Slidell Man Gets Two Life Sentences For Raping Two Juveniles

District Attorney Collin Sims reports that on May 9, 2025, 63-year-old Robert Allen Morgan of Slidell was sentenced by Judge Richard Swartz to two life terms in prison after a jury found him guilty of raping two juveniles.  The jury also found Morgan guilty on two counts of molestation of a child under age thirteen, one count of indecent behavior with a juvenile and one count of sexual battery of a child under age fifteen.  Judge Swartz sentenced Morgan to 25 years in prison on each molestation charge, ten years in prison on the sexual battery charge and seven years in prison on the indecent behavior charge.  All sentences were ordered to run concurrent with each other.

Assistant District Attorneys Christina Fisher and Tiffany Dover presented the case to the jury during a weeklong trial in February.  Judge Richard Swartz presided over the trial.  Detective Nicholas Fishel, formerly with the St. Tammany Parish Sheriff Office and now with Louisiana State Police, was in charge of the investigation.

According to trial testimony, at a gathering during the summer of 2021, a teenaged girl made a remark to friends about being molested years earlier.  The mother hosting the group of teens overheard the girl’s remark and spoke to the girl about it.  She then reported it to the Department of Children and Family Services and to the girl’s mother.  The girl’s parents in turn notified the police and the St. Tammany Parish Sheriff’s Office began an investigation.

The teen was interviewed by forensic interviewer Cally Huggins at the Children’s Advocacy Center’s Hope House in Covington.  During her interview, the girl identified Robert Morgan as having sexually assaulted her on multiple occasions for several years prior to her becoming a teen.  As detectives proceeded with their investigation, two additional teens, one female and one male, disclosed they too had been sexually assaulted by the defendant years earlier.  They both were interviewed and, like the first teen, provided detailed accounts of the sexual acts the defendant perpetrated on them.

When detectives confronted Morgan with the accusations made by the victims, he initially denied them but later conceded that he had in fact performed sexual acts on and with the victims.  When describing one of the sex acts involving the young male, Morgan said it was “exhilarating” for him.  At the conclusion of the interview, Morgan said he prays for forgiveness.

On the day of Morgan’s sentencing, two victims and two parents gave statements during the court proceedings in regard to the impact Morgan’s crimes had on them and their families.  One of the parents stated, “We had no idea that we had a monster among us.  A monster that wore good guy clothes.  And I speak for all of us by saying we are glad that Bob Morgan will spend the rest of his life behind bars.  That’s where monsters belong.”

48 Year-Old Kendrick Lampley of Bogalusa Sentenced to 60 Years in Prison

District Attorney Collin Sims reports that on May 16, 2025, 48-year-old Kendrick Lampley of Bogalusa was sentenced by Judge William H. Burris to 60 years in prison for distributing cocaine.  Having more than ten prior felony convictions, Lampley’s sentence was enhanced due to his status as a repeat offender.  In February, a Washington Parish jury found Lampley guilty on two counts of distribution of cocaine.  Assistant District Attorneys Le’Anne Malnar and Christina Fisher presented the case to the jury and Sargeant Tyler Lindsey with the Bogalusa Police Department headed the investigation.

Previously, in 2019, Lampley was convicted of several violent crimes and drug offenses he committed in Bogalusa.  At that time, he had six prior felony convictions.  Despite his criminal history, Lampley was granted an opportunity to receive taxpayer-financed intensive substance abuse treatment and rehabilitation in lieu of a prison term.  However, he absconded the program in 2020 and resumed his criminal conduct.  Lampley’s criminal history reflects prior convictions for first degree robbery, attempted simple robbery, attempted simple burglary, obstruction of justice, resisting an officer with force or violence, distribution of an imitation controlled dangerous substance, possession of drugs in a penal institution, possession of heroin, possession of hydrocodone and possession with intent to distribute marijuana.

Loranger Woman Jailed For Filing a False Report

The Tangipahoa Parish Sheriff’s Office (TPSO) has arrested 21 year old Synicia James of Loranger for initiating an investigation into child abuse allegations that were confirmed as unfounded. James was booked on one count of False Communication with the Intent to Cause an Emergency Response.

In the morning hours of May 14, 2025, TPSO was called to a mobile home park on North St. Charles Avenue in Loranger for a welfare check on children who were allegedly left alone in the presence of drugs. When deputies arrived, they initially could not locate the caller nor the children. Eventually, they located one child who was with its mother and both were confirmed in good health and not in the presence of any drugs.

Deputies quickly learned James made a similar claim to the same home the day before which also turned out to be unfounded. It was also learned that James was in an ongoing dispute with a relative of the family living in the home she called deputies to.

A warrant was issued for James’ arrest and she was taken into custody the next day.

“This is the second time we’ve had to take this action in recent weeks so I’ll repeat myself,” said Sheriff Gerald Sticker, “We encourage residents to call 911 when there is a true suspicion of a crime or criminal concern, however, utilizing law enforcement to get revenge and/or retaliation is not only wrong and wasteful, it’s a crime in itself.”

Second Arrest Made in Connection with April Kentwood-Area Homicide

The sister of a murder suspect has been taken into custody for her efforts to help him avoid arrest for that crime. Terrika Michelle Wilkinson, age 38, was located by the U.S. Marshal’s Service in Pike County, MS, this past week. She is in the process of being transported to the Tangipahoa Parish Jail to be booked on one count of Obstruction of Justice. Wilkinson was wanted for helping her brother, Willie Wells, avoid capture for his involvement with the shooting death of 42-year-old Antonio Famularo at a home on Mount Hennan Cut Road in the Kentwood area on April 5, 2025.

During the investigation, Wells was spotted on April 17, 2025 by law enforcement and an attempt to take him into custody led to a pursuit and hours-long manhunt. It is believed that Wilkinson assisted Wells to avoid capture during this incident. On May 3, 2025, a tip about Wells’ whereabouts at a home in the Village of Tangipahoa led to his arrest by a TPSO K-9 team.

The TPSO thanks the public for its assistance with this extensive case and sends appreciation to the U.S. Marshal’s Service for their continued partnership.
