St. Tammany Parish Sheriff’s deputies have arrested a Slidell-area man for obscenity after he was found masturbating on the side of the road near a retirement community.When a deputy responded Sunday evening (February 11, 2018) to a report of a suspicious person, he located Kevin Frazier (54) of Slidell on the side of Dauphin Street. He was kneeling on the side of the roadway, nude from the waist down with his pants around his ankles. Frazier was in plain view of passing motorists, nearby homes and the residents of the nearby senior living center.
He was taken into custody and booked into the St. Tammany Parish Jail on one count of Obscenity.
