3 Plead Guilty In Robbery & Murder of Bogalusa Store Owner

District Attorney Warren Montgomery reports that Levi Lee (17) of Tylertown, MS. and Lance Rouse (25) of Picayune, MS. pleaded guilty Wednesday (December 11, 2019) in the shooting death of a convenience store owner during the robbery of his store in Bogalusa last year.

Lee pleaded guilty, as charged, to second degree murder and two counts of armed robbery and was sentenced by District Judge William H. Burris to life in prison. Rouse pleaded guilty to manslaughter and two counts of armed robbery, and Burris sentenced him to 100 years in prison—40 years on the manslaughter charge, which is to be served consecutively to 60 years on the armed robbery charges (60 years on each count to be served concurrently).

A third person, Melissa Smith (30) of Tylertown, MS. and the girlfriend of Rouse, pleaded guilty to two counts of armed robbery and was sentenced by Burris to 20 years in prison on each count, to be served concurrently.
The crime took place on December 28, 2018, when Lee and Rouse robbed the J and Z Quik store, located at Highway 21 and City Limits Road in Bogalusa, about 4:20 a.m. The business owner, Abdulrahman Taleb, was confronted at gunpoint in the parking lot and shot in his leg during a struggle with the robbers. The incident was captured on video, and the robbers were later identified as Lee and Rouse. The victim died two days later from his injuries. Lee and Rouse got about $250 from the cash register and also robbed a customer inside the business of about $180. A woman, later identified as Smith, waited for Lee and Rouse in the passenger side of the vehicle.

When Lee, Rouse, and Smith were identified, warrants were issued for their arrests, but they fled from the area before their apprehension. They picked up a juvenile from a Mississippi motel, and she accompanied them on their attempted escape. Law enforcement officials in Alabama spotted the group, engaged in a vehicle pursuit of them, and ultimately arrested them.

The Washington Parish Sheriff’s Office, which investigated the case, was able to recover one of the shotguns and pieces of the other one.

Lee and Rouse also are each facing two additional aggravated burglary charges in St. Tammany Parish. They are accused of entering a Covington home late one night just days before the Bogalusa robbery and holding a woman at gunpoint in her bedroom while they stole her valuables, including two shotguns. The shotguns matched the description of those used in the Bogalusa robbery.

Additionally, Lee pleaded guilty to aggravated arson for setting a fire in the Bogalusa jail, and Burris sentenced him to an additional 20 years in prison. That time is to be served concurrent to his life sentence.

Assistant District Attorney Iain Dover prosecuted this case. The victim’s wife and daughter were consulted and agreed to the terms of the plea, and both gave impact statements before Burris during the hearing.

The Teach One to Lead One community mentoring program, brought to Bogalusa High School by District Attorney Warren Montgomery (pictured below left), has been awarded a $5,000 grant from International Paper’s Bogalusa Mill and the International Paper Foundation.

Funds will support efforts to mentor at-risk junior high and high school students at Bogalusa High School. The community-based mentoring program teaches Universal Principles that help to develop character and leadership skills and guide students in pursuing lives of purpose and potential.

“We wouldn’t be able to offer this wonderful program to our children without this significant contribution from International Paper,” Montgomery said. “This is an excellent example of the public sector and industry working together for the good of our community.”

Teach One To Lead One (T1L1) is a nationwide program with chapters throughout the country, including North Louisiana. Montgomery heard about the program, worked with school administrators to implement it at Bogalusa High, and recruited mentors from the community.

Kentwood Man Charged in Animal Abuse Case

On Monday December 9, 2019, deputies responded to Hookfin Rd. in Kentwood as the result of an
anonymous complaint regarding the apparent abuse and neglect of several horses in a nearby pasture. When deputies arrived, they were directed to an area where they located three horses.

One horse was observed lying on the ground with shallow and labored breathing - unable to move, a second horse was seen standing in the distance (appearing to be underweight and malnourished), while a third - who escaped through an area of broken fence - was subsequently located in a neighboring field. The pasture that housed the horses was filled with metal debris and showed no signs of fresh water or food for the animals. Astonished by the heartbreaking scene, deputies immediately contacted TPSO Mounted Detective Sgt. Jill Hutcheson and Detective Glynn Cacioppo who quickly responded to the scene.

With assistance from the Tangi Humane Society, multiple attempts were made to hoist the suffering horse up from the ground to his feet in hopes of getting blood flowing back into his legs. Unfortunately, all efforts were to no avail. Too weak to even drink or eat from a bucket, the horse was hand fed by detectives, as a member of the Tangi Human Society placed a bottle of water into the horse’s mouth to provide him with fluids. After about two hours of rendering care and aid, the horse stopped breathing and quietly passed away.

The two remaining horses were seized and removed from the property by the Tangi Humane Society.  During the investigation, detectives were able to identify the neglectful owner but he was not located during the on-site investigation.

On Wednesday (December 11, 2019), after meeting with detectives, Christopher O’Neil Gordon (33) of Kentwood was arrested and charged with aggravated cruelty to animals as the result of being accused of causing long term malnourishment, unnecessary pain and suffering, and subsequent death of one of the animals in his care.

