Bogalusa Man Gets Life in Prison as a Habitual Offender
District Attorney Warren Montgomery reports that DeMarquiez Harris, age 26 and of Bogalusa, was sentenced Tuesday (May 11, 2022) by District Judge Scott Gardner to life in prison without the benefit of probation, parole, and suspension of sentence for aggravated obstruction of highway and aggravated flight from an officer. A jury found him guilty on March 25, 2022.
The defendant was adjudicated as a habitual offender. He had multiple prior convictions in Washington Parish including aggravated battery, battery of a correctional officer, battery of a police officer, and possession with intent to distribute marijuana. Recently (March 7, 2022), Harris was sentenced to almost 22 years (262 months) in federal prison on conspiracy to distribute methamphetamine, cocaine, and marijuana. In addition, he has outstanding warrants for forcible rape out of Washington Parish and Engaging in Organized Crime (deadly conduct) out of Texas.
On April 9, 2017 at 10:13 PM, Causeway Bridge police observed a vehicle traveling at a high rate of speed. The radar indicated that the vehicle was traveling at 117 mph. A traffic stop was attempted, but the vehicle refused to stop, continuing to travel at a high rate of speed while weaving on the bridge. While pursuing the vehicle, officers observed an object being thrown from the vehicle which was later discovered to be a stolen firearm. The officers conducted a rolling road block as the vehicle neared the end of the bridge in Mandeville. The defendant and his three passengers were ultimately taken into custody.
Following the defendant’s apprehension, he failed to appear for trial in October of 2017. He was not re-arrested until October of 2020 when he was involved in another high-speed chase involving Louisiana State Police in which the defendant reached speeds of 125 miles per hour. He is due to be arraigned on charges stemming from that arrest the week of May 15, 2022.
During the trial in March of this year, the defense argued that the State could not prove the defendant was the driver of the vehicle; however, dash camera video and a recorded admission by the defendant proved that he was. Following the trial, Harris was booked on a new charge of having contraband in the parish jail.
This case was prosecuted by Assistant District Attorneys Elizabeth Authement and Blake Peters. D.A. Montgomery would like to thank the the jury and the Causeway Police Department for the quick thinking and bravery of its officers on that night, as well as the Louisiana State Police for their assistance.

Another Big Drug Bust on I-12 in St. Tammany
The St. Tammany Parish Sheriff’s Office has arrested a man after he was found transporting a large cache of illegal narcotics through the parish. Shortly after 9 p.m. Monday (May 9, 2022). a deputy with the STPSO Highway Enforcement Unit conducted a traffic stop on a Subaru Legacy which was traveling eastbound Interstate 12.
The driver and sole occupant of the vehicle, 33 year-old Guillermo Zepeda, reportedly admitted to possessing a THC vape pen within the vehicle. The deputy also observed an open package of pills, which was later determined to include a tablet of Diazepam (Valium), in plain view on the center console.
A search of the vehicle uncovered 16 pounds of suspected methamphetamine, approximately 9.18 ounces of suspected Alprazolam (Xanax) tablets, and drug paraphernalia. In addition, Zepeda had discarded a small bag containing approximately 2.9 grams of suspected methamphetamine into the grassy area along the interstate while deputies were searching his vehicle.
He was arrested and will be booked into the St. Tammany Parish Jail on the charges of Speeding, Following Too Close, Improper Lane Use, Driving Without a License, Possession with Intent to Distribute a Schedule II Controlled Dangerous Substance (Methamphetamine), Possession with Intent to Distribute a Schedule IV Controlled Dangerous Substance (Alprazolam), Possession of a Schedule IV Controlled Dangerous Substance (Diazepam), Possession of Drug Paraphernalia and Obstruction of Justice.
Zepeda is believed to have been traveling through St. Tammany on his way from Arizona to Florida.
Crimestoppers and STPSO Seeks Information in Homicide of Kawon Moore
The St. Tammany Parish Sheriff's Office Major Crimes Unit is actively investigating the homicide of Kawon Moore, which occurred in the afternoon hours on May 2, 2022, on Pansy Street in the Abita Nursery Subdivision. STPSO deputies were dispatched in reference to gunshots being heard and located the body with what appeared to be gunshot wounds, inside a vehicle on Pansy Street.

