Covington Man Charged With Distributing Child Pornography

Attorney General Jeff Landry today (April 30, 2018) announced the arrest of David Duplechain (51)
of Covington on eight counts of Distribution of Pornography Involving Juveniles (under 13 years of age) following a joint investigation by the Louisiana Bureau of Investigation (LBI) Cyber Crime Unit, Homeland Security Investigations (HSI), and the St. Tammany Parish Sheriff’s Office.
“Every time one of these images or videos is distributed, a child is tragically re-victimized,” said General Landry. “So my Cyber Crime Unit and I are doing all we legally can to bring child predators to justice.”
General Landry encourages anyone with further information or concerns about Duplechain to call the LBI at 800-256-4506. Callers do not have to give their names.

Mt. Hermon Burglars Captured

In mid-March, the Washington Parish Sheriff’s Office requested the public’s help in identifying two
persons who attempted to burglarize a residence on Old Lake Road in Mt. Hermon.  As a result of tips from the public and good detective work, Adrian McGee (29) was arrested March 19, 2018 and Entre D. Dillon (31) was arrested April 28, 2018, both charged with criminal trespass and attempted burglary of an inhabited dwelling.
McGee also faces charges from previous warrants for possession of schedule three drugs, introduction of contraband to a penal institute and two counts of failure to appear in court.  McGee has been in the Washington Parish Jail twice before on charges of issuing worthless checks, failure to appear, shoplifting, criminal trespass, and failure to honor written Promise. Dillon has been in the Washington Parish Jail on nine previous occasions on charges that include being from another jurisdiction, possession of marijuana, domestic battery, obstruction of justice, cruelty to a juvenile, resisting an officer by flight, simple battery, contempt of court, burglary of an inhabited dwelling, criminal damage and failure to appear in court.
“Three key elements led to the capture of these two thieves,” said Sheriff Randy Seal.  “First was the homeowner’s surveillance system that provided good images of the two intruders.  Next was information provided by honest citizens.  The third was the diligence of our detectives who quickly identified the thieves and stayed on the case until they were in custody.  This is another good outcome for honest homeowners.”

Bogalusa Church Pastor Charged with Theft of Over $90,000

U.S. Attorney Duane A. Evans announced that JERRY R. NEWTON (54) of Slidell, Louisiana was charged yesterday (April 26, 2018) with Theft of Government Funds. NEWTON reportedly applied for Social Security disability benefits but a person receiving disability benefits must disclose to the SSA any employment or income while getting the government money.
In forms submitted to the SSA, NEWTON reportedly failed to disclose that he was the paid pastor of Bogalusa Baptist Church since May of 2007 and that he owned two businesses, Still Dreaming Graphics, LLC and Kclean Sweep, a cleaning service.  Due to his concealing of his salary and income produced from his businesses, NEWTON received a total of $95,316 in DIB benefits to which he was not entitled.
U. S. Attorney Evans reiterated that a Bill of Information is merely a charge and that the guilt of the defendant must be proven beyond a reasonable doubt.
If convicted, NEWTON faces a maximum penalty of ten (10) years imprisonment, followed by up to three (3) years of supervised release, a fine of up to $250,000.00, and a mandatory $100 special assessment, as well as restitution to the Social Security Administration.

Sixteen People Charged With Racketeering In Counterfeit Check Scheme

Counterfeit checks presented against victims that included Washington and St Tammany Parishes.
District Attorney Warren Montgomery hosted a press conference Friday (April 27, 2018) at 10:30 a.m. to announce the indictment of 16 suspects, charged with racketeering and 89 counts of bank fraud for an alleged check counterfeiting operation. The indictments, returned April 19, were the result of a yearlong investigation by Det. Nick Burtanog of the Slidell Police Department.
Between January and August 2017, the suspects operated as the “BME Mafia” and sought to defraud several banks, individuals, and government agencies, including the St. Tammany Parish Sheriff's Office and the East Baton Rouge Sheriff's Office. During a three-month scope of the operation, 89 checks, totaling more than $140,000, were discovered to have been presented to various financial institutions. The suspects called their scheme the “Nike game,” referring the sports company’s check logo.


