Bogalusa Man Sentenced After Pleading Guilty To Meth Charge

U.S. Attorney Peter G. Strasser announced that on September 8, 2020, United States District Judge Greg G. Guidry sentenced Adam Lumpkin, age 35 and a resident of Bogalusa, Louisiana, to 78 months’ imprisonment followed by 5 years’ supervised release after pleading guilty on October 22, 2019, to possession with intent to distribute 50 grams or more of actual methamphetamine.

According to court documents, on December 14, 2018, agents and officers with the Drug Enforcement Administration received information that Lumpkin was traveling to a motel in Hammond, Louisiana with a quantity of methamphetamine.  After Lumpkin arrived at the motel, agents approached Lumpkin's vehicle and observed him throw a bag containing methamphetamine on to the floor of his vehicle.  A search of the vehicle revealed more than 50 grams of methamphetamine, a box of sandwich bags, and two digital scales.  In a post-arrest interview, Lumpkin acknowledged that he was preparing to distribute the methamphetamine at the time of his arrest.

U.S. Attorney Strasser praised the work of the United States Drug Enforcement Administration, Tangipahoa Parish Sheriff’s Office, and Hammond Police Department. Assistant United States Attorneys Paige O’Hale and André Jones are in charge of the prosecution.

19-Year-Old Killed in I-12 Crash Near Lacombe

On Tuesday, September 8, 2020, shortly after 5:00 pm, Troopers from Louisiana State Police Troop L responded to a fatal crash on I-12 eastbound, just east of LA 434 in St. Tammany Parish. The crash claimed the life of 19-year-old Mckenzie Ticker of Chalmette, LA.

The initial investigation led Troopers to determine that Ticker was driving a 2008 Hyundai Tiburon west on I-12. For reasons still under investigation, she traveled across the grassy median and under the cable median barrier. The Hyundai then entered the eastbound lanes of I-12 and impacted a 2012 Kenworth 18-wheeler. Ticker died on the scene as a result of injuries sustained during the crash. She was properly restrained and impairment is not suspected to be a factor. As part of the ongoing investigation, a blood sample was taken from Ticker for scientific analysis. The crash remains under investigation.

Louisiana State Troopers wish to remind motorists to make good, safe decisions such as never driving while impaired, always ensuring every occupant is properly restrained, obeying the speed limit and avoiding all distractions which can often mean the difference between life and death.

Tropical Disturbances Today

Disturbance 1. A small area of low pressure located about 375 miles southeast of Wilmington, North Carolina is forecast to move northwestward. Some  development is possible before it moves inland over eastern North Carolina Thursday afternoon.  Formation chance through 48 hours is at 30% and formation chance through 5 days is at 30%.

Disturbance 2. Tropical Storm Paulette is moving toward the west, changing west-northwest later today. Maximum sustained winds are at 60 mph but it is expected to gradually weaken on Thursday and Friday. No threat to the United States.

Disturbance 3. Tropical Depression Rene has maximum sustained winds at 35 mph and moving west-northwest. It is expected to reach Tropical storm strength later today and become a hurricane in a couple of days. No threat to the United States.

Disturbance 4. A tropical wave is forecast to emerge off the west coast of Africa on Thursday.  Gradual development is expected once the system moves over water, and a tropical depression is likely to form late this week or over the weekend while the system moves generally westward across the eastern tropical Atlantic. Formation chance through 48 is at 40% and formation chance through 5 days is at 80%.

Two Slidell Men Arrested for Beating One Man/A Woman Found Murdered in New Orleans

Two Slidell men have been arrested for attempted murder and kidnapping, after severely beating a man to near death.

In the early morning hours of Thursday, August 20th, a man was found severely injured in a remote area off Bayou Paquet Road, located in the unincorporated Slidell area. The man was stabbed and beaten to near death. Throughout the investigation, it was discovered the crime occurred at an apartment in the 1800 block of Fifth Street, located in the city limits of Slidell. 

