Teen in Critical Condition After Shooting in Hammond

The Tangipahoa Parish Sheriff’s Office (TPSO) needs the public’s help gathering information about a shooting on Monday (September 29, 2025) in Hammond that has left a teen fighting for his life.

On Monday afternoon, TPSO received a call about shots being fired between two cars in the 13000 block of Miley Niquiporo Road. Shortly after, a call came in about shots being fired at a vehicle near the intersection of Highway 1064 and Rufus Bankston Road.

Initially, in both cases, no injuries were reported. However, just before 4 p.m., an 18-year-old male was brought into a local hospital with a gunshot wound to the head. That victim remains in critical condition at this time.

While deputies are actively working several leads in this investigation, they are hoping the public can help us identify and locate a vehicle and individual believed to be associated with this case. The vehicle, as seen in the attached picture, is a newer model VW four-door sedan. The driver was a young, white male.

You Can Divide, Plant, and Fertilize Louisiana Irises in the Fall

Many of our perennial flowering plants are putting on a show now or did so earlier in the year. A lot of these plants will become dormant within the next few months, but the leaves of Louisiana irises provide green color in landscape beds through the winter and then flower in the spring.

Iris brevicaulis (zigzag iris), I. giganticaerulea (giant blue iris), I. hexagona (dixie iris), I. fulva (copper iris), Iris x nelsonii (Abbeville iris), and hybrids among these make up the group known as Louisiana irises. They grow well in wet areas and need approximately six hours or more of sun per day for abundant flower production.

Louisiana irises bloom around April in southern Louisiana and are largely dormant in summer and early fall. August through early October is a good time to divide them. While they aren’t always readily available in nurseries during these months, this is also a good time to plant containerized plants.

Louisiana irises spread by rhizomes, and if plants become too crowded, they won’t bloom well. When dividing iris rhizomes, keep the young ones that have leaves emerging from their tips and get rid of old ones.

Prepare soil well prior to planting. These irises are native to sites with relatively high organic matter levels. Plantings will likely benefit from addition of compost or another organic material if the soil is low in organic matter.

Iris rhizomes grow at or just under the soil surface. Cover them with no more than one inch of soil. If planted in water, they can be laid on the soil surface and pinned in place.

Rhizomes can be placed as close as 8 to 10 inches apart. If you’d prefer to keep irises of two varieties separate, you can space them out more. Plants will grow in the direction of the end of the rhizome with leaves.

Unless the irises are planted in water, spread 2 to 3 inches of mulch on top of the soil. This helps prevent sunscald of rhizomes and suppresses weed growth.

Louisiana irises in landscape beds can be fertilized in October, when new growth begins, and again in February. Fertilizer can be applied at a rate of approximately 0.1 pound of actual nitrogen per 100 square feet. Examples of fertilizers and amounts that would provide 0.1 pound nitrogen include 0.75 pound (1.5 cups) 13-13-13, 1 pound (2 cups) 10-10-10, and 1.25 pound (2.5 cups) 8-8-8.

Firearms, Drugs Located at Slidell-area Home

After receiving information indicating illegal drug activity was occurring at a residence in the 100
block of Mirecourt Circle in Slidell, detectives with the St. Tammany Parish Sheriff’s Narcotics Division obtained a warrant to search the home on September 11, 2025. With the assistance of deputies with the STPSO Proactive Enforcement Unit, STPSO Narcotics detectives searched the residence, where they located and seized 38 grams of fentanyl powder, 45 grams of Ecstasy pills containing methamphetamine (separately packaged within 13 bags), 54 grams of crack cocaine (separately packaged within 8 bags), 5 grams of cocaine powder, 54 grams of “green rock” fentanyl, 52 grams of marijuana, one Glock 17 “M” semi-automatic handgun, one Taurus G2C semi-automatic handgun, 8 tetrahydrocannabinol (THC) gummies, 43 grams of Kratom powder, $2,067 dollars, and assorted drug paraphernalia to include packaging material and scales.

