Washington Parish Jail Bookings for November 15-16, 2022
Romerro Morris (age 33 with Bogalusa, La. address) was booked on the charges of Failure to Appear (2 counts), Possession of Schedule II Drugs, Possession of Schedule 1 Drugs, Possession of Drug Paraphernalia, Convicted Felon in Possession of Firearm (2 counts), Possession of CDS With Weapon Present (2 counts), and Transactions Involving Proceeds from Drug Offenses by the Washington Parish Sheriff's Office. Bogalusa Council Opts for New Garbage Company
The Bogalusa City Council met Tuesday (November 15, 2022) evening in the newly-renovated courtroom. Much of the hour and a half meeting was devoted to consideration of a new $6 Million garbage contract. The Agenda item was an ordinance authorizing the mayor to accept and sign garbage contract as recommended by the Purchasing Department. See the video beginning at 24:25. Representatives from both companies being considered spoke, as well as Council Members, Mayor Perrette, and residents in attendance. In the end, the Council voted to replace AmWaste with Coastal Environmental Services as of January 1, 2023.
In other business, the Council
- approved a resolution retaining Robert A. Neilson CPA to provide Professional Accounting Services
- approved a resolution to appoint Lisa Kelly as the Chairman of the Crime Prevention Commission
- introduced an ordinance authorizing the Mayor to enter into a contract that will provide crime cameras for the Police Department
- introduced an amendment to an ordinance regarding the location of house trailers and other nonconventional structures to be used by construction workers
- approved an ordinance, after a Public Hearing, regarding a Lease Purchase Finance Contract for the purpose of procuring a “Water Meter Project” that will replace water meters as they fail
- approved an ordinance, after a Public Hearing, authorizing the mayor to enter into a contract between Avenu Insights & Analytics, Inc. and the City of Bogalusa for the collection of occupational license taxes
- approved an ordinance, after a Public Hearing, authorizing the mayor to sign the Collective Bargaining Agreement with the Bogalusa Police Association Local 85
- approved an ordinance, after a Public Hearing, approving the 2022 Revised Budget

Washington Parish Council Meeting November 14, 2022
The Washington Parish Council met Monday (November 14, 2022) evening and acted on numerous Agenda items but most of the meeting dealt with applications for Industrial Tax Exemptions submitted by two solar projects. Beginning at 3:50 into video of the meeting, the Council heard from representatives of applicants Sunlight Road Solar, LLC and Bogalusa West PVI, LLC, as well as numerous parish residents opposed to the applications and projections made by the applicants.
The matter of taxes from these solar panel farms (and more are in the works) is a big dollar one: permit fees, substantial sales tax revenue and even more in property taxes. From just the Sunlight Road Solar project, the representative quoted $700,000 in permit fees (a one time deal), $1.5 million-to $2 million in sales taxes (a one time deal), and $30 million in property taxes over the life of the project (a figure disputed by others who spoke).
While the Industrial Tax Exemptions have been approved on the State level, the three taxing entities in Washington Parish can approve or reject. The entities are the Washington Parish Sheriff's Office (which have rejected the applications), the Washington Parish School Board (which has tabled the matter in order to get more information), and the Washington Parish Council.
Each application was considered separately. In the end, the Council rejected the application by Sunlight Road Solar, LLC. However, the Council delayed action on the Bogalusa West PVC, LLC application until the December 12, 2022 Council Meeting in order to obtain more information.

- approved an ordinance to amend the 2022 annual operating budget
- introduced two ordinances: one approving the contract for disaster debris removal and disposal services and one requiring the Washington Parish Clerk of Court and Washington Parish Sheriff to impose, collect and remit certain filing fees pursuant to Louisiana revised statute 33:1236(55)(a) as amended
- approved five resolutions of appointment to boards
- approved a resolution authorizing the Washington Parish Government to apply for and administer a grant through the Louisiana Governor’s Assistance Program
Parish President Thomas and his staff provided reports, beginning at 1:19:30 into video of the meeting.
School Bus Driver From Loranger Arrested on Juvenile Pornography Charges
Tangipahoa Parish Sheriff's Office Chief Jimmy Travis reports the arrest of 62 year-old Rufus Addison of Loranger after an investigation ensued alleging Addison was inappropriately involved with a high school student.
The TPSO's Juvenile Division was contacted by the principal of a Hammond area school, after they discovered Addison (a contracted bus driver) had been communicating inappropriately with a female student.
As a result of the investigation, Addison was arrested and charged with Pornography Involving Juveniles, Indecent Behavior, and Computer-aided Solicitation of a Juvenile
Prior to the arrest, the school issued a statement to parents informing them of the investigation, and stating the subject was no longer associated with the school in any way.
**All persons accused of a crime are considered innocent until proven guilty**

Judge Ellen Creel Sentences Slidell Man to 50 Years for Sex Crimes Against 5 Year-Old.
District Attorney Warren Montgomery reports that on Thursday, November 10, 2022, Irvin T. Perry, age 37 of Slidell, Louisiana, pled guilty prior to the start of his trial, in front of District Judge Ellen Creel. Perry pled guilty to attempted aggravated rape and sexual battery of a victim under age 13. He received a sentence of 50 years in prison on each charge, to run concurrently, without the benefit of probation, parole or suspension of sentence.
In June 2015, the five-year-old victim told her brother that the defendant had been touching her while he was babysitting them; her brother persuaded her to tell their mother. When she arrived at home, the victim broke down crying and told her mother that the defendant had “touched” her and threatened to whip her if she told anyone. While the mother was calling 9-1-1, the defendant jerked the phone out of the wall and fled.
Detectives located the defendant and took him in for questioning. He admitted to having sexual contact with the victim but that it was all “the [victim’s] idea.” He told officers he was ready to go to jail and serve his time but that he’d “be out in a couple of years.”
The victim’s brother was a witness, and gave a statement to the investigators. He knew the defendant was in his mother’s bedroom with his sister. He knocked on the locked bedroom door and was told by the defendant to “go sit down.” He peeked under the door and saw his sister’s clothes on the floor.
The victim’s family agreed to the sentence and were relieved that they did not have to endure the stress of a trial to receive justice.
Assistant District Attorneys Jason Cuccia and Jay Adair prosecuted the case. The Slidell Police Department investigated the case and provided an excellent, comprehensive investigation and resulting case file.

Allan Gulotta (age 60 with Mt. Hermon, La. address) was booked on the charges of Contempt of Court, Possession of Drug Paraphernalia, Possession of Marijuana, and Possession of Schedule II Drugs by the Washington Parish Sheriff's Office. Bond set at $4150.00.
Nicholas Fields (age 25 with Bogalusa, La. address) was booked on the charge of Contempt of Court by the Washington Parish Sheriff's Office. Bond set at $10000.00.
Chance Turner (age 19 with Bogalusa, La. address) was booked on the charges of Speed Unsafe for Road Conditions, Ran Stop Sign, No Turn Signals, and Illegal Possession of a Stolen Firearm by the Washington Parish Sheriff's Office. Released on $2500.00.
