Abita Springs Man Guilty of Rape of Victim Under 13

On July 12, 2016, police encountered a visibly distraught man walking down the highway. Through tears, the man told the officers that his girlfriend’s young daughter had the previous night revealed to the couple that she had been sexually assaulted by a family friend, who had been left to care for her while they were at work.
The St Tammany Parish Sheriff’s Office, with particular credit to Officer Megan Sellstrom, conducted an investigation of the complaint. During forensic interviews, the victim reported that Marquez had been sexually abusing her for an extended time.
In his closing argument at the conclusion of the trial, Assistant District Attorney Cochran rebutted the defense attorney’s claim that the victim may have been “coached” or was “confused” about the accusations. Cochran argued that the victim, as young as she was, who “barely had the words to describe what had happened to her,” was able to clearly detail the abuse, including the sound of his footsteps, what he would wear, and the beer on his breath. ADA Ghai reminded the jury what expert witness Dr. Neha Mehta stated: that this young victim showed all the signs of having “first-hand knowledge.”
Ghai reminded the Jury of the last question asked of the defendant during his cross-examination at trial: “Mr. Marquez are you saying the victim…that we just heard testify…is lying?” Marquez responded, “No.” Ghai faced the jury and said, “Ladies and Gentleman of the jury, that’s as close to a confession as you’re ever gonna get”.
Three Bogalusans Jailed - Drugs, Guns, & Ammo Found
Officers with the Bogalusa Police Dept. Criminal Patrol Division recently conducted an investigation into information of narcotics trafficking at a residence on Breland Road in Bogalusa. After conducting surveillance on the residence, Officers observed suspects leave in a vehicle believed to be transporting narcotics. The vehicle was stopped on Sullivan Drive for traffic violations.
The driver, William Robinson (46) and Shelia Lucas (46), both of Bogalusa, were both arrested for outstanding attachments for failure to appear in court. Lucas was also in possession of a crack pipe, and Robinson was in possession of Marijuana and Ecstasy. As the investigation continued, a passenger, Johnathan Lewis (35), also of Bogalusa, was found to be in possession of 4.4 grams of crack cocaine. As Officers were about to arrest Lewis, he attempted to flee on foot. After a brief struggle in which Lewis violently resisted Officers, he was taken into custody.
Officers learned that Robinson was the owner of the Breland Road residence, and he signed consent to search the residence. During the search Officers recovered over 200 various pills, 1.2 grams of Marijuana, 21.1 grams of crack cocaine, an assortment of drug paraphernalia commonly used in the manufacture and trafficking of crack cocaine, 1 rifle, 2 shotguns, 1 handgun, and a large amount of ammunition.
As a result of the investigation William Robinson was charged with Possession of Marijuana, Possession with intent to Distribute Ecstasy (MDMA), Distribution of Cocaine, Possession with intent to Distribute Cocaine, Possession with intent to Distribute Schedule IV Narcotics, Possession/Distribution of Schedule V Narcotics, Sale/Possession of Legend Drugs, Possession of Weapons by a Convicted Felon, Illegal Carrying of a Weapon while in Possession of a Controlled Dangerous Substance, Possession of Drug Paraphernalia, Expired License Plate, Operating a vehicle without using Headlights, and an attachment. Johnathan Lewis was charged with 2 counts of Resisting an Officer, Resisting an Officer with Force or Violence, 2 counts of Possession of Cocaine with Intent to Distribute, Possession with intent to Distribute Schedule IV Narcotics, Possession/Distribution of Schedule V Narcotics, Possession of Marijuana, Sale/Possession of Legend Drugs, Possession of Drug Paraphernalia, Possession of Weapons by a Convicted Felon, and Illegal Carrying of a Weapon while in Possession of a Controlled Dangerous Substance. Shelia Lucas was charged with Possession of Drug Paraphernalia and an attachment. All three suspects have lengthy criminal histories.