WPSO Deputies Graduate from Slidell POST Academy

On Thursday (April 26, 2018), three Washington Parish Deputy Sheriffs graduated from the Louisiana Peace Officer Standards Training Council Academy in Slidell. Each of the deputies completed a demanding fourteen week course which included instruction on various subjects related to law enforcement, including Louisiana law and firearms certification. The practical instruction prepares an officer for managing the daily duties of law enforcement in accordance with local, state and federal laws.
Successfully completing all training requirements were Deputy Kenneth Doby, Jr., Deputy Patrick Tomberlin and Deputy Richard Serigne.
Washington Parish Sheriff Randy Seal attended the graduation ceremony and presented diplomas to graduating Washington Parish deputies. Sheriff Seal stated, “This is a very difficult academy and I congratulate each of our fine deputies for successfully meeting all of the requirements. These are good men and I look forward to continue working with them.”

DWI (5th Offense) Arrest Made North of Bogalusa

Responding Wednesday (April 25, 2018) to a report of a car being driven erratically on Highway 21
north of Bogalusa, Washington Parish Sheriff’s Office Patrol Deputy Adam Sullivan located the vehicle and observed the vehicle swerving in the roadway. The driver, Roy Allen Walker (58) of New Orleans, appeared to be impaired with slurred speech and the inability to walk without swaying. He also had a suspended license due to previous DWI convictions.
A search of the vehicle revealed three empty whiskey bottles and one half empty. Walker was charged with a fifth offense of driving while intoxicated, driving with a suspended license and having an open container in his vehicle.
Sheriff Randy Seal commented. “According to the Centers for Disease Control and Prevention, 28 people in the United States are killed daily by drunk drivers. This equals one death every 51 minutes and the annual cost of alcohol related crashes is $44 billion. These are horrible statistics. Deputy Sullivan’s actions may have prevented another death or serious injury. It seems obvious that Mr. Walker has a serious drinking problem and he should never be behind the wheel of a vehicle. Thank you, Deputy Sullivan, for protecting the drivers of Washington Parish.”

Traffic Stop Results in Arrest on Numerous Charges

While patrolling on Highway 430 Wednesday night (April 25, 2018), Washington Parish Sheriff’s
Office Patrol Deputy Jay Dupre saw a vehicle swerve into the oncoming lane of traffic and driving on the wrong side of the road. Deputy Dupre initiated a traffic stop on Deonta Lamar Lee (32), a resident of Hayes Creek Road north of Franklinton.
Deputy Dupre observed narcotics displayed openly in the center console of the vehicle and a large amount of currency in Mr. Lee’s lap, the center console and the passenger seat. Lee was removed from his vehicle and placed under arrest.
A further search of Lee’s vehicle revealed heroin concealed in an open soft drink can three boxes of plastic baggies and a digital scale. Seized from Lee was 23.25 grams of heroin, $468 cash and Suboxone which was not prescribed for Lee.
Lee was booked on five outstanding warrants for contempt of court, possession with intent to distribute heroin, possession of schedule 3 drugs, two counts of possession of drug paraphernalia, obstruction of justice and improper lane usage.

Covington: Investigation Leads to 13-Year-Old Arrest

Chief Tim Lentz announces that the Covington Police Department has made an arrest in relation to the suspicious chemical incident at William Pitcher Jr. High School. Evidence collected at the scene was consistent with materials commonly used to manufacture a bomb.
As a result, Covington Police officers have arrested a 13-year old juvenile, who is suspected of bringing the chemicals to school. The juvenile was charged with one count of Manufacture and Possession of a Bomb, and subsequently booked into the Florida Parishes Juvenile Detention Center.
This is believed to be an isolated incident, and officials are confident there is NO THREAT TO PUBLIC SAFETY. As this is an ongoing investigation, no further details are available at this time.

A group of Franklinton basketball players is getting quite a bit of attention for taking a knee as the funeral procession of Velma Kay Crowe passed by their pickup game Friday, April 20, 2018.
Sisters Lynn Bienvenu and Johannah Stroud of Denham Springs say impromptu outpouring of support and respect to the family who had lost a loved one touched their hearts and they snapped a quick photo.
"They took a knee not out of disrespect, but out of honor," Bienvenu wrote in her social media post. "There was not an adult in sight to tell them to stop playing." The picture has since exploded online, and by Sunday had been shared more than 700 times.

