parish Libraries – 4.6 mills. Our public libraries welcome more than 62,000 visitors each year.  They provide: • Free computer and internet access for those without reliable home service, • Laptop and hotspot lending programs, • Story times, reading programs, and youth activities, • Genealogy research and parish history preservation, • State park pass checkouts and community service. Branches in Franklinton, Bogalusa, Enon and Thomas help residents of all ages stay connected and learning.

Washington Parish Rape Trial Cut Short by Defendant’s Guilty Plea

District Attorney Collin Sims reported today (October 9, 2025) that the trial of 42-year-old Eliseo Carbajal Perez of Mexico for rape and other sexual assault charges was halted on September 30, 2025 after jury selection when Perez informed the court he was guilty of the charges and did not want to continue with the trial.  Perez then proceeded to formally plead guilty to second degree rape, aggravated crime against nature, and two counts of molestation of a juvenile.  These charges pertain to sexual assaults he committed against two young girls in Franklinton on multiple occasions over a period of years.  Assistant District Attorneys Doug Freese and Le’Anne Malnar handled the prosecution with Judge William H. Burris presiding.  Detective Demmie Rice, formerly with the Washington Parish Sheriff’s Office, led the investigation.

Perez began sexually abusing the two young girls when they were approximately 5 and 7 years of age.  After enduring years of abuse, one of the girls told her mother she was scared of the defendant and disclosed why.  The girl’s mother notified the Washington Parish Sheriff’s Office and the resulting investigation led to the arrest of the defendant.

Perez’s trial commenced last week.  After the selection of a 12-person jury, the trial was ready to proceed when the defendant elected to plead guilty to all four charges.  His guilty plea was entered prior to either victim being required to testify.  However, both victims were present in the courtroom at the time of the plea.  As a result, they were able to see the man who abused them admit his guilty clearly and unequivocally when he was asked by Judge Burris whether he was admitting he raped one victim and sexually assaulted both victims.  Perez clearly stated “yes, sir” to the judge after admitting the victims’ assertions were true and that he was pleading guilty because he in fact committed the crimes.

After Perez entered his guilty plea, he received four concurrent 35-year prison terms on the charges.  By law, Perez is ineligible for parole on any portion of his prison sentence.  Because Perez is in the United States illegally, he will be subject to deportation proceedings upon his release from the Department of Corrections after serving his 35-year prison term.

Ribbon Cutting & Prayer Circle: Bogalusa Rebirth Celebrates Development of 8 New Homes in Richardsontown

A Press Release from Bogalusa Rebirth

Prayers work wonders and yesterday (October 3, 2025), the Bogalusa community witnessed just that. A ribbon was cut, a prayer circle was formed, and the doors of hope and opportunity opened as Bogalusa Rebirth, in partnership with the Louisiana Housing Corporation, celebrated the construction of eight new single-family homes in the Richardsontown community.

The event was marked by heartfelt prayers led by Pastor Patrick Magee, and tours of the homes. Most importantly, plenty of homebuyers are already in the pipeline, working with counselors and lenders to achieve their dream of homeownership.

This milestone was made possible through $1.3 million in HUD HOME funds allocated via LHC’s CHDO Annual Awards Program, along with additional investments of $100,000 from Enterprise Community Partners and $100,000 from the Housing Assistance Council.

Bogalusa Rebirth, a 501(c)(3) nonprofit, HUD-Certified Community Housing Development Organization (CHDO), HUD Certified Housing Counseling Agency, and USDA Direct Loan Packager, continues to focus on eliminating blight and
replacing it with high-quality, affordable housing that strengthens neighborhoods and builds future tax bases for city and parish infrastructure improvements.

"Over ten years, the sixteen properties that Bogalusa Rebirth has produced will generate an estimated $281,300. in property tax revenue, —an investment in Bogalusa’s brighter future" Executive Director Wendy Dupont told the group as they gathered under a beautiful oak tree in the front yard of a new home. "Imagine if we could multiply that number."

Each home is equipped with Ring Doorbell cameras for added safety and security, ensuring residents can feel secure in their investment and their community.

Bogalusa Rebirth extends deep gratitude to many:
