Lafayette Kidnapping Fugitive Arrested in Slidell

Yesterday (August 11, 2017), Slidell Police and the U. S. Marshall's Task force arrested Lawrence Handley (49) at a motel in Slidell. Handley was wanted out of Lafayette for Criminal Conspiracy to Commit Second Degree Kidnapping and Criminal Conspiracy to Commit Attempted Second Degree Kidnapping.
According to The Advocate , police believe Handley orchestrated the kidnapping of a woman by two men. The two men drowned in the waters of the Intracoastal Waterway in Port Allen while trying to get away from police.

Man Who Reportedly Beat Puppy Arrested by SPD

Yesterday (August 10, 2017), Slidell Police responded to the Wal-Mart parking lot on Natchez Drive in reference to a man who was kicking and beating a puppy. Witnesses called police after they heard a dog “screaming bloody murder”, then saw Louis Ladner (39) of Kiln, Mississippi repeatedly kicking and beating a young dog.
Officers located Ladner and found the young pit bull puppy in the trunk of his car. Ladner told officers he went inside Wal-Mart for about twenty minutes and, when he returned, the dog came at him and his infant child. Ladner then proceeded to beat the dog for approximately ten minutes, according to witnesses. The puppy, which had no signs of visible injuries, was turned over to the care of a responsible person.
Ladner was charged with Cruelty to Animals and on warrants for Aggravated Battery with a Dangerous Weapon and Operation of a Clandestine Lab though the St. Tammany Parish Sheriff’s Office.

Wednesday (August 9, 2017), the Tangipahoa Parish Sheriff Office detectives released surveillance photos of a suspect in a residential burglary that occurred August 5, 2017 in Pontchatoula. Wednesday night, Hammond Police stopped an individual matching the suspect's description and contacted TPSO. TPSO responded, conducted an interview and arrested Donny McKay (29) of Pontchatoula on the charge of Simple Burglary.
Good job, guys. That's the way it should work.

Mt. Hermon Arrested for Sex Crimes Against Children

After a complaint about a Washington Parish man sending inappropriate text messages to two young girls, the Washington Parish Sheriff’s Office began an investigation which led to the arrest on August 2, 2017 of Karl R. Kirksey, Jr. (54), a resident of Floyd Grabert Road in Mt. Hermon. He was released on bond August 3, 2017.
The investigation determined that not only had Kirksey sent inappropriate text messages to the two young juveniles, but also he had committed sexual battery on them.
Any parent or guardian who has concerns about any contact their child may have had with Karl R. Kirksey, Jr., is asked to call Detective Demmie Rice at (985) 661-2021, extension 2004.

Sewerage Update & More at Franklinton Aldermen Meeting

At the Franklinton Board of Aldermen meeting on Tuesday (August 8, 2017), Jay Pittman with Spangler Engineering provided the Aldermen with an update on sewerage and drainage improvements.  Pittman reported that the problems experienced in the area of 15th and Alford has been alleviated and residents should no longer see overflow of the man-hole covers. Another focus of work is, with the Washington Parish Fair coming in October, to complete improvements near the fairgrounds area. Pittman reviewed the problem of infiltration of rain water into the town's sewerage system and spoke about how residents could help in this regard. (See his report beginning at 3:05 into the video)
In other business, the Aldermen approved a resolution to facilitate the transfer of the old National Guard Armory and property back to the Town of Franklinton, learned that twenty-four new business applications have been received in 2017, were told that about sixty unpaid town bills have been turned over to a collection agency, discussed how to save the remaining old concrete street markers, and were informed of a Safety Expo planned for area kids (see separate article).

Safety Expo Announced for September 30, 2017

Franklinton Police Chief Olander Smith announced Tuesday (August 8, 2017) that the Police Department will have a Safety Expo for young people (from elementary through high school) at the Washington Parish Fairgrounds on September 30, 2017 from 10 am to 2 pm. Participating in the event includes the Louisiana State Police, Franklinton Fire Department, Washington Parish School Board, Washington-St. Tammany Electric, and  Northshore EMT. They will have free drinks and hot dogs.
The Chief said that it doesn't matter where the kids come from. The focus is to educate kids about anything that can hurt them.

