Hammond Residents Accused of Receiving 19 lbs. Of Marijuana in the Mail

An ongoing undercover joint operation began between the Tangipahoa Parish Sheriff’s Office Narcotics Unit, DEA, Hammond Police Department Narcotics Division, U. S. Postal Service and Louisiana Probation and Parole, when the DEA identified Michael Brett Regan (34) of Hammond to be receiving large quantities of suspected illegal narcotics via the Postal Service.
On April 4, 2018, a package addressed to Regan’s home was intercepted and the package tested positive for illegal narcotics. On April 5, 2018, authorities conducted a controlled delivery of the package. Morgan Miguez (24)  retrieved the package from the front door and agents executed a search warrant on the residence.  The search revealed that the package contained 19 vacuum-sealed bags containing approximately 19 pounds of high grade marijuana (worth approximately $27,000). Agents also found quantities of Methamphetamine, various items of drug paraphernalia and $1,000.00 cash.
Regan was arrested for possession with intent to distribute Schedule 1 CDS and Miguez was arrested for possession of schedule 1 CDS, possession of schedule 2 CDS, and possession of Drug Paraphernalia.