Pastor and Headmaster of Christian School Arrested Again
Monday (May 9, 2022) afternoon, Slidell Police arrested 60 year-old Lacombe resident John Raymond, the Pastor and Headmaster of Lakeside Christian Academy.
Raymond was charged with one count of Cruelty to a Juvenile, after an additional victim and witnesses came forward, following the announcement of Raymond’s first arrest on April 7, 2022. The April 7th arrest was for three (3) counts of Cruelty to Juveniles, after three students alleged that Raymond used a roll of packing tape and taped the students’ mouths shut by wrapping the tape around their heads. SPD reports that, after Raymond’s initial arrest, several witnesses (some former teachers, faculty, and parents associated with Lakeside Christian Academy), came forward to report additional incidents of juvenile cruelty, some dating back as far as 2017.
According to SPD, one incident involved a Pre-K student, who would occasionally have “tantrums”. During the tantrums, the 4-year-old boy would sit on the ground and kick and scream. Due to the boy crying and screaming, Raymond allegedly placed his hand over the boy’s nose and mouth (preventing him from breathing) to the point of him going “limp”. A staff member told Raymond to stop, and then observed the boy “out of it and lethargic”, “unable to stand”, and saw “mucous” come out of the boy’s nose, as he attempted to breath. In another incident, the same boy was allegedly “dragged by his ankles” across a floor, after he refused to leave with Raymond. In another incident, Raymond allegedly held the boy upside down by his ankles and repeatedly “whipped him on the buttocks”.
Detectives reviewed the new allegations and presented their findings in a warrant, which was signed by a 22nd judicial district judge.
Slidell Police has advised that the investigation involving Raymond is on-going, as detectives are interviewing additional witnesses linked to other allegations against Raymond.
Two Girls Abducted in Mandeville Found Safe
An Amber Alert was issued by Louisiana State Police Monday (May 9, 2022) evening on behalf of the Mandeville Police Department for 2-month-old Amaya Hernandez and 9-year-old Eileen De Leon Ramos. The two girls were reportedly abducted around 4:00 PM by 25 year-old Sergio “David” Hernandez, who is also a suspect and wanted for questioning for a domestic violence incident that occurred at the time of the abduction.
Late Monday night, the children were located safe in Crystal Springs, Mississippi and the Amber Alert was cancelled. Hernandez, who was believed to be armed and dangerous, was taken into custody.

Covington Police Catch Man Accused of Shooting at Woman & 3 Children
On Sunday, May 8, 2022, at approximately 5 PM, The Covington Police Department responded to numerous calls of gunshots in the area of North Briggs Street and East 34th Avenue. Several witnesses advised that, after a verbal altercation, Jamaine Grindle (age 31 and of Baton Rouge) fired several shots toward a fleeing vehicle. It was learned the vehicle was occupied by a female and three juveniles under the age of 5. Grindle then fled the area on foot as officers were arriving.
CPD officers quickly set a perimeter in the area and located Grindle in the back of a box truck. Grindle was taken into custody and charged with Attempted Manslaughter (4 Counts), Aggravated Criminal Damage to Property, Illegal Use of Weapons, Illegal Carrying of Weapons, Possession of a Firearm by a Felon, and Obstruction of Justice.
Additional charges may be added after further investigation.

22 Year-Old Slidell Man Dies When Motorcycle Crashes Into a House
Slidell Police are investigating a fatal motorcycle accident that occurred Thursday (May 5, 2022) evening. SPD officers responded shortly after 10:00 PM to the area of Olive Drive and Peachtree Street where a motorcycle had crashed into a house. Officers located the driver of the motorcycle, 22-year-old, Kolby Warren of Slidell unresponsive. All life-saving measured were attempted, but unfortunately, Warren passed away as a result of his injuries.
The preliminary investigation suggests that Warren was traveling at a high rate of speed on Olive Drive and lost control of his 2007 Suzuki Hayabusa motorcycle. The motorcycle came to rest after striking a home near the intersection of Olive Drive and Peachtree Street. Impairment is suspected to be a contributing factor, and toxicology results are pending.
No other injuries occurred as a result of the crash. The investigation is still on-going.

Driver Killed in Tangipahoa Parish Crash
This morning (May 5, 2022), shortly after 7:00 a.m., Troopers from Louisiana State Police Troop L began investigating a two-vehicle fatal crash on LA Hwy 445 near Chappepeela Road in Tangipahoa Parish. The crash claimed the life of 54-year-old Darron Brown of Madisonville.
The initial investigation revealed the crash occurred as Brown was southbound on LA Hwy 445 in a 1999 Toyota Camry. At the same time, a 2021 Western Star tractor-trailer was northbound on LA Hwy 445. For reasons still under investigation, the Toyota crossed the centerline and impacted the front of the Western Star in the northbound lane.
Despite Brown being restrained at the time of the crash, he sustained fatal injuries. He was pronounced deceased on the scene. The front right seat passenger of the Toyota was also restrained and sustained moderate injuries. The passenger was transported to a local hospital. The driver of the Western Star was restrained and was uninjured. As part of the ongoing investigation, toxicology samples were obtained from both drivers for analysis. This crash remains under investigation.