It is believed by Slidell Police Department that two Slidell men, 27-year-old, Dylan Craddock and 32-year-old, Cody Matthews, severely beat and stabbed the victim at the Fifth Street apartment, then took him to a remote area to dispose of his body. The victim survived, was able to seek help, and was transported to a hospital. The victim has since been released and is recovering from his injuries. 

At the end of last week, both Craddock and Matthews were arrested for Attempted First Degree Murder and Second-Degree Kidnapping. Both were booked into the Slidell City Jail and have since been transported to the St. Tammany Parish Jail.

While investigating this case, it was discovered that an acquaintance of the victim, 25-year-old, Brooke Buchler, was missing from the same Fifth Street apartment, where the male victim was beaten several days earlier. On Sunday, August 24th, New Orleans Police contacted Slidell Police and stated they located Brooke Buchler deceased inside the abandoned Naval Support Activity complex in New Orleans. Buchler’s death has been classified as a homicide. NOPD is the lead agency for the murder investigation of Buchler. Slidell Police is working closely with NOPD to determine if the two cases are related.

Tylertown Woman Killed in Crash Near Warnerton

On Tuesday, September 8, 2020, before 6:30 am, Troopers from Louisiana State Police Troop L responded to a fatal crash on LA 25 south of the Mississippi state line in Washington Parish. The crash claimed the life of 27-year-old Tamesha P. Shaffer of Tylertown, MS. 

The initial investigation led Troopers to determine that Shaffer was southbound on LA 25 in a 2006 Toyota Corolla when, for reasons still under investigation, her vehicle exited the roadway and impacted a culvert. Shaffer was unrestrained during the crash and sustained fatal injuries. She was pronounced deceased on scene by the Washington Parish Coroner’s Office. Impairment is not suspected to be a factor in the crash. As part of the ongoing investigation, blood samples were taken from Shaffer for scientific analysis. 

Louisiana State Troopers wish to remind motorists to make good, safe decisions such as never driving while impaired, always ensuring every occupant is properly restrained, obeying the speed limit, and avoiding all distractions which can often mean the difference between life and death. While not all crashes are survivable, statistics show that the chances of surviving a crash rise significantly when properly restrained.

WPSS Revised Plan for Phase 3

The Washington Parish School System has made a slight revision to the district plan for phase 3!

When the Governor moves Louisiana into phase 3, Washington Parish students in grades PK-6 will attend school 4 days each week (Mon-Thurs) instead of 5. Teachers will use Fridays for planning & distance learning.

The district will monitor numbers in classrooms and on buses. When numbers allow, additional grade levels may be added to the 4-day week.

Bogalusa Man Arrested After Vehicle and Foot Chase

On Saturday (September 5, 2020), Trent O’Neal Brown, age 52 and a resident of Homochitto Street in Bogalusa, fled from Washington Parish Sheriff’s Office Patrol Deputy Raymond Myers after Myers spotted him traveling at a high rate of speed on Highway 21 north of Bogalusa. Refusing to stop, Brown fled south on Highway 21, turning west onto City Limits Road and into a residential neighborhood off of Dauphine Street, committing numerous traffic violations while fleeing. Brown abandoned his vehicle and fled on foot to the rear of an apartment building.

Myers called for assistance and Bogalusa Police Department officers arrived on the scene. Myers confirmed that the vehicle was registered to Brown. As officers searched the area, Bogalusa Police Department officers spotted Brown and took him into custody near the intersection of Convenience Street and Lincoln Street. He was turned over to Myers and transported to the Washington Parish Jail.

Brown was jailed on charges of resisting arrest by flight in a vehicle and on foot, reckless operation of a motor vehicle, having an open container and disturbing the peace. His bond was set at $18,500.

