Acting U.S. Attorney Duane A. Evans announced that ROJONAH HARRIS (35) of Hammond, pled guilty June 15, 2017 to aiding and abetting in the preparation of false tax returns.
HARRIS was dba Harris Finance and Tax Service and regularly claimed false deductions and claimed false federal tax withholdings for her clients to generate unnecessarily large refunds to which they were not entitled. She charged substantial tax preparation fees, earning not less than $582,090 in return preparation fees for preparing tax returns for tax years 2011 through 2013.
In total, between tax years 2011 and 2014, HARRIS's activities resulted in inappropriate and unnecessary refunds of not less than approximately $1,115,578. As part of her plea, HARRIS acknowledged a loss to the IRS of not less than $1,115,578, and agreed to repay at least that amount in restitution.
HARRIS faces a maximum term of imprisonment of not more than three years followed by up to one year of supervised release, and a $100,000 fine. U.S. District Judge Lance M. Africk set sentencing for September 21, 2017.

Sheriff Seeks Identify of Armed Robber of Produce Stand
On June 11, the Washington Parish Sheriff’s Office received a report of an armed robbery at a produce stand on Highway 438 in the Thomas community. The victim reported that a male subject pulled up to the business, picked up produce items and set them on a scale. He then returned to his vehicle to get his wallet.
When the subject returned to the produce stand, he produced a hand gun, and forced the victim to hand over the money and lie on the ground. The robber then left the area traveling west bound.
The suspect is a male with dreadlocks and a ponytail. He was driving a newer model white Nissan with a Mississippi license plate. A female passenger was in the car.
Any person who has information about this robbery is asked to contact Washington Parish Sheriff’s Office detective Raymond Myers at (985) 839-3434.
Sheriff Randy Seal said, “Once again, we call on area citizens to help us identify a criminal. We need to locate and arrest this man. If you have any information, please call and let us know. It is not necessary that you identify yourself.”

Slidell Man Arrested for Washington Parish Burglary
Idi Amin Muhammad (46), a resident of Javery Road in Slidell, spent one night in the Washington Parish Jail before being released after posting a $3,500 bond.Muhammad’s June 9, 2017 arrest was the result of a burglary committed earlier in the year on Highway 21 south of Bogalusa. Several items of heavy duty cooking equipment were stolen. WPSO identified Muhammad as the suspect in the crime and with assistance from the STPSO, Muhammad was arrested.
During the booking procedure at the St. Tammany Parish Jail, Muhammad resisted and destroyed items in the booking office where he was being processed. He will face more charges in St. Tammany Parish as a result of his actions. After being booked into the jail, he was transported to the Washington Parish Jail by Washington Parish officials where he is charged with burglary.

Texas Man Jailed for Sex Offenses in Washington Parish
Gary Wayne Mayfield (63), a resident of Rusk, Texas, is in the Washington Parish Jail charged with two counts of aggravated rape and one count of indecent behavior with juveniles. The crimes were committed several years ago against two juveniles in Washington Parish and were only revealed recently.
Mayfield, a former resident of Washington Parish, had relocated to Rusk, Texas. Detectives obtained a warrant for Mayfield’s arrest on February of 2017, he was arrested in Texas, and returned to Washington parish on June 11, 2017 after unsuccessfully fighting extradition.
Additional information will not be released in order to protect the identity of Mayfield’s victims.

Tangi Man With a Record Arrested for WP Burglary
Washington Parish Sheriff's Office detectives have determined that Kacey Lee Lanier (28) of Amite was traveling with a motorist in Washington Parish when he got into an argument with the driver who dropped him off on Highway 62 in the Pine community. Lanier then made his way to a residence that was under renovation, burglarized the residence, and called for an unidentified person from Tangipahoa Parish to pick him up. He was noticed by several citizens who gave a good description. When his ride arrived, Lanier loaded the stolen items, that included a utility trailer and Kubota tractor.
Lanier was arrested and returned to Washington Parish on June 9th but released on June 11 after posting a $3,500 bond. The investigation into the burglary continues and Sheriff Randy Seal asks that any person who has knowledge of the location of the stolen tractor and trailer to please contact Detective Lieutenant Tom Anderson at (985) 661-2024.
According to an October 2016 article posted on Baton Rouge’s WBRZ website, Lanier was arrested by the TPSO in 2016 for obstruction of justice after he allegedly helped a murder suspect by allowing him into his home, helping him hide the gun used in the murder, driving the murder suspect to another area where the murder suspect stole a truck, and helping the murder suspect obtain another gun later used in a drive-by shooting. Details concerning Lanier’s incarceration and release in Tangipahoa Parish are not known at this time.
“There is more to this entire matter than meets the eye,” stated Sheriff Randy Seal. “Our detective division will continue to work on this case and will see it through to the end.”