Students Gain Experience as STPH Volunteers

Students who volunteered at St. Tammany Parish Hospital this summer gained a better understanding of a hospital setting and received valuable workplace experience. Students age 15-20 served at least eight hours per week in various clinical and office settings.
Shirley Primes, volunteer coordinator said in part, “Students are able to observe the day-to-day operations of the hospital and determine if they are interested in the medical field.”

Fugitive Ashley Alford Captured by U.S. Marshalls

Ashley Harvey Alford, wanted in Walthall County for accessory after-the-fact of murder, was taken into custody Tuesday (August 8, 2017) by the U.S. Marshall Fugitives Task Force. The Walthall County Sheriff's Office report of the capture did not include where she was found or other details of the arrest, only that she is being transported back to Walthall County.
Alonza Glen Mays was murdered August 5, 2016 and found face-down in a ditch off Firetower Road in Tylertown. Donnifer Peters of Tylertown was charged with first-degree murder. Alford of Jayess, Ms. was initially charged with burglary of a vehicle and felony possession of a firearm. The additional charge of accessory after-the-fact to first-degree murder was added shortly afterwards.

Bogalusa Police Finds Meth Following Police Pursuit

On Tuesday (August 8, 2017) at approximately 9:00 PM, Bogalusa Police officers were patrolling in the area of Avenue L and observed a Nissan Frontier make two turns without using a turn signal. The officers activated their emergency blue lights to initiate a traffic stop. However, the vehicle failed to stop and a police pursuit began with additional units from the Bogalusa Police Department and the Washington Parish Sheriff's Department assisting.
The vehicle turned into a driveway of a residence located in the 1300 block of W. 9th Street and stopped. The driver, identified as Shawn Fox Sr. (41) of Bogalusa got of the vehicle and threw a clear plastic bag on the ground that contained a white powdery substance. The substance in the bag was identified as  Methamphetamine.
Fox was arrested and booked on the charges of Aggravated Flight from an Officer, No Insurance, Possession of Methamphetamine, and Possession of a Controlled Dangerous Substance in a Drug Free Zone.

New York Woman Arrested in Cell Phone Fraud Scheme

A New York woman, who was stealing identities and opening fraudulent cell phone accounts, was caught in the act and arrested by Slidell Police late last week.
An alert Sprint employee contacted SPD last Friday (August 4, 2017) when she recognized Yarenis De La Cruz (32) of Bronx, New York, as being the woman responsible for opening several fraudulent cell phone accounts. An inter-office email, sent by the Sprint Corporation, alerted employees about De La Cruz. De La Cruz was going from city to city, acquiring new cell phones on pre-existing customer accounts by utilizing fake identifications, and selling the phones online.
De La Cruz had active warrants from the Lafayette Police Department and the Broussard Police Department for theft and fraud related charges in relation to the Sprint fraud case. When SPD arrested her, De La Cruz had six suspected stolen Apple iPhones and one Apple iPad in her possession. More charges are expected to be filed against De La Cruz, as the investigation continues.

Bogalusa Teenager Arrested for Theft

On August 7, 2017, Washington Parish Sheriff’s Office patrol Lieutenant Chris Hickman responded to a complaint from residents of Yellow Branch Road that a suspicious male was going to their residences asking for a ride away from the area.
When Lt. Hickman responded to the scene, he encountered Andrew Vaughn (17), a resident of South Dogwood Avenue in Bogalusa, walking in the roadway. Vaughn was in possession of items which had been stolen from a vehicle at one of the residences. He was arrested on one count of burglary of a vehicle and one count of criminal mischief.
Sheriff Randy Seal commented. “It doesn’t matter if you are 17 or 77 or anywhere in between. If you steal from others, you are going to jail when we catch you. And, we will eventually catch you. Thanks are in order for the alert residents who called us and for Lt. Hickman who quickly took Vaughn into custody.”