Troopers Seize Over $5.5 Million Worth of Cocaine on I-12
Monday (May 2, 2022) morning, shortly after 6:20 a.m., Troopers from Louisiana State Police made a traffic stop on a 2005 Peterbilt 387 eastbound on Interstate-12 in St. Tammany Parish. During the course of the traffic stop, Troopers became suspicious of criminal activity and requested consent to search the vehicle. After consent to search was granted, Troopers were able to locate and seize 55 kilograms of suspected cocaine.
The street value of this amount of cocaine is estimated at $5.5 million. After discovering the illegal narcotics, Troopers arrested 32-year-old Melvin Contreras (Mount Vernon, New York) and 40-year-old Pedro Sarante (New York, New York) for drug related charges. Troopers followed up with federal partners at the Department of Homeland Security and the case has been referred to federal authorities. Both Contreras and Sarante were booked into the St. Tammany Parish Jail.

WPSO Deputy Cameron Bullen Honored by Sheriff Seal
On Tuesday (May 3, 2022), Washington Parish Sheriff Randy Seal honored Corrections Deputy Cameron Bullen as the Corrections Deputy of the Quarter for January through March, 2022. Deputy Bullen was selected due to the diligent and professional manner in which he carries out his duty supervising inmates.
“Cameron is a fine young man and does an outstanding job in the jail,” stated Sheriff Randy Seal. “We are so pleased with his attentiveness to duty and his willingness to tackle whatever task is assigned to him. He can have a good future with our office and I hope he will be with us for a long time.”
WPSO Deputies Work Wreck / Drugs Found Concealed EVERYWHERE
Tuesday (May 3, 2022) morning, Washington Parish Sheriff’s Office deputies responded to a report of a vehicle which had left the roadway on Highway 10 west of Bogalusa and was now disabled in the woods. Arriving on the scene, deputies discovered the driver of the vehicle, Isaac G. Sabatier, age 38 and a resident of Music Street in New Orleans. Northshore EMS was on the scene and offered a medical assessment to Sabatier who refused medical assistance.
During the investigation of the wreck, deputies discovered a quantity of illegal drugs in Sabatier’s possession. Sabatier, who had a suspended driver’s license, no license tag, no insurance and no vehicle registration, was found to be in possession of marijuana, powder cocaine and crack cocaine. A back pack belonging to Sabatier was searched and yielded a set of scales, plastic baggies and $303 in cash.
Sabatier was taken into custody, at which time deputies noticed he seemed to have something in his mouth. He was forced to spit out the items in his mouth which consisted of twelve baggies, five of which contained heroin and seven of which contained cocaine. At that time, Sabatier stated he had swallowed some of the narcotics, so he was transported to Our Lady of the Angels Hospital for medical assessment. While at the hospital, additional marijuana was discovered in a plastic tube which was concealed in Sabatier’s rectum.
After being cleared at the hospital, Sabatier was transported to the Washington Parish Jail and booked on charges of three counts of possession with intent to distribute illegal drugs, possession of marijuana, possession of drug paraphernalia, obstruction of justice by evidence tampering, reckless operation of a motor vehicle, no proof of registration and driving while under suspension.
“It is not unusual for drugs to enter Washington Parish from the New Orleans area,” stated Sheriff Randy Seal. “This time didn’t work out for you, Mr. Sabatier. Welcome to the Washington Parish Jail and I hope you enjoyed your encounter with our diligent deputies.”
D. A. Montgomery Goes to Court to Force Funding
District Attorney Warren Montgomery has filed suit in the 22nd Judicial District to compel full funding by the St. Tammany Parish Government of the District Attorney's 2022 budget in the amount of $8,762,826.51. Montgomery contends that St. Tammany Parish Government is mandated by law to fully fund his requested budget, that matter as “urgent”, that the facts in the case are undisputed, and that failure to receive the funding will make it impossible for the District Attorney's office to function.
Following the failure of St. Tammany Government to fully fund the District Attorney's 2022 budget in 2021, Montgomery asked St. Tammany voters on April 30, 2022 to approve a sales tax of less than 1/7 of a cent to make up for the “defunding by St. Tammany Parish Government”. That ballot item was defeated with 54% voting NO and 46% voting YES. Voter turnout was only 8.6%.
The action is in the form of a Petition for Writ of Mandamus and named as defendants are St. Tammany Parish President Michael B. Cooper and members of the St. Tammany Parish Council in their official capacities. The matter is apparently assigned to Division “H” Judge Alan A. Zaunbrecher.
The District Attorney's office receives funding from both St. Tammany and Washington parishes. However, Montgomery has said that Washington Parish passed a .33% cent sales tax in 2013 to fund the expenses of the District Attorney's Office.