A federal judge has ruled that Kacie Breen, who fatally shot her physician husband in a 2015 case that riveted St. Tammany Parish, is entitled to money from her deceased husband's life insurance policy.
U.S. District Judge Kurt Engelhardt on Friday (June 9) ruled that Dr. Wayne Breen's five adult children from a previous marriage had failed during a two-day trial in March to prove that Kacie Breen intentionally killed Wayne Breen for a financial windfall.
Engelhardt ruled that, after hearing testimony of Wayne Breen's anger, Kacie Breen's use of a handgun to protect herself as her husband physically attacked her "appears reasonable.'' Further, he wrote, there was no evidence to suggest Kacie Breen had a financial motive to kill Wayne Breen, "particularly with a firearm by her own hand to claim life insurance payments or gain a financial windfall.''

Washington Parish Council Hears From Judge Candidate
The Washington Parish Council met in regular session Monday (June 12, 2017) and, in addition to acting on routine matters,
- heard from Reginald J. Laurent, candidate for Judge, Division “H”, 22nd Judicial District Court (beginning 2:10 into video of the meeting),
- heard from resident Phillipp Bedwell with a suggestion regarding the criminal justice budget (beginning 27:30 into video of the meeting),
- heard from resident Donald Long requesting council members attend Fire Protection District meetings (beginning 28:40 into video of the meeting), and
- heard reports from Parish President Richard Thomas and his staff. (beginning 29:30 into video of the meeting). Finance Director Donna Graham reported that the Era-Leader would be the Official Journal and that the 2016 audit was completed and the auditor would report on the results on June 26, 2017. Public Works Director Leo Lucchesi reported on renovation of the upstairs area in the courthouse and provided updates on the DOTD Road Transfer program and the bridge to culvert program. Transportation Manager Donnell Merritt reported on work performed by road crews.

Slidell Teen Killed in Car Crash
A Slidell teenager, Spencer Coe (17) was killed in a single vehicle accident Monday (June 12, 2017) morning on Bayou Paquet Road in Lacombe. St. Tammany Parish Sheriff’s deputies responded to a report of the crash and found Coe's vehicle overturned in the tree line. Coe was pronounced dead at the scene. There were no other occupants in the vehicle. The preliminary investigation indicates that speed was a contributing factor in the crash, but the investigation is still on-going. Coe was wearing his seatbelt.