Murder Suspect Arrested in Bogalusa

Derolodi Bickham (45) of Bogalusa was wanted by the Jefferson Parish Sheriff’s Office for Second Degree Murder. J.P.S.O. and B.P.D. Detectives, and the U.S. Marshalls have recently been searching for Bickham, after receiving information he was hiding in Bogalusa after the Jefferson Parish murder.
After it was confirmed that Bickham was at the residence, he surrendered and was arrested by Sgt. Castleberry as a Fugitive. Bickham will be turned over to the Jefferson Parish Sheriff’s Office to face the murder charge.
Entergy Donates $2500.00 to Bogalusa Help Center

Entergy recently donated $2500 to the Bogalusa Help Center (BHC) for food items to be donated to needy residents of Bogalusa, Pine, and other surrounding areas.
The BHC is very happy to distribute food to the needy and have received lots of donations from Entergy for the cause.
Residents must qualify to receive food donations.

Franklinton Community Forum on Jan. 29th Announced

The second phase of this process will be to identify action steps which will help us deal with the issues identified. Ultimately, a plan of action will be developed which will include a summary of the community needs and concerns identified, as well as steps to develop solutions to address these community needs.
It is becoming more and more evident that we must work collaboratively if we are to effectively address the needs and concerns in our community. The Franklinton Community Forum will be held on January 29, 2020 from 9:45 am-Noon at Hillcrest Baptist Church located at 2201 Washington St., Franklinton, LA.
Communities working closely together to solve these issues helps to create a more relevant workforce that is more skilled and more effective in meeting diverse community needs. As a passionate community member, your expertise would provide strategic guidance and vision to improve these health rankings for the residents of Franklinton.

Washington Parish President and Council Inauguration
Prior to the first meeting of the Washington Parish Council in 2020, the Parish President and Council members were sworn in on Monday evening (January 13, 2020).
The emcee for the ceremony was Parish Government attorney Wayne Kuhn and administering the oath of office was District Court Judge William H. "Billy" Burris. Sworn into office were Washington Parish President Richard Ned Thomas and Council members Joe Culpepper (District 1), Shawn Rice (District 2), Kim Wagner (District 3), Clark Harry (District 4), Rusty Fornea (District 5), Reginald McMasters (District 6), and Carley King (District 7).
The ceremony was well-attended by family and well-wishers.

Washington Parish Men Jailed Again
Jonathon Wayne McCain (30), a resident of Jenkins Road north of Franklinton, is in the Washington Parish Jail again for drug violations. He is charged with possession of illegal narcotics and possession of drug paraphernalia. McCain’s bond is set at $5,000; however, he is being held for the Louisiana Department of Probation and Parole on violations. According to jail records, this is McCain’s 15th time to be incarcerated, on charges including traffic offenses, driving while intoxicated, possession of illegal drugs, drug court violations, failure to appear in court, and two arrests for being a convicted felon in possession of a firearm.
Zachary Scott Davis (28), a resident of Highway 62, was jailed for an outstanding warrant for contempt of court and having an expired license plate. He was released the following day after posting a $3,000 bond. According to jail records, this was Davis’ 12th time to be incarcerated, on charges including obscenity, disturbing the peace, driving while intoxicated, failure to appear in court, probation violation, possession of stolen property, and six counts of forgery.
The arrests yesterday (January 12, 2020) by Patrol Deputy Kyle Stogner occurred on Highway 430. Deputy Stogner was on criminal patrol in the area when he stopped a pickup truck with an expired license plate. As he was talking to the driver, he noted a strong odor of marijuana coming from the vehicle. Both Davis, the driver, and McCain, the passenger, exited the vehicle at the direction of Deputy Stogner who was assisted by Deputy Chad Cassard.
As McCain exited the truck, he reportedly dropped a loaded hypodermic needle on the ground. McCain then confessed that other drugs and drug paraphernalia on the rear seat of the truck were his, including methamphetamine.
“These two young men are sad examples of persons who make poor life decisions,” stated Sheriff Randy Seal. “Unless they make dramatic changes in their lives, I fear they are destined to spend many years in a Louisiana prison. It’s never too late for any persons, including these fellows, to turn their lives around. Let’s hope these two men will see the light and do what has to be done to become productive citizens.”

