Juvenile Murder Suspect Surrenders

The Washington Parish Sheriff's Office has advised that this afternoon (July 16, 2021), the juvenile sought for the Second Degree Murder of Justin Brumfield on July 10, 2021, surrendered to the Washington Parish Sheriff’s Office. The juvenile will be housed at the Florida Parishes Juvenile Detention Facility. 

The homicide investigation is ongoing.

Public Hearing: Proposed ATV Park in Mt. Hermon Area

The Washington Parish Planning Commission will meet on Tuesday (July 20, 2021) in the upstairs courtroom of the Courthouse. At 4:45 pm, the Commission will have a Public Hearing to consider a proposed Bogue Chitto ATV Park at 40445 Silas Schilling Road, Mt. Hermon, Louisiana.

Road Rage Shooting Incident in Slidell Caught on Video

Slidell Police have released the video of a road rage incident, which escalated into a shooting. Kendell Matthews, age 21 and of Slidell, has been charged with Attempted 2nd Degree Murder. No one was injured in the incident.

Around 6:30 pm on Wednesday (July 14, 2021), Slidell Police responded to a road rage incident, which started near Highway 11 and Brownswitch Road. The suspected shooter (grey sedan) followed the victim (white pickup truck) home into the Tanglewood Subdivision. The victim became concerned and attempted to obtain the license plate of the grey sedan. The incident escalated when Kendall Matthews stopped in the middle of a street, exited his vehicle, and began shooting at the victim. The victim’s truck and and a nearby house  were struck with bullets. 

A short time later, a Slidell Police officer spotted Matthews’ vehicle near Pontchartrain and Spartan Drive. Matthews was taken into custody without incident. 

Slidell Police Chief Randy Fandal said, “We will not tolerate this kind of careless and inexcusable behavior in Slidell. We immediately deployed a vast number of officers to search for the suspect. Within a couple of hours, we located the suspect’s vehicle and made an arrest. Let this serve as another message that we will be relentless on solving and preventing violent crime in our community.”

Slidell Police recommends anyone involved in an aggressive road rage incident to call 911, and not to engage with the aggressor. A moment of anger can quickly turn violent and deadly.

Man Wanted For Bank Fraud in St. Tammany

Juvenile Sought for Murder Near Clifton

On July 10, 2021, the Washington Parish Sheriff’s Office responded to a report of a deceased person lying in the roadway on Mary Topps Road east of the Clifton community. Upon arrival at the scene, officers discovered the body of Justin Brumfield, 40, a resident of Vernon School Road.

Detectives were called to the scene and began an investigation which determined that the victim had been in an altercation earlier with another person, both of whom were armed. During the altercation, Brumfield was fatally shot. The shooter, identified as a juvenile, fled the scene and is being sought on a warrant for Second Degree Homicide.

Due to the wanted person being a juvenile, no identifying information will be released. However, any person with information concerning the crime is asked to contact Captain Tom Anderson at (985) 661-2024.

“A senseless loss of life is always tragic,” stated Sheriff Randy Seal. “Although the juvenile has no previous criminal record, he has committed a serious crime and it is important that he be found. I extend my sincere condolences to Mr. Brumfield’s family and assure them we are working diligently to locate and arrest the shooter.”

Virginia Trio Arrested With Drugs and a Stolen Truck

Sunday (July 11, 2021) Washington Parish Sheriff’s Office deputies and detectives arrested three Virginia men driving a stolen box truck. The men were staying at a motel south of Bogalusa.

When officers arrived and identified the truck as being stolen, they were able to enter the room in which the men were staying where they found illegal drugs and weapons. The men were arrested and transported to the Washington Parish Jail where they were booked on charges of possession of stolen things, possession of illegal drugs, possession of drug paraphernalia and possession of a controlled dangerous substance with a weapon present. The investigation is ongoing.

Arrested were Joshua Neal (age 25 and a resident of Florence, Virginia), Dillon Barnes, (age 19 and a resident of Virginia Beach, Virginia), and Donnie Britt (27 and a resident of Norfolk, Virginia).

