St. Tammany Grand Jury Indicts Two in Fentanyl Overdose Death

District Attorney Collin Sims reports that on July 16, 2025, a St. Tammany Parish grand jury indicted 27-year-old Paige Andrews of Lacombe for second degree murder in connection with the fentanyl overdose death of 26-year-old Dustin Banks on December 5, 2024.  Also indicted in the case on a charge of distribution of fentanyl was 25-year-old Dustin Carver of Slidell.  The indictments are the result of a 6-month joint investigation conducted by the 22nd Judicial District Attorney’s Office’s Opiod Initiative and the United States Drug Enforcement Administration’s Fentanyl Overdose Response Team.   Jefferson Parish Sheriff’s Office Detective Gerard Simone, a member of the DEA Task Force, and District Attorney Investigator Darrell Marcev, Jr., a member of the Louisiana State Police Task Force, were in charge of the investigation.  Assistant District Attorneys Ronnie Gracianette and Angelina Valuri presented the case to the grand jury.

In response to the grand jury indictments, District Attorney Collin Sims stated, “These indictments demonstrate the value of strategic collaboration with our law enforcement partners.  Through coordinated efforts, our team members secured access to enhanced investigative resources specifically tailored to overdose-related deaths – resources that extend beyond traditional investigative methods.  This advancement significantly strengthens our ability to identify and prosecute those responsible, bringing much-needed accountability to the offenders and justice to the affected families.

Andrews and Carver are scheduled for appearance in court before Judge John Keller on July 31, 2025.
