Redistricting of Washington Parish Council Districts – Your District May Be Changing

The Washington Parish Council is in the process of redistricting the council election districts following the 2020 census. The basic purpose of decennial redistricting is to equalize population among electoral districts after publication of the United States Decennial census indicates population has increased or decreased over the last decade. Four plans are under consideration. Maps of these plans are available at the Washington Parish Council by calling the office at 985-839-7825 Ext. 313 where more specific information is available. All four proposals will be available on the Washington Parish Government's website at www.washingtonparishalerts.org on Friday, January 14, 2022.

September 23, 2021, the Washington Parish Infrastructure held a public meeting unanimously recommending Buddy Jenkins, as a consultant for the redistricting process to go before the council. 

October 11, 2021, the Council held a public meeting approving Buddy Jenkins as our consultant with a 7- member Advisory Panel, one person from each district.

November 11, 2021, the Redistricting Advisory Panel had a public meeting with Mr. Buddy Jenkins presenting a thorough presentation with 4 (A-D) redistricting proposals.

December 7, 2021, The Redistricting Advisory Panel had a public meeting unanimously recommending redistricting plan D to go before the council.

Washington Parish Council strives to be transparent with all citizens of Washington Parish and will hold a public hearing on February 14, 2022, at 5:00 pm for any questions or concerns. There are many changes in the redistricting for our parish and changes of your district, precincts and wards may have changed in Plan D:

Jury Finds Slidell Man Guilty of First-Degree Robbery – He Faces Up to 40 Years

District Attorney Warren Montgomery reports that on Tuesday, January 11, 2022, a St. Tammany Parish jury unanimously found Joseph P. Grant, age 59 and of Slidell, guilty as charged of First-Degree Robbery. District Judge Scott Gardner presided over the case.

On April 4, 2019 at 12:53 AM, Slidell Police Department officers responded to a report of an armed robbery at a Slidell gas station. Upon arrival, police found a victim who relayed what had happened and were able to view video surveillance footage.

A black male wearing pink multi-colored slippers, a black hooded sweatshirt and sweat pants with a Saints cap turned backwards arrived at the store in a black SUV. As he entered, he walked around the counter and grabbed the store clerk by the neck and demanded that she open the cash register. He then proceeded to punch her multiple times all while threatening to shoot and kill her. He eventually fled after taking approximately $200 worth of cash and a few boxes of Kool cigarettes. Video footage also showed that the defendant had two distinctive warts on his middle finger.

About nine hours after the incident, officers encountered the defendant, who matched the description of the perpetrator, driving a vehicle that also matched the description of the vehicle used in the robbery. Officers noted that the defendant had two matching warts on the same hand and finger as depicted in the surveillance video.

The defendant was taken into custody and a search warrant was executed on his vehicle and residence. At his residence, officers found the matching Saints hat, black clothing, pink multi-colored slippers, and pack of Kool cigarettes. In his vehicle, officers found an additional pack of Kool cigarettes and other miscellaneous items.

Defense’s argument was that the identity of the defendant could not be established. In closing, however, ADA Peters highlighted to the jury all of the consistencies between the physical characteristics, clothing, and vehicle of the defendant, compared to what was seen in the surveillance video from the store. Peters stated to the jury: “There are only two choices here: Either this is the greatest coincidence in the history of mankind, or simply, he is guilty.”

The case was prosecuted by ADA Blake Peters. The defendant is facing a sentence of up to 40 years in prison. He has 5 prior felony convictions for theft of goods, possession with attempt to distribute cocaine, purse snatching, armed robbery and attempted manslaughter. He will be sentenced on March 8, 2022.

Recognitions Made and Awards Presented at Franklinton Meeting

The Franklinton Mayor and Board of Aldermen meeting Tuesday (January 11, 2022) began with
recognitions of some special persons. 