“We don’t know the full details of this matter,” stated Sheriff Randy Seal, “but our detectives are continuing to investigate. Meanwhile, these men remain in the Washington Parish Jail. I congratulate our officers for a job well done.”

Washington Parish Jail Inmate Arrested Again – and Again

Already jailed for identity theft, Benjamin James Newman, age 34 and a resident of Frankie Miller Road in Mt. Hermon, has been arrested two more times. Last month, a Louisiana State Police investigator visited the Washington Parish Jail and provided warrants to officers who in turn arrested Newman on new charges of theft and being a fugitive from Tangipahoa Parish, St. Tammany Parish and the Louisiana State Police. Then, toay (July 14, 2021), Newman was arrested a third time when Washington Parish Sheriff’s Office corrections deputies charged him with aggravated battery on another inmate and destruction of public property.

“It seems Mr. Newman doesn’t understand rules,” stated Sheriff Randy Seal. “If you steal, you are going to jail. If you commit crimes in other jurisdictions, you are going to jail. If you assault another person, even if that person is another inmate, you are going to jail. In this situation, the last two arrests were easy since we did not have to go out looking for him. Sooner or later, your criminal behavior will catch up with you, and when it does, we have a place for you.”

Houma Woman Arrested After Stealing Vehicle Left Running at Slidell Rest Area

A Houma woman was arrested at a Covington-area gas station Tuesday (July 13, 2021) afternoon after she allegedly stole a vehicle in Slidell and drove it through New Orleans and back into St. Tammany via the Causeway before taking St. Tammany Parish Sheriff’s deputies on a pursuit northbound down Highway 190.

Shortly before 2 p.m. Tuesday, the St. Tammany Parish Sheriff’s Office was notified that a female had stolen a running vehicle from the Interstate 10 Rest Area in Slidell.  The driver of the stolen vehicle told deputies he left his work truck, a Toyota Tacoma, running while he ran in to the use the restroom at the rest area. The female had abandoned her own vehicle at the rest area before leaving in the stolen Toyota Tacoma.

Shortly before 3:30 p.m., STPSO detectives were notified by authorities on the Southshore that the stolen Tacoma was observed getting on the Northbound Causeway bridge, headed back toward St. Tammany Parish.

Several STSPO units respond to the north end of the bridge in an attempt to intercept the stolen vehicle.  Shortly thereafter, the stolen vehicle was spotted exiting the bridge and a vehicle pursuit ensued on Highway 190.  Sheriff's deputies were able to end the pursuit after the female driver entered the parking lot of a gas station just north of Interstate 12.

The driver, 41 year-old Regan Collins, was taken into custody without incident.  She was booked into the St. Tammany Parish Jail for Theft of a Motor Vehicle, Aggravated Flight from an Officer and Driving Under Suspension.  Bond was set at $45,000.00. An additional charge of Possession of Methamphetamine is pending after suspected methamphetamine was discovered inside the vehicle Collins abandoned at the rest area.  

At the same time the pursuit ended at the Circle K Gas Station, there was an unrelated medical emergency in the parking lot, resulting in paramedics and fire district being on scene. 

“This was a crime of opportunity,” Sheriff Randy Smith said. “Please never leave an unattended vehicle unlocked and running no matter how short of time you think you are going to be gone.”

Mayor Route Comments on Plans for Franklinton and Changes Coming

At Tuesday's (July 13, 2021) meeting of the Mayor and Board of Aldermen meeting, Mayor Route closed out the meeting with his comments. After speaking about the well-attended and successful fireworks display at the Fairgrounds, the Mayor spoke about plans and changes in the works for the Town. See the video below. They included

• plans to bring back the Watermelon Festival
• plans to establish a park for youth ages 3-12 years to be located behind Popeye's in Franklinton. With an expected $200,000 budget, Route expects a “state-of-the-art” playground
• consideration to change waste collection services from Amwaste to another provider
• consideration of changes related to Acme Machine and Welding, LLC
• the addition of two additional days as holidays for Town employees. One day would be June 19th (known as Juneteenth) and the other would be the day after Christmas. Resolutions were approved by the Board to add those days as holidays
• plans to encourage patronage of Franklinton businesses through an effort known as Revitalize Franklinton. A meeting will be held on August 19th at Town Hall to develop plans
• intention to cease paying monies paid to Franklinton Area Economic Development from landfill monies paid to the Town by the Parish

UPDATE: LA 25 Now Open / Work Completed

Louisiana DOTD has advised that LA 25 is now open. The road closure on LA 25 near Folsom was scheduled for July 12-l6. However, the road work has been completed and LA 25 is now fully opened. 

