Franklinton Edgewood Park Street Problems Remain Unresolved

Robin Cook Perez, a homeowner in Franklinton's Edgewood Park Subdivision, came before the Franklinton Board of Aldermen July 11, 2017 to request the Town of Franklinton repair the streets in the subdivision that had long been ignored. (See the video below) She came prepared. Perez reviewed the history of the problem, related that previous efforts failed to resolve the problem, and described how bad the streets are. The clay streets are so bad that vehicles become stuck, people become stranded and school buses and ambulances cannot travel the streets. Residents in the audience confirmed and added to her remarks.
However, Perez received no assurances that the streets would be fixed. Instead, the Mayor and Aldermen expressed sympathy for the homeowners but repeatedly said there was nothing they could do.
The problem lies primarily in the fact that the Town does not own the streets and cannot perform work on privately-owned property. Developer Mark Newman apparently sold the properties, giving the homeowners easements but retaining title to the streets. Apparently, the intention was that the developer would build the streets to an acceptable standard and transfer ownership of the streets to the Town. It never happened. And building the streets to an acceptable standard will be very expensive.
In the lengthy discussion of the matter, Perez reminded the Board of their responsibility to enforce terms of agreements and permits issued to the developer and that homeowners have been taxed by the Town for eight years for road maintenance.

Franklinton Water Billing and Draining Woes Continue

Franklinton homeowner Dr. Kendrick Stewart came before the Franklinton Board of Aldermen Tuesday (July 11, 2017) to address continuing exorbitant water service billing and ongoing flooding problems due to the Town's lack of drainage maintenance. (Beginning 1:22:09 into video of the meeting below)
After having water service disconnected and locked by the Town, Stewart was still billed $329.00. In the recent past, bills normally ranged between $62 and $72. Stewart advised of other residents billed similarly. Another resident in the audience advised of related issues. Mayor Dillon assured Stewart and those in the audience that the issues would be investigated.
Ashley Rodrigue with WWLTV (Click Here
) reported June 29, 2017 of instances of over-billing and related issues.
Stewart also related that the flooding of his home was attributable to the fault of the Town's drainage maintenance and caused $65,000 damage. Other homes near Stewart's were also damaged for the same reason. Upgrading the Town's drainage system is currently underway and a report was provided at the meeting by Jay Pittman of Spangler Engineering.
In other business, the Board approved a permit for a Mobile Snowball Stand, tabled a Planning and Zoning Commission recommendation to re-subdivide a lot in the Industrial Park, approved two Alcohol Permit Renewals, introduced an ordinance in furtherance of C. D. Enterprise purchase of property in the Industrial Park, approved the Planning and Zoning Commission's recommendation to re-subdivide a parcel of property, and heard from Robin Cook Perez (see separate article).

Amite Woman Charged With Looting – Then Having Yard Sale

Source: ROBERT RHODEN, NOLA.com | The Times-Picayune
An Amite woman is accused of looting her neighbor's flooded house last year, then holding a series of yard sales to sell the goods to other residents of the area, authorities said Tuesday (July 11, 2017).
Tangipahoa Parish Sheriff's Office reported that Danielle Mease (29) was booked Monday (July 10, 2017) with possession of stolen property, theft by fraud and looting. Mease's boyfriend, Antolin Almaguer (53) also was booked with possession of stolen property and drug charges.
TPSO began in December, 2016 investigating the looting of the house on Thomas Road in the Amite area. The house had been flooded during a declared state of emergency, and many of the homeowner's belongings were stolen, including dishes, decorations and furniture, the Sheriff's Office said in a news release. TPSO received a tip last week that Mease, who lived next door to the victim, sold one of the stolen items to another Thomas Road neighbor.
Pursuant to a search warrant, detectives discovered stolen tools, clothing, and designer handbags at Meese's home. Mease was not at home when detectives served the warrant, initially refused to turn herself in, but surrendered Monday.
Almaguer admitted that Mease held yard sales at their home, selling property stolen from the flooded house, according to authorities.

