Fugitive Linked to 2020 Washington Parish Murder Apprehended in Kentucky

The Washington Parish Sheriff's Office (WPSO) has announced the successful capture of 27 year-
old Trevion Mark, a fugitive connected to a homicide investigation dating back to 2020. Mark, apprehended in Kentucky, has been swiftly extradited and booked into the Washington Parish Jail, facing a multitude of charges including racketeering, obstruction of justice (counterfeit/forgery), second-degree murder, second-degree kidnapping, and possession of cocaine.

The arrest follows an incident on April 12, 2020, when a WPSO deputy responded to reports of gunfire at 58141 Hwy 1074. Upon arrival, the deputy discovered a white male victim with fatal gunshot wounds. Despite valiant attempts to revive him, the victim succumbed to his injuries at the scene.

An investigation led WPSO deputies to a silver Ford Mustang abandoned in the Enon area, later identified as Mark's vehicle. Eyewitness accounts placed Mark at a nearby Dollar General store, where he was promptly apprehended by WPSO deputies after illegal narcotics were discovered in his possession during a routine pat-down. Subsequent inquiries solidified his connection to the homicide case. Mark had bonded out of jail on November 16, 2023 while waiting a trial scheduled for February 6, 2024.

Sheriff Randy “Country” Seal emphasized the significance of Mark's apprehension, praising the relentless dedication of law enforcement personnel and investigative teams. "Trevion Mark's capture signifies a crucial breakthrough in our pursuit of justice for the tragic events of April 12, 2020," Sheriff Seal remarked. Currently held at the Washington Parish Jail with bond set at $250,000.00, Mark awaits legal proceedings following his extradition. His recent apprehension in Kentucky came about on March 27, 2024 through the vigilant efforts of a deputy from the Gallatin County Sheriff's Office in Warsaw, Kentucky. During routine patrol near a Love's Travel Stop, the deputy observed suspicious activity, leading to Mark's arrest. Two female companions traveling with Mark were also detained for outstanding warrants in Texas. Despite providing false information initially, Mark was correctly identified and transported to the Carroll County Detention Center before being extradited to Washington Parish Jail.

Washington Parish Grand Jury Indicts 16 Individuals

FRANKLINTON - Interim District Attorney J. Collin Sims reports that on February 6, 2024, a Washington Parish grand jury indicted 15 men and 1 woman with Racketeering, following a long-term joint effort between the District Attorney’s Office, the U.S. Department of Justice’s Bureau of Alcohol, Tobacco, Firearms and Explosives, the Washington Parish Sheriff’s Office, the Bogalusa Police Department, the Franklinton Police Department, and other agencies in developing the evidence that led to the indictment of the sixteen individuals.

D.A. Sims said, “This is part of a series of indictments targeting violent crime in Bogalusa with our local, state, and federal partners. In total, 51 individuals have now been indicted between the 22nd Judicial District Attorney’s Office (41) and the U.S. Attorney’s Office (10). We will continue to make the safety of the citizens of Bogalusa a priority.”

The racketeering conduct alleged in the indictment includes the defendants’ operation of a firearms and narcotics distribution network in Washington and St. Tammany Parishes. Members and associates of the enterprise are alleged to have engaged in acts of murder; attempted murder; solicitation to commit murder; kidnapping; illegal possession and trafficking of firearms; distribution of controlled dangerous substances; possession of controlled dangerous substances with the intent to distribute; money laundering; and obstruction of justice. In addition to the Racketeering charge, Trevion Mark has also been indicted on charges of second-degree murder, second-degree kidnapping, possession of schedule II drugs, and obstruction of justice by tampering with evidence.

This indictment follows an earlier indictment, returned on September 20, 2023, brought by the D.A.’s Office, targeting organized criminal activity in which twenty-five (25) individuals were charged in a twenty-nine-count indictment charging racketeering and offenses related to the Enterprise. In that indictment, based upon an extensive investigation conducted by Louisiana State Police with the assistance of the District Attorney’s Office, the State alleged that the Enterprise was responsible for bringing heroin, methamphetamine, cocaine, and marijuana with a street value in excess of $20,000,000.00 over the last year of the Enterprise’s operation.

Assistant District Attorney Doug Freese presented both cases to the grand jury.

Bogalusa Man Indicted for Murder & Kidnapping

District Attorney Warren Montgomery reports that on August 15, 2023, a Washington Parish Grand Jury indicted 27 year-old Trevion R. Mark of Bogalusa for the second-degree kidnapping and second-degree murder of Brett Ritchie. Mark was also indicted for obstruction of justice by tampering with evidence and possession of fentanyl. 