As a result of the investigation, 34-year-old Troy Smith and 21-year-old Dasha Johnson, who both lived at the home, were arrested.

House Fire in Village of Sun Claims Two Lives

State Fire Marshal (SFM) deputies are investigating a house fire that claimed the lives of a 76-year-old man and a 56-year-old.man on Sunday (September 28, 2025).

St. Tammany Fire Parish Fire Districts 6, 8, 9, and 12 responded to the fire at 3:18 p.m in the 83000 block of Sun Drive in the Village of Sun. St. Tammany Fire District 9 added in a Facebook post that, upon arrival, they found a completely involved house fire.  Due to the extent of the damage, SFM deputies are unsure if the home had a working smoke alarm. 

SFM deputies and St. Tammany Parish Sheriff’s investigators are working jointly on this investigation to determine the origin and cause of the fire.

DPS Principal Assistant Chief Bryan J. Adams encourages all Louisiana residents to ensure their homes are protected with smoke alarms. If you do not have one or need help installing one, the Department’s Operation Save-A-Life program provides free smoke alarms and installation.

Amite Work Release Inmate Sought

The Tangipahoa Parish Sheriff’s Office (TPSO) is searching for 51-year-old Christopher Delcambre, a work release inmate who walked away from his assignment at the Florida Parishes Arena Saturday afternoon (September 27, 2025).

Delcambre is described as a white male standing 5’10” and weighing 160 lbs. He was wearing blue pants and a white shirt. Delcambre is behind bars in connection with a drug case as well as a felony theft case out of Hammond. Delcambre has ties to the Abita Springs and Carriere, MS area.

Around 3:30 p.m., Delcambre was brought to the Florida Parishes Arena in Amite for a work assignment alongside TPSO staff. When the task (moving pallets) was complete, Delcambre was unaccounted for. Delcambre was last seen heading in a northeast direction toward the new baseball fields by the arena.

Delcambre is in a program that allows select Department of Corrections inmates to work jobs outside of the jail. Deputies are coordinating with area law enforcement partners to actively search for Delcambre. There is no concern for danger to the public at this time.

Madisonville Motorcyclist Killed in Lafourche Parish Crash

On September 26, 2025, shortly after 2:00 p.m., Louisiana State Police Troop C began investigating a two-vehicle fatality crash on Louisiana Highway 307 near Sanchez Road. The crash claimed the life of 52-year-old Richard Billiot of Madisonville.

The preliminary investigation revealed that a 2019 Jeep Wrangler was traveling east on LA Hwy 307 and had stopped in the roadway for westbound traffic to pass while waiting to make a left turn into a private driveway. At the same time, Billiot was traveling east while riding a 2025 Yamaha motorcycle behind the Jeep. For reasons still under investigation, as the Jeep began to turn left into the private driveway, the Yamaha attempted to pass in a designated passing zone. As a result, the Yamaha struck the driver’s side door of the Jeep.  

Although Billiot was wearing a DOT-approved helmet, he sustained fatal injuries and died at the scene. The driver of the Jeep was properly restrained and suffered minor injuries.

A standard toxicology sample was collected from Billiot and submitted for analysis. The driver of the Jeep was determined not to be impaired and voluntarily submitted to a breath sample, which showed no alcohol detected. This crash remains under investigation.

Maintaining vigilance while driving is paramount to ensuring road safety for yourself and others. Remain attentive, minimize distractions, and consistently scan the roadway ahead to respond to potential hazards quickly. By prioritizing alertness, we can all contribute to preventing crashes.