When it’s a young teenager with the whole world ahead of him, it makes it that much more devastating.” Spencer was a student at Pope John Paul II Catholic High School, and was an upcoming senior from the Class of 2018. “Our thoughts and prayers are with the family and friends of Spencer. Frankie L. Gehringer, Jr.
May 12, 1932 - June 09, 2017
Frankie L. Gehringer, Jr., born in Kentwood on May 12, 1932, slipped the bonds of this Earth on June 9, 2017 and went to be with his Heavenly Father. He was a wonderful husband and a great father and grandfather. He had a busy life. He was an Eagle Scout and a Navy Pilot. He received a Bachelor of Science degree from Southeastern Louisiana University and was a math teacher. He was a rural mail courier, Fire Chief, and served with the Kentwood Volunteer Fire Department for 60 years. He served as President of the Kentwood Lions Club and was a member of First Baptist Church where he was a teacher and deacon. He was also an avid fisherman.
He is survived by his wife of 57 years, Fay Gentry Gehringer; daughter, Jennifer Gehringer; grandchildren, Lauren and Gavin Gehringer; and niece, Nan Gehringer Davis and husband, Rodney, and their children, Kyle and Scott. Preceded in death by son, Frank Gehringer, III; parents, Frank L. Gehringer, Sr. and Estelle Rhymes Gehringer; mother in law, Mildred Gentry Miscar; brother and sister in law, Dr. Gerald and Myrtle Lee Gehringer and his nephew, Ab Thomas (Dooley) Gehringer. Visitation at First Baptist Church, Kentwood, from 6 PM until 9 PM on Monday and from 9 AM until religious services at 11 AM on Tuesday, June 13, 2017. Services conducted by Rev. 2 From Franklinton Among 4 Indicted in St. Tammany
William Thomas Jones, Jr., (44) of Franklinton, the former evidence custodian for the Causeway Police Department, was indicted by a St. Tammany Parish Grand Jury on June 8, 2017. He was indicted for malfeasance in office, theft of items valued at more than $5,000, and two counts of theft of a firearm. According to District Attorney Warren Montgomery, Jones is accused of stealing controlled dangerous substances under his custody between Oct. 4, 2011, and Nov. 28, 2016, taking cash valued at between $5,000 and $25,000 from evidence collected by the department, and taking two firearms (a Smith and Wesson 40-caliber handgun and a Taurus 38-caliber handgun) that were in the department’s custody.
Also indicted were Margaret Camaille Stockstill (32) of Franklinton. Stockstill was arrested by the St. Tammany Parish Sheriff's Office April 29, 2017 for the shooting death of Cody Crouch (27) on April 14, 2017. Crouch was shot with a .22 caliber revolver once in the lower abdomen followed an argument between Couch, Stockstill, and Couch's fiancé in the Folsom community. Although originally charged with Manslaughter, Stockstill was indicted on the charge of second degree murder.

Update on Bogalusa Court 'Debtors' Prison' Case

In a partial settlement on May 23rd, Bogalusa City Court agreed to refund anyone in the past two years forced to pay $50 after asking for extra time to cover their fines and court costs.
The year-old federal lawsuit against Bogalusa Judge Robert Black, however, is far from over.
Nine defendants, represented by the Southern Poverty Law Center, sued the city court and Black in June 2016. They alleged he would demand immediate payment of fines and court costs from defendants found guilty of minor infractions.
The law center is seeking class-action status for its clients as it tries to put an end to the practice "so that other people wouldn't be injured by it," said Sam Brooke, the SPLC's deputy legal director. A hearing on that has been scheduled for June 21.
The lawsuit accused Black of failing to ask defendants whether they can afford to pay a fine -- a requirement imposed by the U.S. Supreme Court -- or offering them alternatives to jail, such as community service or a payment schedule. It also accused the judge of unfair bias because up to a fifth of the court's annual operational budget is covered through fines and fees collected from defendants.
Black said in 2016 that he had suspended both practices -- the collection of fines and fees and requirement of an extension fee -- shortly after the lawsuit was filed.
In a partial settlement on May 23rd, Bogalusa City Court agreed to refund anyone in the past two years forced to pay $50 after asking for extra time to cover their fines and court costs.
The year-old federal lawsuit against Bogalusa Judge Robert Black, however, is far from over.
Nine defendants, represented by the Southern Poverty Law Center, sued the city court and Black in June 2016. They alleged he would demand immediate payment of fines and court costs from defendants found guilty of minor infractions.
The law center is seeking class-action status for its clients as it tries to put an end to the practice "so that other people wouldn't be injured by it," said Sam Brooke, the SPLC's deputy legal director. A hearing on that has been scheduled for June 21.

Bogalusa Resident Killed in Crash on LA 21
At 8:30 AM on Thursday (June 8, 2017), Troopers from Louisiana State Police Troop L investigated a crash on LA 21 north of LA 10 in Washington Parish. The crash has claimed the life of Jacquelyn Nicole Edwards (31) of Bogalusa.
Troopers determined that Edwards, while attempting to make a U-turn on LA 21, pulled onto the right shoulder and when she reentered the highway was hit on the driver side by a Tractor Trailer driven by Carnell Williams Jr. (50) of Prentiss, MS.
Despite being properly restrained, Edwards sustained severe injuries in the crash and was pronounced deceased shortly after arriving at North Oaks Health Systems. Williams was properly restrained at the time of the crash and was uninjured. Impairment is not suspected to have been a contributing factor.