Brown has a lengthy history of incarceration in Washington Parish beginning in November 2016 on charges of domestic abuse with child incarceration. Eight other arrests since that time include charges of resisting arrest, unauthorized entry into an inhabited dwelling, criminal trespass, failure to appear in court, domestic abuse battery, sale of illegal drugs and home invasion.

“Good job, Deputy Myers,” stated Sheriff Randy Seal. “Driving while drinking, especially at a high rate of speed, is a recipe for potential disaster. I am grateful Brown was taken into custody without incident and no one was injured due to his careless driving.”

Disturbance 3. Tropical storm Rene is affecting the Cabo Verde Islands now as it moves west. Little change in strength is expected today, followed by gradual strengthening tonight and Thursday.  Rene is forecast to become a hurricane in a couple of days. It appears to be no threat to the United States.

Disturbance 4. A tropical wave is forecast to emerge off the west coast of Africa by Thursday. Covington Woman Arrested After Leaving Dog in Hot Car

The St. Tammany Parish Sheriff’s Office arrested a Covington-area woman after she left her dog inside her hot car Friday (Sept. 4, 2020) morning.

Shortly after 11:15 a.m. Friday, a shopper called 911 to report a dog had been left in a hot car in the parking lot of a Covington-area shopping center. The shopper told the responding deputy she had waited by the car for more than 20 minutes before calling authorities.

The deputy was able to retrieve the dog, which was lethargic and panting heavily, from the unlocked car and contacted St. Tammany Parish Animal Services. A temperature check with a laser thermometer indicated the internal temperature of the vehicle was 115 degrees. 

Animal Services took possession of the dog and will provide it with the necessary medical care.

Upon exiting the store, the dog’s owner, Ana Perez (DOB 5/28/2002) was arrested. She was booked into the St. Tammany Parish Jail on one count of L.R.S. 14:102.1 Aggravated Animal Cruelty (felony).

“Leaving a dog in a hot car is like leaving a dog in an oven,” Sheriff Randy Smith said. “I am thankful this individual called and likely saved this dog’s life.”

Labor Day is a national holiday, a day of rest, barbeque, family gatherings, travel and many other events. More importantly, Labor Day is a well-deserved tribute for men and women who work hard day after day to uphold the great traditions of our nation. No matter what kind of labor you perform, Labor Day is for you. It is a yearly national salute to you and to the contributions you make to the strength, prosperity and well-being of our country.

Many workers will enjoy a pause from their job site on September 7. Many more will be on-the-job serving as law enforcement officers, firefighters, healthcare workers and in many other professions necessary to ensure that a free society can continue to function as it should.

As many deal with unemployment due to COVID-19 issues, this, too, is your day. It is a day to recognize your struggles as you seek to rejoin the work force and to express my appreciation for each and every one who waits for our economy to re-open.

Whether it is a backyard barbecue with family as a last great good-bye to summer, or work as usual, I salute you, each man and woman who fills a need in the workforce and without whom our United States would not be prosperous and serve as a beacon of freedom to the entire world.

WPSO Arrests Lee's Creek Man on Gun Charges

Today (September 4, 2020), a Lee’s Creek man was arrested on gun charges related to an investigation which began several days earlier. William Zachariah Bennett, age 23 and a resident of Lee’s Creek Road, was placed in the Washington Parish Jail charged with three counts of being a convicted felon in possession of a firearm.

Bennett, using the false name of Yougin Kooling, engaged in a social media chat with someone he thought was interested in purchasing a firearm from him. Little did he know the chat friend was actually Washington Parish Sheriff’s Office Detective Chad Cassard who was investigating Bennett based on information about previous illegal gun sales. Assisted by patrol deputy Kyle Stogner, Cassard arranged to meet Bennett at a Bogalusa location to purchase the weapon at an agreed upon price. For unknown reasons, Bennett did not show for the meeting, after which Detective Cassard obtained a search warrant for Bennett’s residence.

