Narcotics Overdose Leads to 4 Arrests in Bogalusa

On Sunday, April 23, 2017 at approximately 12:32 PM a female was dropped off and abandoned at the entrance of Our Lady of Angles Hospital in Bogalusa.  She was unconscious and not breathing.  Medical staff immediately recognized her condition as a narcotics overdose. After being treated by the medical staff, the female regained consciousness and told officers with the Bogalusa Police Department that she had consumed heroin at a residence in Bogalusa.
Officers went to the residence to conduct an investigation and it resulting in the following arrests.
  • Dane Bee Morgan (33) of Bush on the charges of  Possession of a controlled dangerous substance in a drug free zone, Possession of Heroin and possession drug paraphernalia.
  • Norman Thomas (52) of Bogalusa on the charges of Possession of a controlled dangerous substance in a drug free zone and possession of schedule II narcotics.
  • Lena Whitney (33) of Bogalusa on the charges of Letting a disorderly place (1st offense), possession of marijuana,  and possession of a controlled dangerous substance in a drug free zone.
  • William Edward Phelps (50) of Bogalusa on the charge of Letting a disorderly place.
