Washington Parish Sheriff’s Office deputies will be patrolling this weekend and throughout coming months for street racers in Washington Parish. Numerous complaints have been received about drag racing on Highway 438 near Angie, in the Blackjack community and at various other locations in the parish.

Surveillance will be increased and may include hidden cameras, drones, and perhaps even helicopters from other law enforcement agencies. Persons participating in drag racing in Washington Parish will be arrested. Spectators also will be identified and arrested.

“Street drag racing is a dangerous activity,” stated Sheriff Randy Seal. “We cannot tolerate such reckless behavior in Washington Parish. Sooner or later, either a racer or an innocent motorist is going to be seriously injured or killed. We simply cannot allow this to happen. If you are a drag racer or a spectator on a public road and we catch you, count on being arrested and prosecuted to the fullest extent of the law.”

Sheriff Randy Seal commented. “These arrests are fine examples of the work being done by our drug task force detectives. Many times, while the rest of us are at home sleeping, they are working to identify and arrest those persons who violate our drug laws. I commend them for their hard work and diligence in getting drug dealers out of our community. As you can tell from the description of the persons arrested, some of these folks appear to be career criminals who have never learned how to live as honest, hard-working citizens. As long as they continue to ply their trade, our narcotics officers will continue to pursue and arrest them. That is our job and we will continue to do it while I am your Sheriff.”

Message from Sheriff Randy “Country” Seal

In February 2011, after much prayer and deliberation, and with the encouragement of many
Washington Parish residents in whom I have great confidence, I made the decision to seek the Office of Sheriff of Washington Parish. In turn, you displayed confidence in me by electing me as your Sheriff for that term of office and then again four years later.

As the new election season approaches, I am pleased to announce that I am seeking a third term to continue serving you as your Sheriff. For the past seven years, I have demonstrated my effectiveness as your Sheriff and I intend to continue that effectiveness in the years to come.

As I said on the day I first took the oath of office as your Sheriff, Washington Parish is a special place. We are a community of significance. Our pioneering spirit runs generations deep and we have always been a community that reaches out to each other in a spirit of patriotism and love. It is that spirit that has enabled your Sheriff’s Office to effectively manage the many functions of our job and to be the quality law enforcement agency that our beloved parish deserves.

I have been a “hands on” Sheriff, making myself accessible to all persons who want to talk to their Sheriff. I have an open door policy for anyone to come to the office and talk with me at any time. I have freely given my personal cell phone number to thousands so they can reach out to me at any time. In case you don’t have that number, it is (985) 516-0237.

The staff I have assembled is doing an excellent job, whether it is in law enforcement, corrections or tax collection and distribution of tax funds to various parish agencies. I am so pleased to be able to work with these fine individuals, each one of whom stands ready to assist you with any questions or concerns you might have.

Your Sheriff’s Office has focused on helping victims of crime as much as we possibly can. We eagerly pursue those persons who commit crimes in Washington Parish and prey upon honest citizens.

I want to serve as your Sheriff for a third term and I ask for your support and prayers as we journey together through this election season leading up to a vote at the polls on October 12. Call me if you have any questions.

God bless you.
God bless Washington Parish.
God bless America.

Grand Jury Indicts Former St. Tammany Parish Sheriff Jack Strain on Sex Crimes

District Attorney Warren Montgomery announced in a press conference that a St. Tammany Parish grand jury indicted former St. Tammany Parish Sheriff Rodney Jack Strain, Jr. (56) of Abita Springs today (June 11, 2019) on two counts of aggravated rape, two counts of aggravated incest, indecent behavior with a juvenile, and sexual battery. Strain (booking photo below) was booked into the St. Tammany Parish Jail. Bond was set at $400,000 on each of the six counts for a total bond of $2,400,000.

Strain is accused of committing the crime of aggravated rape on one victim between June 1, 1979, and July 19, 1980, and another victim between January 1, 1975, and September 8, 1981. Strain also is accused of committing aggravated incest on a third victim and committing indecent behavior with the same victim, all between April 1, 1996, and July 1, 2002. In addition, Strain is accused of committing aggravated incest and sexual battery on a fourth victim on or about June 1, 2004.

Montgomery made the following statement: “In the Fall of 2017, the Louisiana State Police, FBI, and
IRS presented me with evidence that former St. Tammany Parish Sheriff Jack Strain had engaged in sex crimes. Over the following 18 months, we conducted a joint investigation, brought in the U.S. Postal Inspection Service, and used the grand jury to confirm and corroborate the allegations. The results of that investigation were presented to the grand jury, which returned an indictment this morning. If found guilty of the charges, Mr. Strain will be sentenced to a mandatory term of life in prison. He has been arrested and taken to the St. Tammany Parish jail.