Firefighter Killed Responding to House Fire

A Washington Parish volunteer firefighter was killed Thursday (July 6, 2017) while responding to a house fire in the Mt. Hermon area.
Ronda Varnado (54), a resident of B. Riley Road near Franklinton, was driving a fully loaded water truck to the scene. Near the intersection of Mt. Pisgah Road and Burch Road, the truck appears to have left the roadway and tipped over, sliding several yards before striking an embankment. At that point, the water tank appears to have come loose and crashed into the truck cab, causing the death of Mrs. Varnado.
Washington Parish Sheriff’s Office patrol deputies, Louisiana State Police and Northshore EMS responded to the scene. Washington Parish deputies conducted the accident investigation since it occurred on a parish road. The investigation continues pending further analysis of the accident scene and the return of toxicology reports, although impairment is not considered to have been a factor in the accident.
Sheriff Randy Seal commented. “This is a tragedy which affects not only the Varnado family but also the entire Washington Parish volunteer firefighter community. Our volunteer firefighters do an excellent job providing fire response throughout the parish and are to be commended for their dedication and service to the citizens of our parish. I ask our entire citizenry to join with me in prayer for all who have been affected.”

Elderly Man Beaten During Road Rage Incident

A road rage incident, yesterday (July 6, 2017) morning, turned into a brutal beating of a 73-year-old Slidell man. Slidell Police responded to a call about two young men beating an elderly man. Officers located Brett McCraney (19) of Slidell and Adonis Young (26) of New Orleans hiding in a nearby house. McCraney reportedly claimed he and Young were almost hit with the elderly man's car as they were walking across the street and they yelled at the elderly man who pulled over to the side of the road, an action the two took as a sign of aggression. McCraney told officers he “felt like he had to defend his territory” and “show him what was up” and reportedly began to beat the elderly man.

Fluker Fire Leaves One Dead

A manufactured home fire early Tuesday (July 5, 2017) morning, where a man’s body was recovered, remains the focus of State Fire Marshal investigators as they continue to examine the circumstances surrounding the fire on South Hoofkin Road in Fluker.
Three occupants, including an adult female and two children, were able to safely escape the blaze. However, a fourth occupant, Terrance Venible (50) died in the fire. Investigators learned that Venible suffered from a previous injury that greatly diminished his mobility, which may have played a role in his inability to escape from the structure, which was severely damaged as a result of the fire.
While the exact cause of the fire is unknown, investigators established that the fire originated in a bedroom of the home near a window air conditioning unit.

Over 40 Arrested in MS Drug Roundup

Source: Mary Grace Eppes: http://www.msnewsnow.com
Forty-Six people have been arrested in a multi-county drug roundup led by the Mississippi Bureau of Narcotics. The operation focused on the counties of Lawrence, Lincoln, Pike, Jeff Davis, Walthall and Copiah and is the result of an 18 month investigation.
MBN Director John Dowdy says all the arrests are related to controlled substances and that this  investigation was significant due to the number of opioids being distributed on the streets throughout the state. Agents recovered cocaine, hydrocodone, oxycodone and dilaudid during the roundup.
Walthall County Sheriff Kyle Breland posted that “Most of these offenders were picked up in neighboring counties but a lot of the ones arrested are ones that travel through and visit our county pretty often. We deal with them on a daily basis or see the affects of their criminal ways. This is a nationwide epidemic that is taking over our country. Anytime I can send some of our guys to assist local, state, and federal agencies, you can bet I'm going to do it.”

After receiving a complaint that Demile Shamon Kagler (21) of Franklinton had sex with a minor female, Washington Parish Sheriff’s Office detectives initiated an investigation, details of which were presented to a 22nd Judicial District Judge who issued a warrant for Kagler's arrest. A patrol deputy arrested Kagler on June 27, 2017 on the charges of carnal knowledge of a juvenile and computer aided solicitation of a minor. His bond was set at $35,000 and Kagler was released on June 29, 2017 after meeting the conditions of his bond.
The investigation, which included an interview of the victim at the Child Advocacy Center, revealed that Kagler arranged to meet the juvenile through social media contacts and ultimately consummated the relationship at his house in Franklinton.
Sheriff Randy Seal stated, “Louisiana law is specific about an adult having sexual relations with a juvenile. It is a criminal offense. Our officers handled this case in a very professional manner and I commend them for their excellent work. I am so honored to be able to work with such a fine group of men and women who diligently perform their duties and work 24/7 to serve and protect the citizens of Washington Parish.”