First, Franklinton native and FHS grad Kassidi Varnado is a Saintsation and was recognized for being selected to represent the New Orleans Saints as a cheerleader at the 2022 NFL Pro Bowl in Las Vegas on February 8, 2022. Mayor Greg Route made a presentation and Kassidi spoke to those in attendance. (See the video at 2:05)

Second, Mayor Route presented the Mayor's Citizenship Awards to seven persons for their contributions to the Town of Franklinton. As he presented the Awards, Mayor Route described each person's contributions. Recipients were Claire McGuire, Jackie Tate (and the COCO group), Chip McVea, Henry Harrison, David Anthony, Frankie Crosby, and Mike Creel. (See the video at 6:20)

In other business, the Board considered quotes for an a/c and heating unit for Town Hall (to be voted on at an Emergency Meeting at 8:00 AM on Friday (January 14, 2022), considered quotes for the purchase of a dump truck (to be voted on as previous item), authorized the Mayor to sign the Compliance questionnaire for the audit for the year ended October 31, 2021, authorized the Mayor to sign the Engagement Letter for Minda Raybourn CPA, LLC for the audit for the year ended 10/31/2021, authorized the Mayor to sign a Low Income Household Water Assistance Vendor Agreement, and approved the hiring of Angela Whaley at Dispatcher at the Police Department.

Departmental Reports were made by Public Works Supervisor Reginald McMasters (beginning at 30:30), Police Chief Justin Brown (beginning at 38:55), and Municipal Clerk Ellen Wascom (beginning at 44:40). Each of these reports contained valuable information.

Beginning at 48:50, during Public Participation, Jackie Tate addressed the Board concerning Amwaste and Henry Harrison commended the Mayor and Aldermen on their efforts to improve the Franklinton community. 

Aldermen comments began at 53:20, followed by additional comments by the Mayor. The Mayor announced the roll-out of the Town's new website and emphasized its value to the community;  He also restated his commitment to having a park but said he does not believe the Popeye's site is in the best interest of the Town.

Parish Council Elects 2022 Chairman and Vice Chairman

The Washington Parish Council's first meeting of 2022 began with the election of a new Council Chairman and Vice-Chairman. Carley King (District # 7 Councilman) and Shawn Rice (District # 2 Councilman) were elected Chairman and Vice-Chairman respectively by their fellow Council members. 

After taking care of routine matters, the Council heard from parish resident Nick Smith who made an interesting  presentation that demonstrated the relative size of farm land left in the world and emphasized the importance of maintaining our farmland for the production of food. (See his presentation beginning at 7:35). 

The President's report consisted of reports by Finance Director Donna Graham, Public Works Director Ken Wheat, and Transportation Manager Donnell Merritt. Graham provided the latest COVID statistics that included positivity rates have increased from 5.5% in December 16, 2021 to 26.3% on January 6, 2022; other stats and information were provided. (See her report beginning at 15:30). Merritt reported on the volume of work done by work crews in December of 2021; of particular note, was 701 bags of garbage picked up.

Attorney Wayne Kuhn reported on the progress of Redistricting and that the Solar Facilities Draft Ordinance will be available to the Council and interested parties on Wednesday, January 11, 2022. (See his reports beginning at 28:10). Hearings on both Redistricting and the Solar Facilities Draft Ordinance will be scheduled to receive the public's input.

Sheriff Seal Warns About Scam Artists

Washington Parish Sheriff Randy Seal warns parish residents to be on the alert for scam artists.

This week, a Bogalusa lady answered her door to find two white males driving a white pickup truck who identified themselves as employees of Entergy. The men were wearing medical masks. On the premise that Entergy would be installing new utility poles in the area, the men stated it was necessary to enter her house and check her breaker box.

While one of the men kept the lady occupied, the other went into the house. It was only after the men left that the lady discovered jewelry and other items were missing. The Bogalusa Police Department is investigating the crime. Any person having information about this crime is asked to call the Bogalusa Police Department at (985) 732-3611.

“Scoundrels!” exclaimed Sheriff Seal. “These men are scoundrels of the lowest degree and they need to be caught. Please remember that any representative of a utility company will have a marked vehicle and proper identification. And, they will not ask to enter your residence. Do not allow any person into your residence unless you know them. If anyone comes to your residence and you are concerned, call the Sheriff’s Office at (985) 839-3434 and request a deputy come to your address. If you reside in Bogalusa, you may call the Bogalusa Police Department at the number listed above. If possible write down the tag number of the vehicle they are driving. Do not let scoundrels steal your possessions or your joy. Call us. We will handle them.”