Lacombe Man Charged With Murder and Sexual Abuse of an Animal

This morning (December 10, 2019), John Jacob Jenkins of Lacombe was arrested by the St.
Tammany Parish Sheriff’s Office at Jenkins' place of employment on the charges of Second Degree Murder and Sexual Abuse of an Animal.

Shortly before noon on October 7, 2019, St. Tammany Parish Sheriff’s deputies responded to a 911 call in reference to a medical emergency at a residence on Lake Road in Lacombe. Emergency Medical personnel also responded to the residence and attempted to revive an unresponsive white female, later identified as Jennifer DeBlonde Jacob, but were unsuccessful.

On October 8, 2019, the St. Tammany Parish Coroner’s Office performed an autopsy on the body of Jennifer DeBlonde Jacob. A ruling on cause and manner of death was deferred at that time, pending the results of toxicology. Those results, which were made known to the Sheriff’s Office in late November, showed traces of narcotics in the deceased’s system at the time of her death.

This investigation involved all divisions of the St. Tammany Parish Coroner’s Office – investigations, DNA analyst, the Sexual Assault Nurse Examiner and the forensic pathologist.

During the course of the investigation, a search warrant was obtained for John Jacob Jenkins’ residence, which yielded the seizure of several items of evidentiary value. Among those items were electronic devices containing pornographic images of human beings engaging in sexual contact with animals.

On December 3, 2019, the St. Tammany Parish Coroner’s Office ruled the cause of death of Jennifer DeBlonde Jacob as Poly-Substance Drug Toxicity and the manner of death as homicide, and a warrant was issued for the arrest of John Jacob Jenkins.

Murder Indictment in Mandeville Police Shooting

District Attorney Warren Montgomery reports that a St. Tammany Parish grand jury indicted Mark E.
Spicer, Jr. (21) of Covington, Wednesday (December 4, 2019) with first degree murder, attempted first degree murder, and three additional charges in a shooting that killed Mandeville Police Department Captain Vincent Liberto, Jr., and wounded a fellow officer on September 20, 2019.

Spicer also was indicted on charges of aggravated flight from an officer, obstruction of justice by tampering with evidence, and illegal possession of stolen firearms. He is accused of shooting Liberto and Officer Ben Cato as they attempted to make a traffic stop at the exit ramp from Causeway Boulevard to Louisiana Highway 22.

Liberto was a decorated U.S. Marine combat veteran who worked nearly 30 years in law enforcement, including 25 years at the Mandeville Police Department.

The investigation into the shooting was conducted by the Louisiana State Police with the assistance of local law enforcement agencies. “On behalf of the Mandeville Police Department, I would like to personally thank the Louisiana State Police for the hundreds of investigative hours they have put into detailing the events surrounding Captain Liberto’s murder,” Mandeville Police Chief Gerald Sticker said. “Their objectivity and consummate professionalism throughout this investigation is to be commended. As we enter the next phase in our pursuit of justice for Captain Vincent Liberto Jr. and his family, I am equally confident in the capabilities and resolve of our District Attorney’s Office. My department, my community, and I all continue to stand with the Liberto family and will do so through final adjudication, no matter the length of time it may take.”

Assistant District Attorney Bruce Dearing, Chief of Trials, presented the case to the grand jury and will prosecute it, along with Criminal Division Chief Collin Sims.

Heated Bogalusa Council Meeting Tuesday Evening

The stage was set for a heated Bogalusa Council meeting Tuesday evening (December 3, 2019) and what was expected to happen, did. A Public Hearing was held on the ordinance to facilitate the proposed construction of condominiums in the City. Residents and Council Members spoke in opposition, both to the ordinance and to Fiscal Administrator “Joey” Richard's perceived overreach of his authority. In the end, Richard disagreed with all objections, cast the only vote and approved the ordinance.

The ordinance in question was introduced by Richard at the November 18, 2019 meeting: “AN ORDINANCE to issue a special use permit to American Dream Homes of Washington Parish, LLC for construction of condominiums allowing three (3) to six (6) multi-family units per lot of property located at West 16th and Avenue I and H, specifically Block 28, Lots 1-40, and to provide for related matters.”

The same matter had been considered at a Public Hearing held on October 15, 2019. After input from the public and much discussion, the ordinance was not approved by the Council. However, Fiscal Administrator Richard believed the proposal has merit, asserted his authority, and has reversed the previous decision by the Council.

Objections to the proposed construction included questions on drainage, the need for the housing, lack of a market study, lack of an impact study on the neighborhood and current residents, failure to consider alternate locations, and fears of a dramatic increase in traffic in the quiet neighborhood. The proposal's plan regarding the lease/purchase of the condominiums was also extensively questioned.

Objections were even more heated regarding the Fiscal Administrator's perceived overreach of his authority and his motives for approving a project that the residents and the Council oppose.

Most residents and Council Members apparently expected that the Fiscal Administrator's mandate was to solve the financial woes of the City, primarily concerning the retirement system funding and the Choctaw Landfill debt. They did not expect that the Fiscal Administrator would thwart the will of the people and their elected Council and Mayor in other matters.

The State's Fiscal Review Committee voted on February 18, 2019 to place the City of Bogalusa under Fiscal Administration and on May 31, 2019 William J. “Rusty” Knight appointed Albert J. “Joey” Richard, III as the Fiscal Administrator for the City of Bogalusa, as recommended by the Attorney General and the Louisiana Legislative Auditor.