Disturbance 1.  Potential Tropical Cyclone Nine is located about 170 miles NW of the eastern tip of Buba moving NW at 7 MPH with 35 MPH maximum sustained winds. Maximum sustained winds are near 35 mph (55 km/h) with higher gusts. The system is expected to become a tropical depression or storm later today or tonight. Gradual strengthening is expected thereafter, with the system forecast to become a hurricane by late Monday. Interests in the Bahamas and along the southeast coast of the United States from Florida to North Carolina should monitor the progress of this system. On the forecast track, the center of the system is expected to move across the central and northwestern Bahamas this weekend and approach the southeast U.S. coast early next week. Formation chance through 48 hours...high...90 percent formation chance through 7 days... high...90 percent.

Disturbance 2.  Hurricane Humberto is a category 4 hurricane and is expected to remain a powerful major hurricane through early next week. Humberto is located about 375 miles NE of the Northern Leeward Islands moving west at 6 MPH with maximum sustained winds of 145 MPH. There are no coastal watches or warnings in effect but interests in Bermuda should monitor the progress of Humberto.

Disturbance 2. Hurricane Humberto is located about 465 miles NE of the Northern Leeward Islands moving NW at 3 MPH with 75 MPH maximum sustained winds. Significant strengthening is forecast, and Humberto is expected to become a major hurricane this weekend. There are no coastal watches or warnings in effect and no hazards affecting land.

Disturbance 3. Hurricane Gabrielle remains no threat to our part of the world and is still headed across the North Atlantic toward Spain. However, swells generated by Gabrielle will continue to affect Bermuda, the U.S. East Coast from North Carolina northward, and Atlantic Canada over the next couple of days. These swells are expected to produce life-threatening surf and rip current conditions.

Tangipahoa Parish Teen Arrested for Series of Gun-Related Crimes

The Tangipahoa Parish Sheriff’s Office (TPSO) has arrested 18-year-old Laterrious “Bezo” Braziel for a series of gun-related crimes over the past three months. Braziel has been booked him on one count each of Aggravated Assault by Drive-By, Armed Robbery, Attempted 2nd Degree Murder, Illegal Discharge of a Weapon and Aggravated Criminal Damage. 

On July 20, 2075, TPSO received reports of shots fired in the area of Mashon Road in Independence. While no one was injured, a car and house was hit by the gunfire. 

On August 25, 2075, TPSO received a report about a gaming device being stolen at gunpoint at a home on Happywoods Road in Hammond. 

On September 17, 2075, TPSO received a report about a man being shot at while driving down Baker Lane in Hammond. He was not injured. 

Detectives determined Braziel was the suspect in all three cases. 

Today (September 24, 2025l), Braziel was taken into custody at a relative’s house without incident.

Eastern Caribbean Sea (AL94): A tropical wave over the northeastern Caribbean Sea is producing disorganized showers and thunderstorms.  This wave is expected to move west-northwestward at 15 to 20 mph, spreading heavy rainfall and gusty winds into Puerto Rico and the Virgin Islands today, and across the Dominican Republic beginning tonight.  The system is then  expected to slow down and turn northwestward when it reaches the southwestern Atlantic late this week.  Environmental conditions are forecast to be more conducive for development in a few days, and a tropical depression is likely to form when the disturbance is in the vicinity of the Bahamas. Formation chance through 48 hours...low...30 percent and formation chance through 7 days...high...80 percent.

Disturbance 2. Central and Western Tropical Atlantic (AL93): Shower and thunderstorm activity associated with an elongated area of low pressure located several hundred miles east of the Leeward Islands continues to show signs of organization.  Environmental conditions are forecast to be favorable for further development, and a tropical depression is likely to form later today or Thursday while the system moves west-northwestward to northwestward into the western tropical Atlantic, well north of the Leeward Islands. Formation chance through 48 hours...high...90 percent and formation chance through 7 days...high...90 percent.

Disturbance 3. Hurricane Gabrielle is no threat to our part of the world and is racing ENE across the North Atlantic, headed toward Spain. Use Good Techniques When Planting Trees and Shrubs

Fall is one of the best times to plant most types of trees and shrubs. With enough coddling, containerized plants can be installed at any time of year, but planting after temperatures cool in the fall gives them a good deal of time to establish their root systems before the hottest weather and greatest water demand occur the following year.