Washington Parish Sheriff Randy Seal asks for the public’s help in identifying the third burglar. “Two out of three is a good batting average, but we need three out of three of these thieves in our jail. We are saving a mattress for the third one and we need to identify him quickly. Please help us out in this matter and let’s get this thief off of our streets. Mandeville PD Make Arrest in Rape of 53-Year-Old

Last night (August 7, 2017) Mandeville Police Detectives arrested Ronald Douglas Moore, Jr. (25) of Lacombe for Saturday night’s rape of a 53 year-old female victim. Moore was charged with 1st Degree Rape, Aggravated Burglary and Attempted 1st Degree Murder. Moore is currently on probation for prior burglary and drug charges.
The 53 year old victim (who was driven to the hospital by a friend) reported that she was asleep on her living room sofa when she was awoken by a white male standing over her and rubbing on her body. The victim stated that she was overpowered by the subject, beaten and then raped for an extended period of time. Before leaving, the suspect reportedly took the victim’s ID and threatened to kill her if she reported the rape.

Bogalusa: A Traffic Stop – Drugs Found – Escape Attempted

Following a traffic stop at Shenandoah and Cumberland Streets on Saturday (August 5, 2017), Bogalusa Police Department officers observed the driver, identified as Benjamin Caldwell (31) of Bush, stumbling and swaying when he exited the vehicle. Officers conducted a pat down on Caldwell's clothing for weapons and located two used syringes in Caldwell's pants pocket. He gave consent to search the vehicle and there officers located suspected crack cocaine, nine pills identified as Alprazolam 2mg (also known as Xanax bars), and another used syringe.
After he was arrested and placed in the rear seat of the police unit, Caldwell kicked out the rear door glass in an attempt to escape. Caldwell had the upper portion of his body out of the window when the officers got back to the police unit. Officer placed Caldwell back into the police unit and transported him to the Bogalusa City Jail. Caldwell had seven days left before finishing his parole.
Caldwell was charged with Possession of Drug Paraphernalia, Possession of Xanax, Criminal Damage to Property,  Simple Escape. Possession of Cocaine, Expired License Plate, Expired Motor Vehicle Inspection Sticker, Second Offense of Driving While Intoxicated, and Parole Hold

Councilwoman Kates Submits Comments On Our Article

Bogalusa Councilwoman Gloria Kates has submitted “clarification and comment” regarding our August 3, 2017 news article titled  “Bogalusa Council: New Fire Truck – Specialty Attorney Approved”. (Click on Read More below for her letter.) As reported, among other actions at the August 1, 2017 meeting, a Public Hearing was held and the Council approved an ordinance to hire Briney Foret Corry, LLP as the City's Civil Service Attorney. Councilwoman Kates and Councilman McCree voting against it.
Kates reviews the “numerous concerns” expressed by the opposition at the meeting. However, each of the objections raised were refuted and explained to the satisfaction of all but Kates and McCree. City Attorney Dale Branch advised the hiring was consistent with the City's charter and recommended the hiring.

the hiring of Casey Hidalgo and Justin Dicarlo. The two were also sworn in today by Judge Robert Black. 

Hidalgo and Dicarlo will start their 13 weeks of training at the Slidell Regional Police Academy on August 14th.

Mandeville Police Conducting a Rape Investigation

At approximately 6:30 Saturday (August 5, 2017) morning, Mandeville Police responded to an area hospital on the report of an alleged rape that was reported to have taken place at the victim’s residence on Monroe Street.
The 53 year old victim (who was driven to the hospital by a friend) reported that she was asleep on her living room sofa when she was awoken by a white male standing over her and rubbing on her body. The victim stated that she was overpowered by the subject, beaten and then raped for an extended period of time. Before leaving, the suspect reportedly took the victim’s ID and threatened to kill her if she reported the rape.
The suspect is described as a White male, approximately 5’7” in height, weight around 140 pounds, lean build, wearing a horizontal brown striped crew neck t-shirt, knee length grey shorts, black ankle socks, tan tennis shoe with an oval tattoo on the exterior of his calf, approximately 4 inch around of a dark unknown image. Suspect may have fingernail scratch marks about his face and neck and head. Attached is a composite of our suspect. Murder Suspect Surrenders in Tangipahoa Parish

Murder suspect Stephen Antonio Brown (38) surrendered Friday (August 4, 2017) to Tangipahoa Parish Sheriff's Office Detectives. Brown has been booked with Second Degree murder as well as numerous other unrelated charges. This case is still active and the investigation is on-going. Additional charges and arrests may be forthcoming
Brown was identified as the primary suspect in the July 31, 2017 shooting death of Leroy T. Sims (19) in Hammond. According to TPSO, illegal drug activity is at the source of the motive in this case.