Look for Lower Electric Bills Due to Tax Cuts and Jobs Act

Many Louisiana users of electricity will see a series of rate reductions over the remainder of 2018 as a result of the Tax Cuts and Jobs Act pushed by President Trump and approved by Congress in late 2017 without a single Democrat vote.
A press release today (April 21, 2018) by Entergy Louisiana states that, under an agreement approved by the Louisiana Public Service Commission, the first of the reductions will occur in May as a result of $210 million in federal tax reform-related savings. Further savings to customers will be seen over the coming months and years.
“Along with customer refunds, tax reform also helps provide us the ability to invest in modernizing our system for the benefit of customers while maintaining some of the lowest rates in the country,” Phillip May, president and CEO of Entergy Louisiana said.

Slidell Police Arrest Two Juveniles for Sending Nude Photos

Slidell Police were contacted by school administrators at Bonne Ecole Elementary after they discovered a male student was in possession of nude photographs of a female student. The investigation unveiled the fact that the male juvenile sent the nude photographs to numerous other students at the school through the popular social media app, Snapchat.
Wednesday (April 18, 2018), investigators arrested the female juvenile, who took and sent the nude photographs of herself, and the male juvenile, for mass distributing the nude photographs to other students.
Slidell Police Chief Randy Fandal says, “Most kids are not aware, but sending a nude photo of themselves is a crime. Parents need to have a candid conversation with their kids about the seriousness, and the long term effects, of taking and sending nude photographs.”
Both juveniles were arrested, and later released to the custody of their parents.

Slidell Woman Found Guilty Of Stealing Identity From Social Media

District Attorney Warren Montgomery reports that a St. Tammany Parish jury found Cindy T. White (41) of Slidell guilty Wednesday (April 18, 2018) of theft of identity over $1,000 for stealing another woman’s identity via social media. White faces up to 10 years when she is sentenced by District Judge Scott Gardner on April 24, 2018.
An employee of Diversified Foods and Seasonings contacted the STPSO in April, 2016 about White, who had provided a fraudulent resume, social security number, and driver’s license number to get an executive level job. They hired White in September 2015 as a human resources manager at $95,000 per year and promoted her five months later with a salary of $105,000.
As it turns out, White had copied credentials, a Social Security number, and Drivers License number from a resume copied directly from the Linked In account of someone with a similar name. The educational credentials included a bachelor’s degree from Tulane University and a master’s from Hebrew University in Jerusalem. Company officials became suspicious, though, when White had trouble performing duties within the educational level and experience listed on her resume, and when she began delegating many tasks assigned to her.
When investigators tracked White’s real Social Security number, they learned she had been arrested in New Orleans in February 1997 for theft, forgery, and malfeasance in office. At the time, White worked for the Orleans Parish Sheriff’s Office and was accused of assuming a co-worker’s identity and emptying the victim’s bank account, before being identified by surveillance photos. White pleaded guilty to two counts of forgery on September 27, 1997, and was placed on probation. But court records indicate her probation was terminated in 1999 because the court received information that she was deceased. White also had pleaded guilty in Jefferson Parish to attempted theft of goods on December 4, 1998.
White admitted in a statement to investigators that she fraudulently used the victim’s educational experience and Social Security number to get the job. But her defense attorney argued during the trial that she actually earned the salary.
Jurors deliberated just 15 minutes before returning the guilty verdict.

Slidell Resident Killed in I-12 Crash

Thursday (April 19, 2018), Troopers from Louisiana State Police Troop L responded to a single vehicle crash near Robert that claimed the life of Slidell resident Nathan Daniel Irby (32).
The initial on-scene investigation led Troopers to determine that the crash occurred as Irby traveled off the right side of the roadway and into the tree line, where it then impacted a large tree. Despite being properly restrained, Irby sustained severe injuries in the crash. Irby was transported from the scene by Acadian Air to North Oaks Health Systems, where he later succumbed to his injuries.

