Indictments for Murder and Rape of a Child in St. Tammany Parish

District Attorney J. Collin Sims announces that on Wednesday, September 2, 2026, a St. Tammany
Parish Grand Jury returned true bills indicting two individuals in separate, unrelated cases involving severe felony offenses.

The indictments returned by the grand jury include:

• Frank Willis Jenkins, 52, of Covington, Louisiana, was indicted on one count of Second Degree Murder in connection with the May 16, 2026 death of a victim identified in court records as W.J. The case was investigated by the St. Tammany Parish Sheriff’s Office and is being prosecuted by Assistant District Attorney Jay Adair.

• Slayde Ashton Taylor, 19, of Slidell, Louisiana, was indicted on one count of First Degree Rape Involving a Victim Under Thirteen Years of Age. The indictment alleges that between December 1, 2022, and October 4, 2024, Taylor committed first-degree rape against a child under the age of thirteen. The case was investigated by the St. Tammany Parish Sheriff’s Office. The case was presented to the grand jury by Assistant District Attorney Ysonde Boland and will be prosecuted by Assistant District Attorney Shelby Stoop.

District Attorney Collin Sims stated, "These indictments demonstrate our unwavering commitment to protecting the citizens of St. Tammany Parish, particularly our most vulnerable youth. Violent acts and predatory crimes threaten the very foundation of our community, and our office - alongside our partners in law enforcement - will aggressively prosecute both of these cases to the fullest extent of the law to ensure justice is served for the victims and their families."

Both defendants will be scheduled for formal, separate arraignments before the 22nd Judicial District Court in Covington.

An indictment is an accusation that a defendant has committed a crime. Every defendant is presumed innocent unless and until proven guilty beyond a reasonable doubt in a court of law.