This morning (January 13, 2020) shortly before 1:30 AM, Troopers from Louisiana State Police
Troop L responded to a fatal crash involving a single vehicle on LA 16 eastbound approximately 2 miles east of LA 1073 in Washington Parish. The crash has claimed the life of 21-year-old Nathan E. Polk of Bogalusa.
The initial investigation led Troopers to determine that the crash occurred as Polk was driving a Chevrolet Silverado eastbound on LA 16. For reasons still under investigation, Polk’s vehicle veered left off the roadway and impacted a tree. Polk sustained fatal injuries and was pronounced deceased on the scene.
As part of the ongoing investigation, blood samples were collected for scientific analysis. Polk was not wearing his seat-belt at the time of the crash and impairment is suspected. The investigation is ongoing and no additional information is available at this time.

WPSO Investigating Apparent Homicide in Varnado Area

Detective Captain Tom Anderson responded to the scene and observed the body of a young man who was tentatively identified as 17-year-old JaQuarius Taylor, the person who had been reported missing. Positive identification is pending the autopsy report. Other detectives were called in to assist and the investigation is ongoing.
Sheriff Randy Seal commented. “So sad, so sad. I ask all of our parish residents to keep this family in your prayers as they cope with the loss of their loved one. Meanwhile, our detective division is devoting all resources to this investigation. I urge anyone with information about this crime to contact our detective division at (985) 839-3434.”

Covington-Area Man Stabs and Kills His Father

Responding deputies located the victim, 58-year-old Jose Amaya, lying in the driveway of a neighbor’s residence. He was bleeding heavily from what appeared to be multiple stab wounds, and was taken to a local hospital, where he succumbed to his injuries.
Detectives learned the victim’s son, Juan Amaya (28) got into an altercation with his father Friday morning, during which he stabbed his father multiple times. Juan Amaya was taken into custody and booked into the St. Tammany Parish Jail on an arrest warrant for one count of Second-degree Murder.
The investigation remains active and ongoing.
Animal Cruelty Case Handled by Bogalusa Police/ASPCA Responds
On Wednesday evening (January 8, 2020), the Bogalusa Police Department responded to a complaint
of a dog being tied up with its mouth taped shut at a residence in Bogalusa. The responding officer found the dog under the carport with a chain attached to its collar and wearing a muzzle that was duct-taped tighter than normal. The dog had no access to food or water. The dog did not show any signs of injury.
A representative with the ASPCA, who had also responded, took possession of the dog. The homeowner was not at home but was contacted and came to the Bogalusa Police Department. The homeowner told the officer that she put the muzzle on the dog due to complaints from the neighbors of the dog's excessive barking and to ensure it didn't bite anyone.
The homeowner was initially charged with Simple Cruelty to an Animal. After further consultation with Police Administration and the City Prosecutor, the officer determined that probable cause existed to upgrade the charge. The officer then sought and obtained an arrest warrant for the dog's owner for Aggravated Cruelty to an Animal. The dog's owner will be arrested and the case will be submitted to the District Attorney for consideration for prosecution.
The Bogalusa Police Department stated it “condemns the actions of the offender in this matter, and in any matter in which an animal is abused. We will aggressively pursue charges, based on Louisiana Law, against any person who mistreats or abuses an animal.”

Traffic Stop in Bogalusa Leads to Numerous Other Charges

In Love’s possession, Officers located 4.7 grams of Marijuana, 3.1 grams of crack cocaine, 7 oxycodone tablets, and 1 suspected ecstasy tablet. Love also had $1,265.00 in cash concealed in his sock, suspected proceeds from illegal narcotics transactions. A search of Love’s vehicle was conducted, and Officers located and seized another 2.5 grams of crack cocaine. The license plate displayed on the truck was found to be stolen.
The $1,265.00 and the 2006 Chevrolet Silverado Pick-up in which the narcotics were transported, were seized pending forfeiture.