FPD Chief Brown Reports on Recent Drive-By Shootings / Responds to Questions

Franklinton Police Chief Justin D. Brown provided his monthly report to the Mayor and Board of Aldermen Tuesday (June 13, 2021) evening. The report included information on the recent drive-by shootings. See the video below. 

Additionally, Franklinton Police Chief Justin D. Brown issued a press release this morning (July 14, 2021) with additional information.

“On the 9th day of July 2021, Officers with the Franklinton Police Department responded to 317 12th Ave in reference to shots being fired. Upon arrival, officers located several rifle casings and bullet holes in a residence.  Detectives were able to quickly obtain video surveillance from the incident and subsequently establish a vehicle description. Further review of the video surveillance shows an exchange of rifle fire from the occupants of the vehicle and an individual residing on 12th Avenue. No injuries were sustained during the gunfight.

A short time later, several 911 calls were received from the same area in reference to another shooting. Officers arrived and located a male suffering from a gunshot to the head.  The subject was transported to the hospital by Northshore EMS. Over the course of the investigation, detectives obtained actionable intelligence to identify a suspect in the shooting.  The victim was released from the hospital however he refused to cooperate with the investigation. Detectives are continuing the investigation and arrests are forthcoming.

On the 12th day of July 2021, Patrol Officers and Detectives observed the suspect vehicle from the first shooting at a local gas station. A traffic stop was conducted on the vehicle and three subjects were detained for questioning. Inside the vehicle, officers located a rifle consistent with evidence found at the shooting. Upon further investigation, all three subjects were found to be involved. Corroborating statements from the suspects concluded the actual shooter was currently being held in the Florida Parish Detention Center on an unrelated charge. A warrant was issued for his arrest and he was arrested on 07/13/2021 inside the detention center. Additional arrests are forthcoming.

Chief Justin Brown – “Unfortunately, we live in a society where the value of human life is deemed insignificant by some.  We have unsupervised juveniles carrying rifles and pistols, shooting at each other on our streets, selling drugs and no one seems to see anything. We first have to want better for our communities, then demand better from those around us to make a change. We all know where the problem lies and that problem starts at home.  Yes, it is often said it takes a village to raise a child but the village can’t or won’t do their part until the parents of these juveniles and young people step up and start parenting. I’ve told parents many times, you can love your children to death and by holding them up for wrongdoing, you’re doing exactly that; tragically, the rest of society must also face the consequences of your inaction.”

Starting immediately, the Franklinton Police Department will increase proactivity in enforcing town and state laws regarding curfew. Juveniles found to be in violation of the curfew laws will be detained and both child and parent will be issued a citation to appear in court.”

Parish Library Gets $47,064 to Close “Digital Divide”

The Washington Parish Library has received $47,064 through the American Rescue Plan Act (ARPA), the Institute for Museum and Library Services (IMLS) who awarded $3,012,150 to the State Library of Louisiana. This legislation and grant provide a source of one-time funding to close the “digital divide” between rural residents and those in areas that have traditional, wired service.

Library Director Allison Barron said, “The intent behind the program is to put the internet where it is not present” in select areas of the parish. A further goal is to get devices in the hands of learners and internet users in their own communities. Likely candidate areas for partnerships for hosting a hotspot for public use include Mount Hermon, Clifton, Pine, Varnado, Hackley and Angie, with other sites considered. 

In the last year, the Washington Parish Library has circulated hotspots and has recently expanded its wireless range. Mrs. Etta Magee, Assistant Director and Network Administrator for the library, has expanded the wireless printing capability in the library. Library users now are only required, if they use Apple, to turn on Wi-Fi and select the printer to print. Android users need to have the HP Print App. The library has allowed for checkout laptops in the past under the BTOP grant in the past, but this time, hotspots will be available to allow access the Internet.

