Hot Cars Can Kill: Tips From AG Landry to Protect Children
School is out, summer is here, and the weather is hot. So Attorney General Jeff Landry is encouraging Louisiana parents and guardians to practice safety when it comes to children and hot vehicles, especially amid the tragic news of a 2-year-old boy dying after being left inside hot car in Iberia Parish.
“There have been over 700 hot car deaths in the last 20 years; and unfortunately, a Louisiana family recently lost a child in this heartbreaking manner,” said Attorney General Landry. “Louisiana is one of the top states in the Nation to suffer hot car deaths so, as we lift up in prayer our mourning New Iberia neighbors, let us also take the steps necessary to help prevent these fatalities in the future.”
According to Kids and Car Safety, 56% of hot car deaths are the result of children being unknowingly left in vehicles and about 26% get in on their own and become trapped. To help reduce the chances of this happening, Attorney General Landry offers caregivers of children the following tips:
- Make a routine to open the back door every time you park.
- Leave something in the backseat that you need – such as a shoe, a wallet, or a phone; when you go to retrieve it at the end of the ride, you will notice the child.
- Keep a stuffed animal in the car seat when it is empty; when you put the child in the car seat, move the animal to the front passenger seat as a reminder.
- Get the child out of the vehicle before worrying about groceries or other items – even if the child is sleeping or content.
- If someone else (including a spouse) is dropping your child off at daycare or school, insist he or she contact you once the child is delivered safely.
- Be extra careful during busy times, changes in schedule, periods of crisis, and holidays.
- Keep your vehicle locked and your keys securely out of a child's reach.
- Teach your child to honk the horn or turn on the hazard lights if stuck in a vehicle.
- Be on alert for vehicles that might have an unattended child left inside. If you see a child alone in a vehicle, immediately call 911 and help make sure the child gets out as soon as possible.
Tropical Outlook Today
Showers and thunderstorms have increased associated with the tropical wave located more than 500 miles east of the Windward Islands. Some additional development of this disturbance is possible over the next couple of days before upper-level winds become less conducive for further organization by Thursday. The system is expected to move westward to west-northwestward at 15 to 20 mph. Formation chance through 48 hours is at 30% and formation chance through 5 days is also at 30%.

Solar Panel Topic at Washington Parish Infrastructure Meeting on June 21, 2021
The Washington Parish Council Infrastructure Committee met Monday (June 21, 2021) evening. The bulk of the lengthy meeting addressed the solar panel issue in the parish. The meeting was well-attended and organized and all persons wishing to speak, did so. Two proposed ordinances to regulate solar panel installations were reviewed (links provided below): one was prepared by concerned citizens and the other was a draft prepared by the Committee. Speakers provided information, asked questions, and offered opinions. Work on an ordinance will continue and ultimately be presented to the Washington Parish Council for consideration.
In addition, the Committee discussed upcoming redistricting and a moratorium on waivers provided by the Planning and Zoning Commission as it relates to mobile homes over 25 years of age.

Car Abandoned on Pearl River Bridge / Impaired Driver Lying on the Bridge. You Guessed It – He was Arrested
On June 16, 2021, a Washington Parish Sheriff’s Office deputy responded to a report of a car abandoned on the Pearl River Bridge east of Bogalusa and a male running eastbound across the bridge.
When the deputy arrived on the scene, he discovered the abandoned car, then proceeded eastbound where he located the driver lying in the westbound lane of the portion of the highway located in Washington Parish as oncoming drivers swerved to avoid him. The driver was identified as Howard B. Seals, age 43 and of Poplarville, MS. Seal was in possession of heroin at the time and the deputy took him into custody.
Seals was booked into the Washington Parish Jail on charges of possession of heroin, obstructing a public highway, contempt of court for possession of heroin and being a fugitive from the Louisiana Division of Probation and Parole. Bond was set at $10,000.00. He has previous arrests in Washington Parish. In 2016, he was charged with possession of illegal drugs and contempt of court. In 2018, he faced a heroin possession charge. In 2020, he was charged with failure to appear in court.
“Heroin is an illegal and highly addictive opioid drug,” stated Sheriff Randy Seal. “A heroin overdose can cause coma and even death. Unfortunately, there is far too much of this terrible drug in Washington Parish. Those who ingest heroin and drive while impaired are a threat to every motorist they encounter. I am so pleased our deputy was able to locate Mr. Seals and transport him safely to jail.”
WPSO: Search Warrants Result in 2 Arrests
Washington Parish Sheriff’s Office deputies made two arrests while serving search warrants at two locations in the parish.
On June 16, 2021, detectives with the Drug Task Force entered a residence on Highway 436 and encountered Clinton Daniel Crain (age 32). Crain was found to be in possession of a large quantity of illegal drugs, including methamphetamine and marijuana, and firearms. Two minor children were also present.
Crain was arrested and booked into the Washington Parish Jail on charges of two counts of possession with intent to distribute illegal drugs, illegal use of illegal drugs in the presence of minors, carrying a concealed weapon and possession of drug paraphernalia. Crain was previously arrested in 2016 on an outstanding warrant from Bogalusa and a fugitive warrant from Walthall County, Mississippi.
In a separate incident, on June 18, 2021, Washington Parish Sheriff’s Office Drug Task Force detectives executed a search warrant at two residences in Bogalusa, one on Ann Street and the other on Lucious Pittman Road. Various quantities of illegal drugs were discovered, including heroin, methamphetamine, crack cocaine, Oxycodone, Ecstasy and THC edibles. Newson Carson, Jr., age 42 and a resident of Ann Street, was arrested. Carson was booked into the Washington Parish Jail on charges of six counts of distribution of illegal drugs and eight counts of possession of illegal drugs with intent to distribute.
Carson had a previous arrest in 2010 for manufacture of illegal drugs, possession of illegal drugs, distribution of illegal drugs and obstruction of justice.
“Two good arrests and a large quantity of illegal drugs removed from our community,” stated Sheriff Randy Seal. “These arrests were the result of ongoing investigations into the illegal drug trade in our parish. I appreciate the hard work of our officers and assure everyone that investigations will continue. While most of us are sleeping in our homes, our officers are working to help keep us safe.”

Tropical Outlook Today
Disturbance 1. Recently upgraded Tropical Storm Claudette is located inland over northeastern North Carolina and forecast to cross into the western Atlantic Ocean later this morning and pass just south of Nova Scotia on Tuesday. Claudette is forecast to become a post-tropical cyclone Tuesday afternoon and dissipate late Tuesday night.
Disturbance 2. A well-defined tropical wave located about 900 miles east-southeast of the Windward Islands is producing disorganized showers and thunderstorms. Some development of this disturbance will be possible during the next couple of days before upper-level winds become less conducive for further organization by Thursday. The system is expected to move westward to west-northwestward at around 15 mph. Formation chance through 48 hours is at 20% and formation chance through 5 days is at 20%.