“I have a duty to pursue justice when a crime has been committed. The grand jury was presented evidence of sexual misconduct by Mr. Strain and made the determination that probable cause exists that Strain committed the violations as returned by the grand jury. Mr. Strain deserves a speedy trial by an impartial jury, and I will make sure he is given a fair trial.”

Criminal Division Chief Collin Sims presented the case to the grand jury and will handle the prosecution with Assistant District Attorney Elizabeth Authement.

The statutory penalties are as follows:

  • Aggravated Rape – Life
  • Aggravated Incest – With or without hard labor not less than 5 years, not more than 20 years
  • Indecent Behavior With A Juvenile – With or without hard labor not more than 7 years
  • Sexual Battery – With or without hard labor not more than 10 years

Attempt to Bribe Jail Deputy Results in Arrests

On June 6, 2019, an inmate offered a bribe to a Washington Parish Sheriff’s Office Jail Deputy if the officer would agree to bring contraband into the jail. The officer agreed that he would do it for the right price. The inmate, Demario Warren (33), then gave the officer a hand-written note containing a phone number and a name.

The officer immediately reported the bribe to Chief of Corrections Jim Miller and a plan was developed to snare the person who would attempt to introduce contraband into the jail. Meanwhile, inmate telephone monitoring by the jail investigator indicated another inmate, Shamar Markel Alexander (21), also was involved in the scheme.

Jail deputies contacted the name at the number provided by Warren and made arrangements for the contraband and money to be exchanged in the Wal Mart parking lot in Bogalusa. At the pre-arranged site on June 7, the jail deputy was approached by Gregory Mangrum (32), a resident of Redwood Avenue in Bogalusa. Mangrum provided the deputy with cash and marijuana and then went back to his own vehicle which was occupied by another person, Tyler Collins (26), a resident of Riverside Drive in Bogalusa.

Mangrum was unaware that the entire exchange was being watched by Chief Jim Miller, other jail deputies and members of the Washington Parish Sheriff’s Office Drug Task Force. Once Mangrum attempted to drive off, he was stopped by officers who discovered a loaded .40 caliber semi-automatic pistol inside their vehicle. Mangrum and Collins were arrested and transported to the Washington Parish Jail. Both Mangrum and Collins posted bail and were released from jail on June 10.

Mangrum faces current charges of criminal conspiracy, distribution of marijuana, possession of a controlled dangerous substance with a weapon present, failure to appear in court and contempt of court. Collins is charged with criminal conspiracy, distribution of marijuana and possession of a controlled dangerous substance with a weapon present.

The two inmates who participated in the conspiracy to introduce the marijuana into the jail remain in jail with additional charges of criminal conspiracy. Warren has been in jail since 2016 on charges of second degree murder, aggravated assault with a firearm and introduction of contraband into a correctional facility. Alexander has two previous stays in the jail on charges of burglary of an inhabited dwelling, theft of a firearm, and possession of illegal narcotics.

“I’ve bragged many times on the outstanding job performance of our patrol deputies, detectives and drug task force officers,” stated Sheriff Randy Seal. “Our jail deputies also do an outstanding job. Faced with the prospect of earning some easy money by bringing marijuana into the jail, our jail deputy went directly to Chief Miller and reported the bribe offer. This set in motion a detailed plan to arrest the conspirators and bring them to jail where they belong. I commend our jail deputies for a job well done. Too often, they are the overlooked segment of the criminal justice system, but they play a vital role in making certain the system works as it should. I am so pleased to have them serve alongside all of our other fine officers as we work daily to identify and arrest those persons who are a threat to the law-abiding citizens of our parish.”

What Has Washington Parish Government Done For You Lately?

The Washington Parish Council met Monday evening (June 10, 2019) and, in addition to taking care of routine matters, heard reports and comments that reflect what is being accomplished on behalf of the residents of Washington Parish. They include
  • installation of a generator for the Bogalusa Health Unit facility,
  • improvements at the Washington Parish Jail,
  • installation of a generator at the Washington Parish Animal Shelter and the hiring of a manager for the facility,
  • substantial amount of road improvements and maintenance across the parish. Areas identified include Roy Hart Road, Nathan Brumfield Road, Hennessy Road, Peterson Road, City of Bogalusa roads, Spurlock Road, Lee's Creek Road, Old River Estates, Buford Creel Road, Dollar Road, Green Tree Drive, Holland Brock Road, Chess Bankston Road, Bonner Creek Road, roads in the Bogue Chitto State Park, and other locations.
These accomplishments are only the ones mentioned for the month of May. We should also recognize that our parish government is debt-free, that the animal shelter was built without any additional tax requests to the residents of the parish, that we have had “clear” audits now for years, and Washington Parish finances are in great shape.