“Public libraries are essential to the well-being of our entire state and provide critical access points for Louisianans to obtain the information and services that they need to thrive and succeed. This has never been more true than during the current pandemic which has exposed the vulnerability of many of our citizens and their lack of internet access, as well as the degree to which they rely upon in-person and online assistance and access to life changing information provided by their public libraries,“ said State Librarian Rebecca Hamilton. “This funding will provide additional relief to our parish public libraries, who have reached far beyond the walls of their libraries, deep into their communities to ensure that they have what they need the most right now--access to information, technology, and broadband.”

Road Closure on LA 16 in Amite at Railroad Tracks

There will be a roadway closure on LA 16 in Amite at the railroad tracks beginning at 6:00 AM, on Tuesday, July 20, 2021, through 7:00 PM, Wednesday, July 21, 2021, for railroad crossing and asphalt related work.

Motorists may use the following detour to avoid the road closure:

. . . Motorists traveling LA 16 east may take US 51 north to LA 10, then east to LA 1054, then south to re-intersect LA 16.

. . . Motorists traveling LA 16 west may take LA 1054 north to LA 10, then west to US 51, then south to re-intersect LA 16.

Franklinton Man Arrested Near Bogalusa on Drugs Charges / Stolen Gun from State of Alaska

On Monday (July 12, 2021), a Washington Parish Sheriff’s Office patrol Sergeant was working on Mt. Pleasant Road south of Bogalusa when he observed an eastbound speeding vehicle. He stopped the vehicle and immediately noticed the distinct odor of marijuana.

The female driver denied smoking marijuana but her male passenger confessed he had recently done so. The driver granted permission for the deputy to search her vehicle and he found the passenger to be in possession of numerous Suboxone strips which were concealed in a cigarette pack. Also discovered in the passenger’s possession were a set of scales commonly used to weigh illegal narcotics and a pistol which was determined to be stolen from the state of Alaska.

The passenger, Abram Levell Major, age 50 and a resident of Peach Court in Franklinton, was arrested and transported to the Washington Parish Jail. Major was booked on charges of possession of illegal drugs, possession of drug paraphernalia, possession of a controlled dangerous substance with a firearm present, possession of a stolen firearm and being a convicted felon in possession of a firearm.

Abram, a convicted felon, has previous arrests in Washington Parish since 2015 that include parole violations (2), possession with intent to distribute schedule one narcotics, possession of schedule two narcotics, introduction of contraband, possession with intent to distribute heroin and other illegal drugs, possession of drug paraphernalia, being a fugitive and traffic offenses. 

“Mr. Abram seems to like the Washington Parish Jail,” stated Sheriff Randy Seal. “He certainly has been here often enough. This was a good traffic stop resulting in the seizure of illegal drugs and the recovery of a stolen pistol.”

Parish Government Audit Report is Focus of Council Meeting

Michelle Treschwig with the CPA firm of Kushner LaGraize, LLC presented the 2020 Audit Report to the Washington Parish Council at their meeting Monday (July 12, 2021) evening (see the video beginning at 1:35). The report resulted in a “clear” or “unmodified opinion”, the best! 

Highlights of the report include

• the Parish's net position increased by $3.7 million
• the Parish's General Fund has improved from a 2012 balance of $92 to a balance of $1,8 million at the end of 2020
• the Parish's debt has turned around from a debt in 2012 of $7.2 million to the Parish being debt-free today

Parish Librarian Al Barron provided a report regarding the Summer Reading program and funding received to expand wi-fi to areas of the parish where wi-fi is lacking.

The Council approved a resolution to submit to the federal Off-System Bridge Replacement Program priority list for 2021-2013 and heard a report from Parish President Richard Thomas and his staff (see video beginning at 14:25)

Sheriff Seal Supports Constitutional Carry

"As the Sheriff of Washington Parish, I stand in support of Constitutional Carry which will enable Louisiana citizens to carry a firearm without having to obtain a permit. This is a Second Amendment issue which guarantees specific rights for self-protection.