Bogalusa Fugitive Murder Suspect is Back Home
Brandon Lotts (30), of Bogalusa, who was apprehended in Yuba County, California on a warrant for a First Degree Murder that occurred September 29, 2015, has been returned and charged by the Bogalusa Police Department. The murder was of Trevante Toney (21) of Lumberton, MS.
On Thursday (June 8, 2017) was arrested by BPD on the charges of First Degree Murder, Possession or carrying of a weapon by a convicted felon, Illegal use of weapons or dangerous instruments, Obstruction of Justice, Aggravated Criminal Damage to Property, Possession of Heroin with intent to distribute, Possession of Ecstasy with intent to distribute, Possession of Schedule II narcotics with intent to distribute, Possession of Marijuana with intent to distribute, and as a fugitive from East Baton Rouge Parish for Possession or carrying a weapon by a convicted felon.
Lengthy Bogalusa Council Meeting Has Controversy and Positives
The Bogalusa Council Tuesday (June 6, 2017) met and heard Alan Zaunbrecher (candidate for Judge, Division "H", 22nd JDC, Mayor Perrette read a Proclamation recognizing National Garden Week, Mayor Perrette presented a certificate to Glenda Stevenson for 35 years of service in the Bogalusa School System, tabled a Resolution to hire a Civil Service attorney, adopted three resolutions: two related to improvements at the airport and one to declare a radio tower as surplus property, introduced two ordinances: one to amend an ordinance pertaining to the cemeteries and another authorizing the Mayor to enter into an agreement with Project Save Bogalusa (Public Hearings on these two ordinances will be held June 20, 2017), approved three ordinances related to the airport, heard remarks from the Public Relations Director of the Crew of Unity about an event “A Night on the Town” to be held June 10th, heard from Dana Walters who expressed appreciation for support of the “Light Up the City” event held May 13th, and heard remarks from resident Malcolm Moses.
Controversial matters included the Resolution to hire a Civil Service attorney (view the video – part 1 beginning at 9:23). Angelo Pepe, Malcolm Moses, and Marvin Austin spoke in opposition to the Resolution. Mayor Perrette spoke of the need for the specialty attorney and City Attorney Dale Branch refuted Mr. Pepe's comments that the hiring would be a violation of the City's Charter.
Matters related to the airport also received opposition. (View the video – part 1 beginning 36:30). Opponents emphasized the need to address other needs of the City. The fact that improvements cost the City nothing and are 100% paid for by grants did not seem to matter and Councilman McCree voted in opposition to each airport matter.

Bogalusa Councilwoman Kates' Actions Called Into Question
At the Bogalusa Council meeting of June 6, 2017, Mayor Wendy Perrette addressed (beginning at 38:15 of part 2 of video of the meeting) an action taken by Councilwoman Gloria Kates that the Mayor described as not legal or ethical.
The issue revolved around lighting at the Coach Mike Harrington ball field that is adjacent to the Poplas Recreation Center. Kates sent an email on April 21st to the Parks and Recreation Director asking him to sign off on an attached service agreement for Entergy to install LED lighting. While agreeing that security lighting is needed at the ball field, the Mayor related that a review determined that LED lighting was inadequate for ball fields and is, in fact, uninsurable. This information was include in a May 16th staff meeting. Also, Police Chief Kendall Bullen had concerns and asked to discuss his concerns with Councilwoman Kates but she failed to meet with him. On May 24th, Entergy installed the lights on a work order approved by Councilwoman Kates.
Mayor Perrette related that, in addition to the lighting being both inadequate and uninsurable, Kates' action was neither legal or ethical when considering the division of responsibilities between the three branches of government as mandated by the State of Louisiana. Councilwoman Kates is part of the legislative branch and her actions intruded into responsibilities of the executive branch. Mayor Perrette further related that, after asking Kates to meet with her on May 26th regarding the matter, Kates refused to meet except in public and with her private attorney.
Kates described Mayor Perrette's remarks as an attack and as a fabrication (beginning at 1:01 of part 2 of video of the meeting).

Motorcyclist Killed in Head-On Crash Near Hammond
Troopers from Louisiana State Police Troop L responded to a fatal head-on crash early Wednesday (June 7, 2017) morning involving a motorcycle on LA 1249 [Pumpkin Center Rd.] north of LA 22 in Tangipahoa Parish. The crash claimed the life of Jason Paul Spence (37) of Hammond.
Troopers determined that the vehicle driven by Lesley Christine Dutreix (51) of River Ridge crossed the center line of the highway and crashed head-on into Spence's motorcycle. Despite wearing an approved DOT helmet, Spence sustained fatal injuries in the crash. Dutreix was wearing a seat belt and suffered minor injuries.
Dutreix was cited for improper lane usage. At the completion of the fatal crash investigation, Troopers will consult the 21st Judicial District Attorney’s Office in reference to any additional criminal or traffic charges.

