Washington Parish Government is making progress on the Washington Parish Animal Shelter. A rough draft of the Washington Parish Animal Shelter ordinance will be looked at during the Infrastructure Committee meeting on August 22, 2017. Click Read more below to read the ordinance draft.
Introduction of the ordinance is tentatively set for August 28, 2017 at the regular meeting of the Washington Parish Council. A Public Hearing is tentatively set for September 11, 2017 to be followed by a vote by the Council on the same date.
The facility will be on parish government property at 23046 Yacc Road at the intersection with LA. State Hwy. 10, between Franklinton and Bogalusa. The existing 3250 square foot building has been renovated with plumbing, electrical, HVAC and venting systems updated to building code standards. Competitive bids will be solicited to construct a dedicated waste water system, kennels and build fencing and gates. Funds are in the 2017 budget to hire contract labor, but additional funding is required to complete the remaining brick and mortar portion of the shelter. The existing building plus new outdoor extensions will total approximately 5,500 square feet.

Bogalusa PD Charge Hammond Man With Drug Distribution
Source: Bogalusa Police Department Press ReleaseOfficers from the Bogalusa Police Department conducted a traffic stop on West 9th street Thursday (August 17, 2017) on a vehicle that was involved in an ongoing narcotics investigation. The driver was about to make a drug sale.
Officers searched the area near the drivers seat and located a bottle of promethazine syrup and two small clear baggies containing a powdery/crystalline substance. Using a field test kit, officers confirmed the substance to be Methamphetamine.
The driver, identified as Saul J. Addision, Jr. (37) of Hammond, was charged with Distribution of Schedule 2 narcotic, Distribution of Schedule 4 narcotic and Possession of a Controlled Dangerous Substance in a Drug Free Zone.

Franklinton Woman Dies in Crash With 18-Wheeler
Troopers from Louisiana State Police Troop L responded Wednesday (August 16, 2017) afternoon to a three vehicle fatal crash on LA 440 near the intersection of Vernon School Rd. The crash has claimed the life of Sandra Williams (47) of Franklinton. Troopers determined that the crash occurred as Owen McPherson (50) of Harvey was driving a 1995 Peterbilt tractor-trailer on LA 440, missed his turn, stopped in the roadway, and began backing onto Vernon School Road. As he was backing up, the cab-tractor portion of McPherson's truck was between a hillcrest and a sweeping curve and obstructing the lane of traffic. Another Peterbilt tractor-trailer, driven by Billy Mingo (43) of Bogalusa was approaching and, when Mingo saw his lane was blocked, sharply applied his brakes. Mingo’s braking caused his tractor-trailer to rotate clockwise and block both lanes of traffic. Sandra Williams was eastbound on LA 440 and her Tahoe crashed into the rear axles of Mingo’s trailer.
Owen McPherson was arrested and booked into the Washington Parish Jail for Improper Backing, Aggravated Obstruction of a Roadway, and Negligent Homicide.

Alex Wilson has turned himself in and is being held at the Washington Parish Sheriffs Office.
Patrolman First Class James Harper conducted a traffic stop on Tuesday (August 15, 2017) on a white Ford Mustang for disobeying a stop sign. The driver, Alex Wilson of Franklinton, handed PFC. Harper his driver's information and then fled the stop at a high rate of speed driving through school traffic. Wilson lost control and crashed into a sewage lift station at the intersection of 18th Avenue and Mason Street. Wilson then fled the scene on foot.
During an inventory search of the vehicle, a clear plastic gallon freezer bag was located which contained approximately 98 grams of suspected marijuana.
A warrant was issued charging Wilson for disobeying a stop sign, aggravated flight from an officer, leaving the scene of an accident, criminal damage to property - felony, possession with intent to distribute a schedule 1 narcotic - marijuana, resisting an officer and failure to report an accident.