Bogalusa Police Arrest Man for Rape of 13-year-Old

Bogalusa Police Department Detective Captain David Miller reports that allegations had been reported of inappropriate sexual contact with a child under the age of thirteen that had occurred earlier in the year of 2019. Detectives concluded that probable cause existed, and sought and obtained an arrest warrant for Johnson on the charge of First Degree Rape.Today (January 9, 2020), Johnson was arrested without incident and booked into the Bogalusa City Jail, pending a transfer to the Washington Parish Jail for housing.
Julius Johnson was interviewed and reportedly confessed to having sexual contact with the child.
Bogalusa Police Charge Woman With Cruelty to 6-Yr. Old

The arrest followed an investigation by the Bogalusa Police Department CID Division into reported allegations of child abuse. Detectives concluded that probable cause existed, and sought and obtained an arrest warrant for Colter-Spikes. She is accused of causing severe injury, a broken nose from blunt force trauma, to a six year old child. Colter-Spikes was arrested without incident, and booked into the Bogalusa City Jail, pending a transfer to the Washington Parish Jail for housing.
Colter-Spikes refused to give a statement in the matter.

Colbi Trent Defiore (27) of Carriere, Mississippi pleaded guilty Tuesday (January 7, 2020) before
United States District Judge Jay A. Zainey to accessing a protected computer in excess of authorization for the purpose of commercial advantage and private financial gain, and in furtherance of the commission of a felony.
Defiore worked as a seasonal employee for a company that supported the Centers for Medicare & Medicaid Services (CMS) by operating contact centers to assist with, among other things, Medicare enrollment. One of the centers, at which Defiore worked, was located in Bogalusa, Louisiana. On numerous occasions, up to at least November 12, 2018, Defiore improperly accessed and obtained the personal identifying information of more than 8,000 individuals by improperly accessing the healthcare.gov database.
Ultimately, Defiore used the personal information of at least five consumers to apply for at least six credit cards, loans, and lines of credit for his personal benefit.
Defiore faces a maximum term of imprisonment of five years, a fine of up to $250,000, three years supervised release after imprisonment, and a mandatory $100 special assessment. Sentencing before Judge Zainey has been scheduled for April 7, 2020.

Bogalusa Woman Charged With Striking Officer/Drug Possession

Patrol Sgt. Jay Dupre and Patrol Deputy James Gregorio had responded to a complaint from a homeowner in the northeast quadrant of the parish concerning a female who refused to leave the residence. When they arrived at the residence, they encountered Thomas who refused to leave, even after being ordered to do so by Sgt. Dupre and the homeowner. After being told she would be arrested if she refused to leave, Thomas grabbed her purse which came open and revealed illegal drugs which she admitted were hers.
Sgt. Dupre and Patrol Deputy James Gregorio then placed Thomas under arrest and transported her to the Washington Parish Jail. While traveling to the jail, Thomas informed the officers that she would not allow any officer to place her in a jail cell. Upon arrival at the jail, the officers, assisted by Corrections Deputies Dakota Stein and Chance Johnson, placed Thomas in a holding cell. She resisted the officers and struck Sgt. Dupre as she was being placed in the cell to await booking.
“Being in jail is not the best way to celebrate the New Year,” stated Sheriff Randy Seal, “but she is there simply because of poor decisions on her part. It was a poor decision to possess the drugs, a poor decision to refuse to obey a lawful order and a poor decision to strike an officer. Each of us faces consequences for poor decisions and Ms. Thomas certainly provides a good example of what not to do.”