More Than 10 Pounds of Cocaine Found During Traffic Stop in St. Tammany

A routine traffic stop Wednesday (April 18, 2018) by a member of the St. Tammany Parish Sheriff’s
Highway Enforcement Unit resulted in a find of more than 10 pounds of suspected cocaine.
The driver of the vehicle, Rosa Siller (43) of Weslaco, Texas, told the deputy she was en route to Florida to pick up her grandparents and planned to bring them back to Texas, but a consensual search of the vehicle uncovered 10.4 pounds of suspected cocaine packaged and hidden inside the vehicle.
Siller was charged with Possession with Intent to Distribute Schedule II CDS (Cocaine), Following Too Close, and Expired License Plate Registration.
“Our Highway Enforcement Unit has been very successful in making many proactive arrests and reducing the availability of dangerous drugs being dispersed in and traveling through St. Tammany Parish," Sheriff Smith said.

1956 World Series Game Ticket Stolen & Recovered

A homeless man, Jeffery Garmon (20) of Talladega, Florida, was arrested Monday (April 16, 2018)
by St. Tammany Parish Sheriff's deputies, after stealing a 1956 World Series Game 5 ticket from a Slidell-area residence. The ticket, which is a collector’s item valued at up to $6000, is a family heirloom that had been passed down to a Slidell man by a family member.
Pitcher Don Larsen made baseball history in Game 5 of the 1956 World Series when he threw a perfect game for the New York Yankees, giving them a win over the Brooklyn Dodgers. This was the first and only perfect game thrown during World Series play. Other baseball legends, Yogi Berra and Mickey Mantel contributed to the win.
The ticket's owner had allowed Garmon and his brother, who were “down on their luck” and homeless, to spend the night. When they left his home the next morning, the victim found his ticket missing. Less than one hour after the owner of the prized article of baseball memorable reported the theft, deputies located Garmon and recovered the ticket in his backpack. The ticket was returned to its owner and Garmon was charged with Theft Between $5000 and $25000.

Bogalusa Man Pleads Guilty to Series of Arsons

District Attorney Warren Montgomery reports that Herman A. Thomas (44) of Bogalusa  pleaded guilty Monday (April 16, 2018) to aggravated arson and of simple arson (8 counts) for igniting a series of fires in Bogalusa in 2016 and 2017. District Judge William “Rusty” Knight sentenced Thomas to six years in prison with four of the years suspended.
The case drew the attention of the ATF and the State Fire Marshal.  The last fire was set on November 8, 2017, in a vehicle next to a home on Adams Street. The home owner was sitting on her front porch with friends, when Thomas walked up and told them that he had seen “a couple of black males” trying to steal something from the vehicle the night before. When Thomas walked to the car with another male, they found the car filled with smoke, and burning newspaper was removed from underneath the seat.
Investigators determined the fire to be arson and zeroed in on Thomas as a suspect. When they interviewed him about the arson, he admitted setting the Adams Street fire, as well as the seven others.

Bogalusa Council Approves Sunday Alcohol Sales

In a split vote, the Bogalusa Council voted Tuesday (April 17, 2018) to amend the City's code to allow the sale of alcohol on Sundays from 12:00 noon to 10 pm. The vote came after hearing from several residents and after discussion by members of the Council.
Councilwoman Fortenberry voted against the amendment, Council President Kates abstained, and the rest of the Council voted in favor of the amendment.

In other business, the Council
  • authorized the Mayor to obtain counsel to pursue damages the city has suffered as a result of the opioid crisis, 
  • approved a resolution adopting LaMATS Procurement Services, 
  • tabled a resolution in support of the Washington Parish Council resolution regarding the parish landfill and 
  • amended the City's ordinance pertaining to burials to provide for stiff penalties, primarily affecting funeral homes. The primary problem is that burials in Bogalusa Cemetery are not deep enough, causing a health problem. It was noted in the discussions that, at least in one case, the casket was only about three inches deep, instead of required two feet.