Suspect Jumped in Canal – HE COULDN'T SWIM!

Thursday (August 4, 2017) evening, following surveillance during an undercover operation in the Slidell area, St. Tammany Parish Sheriff's Office Narcotics Task Force Detectives moved in to arrest Kyle Jerome Anderson (31) of New Orleans.
First, Anderson took off at a high rate of speed and rammed head-on into an unmarked STPSO unit, causing heavy damage to both vehicles. Then, Anderson fled on foot and jumped into a nearby canal. BUT HE COULDN'T SWIM! Anderson immediately began yelling for help and that he could not swim. One of the detectives jumped into the canal, rescued Anderson from drowning, and arrested him without further incident. The female passenger of the vehicle driven by Anderson sustained injuries from the crash and has not been charged at this time.
A search of Anderson’s vehicle revealed a small amount of suspected crack cocaine, narcotic paraphernalia, over $1,000 in cash and two semi-automatic pistols. Anderson was charged numerous drug and firearms related charges.

BPD Respond to Report of Meth Operation in Residence

Bogalusa Police Department patrol officers from Shift "D" got information Thursday (August 3, 2017) about a large amount of Methamphetamines in a residence located in the 800 block of Avenue D. Officers obtained a search warrant to search the residence for narcotics.
A suitcase contained marijuana, suboxone, a scale and empty baggies for resale of drugs. A jacket contained pills packaged for sale, 17.47 grams of meth packaged for sale and empty baggies. A large case of cold medicine, used in the preparation of crystal meth, was also found in the search of the residence.
Randy S. Courtney (40) of Bogalusa was arrested on the charges of Possession With Intent to Distribute Schedule 2 Drugs (3 counts), Conspiracy to Possession with Intent to Distribute Schedule 2 drugs, Possession of Drug Paraphernalia, Possession with Intent to Distribute Schedule 3 Drugs, Possession with Intent to Distribute Schedule 4 Drugs (2 counts), Possession of a Controlled Dangerous Substance in a Drug Free Zone, and Possession with Intent to Distribute Schedule 1 Drugs (Marijuana).
Courtney had a large amount of cash on him at the time of arrest.

BPD and WPSO Team Up to Solve 5 Burglaries

Earlier this week, Washington Parish Sheriff Department Detective's were interviewing Eric
Butler (31) of Bogalusa for business burglaries in Washington Parish. Butler confessed that he, along with Darnell Reed (46) of Bogalusa, had burglarized several businesses in Bogalusa. Captain Charles Helton, head of BPD's Detective Division went to the Washington Parish Jail and also interviewed Butler. Butler confessed that he and Darnell Reed burglarized the House of Seafood on South Columbia Street, the Chevron Convenience store on Marshall Richardson Road, Citi Trends on Richmond Street. and NAPA Auto Parts on Superior Avenue.
Detective Helton arrested Reed on August 2nd and Butler on August 3rd on warrants charging them with Simple Burglary (4 counts).
An additional arrest warrant will be obtained on Darnell Reed for Simple Burglary of the Jr Food Mart located on Superior Avenue.

Slidell: Five “Lost” Suspects Arrested

Early this morning (August 4, 2017), Slidell Police arrested five people who were caught trying to steal a truck in the Carolyn Park Subdivision at around 3:15 am. The resident awoke and saw Robert Clarence (25) of New Orleans inside of her truck with the engine running. When Clarence saw the homeowner, he fled with four other individuals in a green Chevrolet pickup truck. 
Responding officers quickly found the suspect vehicle. The victim positively identified Clarence and the vehicle he was driving. The suspects could not give explain why they were in the neighborhood except to say they “were lost”. 
Robert Clarence (25) of New Orleans was arrested for Attempted Theft of a Motor Vehicle, Criminal Damage, Switched License Plate, Possession of Marijuana, and Driving Under Suspension. Eric VanBuren (19) of New Orleans, Lawrence Toliver (25) of Thibodeaux, Jaquan Brown (17) of Opelousas, and a 15-year-old juvenile from New Orleans were arrested for Principal to Attempted Theft of a Motor Vehicle and  Possession of Marijuana.