One Dead in St. Helena Parish Crash
Yesterday morning (January 7, 2020), shortly after 8:30 AM, Troopers from Louisiana State Police
Troop L responded to a fatal crash involving a pickup truck and Tractor-Trailer on LA 43 southbound at Rohner Rd. in St. Helena Parish. The crash has claimed the life of 49-year-old Shawn McNelis of Ventress.
The initial investigation led Troopers to determine that the crash occurred as McNelis was driving a 1993 Chevrolet pickup truck eastbound on Rohner Rd. For reasons still under investigation, McNelis failed to stop at the intersection with LA 43. McNelis’ vehicle struck a Peterbilt Tractor-Trailer traveling southbound on LA 43. McNelis received fatal injuries and was pronounced deceased on the scene. The passenger in McNelis’ vehicle received minor injuries and was transported to an area hospital. The driver of the Tractor-Trailer was uninjured. All drivers and the passenger were restrained at the time of the crash. As part of the investigation, a blood sample was collected for scientific analysis from McNelis. The driver of the Tractor-Trailer submitted a breath sample that showed no evidence of alcohol.

Foundation Sweet Potato Seed Available from LSU AgCenter
Sweet potatoes are a popular and nutritious part of Louisiana diets, particularly around the holidays. Growing sweet potatoes is different from growing Irish potatoes or vegetables that are grown from true seed. The production cycle begins when sweet potatoes (“seed”) from the previous harvest season are planted in the spring, for the purpose of producing “slips” for transplanting.
It is important that the sweet potato roots used for slip production be of good quality and free of disease. The LSU AgCenter’s Sweet Potato Research Station offers seed potatoes grown from virus-tested planting material through its foundation seed program. Varieties Beauregard and Evangeline are available for $18.50 per 40 pound box, while Bayou Belle and Orleans are offered at $25 per box. Bellevue, Bonita, Burgundy, Heart-o-Gold, Jewel, Okinawan, Porto Rico, Texas Porto Rico, and Travis are also available at $25 per box, but only small quantities are available. One forty pound box of seed roots can be expected to produce 400 to 800 slips. Since slips are planted approximately one foot apart, this is enough to plant about 400 to 800 feet of row. Commercial growers needing large quantities of seed can purchase 25-box bins of ungraded Beauregard or Evangeline roots for $412.50.
A licensing fee of $500 for up to 250 acres of production is charged for the patented varieties Bellevue, Bayou Belle, Bonita, Burgundy, and Orleans. Those who will be growing less than one acre of sweet potatoes are exempt from this fee.

71 Year Old Lacombe Woman Dies in I-12 Crash
On Friday ( January 3, 2020), shortly after 8:30 PM, Troopers from Louisiana State Police Troop L
responded to a fatal crash involving several vehicles on Interstate 12 westbound near US 11 in St. Tammany Parish. The crash has claimed the life of 71-year-old Beverly E. Chaignaud of Lacombe.
The initial investigation led Troopers to determine that the crash occurred as Chaignaud was driving a Toyota Camry westbound on Interstate 12 in the right lane. For reasons still under investigation, Chaignaud’s vehicle drifted onto the right shoulder and struck an unoccupied Nissan Pathfinder. Chaignaud’s vehicle veered back onto Interstate 12 and was struck by a Freightliner Tractor-Trailer traveling westbound in the right lane. Chaignaud sustained fatal injuries and was pronounced deceased on the scene. The driver of the Tractor-Trailer received minor injuries and was transported to an area hospital.
As part of the ongoing investigation, blood samples were collected for scientific analysis. Both drivers were properly restrained. The investigation is ongoing and no additional information is available at this time.