National Human Trafficking Awareness Day

Today is National Human Trafficking Awareness Day. Human Trafficking is defined as the buying, selling, and/or transportation of a person for the purpose of exploiting them for sex or forced labor. People of all walks of life can become trafficked, however studies show that runaway and homeless youth are most vulnerable. Human trafficking has many different effects on the mental and physical well-being of victims. Some signs to look for if you think someone may be a victim of trafficking may include:

• Lack of voice; having someone else speak for them; physically or emotionally controlled

• Losing control of their own identification documents

• Having very few or no personal possessions

• Being unable to leave their home or workplace

• Lack of awareness to date, time, location

• Having bruises, broken bones, burns, and/or scars

• Feeling helpless, shameful, guilty, or humiliated

• Being isolated from friends and family members

• Seeming emotionally numb or detached

While human trafficking may seem like a problem too large to solve, there are steps we can all take to start making a change. LSP remains dedicated in raising awareness of Human Trafficking and encourages others to join our efforts.

Driver Killed in Crash Near Angie

Shortly after 6:00 p.m. on January 09, 2022, Troopers from Louisiana State Police Troop L began investigating a three vehicle fatal crash on LA Hwy 21 south of Angie in Washington Parish. The crash claimed the life of 49-year-old Brian Nichols of Angie.

The initial investigation revealed the crash occurred as a 2015 Nissan Titan, driven by 45-year-old Dorman Kellis, III of Bogalusa, was southbound on LA Hwy 21. At the same time, Nichols was traveling northbound on LA Hwy 21 in a 2017 Chevrolet Impala. For reasons still under investigation, the Nissan Titan crossed the centerline and impacted head-on with the Chevrolet Impala. After impact, both vehicles came to rest in the roadway. Shortly after the initial impact, a third vehicle, a 2011 Nissan Maxima that was also southbound on LA Hwy 21 impacted the disabled Impala in the southbound lane. 

Nichols was unrestrained at the time of the crash and sustained fatal injuries as a result of the crash. He was pronounced deceased on the scene. Kellis III was unrestrained and sustained moderate injuries. The driver of the Nissan Maxima was properly restrained and sustained moderate injuries. Kellis III and the driver of the Maxima were transported to a local hospital. As part of the ongoing investigation, toxicology samples were obtained for analysis. This crash remains under investigation and charges are pending.

Washington Parish Animal Shelter Training Class

Washington Parish Animal Shelter Press Release

Never Again Training Class is the newest public outreach event being hosted at the Washington Parish Animal Shelter. These classes will be composed of a one-hour class every Thursday for a 6-week period. This is an amazing way to brush up a dogs training, stimulate a board dogs mind, and build a stronger relationship with your pet. Most animals are returned to the shelter because of minor behavior issues. The goal of this class is to lower the number of animals returned and to make the animals that have not yet been adopted have a better chance of finding a forever home. To graduate, dogs and owners must participate in person in at least 4 classes. With this new opportunity we are hopeful that we can limit the amount of shelter dogs returned to the shelter or owner surrenders.

Adopted dogs (from Bogalusa Animal Control or Washington Parish Animal Shelter) will get one free 6-week class. Public dogs that have not been adopted will be either $25 a week or a total price of $120 paid up front the first day of the 6-week session (this is over one free individual day’s payment). All classes will be recorded and used to benefit the owners and adopters.

The only thing owners must bring to the class is themselves, their pet and a collar and leash. Train treats and a bag will be provided. The Trainers would like to recommend a Martingale collar. Harnesses, prong collars, chains, and all other non-leash like items will not be allowed in the door. If dogs are aggressive or could be a risk to others' person or pets they will be expelled from the class and must seek individual training. If females’ animals are in heat, then the class will be moved until the next available six-week classes.

All animals must be 3 months or older with an updated Rabies Vaccine, at least one Dappv Vaccination, and an updated Bordetella Vaccine. Dogs must be on Heartworm and Flea and Tick Preventive. These must be proven upon entering the shelter. If you would like for your animal to be in the program but it does not meet these specifications, either a vet or the shelter may provide them, at cost. Dogs do not need to be spayed/neutered to enter the class, but a short video will be played that will show the risks of not altering your animal. No breeds will be excluded from the program.

The shelters are looking for volunteers to help with shelter pet during this first 6-week period. This will entail bringing the animals from the shelter to the training classes and participating in them. This will help the animals receive much need basic training and socialization.