National Farmers Market Week and Senior Farmers Market Nutrition Program

August 6-13, 2017 has been declared National Farmers Market Week by U.S. Department
of Agriculture (USDA) Secretary Sonny Perdue. 
“There’s nothing healthier than fresh fruits, vegetables and other locally grown products. When you visit a farmers market, you often get to meet the person who is actually growing your food. What a wonderful way to support the local economy, as well,” said Louisiana Agriculture and Forestry Commissioner Mike Strain, D.V.M.
The Louisiana Department of Agriculture and Forestry (LDAF) has again secured a grant from the USDA to participate in the Senior Farmers Market Nutrition Program (FMNP) allowing senior citizens to buy locally grown fresh fruits, vegetables, cut herbs and honey at farmers markets and roadside stands. This program helps to increase access and consumption of fresh fruits and vegetables by seniors, as well as supports local farming producers. Seniors who applied for the program this year have until November 30 to visit their local farmers market or roadside stand to utilize their vouchers.
Applications are still being accepted at this time. Strain encourages senior citizens 60 years and older who meet certain income requirements to contact their parish Council on Aging to participate.

Bogalusa Council: New Fire Truck – Specialty Attorney Approved

At the Bogalusa City Council meeting Tuesday (August 1, 2017), Mayor Perrette presented a 50-Year Anniversary Certificate to Josh Stogner with Double D Meat, Inc., an ordinance was introduced to approve a Cooperative Agreement with the Louisiana Department of Veteran Affairs, a Public Hearing was held and then the Council approved an ordinance to hire Briney Foret Corry, LLP as the City's Civil Service Attorney, and a Public Hearing was held and then the Council approved an ordinance to acquire a new fire truck. 
Regarding the fire truck acquisition, Fire Chief Moody remarked that the truck was much needed and is the first new fire truck purchased since 2009. Cost of the truck is $376,062.25 and will be financed at the rate of approximately 2.8%. The vote to approve was unanimous.
The hiring of a Civil Service Attorney has been discussed at previous meetings. Opponents point to the added cost to the City and say City Attorney Dale Branch can perform the work needed. However, Mr. Branch, and others, explained that civil service appeals is a specialty area of attorney work and recommended the hiring. In the end, the Council voted to approve the hiring with Councilwoman Kates and Councilman McCree voting against it. (See the video beginning at 10:40 into the meeting)

Franklinton Boy (13) Drowns in Livingston Parish

Jarrett Varnado (13) from Franklinton drowned after he disappeared below the water's surface while swimming in Gray's Creek near 18680 Guitreau Lane, in Port Vincent, according to Port Vincent Police Chief Matthew Allen. Authorities were able to recover his body and he was pronounced dead by the Livingston Parish Coroner's Office. 
No foul play is suspected, but Port Vincent police continue to investigate the incident, Allen said. 
Port Vincent police were assisted in the investigation by the Livingston Parish Sheriff's Office, District 4 Fire Department, the Louisiana Department of Wildlife and Fisheries, and Acadian Ambulance Service.

Bogalusa Mayor Wendy Perrette made a presentation Tuesday (August 1, 2017 to Josh Stogner representing the Stogner family, owners of Double D Meat Company. The presentation was an official recognition of Double D's positive impact on the City of Bogalusa and the surrounding area.

Deputy and Suspect Injured Near Foxworth, Ms.

