Over the past several months, the Louisiana State Police Narcotics/Violent Crime Task Force (NVCTF) conducted a comprehensive investigation into a Drug Trafficking Organization (DTO) operating in Washington Parish. This joint operation was carried out in collaboration with the 22nd Judicial District Court District Attorney’s Office, and Federal Bureau of Investigation (FBI).
The multi-agency investigation led investigators to execute multiple arrest and search warrants on April 9, 2026. As a result of the overall investigation, large quantities of heroin, methamphetamine, cocaine and seven firearms were seized, and eight individuals were arrested at multiple residences within Washington Parish and booked into the Washington Parish Jail.
Those arrested and the charges are:
- 51-year-old Christopher Fendley of Franklinton, LA: Distribution of a Schedule II CDS (4 counts), Conspiracy to Distribute/Possess a CDS, Possession of a Firearm in the Presence of a CDS.
- 52-year-old Damon Brown of Franklinton, LA: Possession of a Schedule II CDS, Conspiracy to Distribute/Possess a CDS, Possession of a Firearm in the Presence of a CDS, Possession of a Firearm by a Convicted Felon
- 46-year-old Chrissy Dykes of Franklinton, LA: Conspiracy to Distribute/Possess a CDS
- 55-year-old Raymond Hart of Franklinton, LA: Conspiracy to Distribute/Possess a CDS, Possession with the intent to Distribute Schedule II CDS, Possession of a Firearm in the Presence of a CDS, Possession of a Firearm by a Convicted Felon
- 28-year-old Luke White of Franklinton, LA: Conspiracy to Distribute/Possess a CDS
- 35-year-old Kiefer Dedon of Franklinton, LA: Conspiracy to Distribute/Possess a CDS
- 43-year-old Rafel Magee of Franklinton, LA: Conspiracy to Distribute/Possess a CDS
- 43-year-old Roan Bickham of Franklinton, LA: Conspiracy to Distribute/Possess a CDS

The Narcotics/Violent Crime Task Force is led by the Louisiana State Police and includes personnel from the LSP Bureau of Investigation - Criminal Investigations Division, the St. Tammany Parish Sheriff’s Office, the Washington Parish Sheriff’s Office, the Tangipahoa Parish Sheriff’s Office, the Hammond Police Department, the Slidell Police Department, the 22nd JDC District Attorney’s Office and various federal law enforcement agencies.
These arrests highlight the essential collaboration between local, state, and federal law enforcement agencies. By working together, these agencies continue to address the devastating impact of drug trafficking and violent crime within our communities.
District Attorney Collin Sims stated, “This operation sends a strong message that drug trafficking and the violence that accompanies it will not be tolerated in our communities. Through close coordination with Louisiana State Police and our law enforcement partners, our office remains committed to prosecuting these cases to the fullest extent of the law and ensuring those responsible are held accountable.”