Washington Parish detectives conducted the search warrant. During the search, Lt. Brent Goings discovered Bennett hiding in a closet. Bennett was arrested, advised of his rights, and transported to jail.

This trip to jail marks the fifth arrest for Bennett. In 2015, he was arrested for theft. In early 2016, he was jailed for contempt of court and failure to appear in court. This was followed by a 2018 arrest for being a convicted felon in possession of a firearm, theft of a firearm and failure to honor a written promise. His fourth arrest was in August 2020 for domestic violence.

“Young Mr. Bennett is not starting his adult life in a right direction,” stated Sheriff Randy Seal. “Since his first arrest at age eighteen, he seems to have chosen a lifestyle that can have only a negative ending. He’s still young, however, and there is ample time for him to reverse course and be a good citizen. Let’s hope he begins making better choices. Many thanks to our fine officers for putting this illegal gun seller out of business.”

Bogalusa Council Approves Jackie Robinson Street Name Change

The Bogalusa Council approved an Ordinance to change the name of Jackie Robinson Street to Normel Keller Street at their meeting on Monday, September 1, 2020. Consideration of the matter consumed approximately an hour and 24 minutes of the meeting (beginning at 11;30 into video of the meeting) and consisted primarily of hearing comments from citizens and council discussion.

Both Jackie Robinson and Normel Keller are men held in high regard, an opinion expressed by all those who commented on the matter. Jackie Robinson was an American professional baseball player who became the first African American to play in Major League Baseball. Robinson also contributed significantly to the civil rights movement and was recognized for his achievements on and off the field. Normel Keller was a Bogalusa native who died earlier this year. Keller excelled academically, in sports, while serving his country in the military, and as an educator and mentor to many in Bogalusa. In the end, the Council voted 6 to 1 to rename Jackie Robinson Street to Normel Keller Street.

• approved a resolution to authorize the Mayor to execute a grant agreement with the Federal Aviation and Louisiana Department of Transportation.
• approved an ordinance amending Ordinance No. 2048 to provide for the authorized purposes of the unexpended and future revenues of a ¼% sales and use tax, in accordance with a re-dedication election held by the City of Bogalusa on July 11, 2020.

The following media release received from the Louisiana Sheriffs’ Association (LSA) states that for the first time in LSA history, the LSA endorses a Presidential Candidate.

"Louisiana Sheriffs’ Association President Jason Ard (Sheriff of Livingston Parish) confirms the Louisiana Sheriffs’ Association will support Donald J. Trump for President of the United States.

Sheriff Ard says, “President Trump has repeatedly sided with law and order. The men and women who choose to serve and protect across our great country know we have a proven leader in Donald J. Trump. We endorse a leader who supports our mission of working with citizens to maintain safer communities.”

The meeting was held today via Zoom at 10:00 a.m. Louisiana Sheriffs voted by email ballots immediately following that meeting. At 1:05 p.m. today, it was certified that the LSA voted to endorse Donald J. Trump.

Tropical Disturbances Today

Disturbance 1. Tropical Depression Omar is no threat to land masses. It is moving east, gradual weakening is forecast and it is expected to become a remnant low tonight and dissipate Saturday.

Disturbance 2. Tropical Storm Nana is no threat to the United States. Nana will continue to move inland over Guatemala and extreme southeastern Mexico today and tonight.. Rapid weakening is forecast today and tonight, and Nana will likely become a remnant low on Friday.

Disturbance 3. A broad area of low pressure located over the eastern tropical Atlantic several hundred miles west-southwest of the Cabo Verde Islands is expected to gradually develop early next week as the larger tropical wave located off of the coast of Africa passes to the north of the system on Sunday. Formation chance through 48 hours is at 20% and formation chance through 5 days is at 40%. 

Disturbance 4. A tropical wave located off the coast of west Africa is merging with another disturbance located a couple of hundred miles south of the Cabo Verde Islands. Development of this system is likely to be slow during the next couple of days while it moves west-northwestward and a tropical depression is more likely to form early next week over the central tropical Atlantic. Formation chance through 48 hours is at 20% and formation chance through 5 days is at 70%. 