Though children over the age of sixteen may bring their own pets to the class, we ask that parents refrain from bringing children under the age of thirteen to the class. While the classes should be laid back, we would prefer as little distraction as possible for the animals.

These classes will be taught at the shelter by a trainer, who has been accredited and certified. All weekly classes will begin at 5:00 p.m. Please have your animal walked and allowed to potty before class begins. 

After the six-week period, all dogs who has passed their final testing will graduate and receive a photo in their graduation cap and their certificate of completion.

This class is being funded for the first three months thanks to (IP) International Paper who has graciously donated to Doggone Express who is hosting the trainer and classes.

COVID Self-Test Kit Locations in Washington Parish

Free COVID-19 Testing in Washington Parish

The Louisiana Department of Health, Office of Public Health, Pafford Medical Services and Omega Diagnostics announce that they will provide free COVID-19 PCR testing to the residents of Washington Parish at the Main Pavilion in Cassidy Park, 625 Willis Avenue, Bogalusa, Louisiana on Tuesday, January 11th through Friday, January 14th from 10:00 AM to 3:00 PM each day. 

Those wishing to be tested are highly encouraged to pre-register. The preregistration site is at https://omegadiagnosticslabportal.com/pre-register/WashingtonParishCommunityTesting. You can also be registered on site. 

The site will use a self-administered nasal swab test that will allow those being tested to swab their own nose which will be observed by a trained medical volunteer to ensure the sample is taken correctly. The sample will then be sealed at the site. 

Those being tested will need to wear a mask and social distance at the test site. Test results will be sent to the person tested through the secure online portal or app. 

Mobile Man Booked for Burglary of Mandeville Tobacco Store

David Corrona, Jr, age 35 and from Mobile, Alabama, was arrested Thursday (January 6, 2022) afternoon by St. Tammany Parish Property Crimes detectives for the New Year’s Day burglary of the Town Crier Tobacco Store in Mandeville. He was booked into the St. Tammany Parish Correctional Center on the charge of Simple Burglary of a business. No bond has been set at this time.

STPSO had reported the burglary and asked the public's assistance in identifying the suspect who they stated may also be connected to other burglaries of tobacco outlets throughout St. Tammany Parish. Images of the suspect indicated he was a white male with a prosthetic left leg below the knee. 

RCC K-9 Unit Helps Locate Parish Senior Citizen

Rayburn Correctional Center reported yesterday (January 6, 2022) that RCC's K-9 Unit responded to the Washington Parish Sheriff's Office's request for help in locating a senior citizen who wandered from her home in the Stoney Point Community around 2 a.m. The RCC K-9 Unit deployed tracking dogs “Jed” & “Biggie.” The K-9 unit located the senior citizen on Highway 10 and provided care until EMS arrived.

Suspect With Prosthetic Leg Wanted in St. Tammany New Year's Day Burglary

The St. Tammany Parish Sheriff's Office has advised of a business burglary and asks the public's assistance in identifying the suspect. 

Early New Year’s Day morning, a suspect forced entry into the Town Crier Tobacco Store located at 70117 Highway 59 in Mandeville and several items were stolen. 

The STPSO is asking for the public’s assistance with identifying the suspect. The suspect is a white male. He has a prosthetic left leg below the knee. The suspect appears to be bald or balding. Detectives are actively conducting this investigation. The suspect may also be connected to other burglaries of tobacco outlets throughout St. Tammany Parish.

Parish Man Accused of Stabbing Woman in the Neck on New Year's Day

On January 1, 2022, Washington Parish Sheriff’s Office deputies responded to a residence on Highway 38 after reports of a stabbing. Arriving at the scene, deputies discovered a woman who had been stabbed in the neck after an argument with an intoxicated male. Northshore EMS arrived at the scene and transported to a regional hospital for treatment. The male was taken into custody and transported to the Washington Parish Jail.

After questioning by a Washington Parish Sheriff’s Office detective, 60 year-old Randy Davis was arrested and charged with attempted murder and aggravated assault. He was also booked into the jail on outstanding warrants for failure to appear in court and driving under suspension. Bond was set at $2,500.

“Not a good way to start the new year,” stated Sheriff Randy Seal. “Domestic disputes, coupled with alcohol consumption, never have a good outcome. I offer my thanks to our officers and Northshore personnel who responded and managed this situation.”