Assistant District Attorney, Doug Freese presented the case to the Grand Jury.

The homicide took place on Easter Sunday afternoon (April 12, 2020). Officers with the Washington Parish Sheriff's Office responded to a report of gunshots in a rural area in southeast Washington Parish and discovered the body of a young male, later identified as 24 year-old Brett Ritchie of Bogalusa, lying on the edge of a gravel driveway near the roadway. 

Officers obtained a description of a vehicle with Texas license plates which drove away from the area shortly after the shots were fired. Officers discovered the described vehicle in the Enon area, detained the driver, Trevion R. Mark (24) of Fort Worth, Texas. Mark was searched and found to be in possession of illegal drugs. Mark was arrested and transported to the Washington Parish Jail. After several search warrants and interviews, detectives were able to put Trevion Mark at the crime scene with the victim. A warrant was then obtained from a 22nd Judicial District Court Judge to arrest Mark on an additional charge of 2nd degree murder.

Texan Arrested for Murder in Washington Parish

Easter Sunday afternoon (April 12, 2020), Washington Parish Sheriff’s Office Lieutenant Chris

Hickman and deputy Chad Cassard responded to a report of gunshots in a rural area in southeast Washington Parish. Officers discovered the body of a young male lying on the edge of a gravel driveway near the roadway. It appeared that the male, later identified as 24 year old Brett Ritchie of Bogalusa, had been shot multiple times.

Officers were able to obtain a description of a vehicle with Texas license plates which drove away from the area shortly after the shots were fired. Sgt. Mike Thomas and Deputy Kyle Stogner discovered the described vehicle in the Enon area. The driver, Trevion R. Mark (24) of Fort Worth, Texas, was detained and searched and found to be in possession of illegal drugs. Mark was arrested for possession of the drugs and transported to the Washington Parish Jail.

After several search warrants and interviews, detectives were able to put Trevion Mark at the crime scene with the victim. A warrant was then obtained from a 22nd Judicial District Court Judge to arrest Mark on an additional charge of 2nd degree murder. Mark remains in the Washington Parish Jail with his bond set at $805,000.

Bogalusa Police Department & ATF Arrest Suspected Gang Members

The Bogalusa Police Department, with assistance from the ATF New Orleans Field Division, today (September 25, 2019) announced that four suspected gang members were arrested in a series of raids around Bogalusa, as part of a coordinated execution of multiple search and arrest warrants by an ATF Special Response Team (SRT) and officers from the BPD.

Arrested were Billy Porter, Derrick Mark, Christopher Harris, Jonzarrion Harris, and Trevion Harris. A fifth suspect, already in custody in the Washington Parish Jail on unrelated state charges, is also being charged today in connection with this operation. A sixth suspected gang member, Demariquiez Harris (pictured at right), is wanted on federal and state charges, and a search for him is underway.  All are from Bogalusa.

During the early morning raids, ATF New Orleans gents seized a handgun, ammunition, marijuana, and ecstasy.

The arrests came as part of a joint federal-local law enforcement action targeting the Snatcha street gang after authorities on Monday, September 23, 2019 released federal indictments that charged six suspects with narcotics and firearms offenses.

The Snatcha gang reportedly has about a dozen members or associates controlling a large section of the southern portion of the City of Bogalusa to distribute illegal narcotics, conduct armed robberies and burglaries, and sell stolen firearms to commit violent crimes. 2019 has been especially dangerous for the citizens of Bogalusa, as members of the Snatcha Gang carried out multiple crimes, and some gang members are suspects in several shootings over the past several months.

Bogalusa Police Chief Kendall A. Bullen stated in a press release that the men are part of the "Snatcha Gang", that has been an ongoing problem to the City of Bogalusa over the past several years. Two of the suspects are reportedly convicted felons, career criminals, and one has already served 20 years in prison for murder.

"Over the past year, the Bogalusa Police Department has developed an outstanding working relationship with the ATF," stated Chief Bullen. "The assistance of the ATF has been a difference maker in fighting crime in the City, and we look forward to continuing to work with them to make Bogalusa safer. Investigations of this nature will continue."

Special agents from ATF New Orleans Field Division provided substantial support in the investigation since November 2018. Since that time, ATF agents recovered 15 illegal firearms, cocaine, and more than one kilo of methamphetamine.

The Bogalusa Police Department and the ATF are continuing this investigation.
