Franklinton Man Found Guilty of Failure to Comply with Sex Offender Registration Requirements

District Attorney J. Collin Sims announces that today, a Washington Parish jury found 37-year-old Glenn Everitt Burton of Franklinton, Louisiana, guilty as charged of one count of Failure to Comply with Sex Offender Registration Requirements. The trial was held before the Honorable Judge Alan A. Zaunbrecher. Assistant District Attorneys LeAnne Malnar and Kristen Landrieu prosecuted the case on behalf of the state, which followed a thorough investigation conducted by the Washington Parish Sheriff’s Office.

Burton is a classified Tier 1 sex offender following a November 2012 conviction for Carnal Knowledge of a Juvenile. Under Louisiana state law, this classification requires Burton to maintain annual registration with local law enforcement to ensure community awareness and public safety. Evidence presented during the trial established that Burton last fulfilled his registration requirements on November 8, 2021. At that time, he reviewed and signed an official sex offender registration form acknowledging his absolute duty to return for his next scheduled registration. Despite having signed documentation explicitly warning him of his upcoming compliance window, Burton failed to report for his scheduled registration date. By August of 2023, after Burton had remained completely non-compliant for over nine months, a Detective with the Washington Parish Sheriff’s Office secured a warrant for his arrest.

During closing arguments, ADA Landrieu addressed the timeline of the defendant's non-compliance, emphasizing the distinction between an administrative oversight and deliberate evasion.

"Is it possible for a computer to crash or an officer to make a mistake? Absolutely," ADA Landrieu told the jury. "But is it reasonable for those two things to happen for a year and a half? No. Anything can be theoretically possible, but you, as jurors, have to decide what is reasonable."

ADA Malnar reinforced the critical public safety framework underpinning the state's registration laws in her closing remarks. “To say not guilty, you are saying every sex offender can ignore the law and duty to ensure the safety and welfare of our community," ADA Malnar stated. "To say guilty, you're holding every single one of them accountable, especially Glenn Burton."

Following the swift guilty verdict, DA Sims commended the trial team and local law enforcement for their dedication to maintaining systemic accountability.

"Our sex offender registration laws exist for a singular, vital purpose: protecting the families and children of our communities," DA Sims said. "When individuals choose to actively bypass these mandates, they compromise public safety and undermine the law. I want to commend the Washington Parish Sheriff's Office for their diligent investigative work, and our Assistant District Attorneys for ensuring that accountability was upheld today. We will continue to aggressively prosecute those who ignore their legal obligations to this community."

Judge Zaunbrecher has scheduled sentencing for June 15, 2026.

Glenn Burton (age 35 with Franklinton, La. address) was booked on the charge of Fail to Comply in Person Sex Offender Reg T-1 by the Washington Parish Sheriff's Office. No bond set at this time. 

Travarris Varnado (age 25 with Magnolia, Ms. address) was booked on the charges of Improper Equipment, Expired Drivers License, No Insurance, and Fugitive Other Jurisdiction by the Washington Parish Sheriff's Office. No bond set at this time.