Currently, Louisiana requires extensive training in firearm proficiency and a burdensome bureaucratic process before allowing any citizen to obtain a permit to carry a firearm. While I would like to see all citizens professionally trained in the use of a firearm, this should not determine whether or not a law-abiding Louisiana resident has the right to carry and defend self, family and others. The United States Constitution already provides for that and the state should not abridge that right with an onerous process that exceeds what is guaranteed by that greatly revered and honored document.

Some argue that the level of gun violence in our society demands that strict permitting processes be in place. I disagree with such flawed reasoning. Yes, there is gun violence, but those who are shooting others, robbing honest citizens and involved in other criminal acts, are those who already obtain weapons illegally and will continue to do so regardless of any bureaucratic permitting process. It is only honest, law-abiding citizens who obtain permits and those are the very ones who should be able to carry a weapon for protection against criminals.

Law enforcement officers must assume all persons are armed when anyone is encountered, either through something as simple as a traffic stop or as complex as a criminal investigation. The current permitting process does nothing to make a deputy’s job easier and Constitutional Carry will do nothing to make a deputy’s job more difficult. Be assured, criminals do not go through the permit process and the overturn of Governor Edwards’ veto of Constitutional Carry legislation will provide no aid to the lawless who will continue to obtain weapons through surreptitious means and who totally ignore the current permitting process.

Law-abiding Louisiana citizens should not have to obtain permission from the government to carry a firearm. As your Sheriff, I fully support our Second Amendment which grants each citizen the right to keep and bear arms without state government interference. I call on the Louisiana legislature to overturn our Governor’s veto of this very important legislation and to honor law-abiding citizens by allowing Constitutional Carry."

Arrest Made in St. Tammany Cattle Theft Complaint

Last Thursday (July 8, 2021), the Louisiana Department of Agriculture and Forestry reported that the Special Rangers with the Texas and Southwestern Cattle Raisers Association (TSCRA) arrested Justin G. Thompson on behalf of the LDAF Livestock Brand Commission which had a warrant out for his arrest. 

Thompson, age 42 and of Hineston, La., was booked into the Wood County Texas Jail in Quitman, Texas. Thompson is charged with five counts of theft over $25,000 and one count of theft over $5,000.  Thompson waived extradition proceedings and was transferred into the St. Tammany Parish Jail on July 9, 2021.

In March 2019, investigators with the LDAF Brand Commission received a complaint from a St. Tammany Parish livestock dealer. Following a joint investigation by the Brand Commission and the TSCRA, it was determined that Thompson allegedly created fraudulent invoices and diverted payments regarding the purchasing and selling of livestock belonging to the complainant.

LDAF Commissioner Mike Strain, D.V.M., said, “This is the third time our investigators have arrested Mr. Thompson on similar charges. Our investigators will continue to pursue complaints and hold wrongdoers accountable.”

Marion County Sheriff's Office Investigating Two Shootings

The Marion County MS. Sheriff's Office reports today (July 12, 2021) that they are investigating two separate shootings with one of the shootings resulting in the death of a Columbia, MS man.

On July 9, 2021, at 9:48 PM, the Marion County Sheriff’s Office was dispatched to a reported shooting at 1415 Gates Rd., Columbia, MS. Information received was that a male had been shot at the residence. Units from the Sheriff’s Office arrived and rendered medical assistance to the male, who was identified as Tommy Daquan Burton (24) of Columbia. Burton was transported to Marion General Hospital where he was pronounced deceased. Marion County Sheriff’s Office Investigators responded and began to investigate the incident. Investigators identified Jeremy Devonta Cagins (28) of Columbia, as a person of interest in the shooting. Cagins turned himself in to the Sheriff’s Office on July 10, 2021. After interviewing Cagins, he is initially charged with second-degree murder in the incident, however the investigation is ongoing. Marion County investigators are asking for anyone who was present at the residence during the incident to contact the Sheriff’s Office with their information.