There are exceptions to the planting-containerized-trees-and-shrubs-in-the-fall-is-best rule. Citrus trees and fig trees, which are more cold-sensitive when young, can be planted in late winter or early spring.

Like most types of containerized trees and shrubs, those sold in the balled-and-burlapped (B&B) form can be planted in the fall. Bare-root plants should be planted while they’re dormant.

When choosing a plant for a location or, vice versa, a location for a plant, make sure to match the plant to the site. Account for the amount of sun/shade the site gets, how wet or dry it is, how much space there is between it and a building or fence, if there’s a powerline overhead, and your USDA Plant Hardiness Zone (9A in most of Tangipahoa and Washington Parishes, with some patches of 8B).

Dig the planting hole at least twice as wide as the root ball but no deeper than its height. (For B&B plants, make the hole a little shallower than the height of the root ball.) We don’t want the root ball to sink as soil settles. If you accidentally dig the hole deeper than it needs to be, firm the soil in the bottom of the hole so that it won’t settle very much after the plant has been put in place.

If you’re planting a tree, the trunk flare should remain aboveground. Don’t bury the base of the trunk, as this can result in problems down the road.

Put the native soil that you’ve removed back into the planting hole rather than replacing it with soil conditioner, compost, etc. If you use some amount of such an amendment, mix it well with the native soil. For a plant to grow well in the long run, it will need to be able to grow roots in the native soil beyond the planting hole. Break up any clods in the soil that’s being put back in the hole.

If you’re planting containerized plants, watch for roots that have hit the edge of the container and started growing downward or begun to circle the root ball. Do not allow roots to continue growing in this manner. You can use pruning shears or another tool to shave off the outer edge of the sides of the root ball. (Doing this to the bottom of the root ball isn’t necessary. It’s most important that roots are able to grow horizontally near the surface of the soil.) On large, containerized root balls, removing a 1-inch-thick layer is usually appropriate.

Remove any stake (bamboo, metal, etc.) that came with the plant so that it won’t wound the plant as it grows. Most plants will not need to be staked, but if a plant is unable to stand on its own under windy conditions, an appropriate post-planting staking system can be used.

Two to four inches of mulch, such as pine straw or bark, is helpful for discouraging weed growth near plants. However, don’t place mulch so close to the plant that it comes in contact with the trunk. Avoid “volcano mulching.”

Water plants adequately while they’re getting established.

Central and Western Tropical Atlantic (AL93):  Shower and thunderstorm activity associated with a tropical wave located a little less than 1000 miles east of the Lesser Antilles continues to show signs of organization.  Environmental conditions are forecast to be favorable for development over the next several days, and a tropical depression is likely to form by the latter half of this week while the system moves west-northwestward to northwestward into the western tropical Atlantic. Formation chance through 48 hours...medium...50 percent and formation chance through 7 days...high...90 percent.

Disturbance 3. Hurricane Gabrielle is no threat to our part of the world. Gabrielle is a Category 4 hurricane, currently about 305 miles ENE of Bermuda moving NE at 13 MPH with 140 MPH maximum sustained winds. There are no coastal watches or warnings in effect. On the forecast track, the center of Gabrielle will continue to move away from Bermuda today. Swells generated by Gabrielle will continue to affect Bermuda, the U.S. East Coast from North Carolina northward, and Atlantic Canada over the next few days. These swells are expected to produce life-threatening surf and rip current conditions.  Gradual weakening is expected during the next couple of days.

Jury Convicts Pearl River Man In Beating Of 83-year-old Mother

District Attorney Collin Sims reports that on September 17, 2025, a St. Tammany Parish jury took 21 minutes to return a guilty verdict against 57-year-old Clifford Roberts of Pearl River on a charge of second offense domestic abuse battery.  Assistant District Attorneys Shelby Stoop and Tiffany Dover presented the case to the jury with Judge Vinny Lobello presiding over the three-day trial. Deputies Tyler Caruso and John Dalton with the St. Tammany Parish Sheriff’s Office were in charge of the investigation.