Bogalusa Woman Charged with Drive-By Shooting

Yesterday (April 17, 2018), Bogalusa Police Department officers responded to the 500 block of
Avenue H due to a call about gunshots being fired. Upon the officer’s arrival, the female victim stated that Alexandria Brown (26) of Bogalusa drove to the victim's residence and started a confrontation. Brown stayed in her vehicle, pointed a pistol and fired one shot at the victim who was standing approximately twenty feet away.  The victim ran inside her residence and escaped injury.
The victim had previously filed a protective order against Brown. A search warrant was obtained on the residence of Alexandria Brown. BPD officers located Brown hiding in a bedroom of the residence and she was arrested on the charges of Assault By Drive By Shooting, Illegal Use Of Weapons, Aggravated Assault and Violation of a Protective Order.

Slidell PD Arrest Man for Christmas Night Robberies

Slidell Police arrested Don Barrington (28) of Madisonville last Friday (April 13, 2018) for the armed robberies of two gas stations on Christmas night.
Barrington reportedly entered an Exxon store, brandished a knife, and demanded money. He got an undisclosed amount of cash and fled. Shortly afterwards, Barrington reportedly entered a Shell store and again demanded clash and fled after getting an undisclosed amount of cash.
Barrington was developed as a primary suspect after a Crimestoppers tip named Barrington as the robber. Investigators were able to positively link Barrington to the robberies and secured warrants for his arrest.
Barrington’s arrest was featured on the A&E television show, Live PD.

STPSO Arrests Amite Man After Stolen Vehicle Pursuit

St. Tammany Parish Sheriff’s deputies, with the assistance of other local agencies, arrested Harold Allen (36) of Amite Monday afternoon (April 16, 2018) following a vehicle pursuit that started in the Bush area and led authorities into Washington Parish.
The owner of a 2011 Dodge Ram 3500 called STPSO Monday morning to report he had left his truck in the parking lot of a Slidell mechanic’s shop overnight and when employees showed up Monday morning, the truck was missing. That afternoon, a STPSO deputy saw the stolen truck near the intersection of Highways 21 and 41 in Bush and attempted to initiate a traffic stop. The driver (Harold Allen) failed to stop, and instead continued northbound down Highway 21 into Washington Parish.
While being pursued by STPSO deputies, Sun Police officers, Bogalusa Police officers and deputies from the Washington Parish Sheriff’s Office, Allen crashed the vehicle just outside of the Bogalusa city limits.
Allen faces the charges in St. Tammany of Illegal possession of stolen things, Obstructing highways of commerce,  Reckless operation of a vehicle, and Flight from an Officer. He was booked into the Washington Parish Jail on the charges of Aggravated Assault With a Vehicle on an Officer (2 counts), Aggravated Flight from an Officer, Criminal Damage to Property Under 500 (5 counts), Driving Under Suspension, Fugitive Other Jurisdiction, and Aggravated Obstruction of Commerce/Roadway.

Several Arrests Made at Slidell “Massage Parlors”

The Slidell Police Department conducted an undercover operation due to complaints of criminal
behavior occurring inside of several massage parlors in the Slidell area. The investigation concluded that the massage therapists were giving erotic massages to several of their customers.
SPD reports today (April 16, 2018) that those arrested were Haiping Huang (53) of Brooklyn, NY and Xiaoyan Chen (46) of Slidell (both employed at Relax Therapy Massage). Also arrested were Suwei Li (48) of Slidell (employed at Super Relax Massage) and Tian Jing (48) of Miami, FL. (employed at To the Moon and Back Massage).
All four massage therapists were arrested for Prostitution by Massage. The findings of the investigation are being turned over to the City of Slidell Code Enforcement and the Louisiana Board of Massage Therapy to determine if any further action can be taken.
The undercover operation was conducted in partnership with the Louisiana Attorney General’s Office and the St. Tammany Parish Sheriff’s Office.