In a separate incident, on July 10, 2021, at 5:58 PM, the Marion County Sheriff’s Office was dispatched to a reported shooting at 36 Brumfield Cut Off, Foxworth, Mississippi. Deputies arrived and found Aaron Bedwell (28) of Foxworth, with an apparent gunshot wound to the leg. Bedwell was transported to a local hospital for treatment. Marion County Sheriffs Office Investigators began to investigate the incident and determined the incident to be domestic related. Investigators charged Hannah Skylor Dours (23) of Foxworth, with aggravated assault for shooting Bedwell. The investigation is ongoing.

Folsom Woman Booked in Yesterday's Hit & Run

Troopers with Louisiana State Police Troop L have arrested 33-year-old Erica Needham of Folsom on the charges of Hit and Run (Felony), Failure to Yield – Turning Left at Intersection, and Tires Extending Past Fenders. 

Shortly before 01:00 AM on July 11, 2021, Troopers from Louisiana State Police Troop L began investigating a hit and run crash that occurred on US 190 at the intersection of LA 445 in Tangipahoa Parish. The crash resulted in a total of four injuries. One adult passenger received moderate injuries. The adult driver, as well as the child and infant passenger, received minor injuries. 

The initial investigation by State Police revealed that the crash occurred as the victim’s vehicle was traveling eastbound on US 190. At the same time, an unidentified vehicle (later determined to be the vehicle driven by Erica Needham) was traveling westbound on US 190. The unidentified vehicle then attempted to make a left turn onto LA 445 and struck the left side of the victim’s vehicle. After striking the victim’s vehicle, the suspect (later determined to be Erica Needham) briefly stopped before fleeing the scene. 

Based off of witness statements, Troopers had stated they believed the unidentified vehicle may be a red, newer model Jeep Wrangler with after-market rims that extend out of the wheel well, that the suspect vehicle may have damage to the front end, and that the suspect described as a white female possibly in her 30s or 40s with brown or blonde hair.

The Louisiana State Police would like to give thanks to the public for your assistance with this matter. This was a great example of the power of social media and the everyday relationship between law enforcement and the public. A positive relationship between law enforcement and the public is critical to maintaining public safety and effective policing.

LDWF Agents Arrest Slidell Man in Boating Fatality

Yesterday (July 9, 2021), Louisiana Department of Wildlife and Fisheries (LDWF) advised that enforcement agents arrested a Slidell man for his alleged role as the operator in a fatal boating incident that took place on March 6, 2021 in St. Tammany Parish.

Agents arrested 24 year-old Collin Alexander on July 6, 2021 for vehicular homicide, vehicular negligent injury, and operating a vessel while intoxicated. Alexander was allegedly operating a 24-foot vessel with four other passengers on board when they collided with the Norfolk Southern Railroad Bridge in the middle of Lake Pontchartrain around 6:40 p.m. on March 6, 2021. Rod Willhoft, age 33 and of Arabi, was ejected from the vessel and entered the water without resurfacing.  His body was recovered on March 7, 2021. The three other occupants were not ejected from the vessel but sustained serious injuries.

After their investigation, LDWF agents determined that Alexander was the operator and impaired at the time of the fatal boating incident.  He was booked into the St. Tammany Parish Jail. Charges were filed and delivered to the office of District Attorney, Warren Montgomery, 22nd Judicial District Attorney for prosecution.

Vehicular homicide brings a $2,000 to $15,000 fine and five to 30 years in jail.  Vehicular negligent injury brings up to a $1,000 fine and six months in jail.  Operating a vessel while intoxicated carries a $300 to $1,000 fine and up to six months in jail.

Movie Production Prompts DOTD Advisory for LA 16

LA DOTD advises that LA 16 will have intermittent road closures with 3 to 5 minute durations between Duncan Ave. and LA 1054 in Amite beginning Thursday, July 15, 2021 through Friday, July 16, 2021, between the hours of 9 AM to 9 PM for movie production. Amite City Police will be on site to monitor and release traffic ques, if or when necessary.

LA 16 Eastbound motorists can avoid the temporary road closure by taking US 51 north to LA 10, then east to LA 1054, then south to re-intersect LA 16.

LA 16 Westbound motorists can avoid the temporary road closure by taking LA 1054 north to LA 10, then west to US 51, then south to re-intersect LA 16.

