Mother and Son Killed by Impaired Driver on Christmas Eve

Louisiana State Police report that Shelly Mulkey (19) and Ryan McCollum, Jr. (Mulkey's 7-month-old son) were killed in a fiery crash in Tangipahoa Parish on Christmas Eve night (December 24, 2017). The at-fault driver, Jillian Pamela Ramsay (36) of Loranger, was impaired and speeding and fleeing the scene of an earlier crash when she crashed into vehicle occupied by the young mother and her son. She fled the scene of this accident also. A gas tank was ruptured in the collision, resulting in both vehicles catching fire.
Ramsey was treated and released from the hospital. After being released, Ramsay was booked into the Tangipahoa Parish Jail on two counts of Vehicular Homicide, Hit-and-Run, and Careless Operation.
Ryan Joseph McCollum, Sr. (24), the driver of the vehicle in which his fiancee and son were passengers, was transported to North Oaks Health Systems by Acadian Ambulance. His condition was not reported.