Disturbance 5. Another tropical wave is forecast to move off the west coast of Africa over the weekend.  An area of low pressure is expected to form from the wave, and some development of this low will be possible early next week while it moves generally westward over the far eastern tropical Atlantic. Formation chance through 48 hours is at 0% and formation chance through 5 days is at 20%.

Help Sheriff Seal Identify Motorcycle Thieves

Washington Parish Sheriff Randy Seal seeks the public’s help to identify suspects in a recent motorcycle theft which occurred in Mt. Hermon. The suspects were driving what appears to be a Nissan or Honda with a sun roof and pulling a utility trailer.

Any person who can assist in identifying the suspects is asked to call Detective Chad Cassard at (985) 839-3434, extension 2054. Callers may remain anonymous.

“Help us identify these suspects,” stated Sheriff Seal. “It is important for us to identify and arrest these thieves. Let’s get them in custody and prevent other victims. Who knows, the next victim might be you.”

Bogalusa Couple Jailed for Burglary, Drugs, & More

The Washington Parish Sheriff’s Office quickly solved a residential burglary on Highway 21 south of Bogalusa. Patrol Sgt. Charles Easterling responded to the burglary late in Monday evening (August 31, 2020). The case was turned over to the detective division and was solved within a few hours. On Tuesday (September 1, 2020)  Washington Parish Detective Raymond Myers and Deputy Kyle Stogner arrested the burglar and recovered the stolen property.

Charles Hallinan, Jr., age 41 and a resident of South Columbia Road in Bogalusa, was jailed on charges of burglary of an inhabited dwelling, burglary, possession of stolen property, possession of a stolen firearm, two counts of being a convicted felon in possession of a firearm, possession of illegal drugs with a weapon present, possession of illegal drugs, possession of drug paraphernalia, obstruction of justice, and contempt of court. In addition, Louisiana Department of Probation and Parole placed a hold on him, preventing his release on bond. Hallinan must appear before a 22nd Judicial District Court judge before being eligible for release on bond.

When the victim described the vehicle the burglar was driving, detectives immediately identified Hallinan as a prime suspect. Detective Myers and Deputy Kyle Stogner went to Hallinan’s residence and observed some of the stolen items in plain sight. Detectives Myers and Chad Cassard then obtained a search warrant for Hallinan’s property and the remainder of the stolen property was recovered, including jewelry, coins, tools and numerous other items. Also arrested at Hallinan’s residence was Wendy Machaele Dossett (age 38), described as Hallinan’s girlfriend. At the time officers arrived, she was attempting to destroy some of the stolen items in a burn pile located on the property. She was jailed on charges of burglary of an inhabited dwelling, burglary, possession of stolen property, possession of a stolen firearm, possession of illegal drugs with a weapon present, possession of illegal drugs, possession of drug paraphernalia, obstruction of justice and contempt of court. Her bond was set at $15,000.

Hallinan has a history of criminal behavior in Washington Parish and elsewhere. In August 2008, he was arrested by the Washington Parish Sheriff’s Office on a warrant from St. Tammany Parish. In March 2018, he was arrested again on a warrant from the Johnson, Arkansas, Police Department as well as a local charge of contempt of court. A March 2020 arrest was for a warrant from the Bogalusa Police Department and another warrant from Johnson County, Arkansas. In addition, he was charged locally with failure to appear in court.

Dossett has one previous stay in the Washington Parish Jail. In March 2020, she was charged with three counts of possession of stolen property.

“What a fantastic job by our officers,” stated Sheriff Randy Seal. “Solving a burglary within twelve hours after it occurred is a remarkable feat. I am so appreciative of the efforts of our detectives, Raymond Myers and Chad Cassard, as well as our patrol officers, Sgt. Easterling and Kyle Stogner.”