Bogalusa Man Arrested on Multiple Drug Charges
On the morning of June 7, 2017, detectives with the Washington Parish Sheriff’s Office Drug Task Force were joined by Louisiana State Police narcotics agents, a Drug Enforcement Agency officer and a Louisiana Probation agent to serve a State Police arrest warrant on Bogalusa resident Jashma Lavar Crumedy (28) He was charged with distribution of Schedule I Drugs, possession with intent to distribute Schedule I drugs, possession of drug paraphernalia, and being a fugitive from another jurisdiction.A search of Crumedy’s vehicle produced a small amount of heroin, a quantity of baggies commonly used to package illegal narcotics for sale, and $193 in cash. Officers then searched Crumedy’s residence and discovered an additional $2,200 concealed in a sock, his profits from conducting illegal drug sales, Crumedy’s only known source of income. He is unemployed.
Officers processed all seized items and displayed them to Sheriff Randy Seal who stated, “This is yet another example of the positive crime fighting results produced by our Drug Task Force as they work closely with officers from state and federal agencies. Any time we can combine agency resources, we expand our ability to combat crime. We will continue to work with other agencies within Louisiana and surrounding states to identify and arrest criminals.”

Cadet Accused of Smuggling Drugs Into RCC

Rayburn Correctional Center near Angie on three occasions recently, authorities said. Caleb Powe (19) of Carriere, Mississippi, who was a probationary employee who had worked at the state prison since January 17, was fired, according to a news release from the Louisiana Department of Corrections.
During questioning, Powe confessed to delivering packages of drugs to the prison three times over the past four weeks, the release said. He said he was paid $400 to smuggle the drugs into the northeastern Washington Parish facility, according to authorities.
Correctional officers notified the Washington Parish Sheriff's Office, which booked Powe with introduction of contraband into a penal institution. His bond was set at $2,500.
LDWF Reminder: Do Not Disturb Deer Fawns
Though they may appear to be vulnerable and in need of assistance, unattended white-tailed deer fawns encountered in the wild should not be disturbed, according to Louisiana Department of Wildlife and Fisheries’ (LDWF) biologists. LDWF is reminding the public the best practice is to leave them alone and to remember it is against the law to capture young deer or any other wild animal.Newborn fawns rely on their spotted coats and concealment during the first few weeks of life. Does will forage nearby and return periodically to nurse the young fawn. The lack of flight and hiding strategy of a newborn fawn often creates the illusion of abandonment.
Every year LDWF receives calls from concerned citizens who have found what they consider to be an abandoned deer fawn. Quiet departure from the area is recommended if a fawn is encountered.
Louisiana’s deer herd has a wide range of breeding dates depending on the location within the state. Fawning typically occurs from April thru August, occurring earliest in southwest Louisiana followed by north central and northwest Louisiana. The latest fawning occurs along the Mississippi River parishes and parts of southeast Louisiana.

Franklinton Police Seeking ID of Suspect
The Franklinton Police is seeking the identity of a person who attempted to cash a counterfeit check at a local bank. Bank employees became suspicious of the individual and the check that was presented.
The individual fled the bank when bank employees attempted to verify the check and fled before Officers could arrive. The investigation later found the identification that was presented was counterfeit and person listed on the ID does not exist.
Anyone knowing the identity of the person in the pictures are asked to contact Sgt. John Herring or Sgt. William Brumfield at 985-839-4474.

Mandeville Man Gets DWI After Striking Police Car
Mandeville Police Department Assistant Chief of Police Ron Ruple reports that on June 01, 2017, at approximately 1 am, an officer of the Mandeville Police Department stopped behind an illegally parked vehicle and, while speaking to the occupants, the officer's patrol vehicle was struck by a vehicle driven by Michael DeGavage (26) of Mandeville.
The MPD officer stopped DeGavage's vehicle and It became quickly apparent that DeGavage was intoxicated. DeGavage failed a Standardized Field Sobriety Test and a breath sample provided by DeGavage registered .201g% BAC.
DeGavage was arrested on the charges of Driving While Intoxicated and Careless Operation. No injuries were recorded and damage to the vehicles was minor.