2 Arrested/1 Sought in Multiple Slidell-Area Burglaries
The St. Tammany Parish Sheriff’s Office has arrested two Slidell-area brothers and have issued
warrants for the arrest of their stepbrother in connection with numerous residential burglaries that occurred in 2019 in the Slidell area. William Lockard, Jr. (48) and Maurice “Mafia Bay Loc” Lockard (46) have been booked into the St. Tammany Parish Jail on multiple felony charges, and detectives have issued numerous warrants for the arrest of their stepbrother, Terell “T” Jackson (32).
The three are responsible for at least 23 residential burglaries that occurred in the unincorporated areas of east St. Tammany Parish. STPSO detectives have been working with their counterparts with Slidell Police, who believe the trio are also responsible for similar burglaries which occurred during the same time period inside city limits.
The two brothers in custody have been booked on the charges of Simple Burglary of an Inhabited Dwelling (19 counts), Theft of a Firearm (6 counts), Illegal Possession of a Firearm by a Convicted Felon (6 counts), Theft over $25,000, Theft over $1,000, and Attempted Simple Burglary of an Inhabited Dwelling (2 counts).
The investigation by both agencies is active and ongoing, and more arrests and additional charges are expected.
Large amounts of positively identified stolen property and suspected stolen property have been recovered as part of this investigation. Some of the recovered property has been returned to victims; however, other items are still waiting to be identified. The stolen property includes an assortment of items, but primarily consists of jewelry, antiques, firearms, collectible coins/currency, and electronics.
Anyone who believes they may have been a victim of a burglary as described is asked to contact Detective Ray Smith or Detective Matt Bauer with the St. Tammany Parish Sheriff’s Office at 985-276-1320. Slidell Area Man Booked for Attempted Murder
The St. Tammany Parish Sheriff’s Office has arrested Aaron Williams (27), a Slidell-area man
following a shooting that occurred early Thursday morning (January 2, 2019) at a residence in the 200 block of East Queens Drive near Slidell.
Shortly after 2 am this morning, a representative from at a local-area hospital contacted the STPSO in reference to a man who was dropped off at the hospital’s emergency room with a gunshot wound to his chest.
After responding to the hospital, detectives went to the victim’s Queens Drive residence and located his boyfriend, Aaron Williams. Williams reportedly told detectives he and the victim had been involved in a verbal argument, and during that argument he had produced a handgun and shot the victim once in the chest. He then dropped the victim off at the local emergency room before returning the residence and cleaning up the scene.

This is to give appreciation for the support received from all who made the 6th Annual District A Christmas Give-away with Santa a very successful one this year. Franklinton Man Charged With Rape of Juvenile
After an investigation by the Washington Parish Sheriff’s Office detective division, a Franklinton
man was arrested on December 26, 2019 for two counts of forcible rape of a juvenile. Jessie Holden Rupe, 21, a resident of Tanglewood Drive in Franklinton, is being held in the Washington Parish Jail with his bond set at $150,250.
“Sexual crimes committed on juveniles by adults are reprehensible,” stated Sheriff Randy Seal. “Our detective division did an excellent job investigating these disgusting crimes and making an arrest. It pleases me to view out jail roster and see that adult males who sexually prey on juveniles are locked up. Parents and guardians, closely supervise juveniles in your care and quickly report any suspicious activity to the Sheriff’s Office. We are on duty for you twenty-four hours per day and will respond when you need us.”

Washington Parish Sheriff’s Office detective Demmie Rice arrested Anthony Earl Jordan (44), a
resident of Grove Avenue, on December 23, 2019 on one count of computer aided solicitation of a minor.
The WPSO press release reported that Jordan had been engaged in computer dialogue with a female he believed was fourteen years old and, after several online discussions, Groove asked the female to meet with him for a sexual encounter. When Jordan arrived to meet the supposed fourteen year old female, he encountered Detective Rice who revealed that she was the fourteen year old female with whom he had been chatting online. Jordan was arrested at the intersection of Long Avenue and Main Street and transported to jail by Deputy James Gregorio. His bond has been set at $30,000.

There are always perverts who attempt to lure underage children into sexual encounters through social media outlets. Such sexual behavior is abnormal and totally unacceptable. Mr. Jordan’s disgusting behavior gave him a free ride to the Washington Parish Jail where he, and any others like him, should be for a long, long time. I appreciate Detective Rice’s hard work in identifying and arresting this community menace before he was able to entice a minor female for nefarious purposes.”
