District A : 7th Annual Fall Clean Up Day

I would like to share that our 7th Annual District A Fall Clean Day on Saturday, November 20 , 2021 was a success. A special thank you to our participates: Larry Brown, Gloria Kates, Thomas Kates, Andrew Laurent, Glendora McEleve, Regina Powell, the Bogalusa HS Jr ROTC under the Direction of First SG Rogers and Lt Col Harris (Cadets names: Wilson Glover , Raven Lee, Gregory Brown, Robin Williams, Mariah miles. Katerina Harry, Adam Doty, Ashton Williams, Dany Duong, Tyler Williams and Albert Jones). Also, City Court of Bogalusa Community Service team Ms. Hillary, Mr. McMillan and staff of four; The City of Bogalusa Public Works Department in their manicuring our vacant lots and securing ditch cleaning throughout the district , and Public Works and Parks Directors in requesting that Washington Parish Sheriff's Office Corrections Department for the preparation of the event.
There was a concentration in District A in the areas of high litter, branches, and tires around Austin St, Bayer St, N Border, Church St.,, College St., Cobourne St., Dauphine St., Davis St.,, Louisiana Ave., Peters St., Poplas St, Redmond St, Seal St., Second Ave., Second St. and Wabash St., just to name a few of areas visited throughout District A .
Many residents adopted a block and adopted their own property to clean up. Reportedly, resident Joel Miller, Jr. participated in a joint effort with the Burris, Williams, along with myself, as well as numerous individual projects to clean up properties in the Poplas Area. In addition the Batiste , Brown, Burris, Williams families, and many others participated by adopting a site.
A special thanks again to Amwaste Management for allowing the project usage of 30 ft roll-off dumpsters, Keep Louisiana Beautiful for donating hand sanitizer, and car stickers, and LA Minority Health for face mask donations.
The event was from 08:30 AM to Noon with lunch following. All are appreciated for this much needed and ongoing task.

Washington Parish Jail Bookings for November 23-24, 2021
Gene White (Franklinton, La. address) was booked on the charges of Aggravated Assault With a Firearm, Criminal Damage to Property Under 1000, and Criminal Trespass by the Washington Parish Sheriff's Office. Bond set at $10000.00.
Victoria Kennedy (Franklinton, La. address) was booked on the charge of Domestic Abuse Battery by the Washington Parish Sheriff's Office. Bond set at $2500.00.
Anthony Mitchell (Bogalusa, La. address) was booked on the charge of Contempt of Court by the Washington Parish Sheriff's Office. Bond set at $10000.00.

Shawn Turner (Baton Rouge, La. address) was booked on the charges of Aggravated Second Degree Battery, Unauthorized Entry of a Place of Business, and Criminal Damage to Property Under 1000 (2 counts) by the Washington Parish Sheriff's Office. No bond set at this time.
Deanthony McGowan (Sandy Hook, Ms. address) was booked on the charges of Possession With Intent to Distribute Schedule 1 Drugs (2 counts), Possession of CDS With Weapon Present, Drug Free Zone Violation, and Possession of Schedule II Drugs by the Washington Parish Sheriff's Office. No bond set at this time.
Jamar McGowan (Angie, La. address) was booked on the charges of Possession With Intent to Distribute Schedule 1 Drugs (2 counts), Possession of CDS With Weapon Present, Convicted Felon in Possession of Firearm, Drug Free Zone Violation, and Possession of Schedule II Drugs by the Washington Parish Sheriff's Office. No bond set at this time.
Clifton Durham (Magnolia, Ms. address) was booked on the charges of Aggravated Assault With a Firearm, Aggravated Assault/Domestic Violence, Illegal Carrying of Weapon, and Domestic Abuse Battery by the Washington Parish Sheriff's Office. No bond set at this time.

