Three Covington-area People Arrested - Drugs, Cash, Gun, and Vehicle Seized

The St. Tammany Parish Sheriff's Office reports that three Covington-area people have been arrested on narcotics charges following two unrelated investigations.

June 28, 2024

On the morning of June 28, 2024, detectives with to the St. Tammany Parish Sheriff’s Office Proactive Enforcement Unit and the Narcotics Unit conducted a traffic stop on a Hyundai Elantra on Highway 437 near River Road in Covington.

During the stop, detectives suspected the driver, 29-year-old Covington resident Matthew Shinners was operating his vehicle while under the influence of illegal drugs. Further investigation led to the discovery of nearly a half ounce of cocaine and nearly a half ounce of methamphetamine underneath Shinners’ driver’s seat. Detectives also discovered items indicative of street level drug dealing.

A search warrant was obtained and executed at Shinners’ residence located on Bleu Lake Drive in Covington. That search resulted in the discovery of additional cocaine, marijuana, clonazepam, cyclobenzaprine, suspected counterfeit Viagra and an assortment of drug paraphernalia.

Shinners was arrested and booked into the St. Tammany Parish Correctional Center on the charges of Driving on Roadway Laned for Traffic, No Driver’s License on Person, Operating a Vehicle While Intoxicated, Possession with the Intent to Distribute Schedule II CDS (methamphetamine), Possession with the Intent to Distribute Schedule II CDS (cocaine), Possession of a Schedule IV CDS (clonazepam), and Sale, Distribution or Possession of Legend Drug Without Prescription (2 counts).

July 3, 2024

On the morning of July 3, 2024, detectives with the St. Tammany Parish Sheriff’s Office Narcotics Unit and the Proactive Enforcement Unit concluded a month-long investigation into Covington residents 39-year-old Roman Perry and 34-year-old Andrea Gibson.

Detectives executed a search warrant at a residence on Violet Street in Covington, where the couple resided with two juvenile children.  

A search of the home led to the discovery and seizure of counterfeit pills suspected to contain fentanyl, hydrocodone pills, cocaine and a loaded handgun.

Further investigation led to the seizure of $59,968 believed to be proceeds from drug transactions and a 2017 Audi SUV believed to have been used during drug transactions.

A criminal history check revealed both Perry and Gibson were convicted felons and prohibited from possessing firearms. Furthermore, Perry is actively on parole until November 2039 for multiple convictions related to narcotics offenses.

As a result of this investigation, Perry and Gibson were arrested and booked into the St. Tammany Parish Correctional Center for the following offenses: Possession of a Firearm by a Convicted Felon, Possession of a Firearm in the Presence of a CDS, Possession of Schedule II (hydrocodone), Possession of Schedule II (fentanyl), Possession with the Intent to Distribute Schedule II (cocaine), Transactions Involving Drug Proceeds, and Possession of a CDS in the Presence of a Juvenile (2 Counts).

“Once again I want to thank the men and women of our Narcotics Unit and our Proactive Enforcement Unit for the work they do every day to identify the sources of illegal narcotics in our community and to arrest those individuals who are selling these dangerous drugs in our neighborhoods,” Sheriff Randy Smith said. “They are a group of dedicated, determined and highly trained individuals.”