According to testimony given during the trial, the April 11, 2025 incident began when the defendant wanted his 83-year-old mother, with whom he shared a Pearl River residence, to give him money to buy cigarettes.  She gave him $10 and said that was all she had.  Roberts responded by getting in his mother’s personal space and yelling obscenities at her.  Because Roberts had beaten her in the past, the victim feared for her safety and used her cane to try to push him out of her bedroom.  After Roberts left the room, the victim locked her bedroom door.  Roberts defeated the lock on the door and resumed berating his mother.  The victim again tried to push Roberts out of her room, prompting him to grab her and violently throw her to the floor, causing her to strike her head.  After lying on the floor for some period, the victim was able to get to her feet and she called 911.  Deputies Caruso and Dalton immediately responded to the residence.  Upon observing obvious injuries to the victim, the deputies summoned an ambulance to the scene and the victim was transported to a local hospital for treatment.  She was diagnosed with and treated for blunt force trauma to her head as well as bruising and swelling of her arm and finger.

Deputies questioned Roberts on the scene and he claimed his mother had attacked him “for no reason” by striking him in his face approximately 15 times with her cane.  He said she then fell to the floor and that he did not help her because he knew she would blame him.  When the deputies inquired about his prior conviction for battering his mother in 2022, Roberts downplayed its seriousness, saying she only had a superficial injury.

The victim was among seven witnesses prosecutors called to testify at trial.  The remaining six witnesses were law enforcement and medical personnel.  During her testimony, the victim described the fear she experienced as her son physically assaulted her as he had done before.  At one point during her emotional testimony, the defendant was heard to mutter “f***ing liar.”  The victim told the jury she loved her son but could not continue allowing him to abuse her.

Judge Lobello has set sentencing for November 5, 2025.  The penalty for second offense domestic abuse battery is usually limited to a maximum of three years in prison.  However, due to his previous criminal history, Roberts may receive a longer term.  In addition to his prior domestic abuse conviction, he also has convictions for battery on a police officer (2 times), resisting an officer, DWI (4 times), attempted possession of oxycodone, simple battery, public intoxication and criminal damage to property.

Tickfaw Couple Arrested in Drug Investigation

The Tangipahoa Parish Sheriff’s Office (TPSO), in collaboration with the Hammond Police Department, has arrested two convicted felons for running a drug operation out of their Tickfaw home.

  • Sara Hughes, 35, has been booked on one count each of Possession with Intent to Distribute Schedule II narcotics, Possession of Schedule III narcotics, Possession of Drug Paraphernalia, Illegal Possession of Stolen Things, Possession of Weapons While in Possession of Controlled Dangerous Substances (CDS), Convicted Felon in Possession of a Firearm, Possession of a Stolen Firearm, Possession of Stolen Things ($25,000 or more) along with several unrelated outstanding warrants and traffic violations.

  • Stephen Roberson, 58, has been booked on one count each of Possession with Intent to Distribute Schedule II narcotics, Possession of Schedule III narcotics, Possession of Drug Paraphernalia, Possession of Weapons while in Possession of Controlled Dangerous Substances (CDS), Possession of a Stolen Firearm, Possession of Stolen Things, and Resisting an Officer as well as two counts of Convicted Felon in Possession of a Firearm.

Earlier this month, thanks to a tip from the community, the TPSO Narcotics Division was made aware of suspicious behavior at a home in the 16000 block of Johnson Lane in Tickfaw. Following several days of surveillance operations, TPSO confirmed both suspects were conducting illegal narcotics sales out of the home and obtained search and arrest warrants.