Mandeville PD Arrests 3 Teens in Burglaries & Thefts
The Mandeville Police Department has made arrests in a string of vehicle burglaries and thefts dating to May 13, 2017. A total of $1,020 dollars cash and approximately $3,300 dollars in property was reported to be stolen.
During the course of the investigation detectives were able to identify Luke Camp (17) of Madisonville, Ian Guthrie (17) of Mandeville, and a 16 year old male juvenile of Mandeville as the perpetrators of the vehicle burglaries and theft. Subsequent interviews with the perpetrators led to confessions and identification of where the stolen property could be recovered. All of the reported stolen property and $640 cash of the reported $1,020 cash that was reported stolen was recovered.
On May 30, 2017, all 3 subjects were charged with ten counts of simple burglary of a vehicle, one count of attempted simple burglary of a vehicle and one count of theft/misdemeanor.

Pair Arrested for Assaulting Mother
Late Tuesday (May 30, 2017) evening, Washington Parish Sheriff’s Office patrol deputies responded to a concerned citizen's report that a woman on Penn’s Chapel Road had been assaulted by her son and his girlfriend.Deputies responded and determined that the victim had been playing a table game with her son and others when an argument broke out between the mother and the son’s girlfriend. The argument escalated when the girlfriend and the son began to hit the mother. He then grabbed his mother around the neck and threw her to the floor. At that time, another woman who was present pulled the son off of his mother. When this occurred, the son struck that woman in the chest area.
The son then threw a cast iron skillet at his mother, striking her in the head. When the other woman left to call WPSO, the son and his girlfriend fled the residence and went into nearby woods.
Both women went to a local hospital for treatment of their injuries. At the hospital, the mother was diagnosed with severe injuries which required that she be transferred to a hospital in New Orleans for specialty treatment. The other woman was treated and released.
Washington Parish Drug Task Force detectives searched the woods and located and arrested Kurtis L. Strong (38) and Venus Venessa Camacho (38). Strong was charged with Aggravated Battery (2 counts) and Domestic Abuse Battery by Strangulation. Camacho was charged with aggravated battery.
“It is unimaginable to think that a grown man would physically assault his mother,” stated Sheriff Randy Seal. “The biblical command to love one’s mother is not a suggestion. It is a commandment that requires unconditional love for our parents. Thanks, patrol deputies and drug task force detectives, for locating this pair and putting them in jail.”

Osyka Man Sought by Pike County S.O. For Theft
The Pike County Sheriff's Office Investigation's Division is attempting to locate and apprehend Johnny R. Gill (38) of Osyka, Mississippi for the theft on Cutrer Rd. on May 21, 2017. Gill is traveling in a 2001 brown Dodge Durango, the vehicle may not have a license plate, or may have a switched license plate.
Two trailers, a manual lawn mower, a pressure washer and several power tools were reported stolen in the early morning hours on May 21, 2017.
Anyone with information on Gill, or purchased any property from Gill, please call PCSO 601-783-5468 or Crime Stoppers at 601-684-0033. Gill's two accomplices have been identified and arrested and PCSO was able to recover most of the stolen property and PCSO reports they could not have done it without the public's help.

Tommy Ray Armour, age 78, a resident of Bogalusa, LA, passed away on Wednesday, May 31, 2017 at Our Lady of the Angels Hospital in Bogalusa, LA. He was born on November 16, 1938 in Bogalusa, LA to William Riley Armour, Sr., and Mary Parker Armour.
He is survived by three nieces, Pamela Pierce of Sun, LA, Sherry Roberts of Covington, LA, and Janice Hoffman of Mandeville, LA; three nephews, W. R. (Brenda) Armour, III of Bogalusa, LA, Michael Armour of Sun, LA, and David Armour of GA; two great-nephews, W. R. Armour, IV, and Darin Pierce both of New Orleans, LA.
He is preceded in death by his parents, William Riley Armour, Sr. and Mary Parker Armour; and his brother, W. R. Armour, Jr.
Private Graveside Services will be held at Ponemah Cemetery.