Bogalusa Police Arrests 3 on Numerous Charges / Officer Attacked by Pit Bull
On Tuesday, November 23rd, Officers with the Bogalusa Police Department Violent Crimes Task Force executed a Search Warrant at a residence in the 700 block of Avenue C. The Search Warrant was the culmination of an extensive investigation into the sale of heroin and other illegal narcotics by Jamar McGowan from his residence.
Upon entering the residence, Officers encountered Jamar McGowan, Kenyatta Scott Jr., and DeAnthony McGowan in the front living room. As Officers were securing the three suspects, a large and aggressive pit bull dog, weighing over 100 pounds, entered the living room and attacked one of the Officers. As the dog was biting the Officer, the Officer had no choice but to shoot the dog, killing it. The Officer went to Our Lady of the Angels E.R. for treatment of leg wounds, as well as rabies treatment. The same dog attacked a female outside of the residence earlier this month, and she suffered multiple lacerations and a broken leg.
A search of the residence was conducted. Officers located two 9mm handguns in the living room where the suspects were located. Over 8 grams of Heroin, 1.6 pounds of Marijuana, a small amount of a Schedule II Narcotic and drug paraphernalia were seized. Over $2,000.00 in U.S. Currency, believed to be proceeds from the sale of illegal narcotics, was also seized.
Jamar McGowan was charged with Possession with Intent to Distribute Heroin, Possession with Intent to Distribute Marijuana, Illegal Carrying of a Weapon while in Possession of a Controlled Dangerous Substance, Possession of a Weapon by a Convicted Felon, Possession of a Controlled Dangerous Substance in a Drug Free Zone, and Possession of a Schedule II Narcotic.
Kenyatta Scott, Jr. was charged with Possession with Intent to Distribute Heroin, Possession with Intent to Distribute Marijuana, Illegal Carrying of a Weapon while in Possession of a Controlled Dangerous Substance, Transactions Involving Proceeds from Drug Offenses, Possession of a Controlled Dangerous Substance in a Drug Free Zone, and Possession of a Schedule II Narcotic.
DeAnthony McGowan was charged with Possession with Intent to Distribute Heroin, Possession with Intent to Distribute Marijuana, Illegal Carrying of a Weapon while in Possession of a Controlled Dangerous Substance, Possession of a Controlled Dangerous Substance in a Drug Free Zone, and Possession of a Schedule II Narcotic.
Jamar McGowan is a Convicted Felon with four previous arrests by the Bogalusa Police Department, including prior drug offenses. Kenyatta Scott Jr. has three previous arrests by the Bogalusa Police Department. Two of these arrests were made earlier this year involving felony weapons and drug offenses, for which he was currently out on bond on both arrests. All three suspects were booked into the Bogalusa City Jail and transferred to the Parish Jail. The case will be referred to District Attorney Warren Montgomery’s office for prosecution.
The following statement was also offered by the Bogalusa Police Department
"When we arrest suspects for offenses involving marijuana, we often receive many negative comments by advocates of marijuana legalization. While those individuals are entitled to their opinion, the Bogalusa Police Department will continue to enforce the law currently in place, until such time as these laws are repealed. We do not make laws, we enforce them. Below is the current law for Distribution and Possession with Intent to Distribute Marijuana."
Man North of Franklinton Arrested for Threatening Neighbor
Based on evidence at the scene, including eyewitness statements from the homeowners along with a photo of the neighbor trespassing on their property and aiming a rifle at one of the residents, the deputy arrested Gene Arthur White, age 75, and transported him to the Washington Parish Jail. White, who had outstanding warrants for other offenses, was booked for aggravated assault with a firearm, criminal trespass and criminal damage to property.
“If anyone has a grievance with a neighbor, a civil conversation is always best in an attempt to resolve differences,” stated Sheriff Randy Seal. “Intruding on a neighbor’s property and pointing a rifle is a sure sign for a negative outcome. I sincerely hope that Mr. White, who has no previous arrests in Washington Parish, will be a better neighbor in the future.”

Maryland Man Arrested at Bogue Chitto State Park
Burrows, who was at the park with another man, was speaking unintelligibly and hindering the public’s access to the park. The other man advised that he and Burrows had been consuming mushrooms. Northshore EMS arrived at the scene and attempted to assess Burrows who would not cooperate. At this time, the deputy placed handcuffs on Burrows and, with the assistance of a park ranger, attempted to place Burrows in the ambulance. During the process, Burrows licked the deputy on the forearm and continued to resist. He was then placed in the patrol vehicle for transport to the Washington Parish Jail.
At the jail, Burrows was booked on charges of disturbing the peace and assault on a police officer. During the booking process, he continued to resist by grabbing jail deputies. His friend, who was also impaired, was transported to the Sheriff’s Office to await someone to pick him up.
“This was a bizarre situation,” stated Sheriff Randy Seal. “While it is not uncommon to encounter persons under the influence of drugs, it is unusual to find someone who confesses to consuming mushrooms. This is a good example of the danger of ingesting any type of foreign substance whether orally or by smoking or injection. The use of any sort of mind-altering substance never leads to a good outcome.”
Angie Man Back in Jail – The 8th Time
His previous charges have included arrests fir for theft, felony possession of stolen property, attempted simple robbery, battery of an infirmed person, distribution of illegal drugs, failure to appear in court, aggravated rape, false imprisonment, terrorizing, criminal mischief, disturbing the peace with loud and abusive language, false report of a crime, resisting arrest by providing false booking information and being a fugitive from another jurisdiction. He was still in jail on November 22, 2021 with his bond set at $15,000.
“There is no logical explanation for what he does,” stated Sheriff Randy Seal. “Falsely reporting a crime is serious in that it is time consuming for deputies and interferes with their ability to respond to legitimate calls for service. It seems that Mr. Ratliff would have learned his lesson by now. Obviously, he hasn’t.”