On Wednesday, September 17, TPSO Narcotics detectives were joined by the Hammond Police Department SWAT team to conduct that search which turned up a half a pound of methamphetamine, some hidden in toolboxes and blankets, a stolen gun and a stolen vehicle. While Hughes was taken into custody on site, Roberson was arrested at his place of employment after eluding deputies for more than an hour.

The TPSO would like to thank the public for their partnership in reporting suspicious activity and HPD for their assistance with this case.

Environmental conditions appear marginally conducive for slow development over the next few days as the wave moves quickly westward to west-northwestward at 15 to 20 mph.  By the latter part of this week, the system is expected to slow down and turn more northwestward, and a tropical depression could form late this week when the system is over the southwestern Atlantic Ocean or near the Bahamas. Formation chance through 48 hours...low...10 percent  and formation chance through 7 days...medium...40 percent.

Disturbance 2. Hurricane Gabrielle is no threat to our area. Gabrielle is located about 210 miles SE of Bermuda moving NNW at 10 MPH with 90 MPH maximum sustained winds. Gabrielle is strengthening and forecast to pass east of Bermuda tonight. There are no coastal watches or warnings in effect. Swells generated by Gabrielle will continue to affect Bermuda during the next few days. These swells are now reaching the east coast of the United States from North Carolina northward, as well as Atlantic Canada, and are expected to continue through the early part this week. These swells are likely to cause life-threatening surf and rip current conditions. 

Disturbance 3. Central Tropical Atlantic:  Shower and thunderstorm activity associated with a tropical wave located about midway between the Lesser Antilles and the Cabo Verde Islands has increased since yesterday.  Environmental conditions are forecast to become more favorable for development by tomorrow, and a tropical depression is likely to form by the middle to latter part of this week while while the system moves west-northwestward to northwestward across the central Atlantic. Formation chance through 48 hours...low...20 percent and formation chance through 7 days...high...70 percent.

Otravious Romel Harris, Sr. of Bogalusa Sentenced to Probation With a Curfew

Acting U.S. Attorney Michael M. Simpson announced that Otravious Romel Harris, Sr., age 44  and a resident of Bogalusa, was sentenced on September 9, 2025, to five years of probation, after previously pleading guilty to being a felon in possession of a firearm. As part of his probation, Harris must not violate any local, state, or federal laws, and he will have a curfew where he will have to remain in his house from 9:00 pm until 5:00 am. He will also have to report to his probation officer.

  • The statute carries a maximum term of imprisonment of 10 years in a federal penitentiary, as well as up to 3 years of supervised release following imprisonment and a mandatory $100 special assessment fee. 

  • United States Sentencing Guidelines called for a sentence of 70-87 months in prison, based on his significant criminal history, that included prior convictions and prison terms for Distribution of Cocaine, and Possession with the Intent to Distribute Cocaine in 2006, as well as Possession with the Intent to Distribute Cocaine, Oxycodone, and Alprazolam, and Aggravated Flight from an Officer and Possession of Oxycodone in 2018. 

  • However, United States District Judge Darrell James Papillion granted Harris’ motion for a downward departure and sentenced Harris to 5 years of probation. This sentence was imposed over the objection of the United States Attorney’s Office, who sought a jail sentence as called for by the Guidelines. 

Harris was charged in federal court with being a felon in possession of a firearm after he was the subject of a traffic stop on June 22, 2022. During the traffic stop officers observed that Harris was smoking marijuana. During a search of his vehicle officers located a loaded Glock 9mm handgun. DNA test of the firearm showed that Harris’ DNA was on the firearm. Harris pled guilty as charged to this federal offense on November 5, 2024.

This case was investigated by the Bureau of Alcohol, Tobacco, Firearms, and Explosives, and the Washington Parish Sheriff’s Office. The prosecution was handled by Assistant United States Attorney Maurice E. Landrieu, Jr. of the Narcotics Unit.

Disturbance 2. Central Tropical Atlantic: A broad tropical wave is moving into the central tropical Atlantic.
