Fugitive (Plus 1) Jailed

On January 17, 2023, detectives assigned to the Washington Parish Sheriff’s Office Drug Task Force went to a residence on Highway 25 in an attempt to locate Jessie Holden Rupe, age 28 and a fugitive from the Louisiana Division of Probation and Parole. Once detectives arrived at the residence, they encountered Hannah Camille Crain, age 31, who advised Rupe was not at the residence.

Crain gave detectives permission to search the residence and they located Rupe hiding in a bedroom closet. He was taken into custody and jailed as a fugitive from justice. In addition to being charged as a fugitive, he also faces new charges of failure to comply with sex offender registration and three counts of contempt of court. No bond has been set for Rupe who has at least two previous arrests in Washington Parish. In 2017 he was arrested and charged with carnal knowledge of a juvenile. In 2019 he was arrested again on two counts of forcible rape.

Crain was arrested after physically resisting officers who took her into custody. After a brief struggle, she was placed in custody and transported to the Washington Parish Jail on charges of obstruction of justice, contempt of court and resisting arrest. Her bond was set at $3,250. She has two previous arrests in Washington Parish. In 2019, she was charged with four counts of failure to appear in court and three counts of contempt of court. In 2022, she was charged with three counts of failure to appear in court, three counts of contempt of court, resisting a police officer with force or violence and contributing to the delinquency of a minor.

“There is never a good outcome for a person who willingly chooses to be an outlaw,” stated Sheriff Randy Seal. “Each of these folks has earned the privilege of being a guest in the parish jail. Now it’s time to face the judiciary once again.”