A deputy and suspect was injured early Wednesday (August 2, 2017) as the Marion County Sheriff's Office was conducting a safety checkpoint at the intersection of Highways 586 and 587 in the Foxworth community. 
According to the sheriff, Stephen Kitchens drove up to the checkpoint and was asked to step out of the vehicle after he could not produce a valid license. Kitchens refused, and fled from the scene. He was stopped at the intersection of Highway 98 West and Highway 35 South a short time later.
Kitchen, who was armed with a knife, was tased following a physical altercation. Kitchens then struck a deputy with his vehicle in an attempt to flee. Another deputy then fired shots at Kitchens and struck him in the leg. Kitchens again fled but was again stopped and taken into custody. 
The deputy received medical treatment for his leg and released from the hospital. 
Kitchens was transported to Forrest General Hospital where he is listed as stable with non-life threatening injuries. He was charged with two counts of aggravated assault on a law enforcement officer, no driver's license, and possession of paraphernalia.

California Man Found With 2 Lbs. Of Marijuana

Members of the St. Tammany Parish Sheriff’s Highway Enforcement Unit arrested Donald
Roots-Scott (23) of Sacramento, California in possession of approximately 2 pounds of high-grade marijuana following a traffic stop on I-12 Tuesday (August 1, 2017).
Roots-Scott was stopped after deputies observed him in a rental car with California plates and speeding at 86 mph. He admitted that his driver’s license was expired and that he had marijuana inside the vehicle.
A search of the vehicle resulted in the seizure of approximately 2 pounds of marijuana. The drugs were hidden inside two cereal boxes. Roots-Scott told deputies he was transporting the marijuana for distribution in nearby Mississippi.
Roots-Scott was booked with Exceeding the Maximum Speed Limit, Expired Driver’s License, and  Possession with Intent to Distribute Schedule I CDS

Covington Man Arrested for Rape of a Juvenile

The St. Tammany Parish Sheriff’s Office has arrested Jackson “Rick” Miller (49) of Covington for rape involving a juvenile. Miller was arrested July 11, 2017 after the parents of two local girls (ages 8 and 9) reported to deputies that Miller took inappropriate pictures of their daughters.
One of the girls also described being sexually abused by Miller, saying the abuse has been going on for the past two years. Miller was booked for two counts of indecent behavior with a juvenile and one count of first degree rape.
Because of the nature of the case and the age of the victims, we cannot release any additional information.

Bogalusa Burglary Suspect: In Jail – Out – In Again

Darnell Reed (46) of Bogalusa is back in jail on a new Simple Burglary charge after being arrested by BPD Monday (July 31, 2017), just before midnight. Reed had been arrested July 24, 2017 by BPD for Simple Burglary of Tobacco Discount on Memphis Street and released on bond July 27, 2017. That arrest came after Reed was identified on video surveillance and located on Columbia Street carrying a large plastic bag that contained merchandise stolen from Tobacco Discount.
Reed's most recent arrest came after a BPD officer saw Reed walking with a large trash bag in his hand on Columbia Street. When the officer turned around to investigate, Reed ran but was captured and arrested. The bag Reed was carrying was full of merchandise that included women's shoes, purses, hair dryers and hair pieces. Officers checked Classy Hair and Wigs, which sells these type of items, and observed the front glass to the building had been broken out and burglarized.
Reed was charged with Simple Burglary of Classy Hair and Wigs. The Washington Parish Sheriff's Department also has an active warrant on Reed for Simple Burglary.

LDWF Agents Rescue Three From Burning Trailers

Louisiana Department of Wildlife and Fisheries enforcement agents rescued three people and a dog from a fire inside a trailer park in St. Tammany Parish last Friday (July 29, 2017).
LDWF Sgt. Keith Francis and Corporal Richard Clark were on patrol when they observed a trailer completely engulfed in flames inside Bob’s Trailer Park off of Hwy. 190 on the eastern side of Slidell around 10:45 p.m. 
The burning trailer was padlocked from the outside and the agents were informed that no one was inside. Due to the heat and size of the fire, both trailers adjacent to the fire were smoking, melting and beginning to catch fire. Agents rescued an elderly woman and a man and his dog from one of the trailers and an elderly man from the other trailer.
Firefighters responded quickly and put out the fire and no one was injured in the incident.
The St. Tammany Parish Fire District 1 are investigating the cause of the fire.