Covington Man Arrested For Robberies of 3 Businesses

St. Tammany Parish Sheriff’s deputies have arrested Michael Williams (47) of Covington as the individual responsible for robberies at three West St. Tammany Parish businesses Friday (April 13, 2018). In all three cases, Williams waited for the cashiers to open the registers and then quickly grabbed what cash he could before fleeing.
Friday afternoon, a STPSO deputy observed a white Ford Focus, matching the description of the one Williams was believed to be driving, and, along with a Covington Police Officer, attempted to conduct a traffic stop. Following a slow pursuit, Williams was taken into custody after he crashed the vehicle in a ditch. An undisclosed amount of the stolen cash was located inside the vehicle.
“Working together – STPSO deputies and detectives and their counterparts with the Covington Police Department – were able to put a quick end to this man’s crime spree,” Sheriff Randy Smith said.

Parent Threatened Another Parent With Firearm

Tyronne Causey (32) of Slidell was arrested after he threatened another parent with a handgun while
they were waiting to pick up students at Cypress Cove Elementary School shortly before 4:00 p.m. On Thursday, April 12, 2018.
St. Tammany Parish Sheriff’s deputies were called and the school was briefly placed on lockdown as a safety precaution.
Causey was booked on the charges of Aggravated Assault with a Firearm and Possession of a Firearm in a Firearm-Free Zone.

STPSO Looking for Washington Parish Man Who Ran

St. Tammany Parish Sheriff’s detectives are asking for the public’s help in locating a Washington
Parish man who is wanted for questioning in reference to numerous burglaries and is now believed to be on the run in a stolen vehicle. He is John Busby (35), whose last known address is 19514 Sylvest Road, Franklinton.
On Thursday (April 12, 2018), a St. Tammany Parish Sheriff’s deputy was dispatched to the area of Hwy 40 and Five Lakes Road in response to a report of a suspicious person riding an ATV in the area with what appeared to be stolen items. The deputy located Busby and attempted a traffic stop, but Busby ditched the ATV and fled on foot.
While the search for Busby was in progress, a nearby resident called to report his pickup truck had been stolen. The Ford F-250 King Ranch pick-up with Mississippi license plate LB5080 had been left unlocked and with the keys in the ignition. K-9 Nero was able to track Busby’s scent to the location where the truck had been parked. The ATV Busby abandoned during the pursuit had been reported stolen out of the Lee Road area.

Covington Man Gets 60 Years For Rape and Child Pornography

District Attorney Warren Montgomery reports that Jackson Richard Miller (50) of Covington pleaded guilty Thursday (April 12, 2018) to forcible rape, indecent behavior with a juvenile under 13, obstruction of justice, and 164 counts of possession of child pornography. District Judge August J. Hand sentenced Miller to a total of 60 years in prison without the benefit of probation, parole, or suspension of sentence.
Between January and October 2009, Miller uploaded dozens of pornographic images of juveniles. He then raped an 8-year-old girl, took pornographic images of her, and behaved inappropriately with a 9-year-old girl, all between Jan. 1, 2015, and May 31, 2017.
Miller was scheduled to go to trial on April 23, but the parents of the victims requested the D.A.’s Office accept the guilty plea, as the sentence will likely result in the defendant dying in prison. Both victims’ parents and one of the victims attended the sentencing.
“Today I am here to give a statement about the impact you and your crime has had on my family,” the rape victim’s mother said, when given a chance to speak during the hearing. “My sweet little girl was 6 and a sweet innocent child when you made the decision to rape her. You made the decision to take her innocence, and in doing so, changed the course of our lives forever.”
The mother said she was determined to get justice for her daughter. “As I like to say, ‘Mess with me, and I let karma do its job. Mess with my kids or my family, I become karma.’ We are survivors. We were stronger than you. We were smarter than you. And now you are finally forced to take responsibility for your actions…Today, I am Karma.”
Hand sentenced Miller to the maximum of 40 years for the rape charge. Hand then issued the following sentences, which are to be served at the same time but after the rape sentence has been served: 20 years for indecent behavior, 5 years for obstruction of justice, and 20 years for each of the possession of pornography charges. The total time amounts to 60 years in prison.
The case was investigated by Brian D. Brown, Supervisory Special Agent of the Investigation Division of the Louisiana Department of Justice, and the St. Tammany Parish Sheriff’s Office. Assistant District Attorneys John Alford and Blake Peters prosecuted the case.
