Fiscal Administrator Named for City of Bogalusa

At a hearing this morning (May 31, 2019) in the Washington Parish courthouse in Franklinton, Judge
William J. “Rusty” Knight appointed Albert J. “Joey” Richard, III as the Fiscal Administrator for the City of Bogalusa, as recommended by the Attorney General and the Louisiana Legislative Auditor.

Present at the hearing were representatives from the Attorney General's Office, Bogalusa City Attorney Dale Branch, Mayor Wendy Perrette, Councilwoman Gloria Kates, Albert Richard, and other interested parties.

Judge Knight's comments indicated that he will be actively involved in overseeing the fiscal administration process. Knight set a date of September 20, 2019 for a report on 1) current conditions, 2) priorities, and 3) a long-term plan of action.

Richard is listed as the Manager of RICHARD CPAS, LLC, on the Louisiana Secretary of State's website. The company is domiciled in Metairie. The company's website is http://richardcpas.com/ . The website reflects that Richard has 40 years of professional accounting and auditing experience.

In addition to the appointment of the Fiscal Administrator, the Order approved by Judge Knight also states that all costs and expenses associated with the Independent Fiscal Administration be paid by the City of Bogalusa and that the Independent Fiscal Administrator "shall have all the authority, powers, and duties as outlined by La.
