A Covington-area man has been arrested after he raped his medically-handicapped neighbor.The St. Tammany Parish Sheriff’s Office was contacted Wednesday night (October 16, 2019) by family members after a mentally-handicapped Covington-area woman was lured into a neighbor’s residence and repeatedly raped.
Joshua Brown, 24, was arrested and booked into the St. Tammany Parish Jail on one count of L.R.S. 14:42 First Degree Rape.