Amite Woman Faces 20 Years for Witness Tampering

United States Attorney Duane A. Evans announced that Shawanda Dove, age 51 and of Amite, pleaded guilty on July 7, 2021 to use of an interstate facility with intent to carry on unlawful activity and tampering with a witness. According to the superseding bill of information, Dove used a cell phone to carry out a bribery scheme. 

Specifically, Dove paid a Tangipahoa Parish Sheriff’s Office, Criminal Records Division Supervisor in exchange for fraudulent bonds used for the release of incarcerated persons.  Additionally, in an related matter, Dove made multiple threats to a witness cooperating in the federal prosecution of Dove’s son, Aaron Nakeenen Womack. 

As to the bribery scheme, Dove faces maximum penalties of five (5) years incarceration, a $250,000 fine, a three (3) year term of supervised release, and a mandatory special assessment of $100.00.  Additionally, Dove faces maximum penalties of twenty (20) years imprisonment and/or a fine of $250,000, three (3) years of supervised release, and a $100 special assessment for the witness tampering charge.  Dove’s sentencing is scheduled on October 6, 2021.

Kentwood Man Gets Ten Years for Possession of Child Pornography

United States Attorney Duane A. Evans announced that Randolph Ard, age 65 and of Kentwood, was sentenced yesterday (July 8, 2021) for Possession of Child Pornography. 

According to documents filed in federal court, on November 22, 2017, law enforcement officers with the Louisiana Bureau of Investigation arrested Ard at his Kentwood home after finding that Ard was in possession of several items, including a laptop computer and thumb drive that contained images depicting the sexual victimization of prepubescent children. 

Court records also revealed that Ard was previously convicted in Tangipahoa Parish Criminal District Court for pornography involving juveniles and indecent behavior with juveniles on March 6, 2013. Ard was on state parole supervision at the time of his arrest.

U.S. District Judge Eldon E. Fallon sentenced ARD to 120 months imprisonment, followed by five (5) years of supervised release, sex offender registration, and a $100 special assessment.

WPSO Arrests Sex Offender Fugitive From Kentwood

On Tuesday (July 6, 2021), detectives with the Washington Parish Sheriff’s Office Drug Task Force were working in the Richardson area on the western side of the parish when they encountered Tyriun Okeef Carter, age 45 and a resident of Kentwood. Carter was identified as a fugitive from Tangipahoa Parish who was wanted for failure to register as a sex offender.

Carter was arrested and transported to the Washington parish Jail where he will remain until transported to Tangipahoa Parish to face charges there.

“State law is specific,” stated Sheriff Randy Seal. “Convicted sex offenders must register and must meet specific reporting requirements. When they fail to do so, a warrant is issued for their arrest. We are always glad to assist another jurisdiction and arrest their fugitive if located in Washington Parish.”

First Jane Doe Booked Into the Washington Parish Jail

On July 2, 2021, a Washington Parish Sheriff’s Office patrol deputy was dispatched to Highway 21 north of Bogalusa in reference to a female creating a disturbance. Once the officer encountered the female, she resisted arrest before being restrained. When the officer asked for her name and identification, she provided a false name. Later, while being booked into jail, she again resisted officers and had to be physically restrained.

Since she refused to give her name and other identifying information, she was booked into the jail under the alias Jane Doe. Once she was fingerprinted and her fingerprints were submitted to the criminal justice database, her true identity was revealed. Her actual name is Nicole Ann Currie, age 33 and a resident of Livingston Parish.

Currie was booked into the Washington Parish Jail charged with criminal trespass, possession of illegal drugs and three counts of resisting an officer. She has no previous arrest record in Washington Parish.

“This was a strange situation,” stated Sheriff Randy Seal. “Her refusal to identify herself certainly did not keep her from going to jail. Little did she know her fingerprints would quickly identify her once they were submitted to the criminal justice database. Most likely, she had a previous arrest somewhere else. I am glad the identity issue was resolved. Although such a situation is unusual, it is not unheard of. The Washington Parish Jail has not had a previous Jane Doe inmate but has had John Doe inmates on three previous occasions, one in 2008 and two in 2019.”