Our article of August 16, 2017 “Two Found in Bogalusa With Needles Still in Their Arms” incorrectly reported that both Jamie Pilarczyk and her husband were found at Our Lady of Angels Hospital passed out with tourniquets and needles in their arms.In fact, we were advised by the Bogalusa Police Department today that "A nurse advised the officers of the Bogalusa Police Department that she entered the room, found the patient's wife with a tourniquet and needle in her arm." Corrected reporting does not include that Jamie Pilarczyk's husband was found with a tourniquet and needle in his arm. In addition, corrected reporting does address the husband remaining in the hospital or a warrant being issued for his arrest.

Two-Year-Old Kentwood Boy Killed in Fatal Crash
Troopers from Louisiana State Police Troop L responded Wednesday night (August 16, 2017) to a fatal pedestrian crash on LA 10 one mile west of LA 1058 in Tangipahoa Parish. The crash has claimed the life of two-year-old Kaleb Dyson of Kentwood.Troopers determined that the crash occurred as a large group of choir members were standing in the parking lot of the Mt. Canaan Missionary Baptist Church. Kaleb Dyson ran from the parking lot toward LA 10. Dyson’s mother, 37-year-old Waynata Dyson, ran behind her son in an attempt to stop him. However, Kaleb entered the roadway and was struck by a vehicle driven by Shyrlee Ann Hammond (57) from Spencer, NY.
Kaleb Dyson was taken by ambulance to Hood Memorial Hospital, where he succumbed to his injuries shortly after arrival.

Fatal Crash on LA 436 in Washington Parish
Troopers from Louisiana State Police Troop L responded last night (August 15, 2017) to a two vehicle fatal crash on LA 436 near the intersection of Lewis Rogers Road. Troopers determined that a white Chevrolet truck crossed the center line in a curve and crashed into a black Chevrolet Silverado driven by Wade D. Smith (41) of Franklinton. Both vehicles caught fire.Several residents near the crash heard the collision and responded to assist the drivers. Brandon Holubar, Byron Graham and Shane Thomas were three of the first on-scene. Despite the fire, the three men entered the cab of the black Silverado to assist the trapped driver.
Troopers are presently working with the Washington and St. Tammany Parish Coroner’s Office to identify the driver of the white Chevrolet and notify the next of kin. Wade Smith was transported to North Oaks Health Systems with moderate injuries.
Two Found in Bogalusa With Needles Still in Their Arms
The Bogalusa Police Department responded Tuesday (August 15, 2017) to Our Lady of Angels Hospital after a nurse reported that she entered a patient's room and found the patient and his wife passed out with tourniquets and needles in their arms. Officers searched the room and located assorted pills identified as Oxycodone, Tramadol, Percocet and Clonazepam; also found were two tourniquets, a zip lock bag containing cotton filters, a measuring cup, a spoon, short straws, a baggie of suspected heroin, a baggie of a brown crystallized substance and thirteen hypodermic needles.
Jamie Pilarczyk (34) of Baker was arrested and booked on Possession of Schedule 2 Narcotic (2 counts), Possession of Schedule 4 Narcotic (2 counts), and Possession of Drug Paraphernalia.
Pilarczyk's husband will remain a patient in the hospital and a warrant will be issued on him for the same charges. He will be arrested on the warrant once he's released from the hospital.

The teen, whose name was not released because of his age, was being held Wednesday at the Florida Parishes Juvenile Detention Center in Tangipahoa Parish and charged with attempted third-degree rape.
No information was released on the victim.

Bogalusa Man Charged With Beating Up Ex-Girlfriend
The Bogalusa Police received a complaint Thursday (August 10, 2017) from a victim that her ex-boyfriend came to her residence on Sunset Drive, kicked in her door and beat her up. According to the victim, the suspect, later identified as Allen S. Henry III (30) of Bogalusa, forced his way into the residence. Henry began to beat the victim's head against a glass in the bedroom, kicked her while she was on the floor and then fled.The victim was transported by ambulance to the emergency room of Our lady of Angels Hospital, where she was treated for her injuries and released.
On Friday (August 11, 2017), the victim called the Bogalusa Police Department and stated that Henry was at a residence on Plum Street. Officers responded to the residence, located Henry and placed him under arrest. Henry was booked on the charges of Battery Domestic Abuse, Home Invasion and Violation of a Protective Order.