An area of low pressure located about midway between the Windward Islands and west Africa remain disorganized.  Some development of this system is possible this week as it meanders over the eastern and central tropical Atlantic Ocean. Formation chance through 48 hours is at 20% and formation chance through 5 days is at 30%. 

Disturbance 4. A tropical wave has emerged off the coast of Africa.  The wave is expected to merge with a disturbance centered a couple of hundred miles southeast of the Cabo Verde Islands in the next day or so. Gradual development of this system is then possible, and a tropical depression could form by this weekend while it moves westward over the eastern and central tropical Atlantic Ocean. Formation chance through 48 hours is at 10% and formation chance through 5 days is at 60%.

Independence Man Dies in Four-Car Crash on I-55

On Monday, August 31, 2020, before 11:00 am, Troopers from Louisiana State Police Troop L responded to a fatal crash on southbound Interstate 55 south of US Hwy 51 in Tangipahoa Parish. The crash claimed the life of 88-year-old Lloyd O. Tycer of Independence. 

The initial investigation led Troopers to determine that Tycer was southbound on Interstate 55 in a 2005 Lincoln Towncar when he began to slow due to congestion in front of him. A 2005 GMC 2500 Sierra driven by 46-year-old Adam E. Calcote was southbound on Interstate 55 behind Tycer’s vehicle and, for reasons still under investigation, did not slow down due to the congested traffic. The GMC Sierra ran into the rear of the Lincoln Towncar. The Lincoln Towncar was pushed forward where it impacted a 2008 Nissan Altima. The Altima was pushed forward into a 2018 Hyundai Elantra. 

Tycer sustained fatal injuries during the crash and was pronounced deceased on the scene. The occupants of all the involved vehicles were properly restrained and impairment is not suspected to be a factor in the crash. As part of the ongoing investigation, blood or breath samples were collected from all drivers for scientific analysis. Calcote was cited for Careless Operation. The crash investigation is on-going and any further charges will be forwarded to the Tangipahoa District Attorney’s office for review. 

Louisiana State Troopers wish to remind motorists to make good, safe decisions such as never driving while impaired, always ensuring every occupant is properly restrained, obeying the speed limit, and avoiding all distractions which can often mean the difference between life and death. While not all crashes are survivable, statistics show that the chances of surviving a crash rise significantly when properly restrained.

Washington Parish Man Back in Jail for the 10th Time

On Monday (August 31, 2020),  Derrick Dewayne Gibson, Jr. (28) was arrested by the Washington Parish Sheriff’s Office and placed in the Washington Parish Jail where he remains without bond pending a mandatory appearance before a 22nd Judicial Court Judge. Gibson, a resident of March Robinson Road, was arrested by Sgt. Jay Dupre and Sgt. David Cupp.

Responding to a 911 call, the officers encountered Gibson who had active warrants. An investigation of the situation led to Gibson being arrested on other charges in addition to the outstanding warrants. Gibson remains in jail charged with two counts of home invasion, three counts of violation of a protective order, false imprisonment, domestic abuse aggravated assault, domestic abuse child endangerment, domestic abuse of a pregnant woman, two counts of contempt of court and failure to honor a written promise.

According to jail records, this is Gibson’s tenth incarceration in Washington Parish. His previous arrests began in 2011 and include possession of illegal drugs with intent to distribute, possession of drug paraphernalia, resisting arrest by aggravated flight,  obstruction of justice, possession of illegal drugs, resisting an officer, driving while intoxicated, traffic offenses, introduction of contraband into the jail, domestic abuse battery, and failure to appear in court. 

“Ten arrests in less than ten years is difficult for honest citizens to comprehend,” stated Sheriff Randy Seal. “It’s always good to get a career criminal out of our community and I applaud Sgt. Dupre and Sgt. Cupp for their good work in this matter. It’s obvious they saved an innocent woman and child from harm.”
