Franklinton Man Pleads Guilty to Indecent Behavior with a Juvenile

The District Attorney's Office advises that Neil Fowler, age 45 and of Franklinton, pled guilty as charged to Indecent Behavior with a Juvenile. No plea deal was offered. The judge sentenced him to 5 years, suspended and 5 years probation. He is required to register as a sex offender for 15 years. The victim was not present by choice but did agree with the outcome.

Acting on a referral from the Department of Children and Family Services, the Washington Parish Sheriff’s Office began an investigation into allegations that a Franklinton man had engaged in indecent behavior with a juvenile. Based on evidence presented, a 22nd Judicial Court District Judge issued a warrant for the arrest of Neil Fowler.  

Fowler voluntarily turned himself in to detectives at the Sheriff’s Office on November 15, 2021 and was booked into the Washington Parish Jail on a charge of indecent behavior with a juvenile. He was released the same day after posting a $7500.00 bond.
