A St. Tammany Parish grand jury indicted Cesar Roy Ronald Rivas Castillo (38) of Covington, Thursday (January 11, 2017) of second degree murder in the death of Felipe Arnoldo Rodriguez Saucedo who was found found in a vehicle on Airport Road north of Covington on September 19, 2017. Saucedo had fatal gunshot wounds to his head. Castillo was arrested September 22, 2017.STPSO reported in September that investigators had been working with ICE and believed that both the victim and the suspect are undocumented immigrants.
