Spikes was not identified in the previous story due to legislation dealing with juvenile jurisdiction. Legislation to raise the age limit of juvenile jurisdiction to seventeen was scheduled to take effect on July 1, 2018 for non-violent crimes. However, during this year's (2018) regular legislative session, the Louisiana Legislature postponed the effective date to March 1, 2019.
